Nepal is Declared a Republic!!!

The proposal to declare Nepal a republic is passed by 560 vs 4 votes. [Here is the minute by minute account of the first meeting of the CA.]

Remove former king and his secretariat from the Narayanhitti palace within 15 days; the CA meeting directs the government.

The 240-year-old institution of monarchy is formally abolished in Nepal.

The first meeting of the Constituent Assembly, which was elected by the people of Nepal on 10 April, declared Nepal a republic a few seconds ago. In fact, the CA meeting implemented the constitutional provision that already declared Nepal a republic but gave the power to implement that decision to the first meeting of the CA.

The Interim Parliament yesterday (28 Dec) passed a third amendment to the Interim Constitution, stating that Nepal would become a federal democratic republic after the Constituent Assembly poll. Parliament amended Article 159 of the constitution. The amendment reads: “Nepal will be a federal democratic republic.” The amendment also says the decision would be enforced by the first meeting of the Constituent Assembly.” The amendment provides for parliament, through a two-third majority, to abolish the monarchy before the CA poll if the government is convinced that the king is conspiring against the poll. The amendment also formally transfers the position of head of state to the prime minister. (Here is more.)

People who are already on the streets to celebrate the declaration of the republic from the morning are chanting slogans welcoming the decision of the CA.

Earlier in the day, before coming at the International Convention Center in New Baneshwor, top leaders of the big three parties also agreed on the rights and privileges of the President and the Vice President.

  1. People should celebrate. Now, Nepal will become the most developed country in the world or at least Asia in the next 10 years for sure. The monarchy was the only thing holding us back from moving forward. With monarchy gone miraculous transformation of the country is going to happen. I am even hopeful that the hen in my farm will now start laying golden eggs. Congratulations to comrade Prachanda. If he had not made so many people sacrifice their lives today’s achievement would not have been possible. Now, he deserves to become the supreme leader and all of us including the Nepal army should do whatever great leaders in the likes of Girija, Prachanda et al tell us to do. Let me also congratulate our big brother India. Indeed mera bharat mahan.

  5. The monarchy has authentically been abolished by the newly elected Constituent Assembly, after all.

    However, I wonder whether the vestiges of the noblesse/feudalism/autorcracy could be decimated successfully. Because the attitude is the same; it’s never going to be easy to change it.

    Meanwhile, only abolishing the monarchy won’t change the scenario; give the royalties a chance to leave as dignified citizens but sequester the property that they have stolen!

  7. At best the country will return to the status quo during the mid-90s. This is not a bad thing. But those idiots like Bhayankar, who think that the fall of Gyanendra is going to solve all their problems, forget that Nepalese politics has always been a shitstorm.

    I still believe that we should have stayed with a constitutional monarchy, such as the one that exists in the UK. But if the people don’t want it, fine by me. The existence or lack of a ceremonial monarch doesn’t impact the people in any way. What does disgust me is that they are creating the position of president. The Prime Minister should act as both head of state and head of government.

Let me put it this way, with monarchy abolished we can be certain of the things we will lose with it, but we cannot be certain of what we will gain from its absence.

    In 21st centuary declaring republic is definitely welcoming decision and i’m among those people who welcome this step. However, we are in process of managing peace and in this political scenarion minusing one power is adding fuel on fire.

We Nepali wants to celberate every occassion as we are bhakta of Power. I am sorry to say that we Nepali is known as betrayer and mercinary as we have betrayed the King of Sikkim and merged with India for few doller more so we are are doing same with Nepal. Indian has suceeded in bribing the corrupt leader and we Nepali are fools anyway so it is not long way when Nepal as such will be disintegrated and and this Same CA will decide to merge of surrender all out resources to India. We are enjoying now in MOOT KO NYANO. Soon Nepali Janata as well will disappointed and then what ? It would have been too late.   27. As Nepal celebrates becoming the newest republic in the planet, most of us are oblivious to the discussions taking place around the world regarding our country. That is not because we don’t care what the world has to say about us, but I believe that is because we hardly understand what the world thinks about Nepal. And more importantly we find it very difficult to make the world understand our nation and our culture. We don’t have a Hugo Chavez amongst our leaders who can boldly take center stage in the world arena and let the world know what Nepal thinks about them and what the world needs to know about Nepal (not that we need Chavez, but an articulate and charismatic leader would be nice for our PR). Just take a look at a discussion taking place regarding Nepal in BBC’s website (which in many ways represents a microcosm of discussions raging around the world regarding Nepal). So many comments that have been posted here, are filled with ignorance and travesty. These people hardly understand our country, but they think they know everything. And there are very few Nepali souls to tell them otherwise.

  29. Who knows about the future. Only those people who defends the decisions that they make today, can make future. We, Nepalese, have to make our own future after deciding to abolish Monarchy, come whatever we have to defend this decision and and stick to it. Those who could not decide on themselves, and who do not accept the reality, will remain just WHINERs, and will be drowned in the pool of their own pessimism, cynicism and criticism. Wake up Nepalese, this is a challenging time, and only optimism and confidence in oneself and will of the people’s sovereignity will save the nation and make its socio-economic progress!

  30. I feel despite the problems with the YCL/Maoist hoodlums and the Tarai problems utlimately it will be the economy that decides the future of Nepal. Our economy is in a very precarious position. If it was not for the remittance money it would have collapsed long time ago. Without a solid economy no govt. will have the funds to invest in infrastructure, education and poverty alleviation, etc projects. We can’t rely on handouts forever.

    So I hope the new govt. will devise a strong economic policy with the long term welfare of the country in mind and not some short term populist policy that will lead to ruin in the long run. They must create the necessary laws that encourage investment from both Nepal and abroad and also an enviroment where businesses can run smoothly without militant trade unions and crippling taxes.

  31. To still be attached to ‘gone’ Monarchy is the age old psychological problem of some conservative Nepalese mind. If you want something to cling upon, there is better one: GOD. Because GOD is bigger than Monarch and at least He does not bring another coup to democracy, does not have the greed shown by our Monarchs, and does not thrive on the killings of all the members of his brother King.

    For most of the Nepalese, they don’t need any of the psychological clingings. Thus, they know ‘They’ are the real soveignity of the nation. Janta is Janardan (read: GOD). Long live Republic Nepal!

    And the ever skyrocketing gasoline prices could make things even worse. Country cannot always giving away bail outs to the NOC, it has to raise the price as per the market. Here is the dilemma the new govt will have immediately; raise the price and face the music or cover it with state coffers and bankrupt the entire economy.

    Govt should encourage small and medium level investment by Nepalese within the country and should also give tax benifits whoever invests remitted money from abroad. I am for strict enforcement of taxes and higher accountability of governance but as we all know that’s a way too much to ask from these neo-kings.

  39. The futurist writer, Alvin Toffler, in his famous book ‘The Third Wave’ wrote that in modern times, Monarchy will vanish because of it own faults and misdeeds, not by bloody revolution. I am amazed how the the prediction has come true in Nepal. Monarchy is erassed from Nepalese politics thanks to all the foolishness, greed and inflated ego.

    Still people are free to keep Gyane’s photographs in his wallet, wall hangings, or even in the toilet! It does not matter. To cry over something that has been lost is just a Childish tantrum. The anger and anguish of some royalists are understood but it is in vain to cry over spoilt milk and keep on clinging on something which has no moral source in outrightly foolish and childish. Wake up royalists, to the new reality of Nepal. It is already Republic, for better. And stop dreaming about Monarchy coming back, it has never come back in history. Even if it will come back it will be without any fangs and nails - a useless icon for purely fantasy and ritual use.

  40. i still think most people are cynical while analysing the present, that is, there is no certainty of the economy going to be boosted, jobs increased, pollution decreased, electricity 24 hrs, good security and freedom……but then, if it happens its welcome….otherwise it will be like waiting for godot…

I will appreciate maoists govenment if it 1) corrects corruption in bureaucracy and restructures the bureaucratic structure, 2) keeps balanced foreign relations with India and China, 3) Can encourage huge foreign direct investment in Nepal in agriculture, horticulture, tourism, herbal, pharmaceutical, health industries and financial institutions. Other things will follow accordinglly. It is not ambitious dream that Nepal will get at least 7 % GDP growth, because China has 9.5% GDP growth and India has 7.5%. The only precondition for developmet for Nepal is peace and correct policies and sound foreign policy. For peaceful development, any nation should have strong and stable government that lasts for at least 5 year term but fulfill its commitments. Nepal lagged behind because not a single government fulfilled its term in the past. But I am confident, the maoists government will fulfill its term and gives chance to the people to evaluate its merits and demerits. Lets give Prachand chance, because till now what he has committed has come true (as if by magic!). Nepal needs more magics like this!

  45. Dear Arya, I can feel your sadness because Nepal is not a Hindu Kingdom. Of course it is no more a Kingdom, because King has been abolished. But what’s the use Nepal become a Hindu nation. The most hindu populated naton, India, is not a Hindu Nation. In democracy, it has to be maintained that a nation do not have a religion, ie, religion and state are separated, because if religion and state are kept as one, there is always danger the nation will be turned into religiously fundamental dictatorship run by religious leaders, such as Ayatollash, mullahs, popes etc. Religion is a private matter and individual right of a citizen, but state could not bias on the private religions of its citizen. It is rule of democracy, and we have to learn how to live with it.

  46. Do you know why we felt a little sad when King is abolished? Because Nepalese mind wants something to cling upon- a source of faith (in whatever form it is - evil or good). Thus the Monarchy has been that hook on which Nepalese mind clinged on (to curse it when something goes wrong, to appreciate it when something gets good). we have been cursing Monarchy for all our misfortunes. It was a pernanent center for our hatred, as well as our support it things goes wrong. This is because Nepalese mind is basically hollow and dependent. Now when the support is gone, we feel hollow and scared. This is because we have never been taught to become independent by our society. Because in Republic, everey citizen is the support for him/herself. Actually it is a teamwork of all citizen that creats the icon of faith and support. Since this is completely new situation for us, we feel perplexed. But once we know the truth and the cause of uneasiness, and gets used to the norms or Republic, I am sure everything will be fine. Then we will feel much for refreshed, envigored and empowered. I bet you! :)

They are going to be next victim of Maoist. To give credit to Maoist they have never hidden their lust and quest and strategy for power. They will use the lesser enemy to destroy the major enemy then once done they will turn on lesser enemy. Now, it is turn of UML and congress to be eliminated and thanks to antarghati like SHIT Situala and Pataki Girija and stupid and Whiskey and perfume loving JHALE they will have not difficulties to do that. And thier New Indian Master SOOD will help them to acheive that. WAKE up NEPALI Janata we are in for totalitarian regime like POLPOT and North Korean soon. As for Monarchy most of people might not like Gyanendra but we still support institure of Monarchy which stupid foreigners like Major Sharp will never understand. Within few year of Maoist dicatatroship or Chaos of Kongressi and UML Nepali will bring back Monarchy in some form. History is full of example like in England, Spain and even Bulgaria where Former King became President even Cambodia or we would have been assimilated in Indian union. First of all if we remember and not biased the mandate of Janandolan was restoration of parliament not ouster of King, later on it was turned on on Maoist agenda and there was no refrendum. In CA all the parties were carrying republican agenda and King was not given any chance to present his case to People. It was done Forcefully and illegally. This will have long term consequences. and beside there was no demand for turning country into secular country. This was done by force by so called party without proper discussion so there is bound to be another revolution. Right now Supporter of Monarchy looks small but remember few years back nobody belived Maoist will win.   71. y-that’s my point. Why blame Indians when it is us Nepalis who blindly follow their orders just for the lust of individual power and money? Indians will do what is in the best interests of India not Nepal. It is up to us Nepalis to protect our own interests. If we can’t do this why blame others? That’s why I find this Indian bogeyman theory raised by the royalists, maoists and all other opportunists sickening-they would sell the country for a few crores yet they are the ones who constantly raise the issue of our sovereignity. Perhaps you should avoid being brainwashed by them.

    I guess my point is your point. The other point is it is’nt a bogeyman (meaning something in the imagination often of a child), - it is very much reality that is my point . The fact that we follow India and have been is reality, how the maoists or royalists or congress politicise it is not for me to theorise. It’s a fact, and we have to live with it. And I’m hardly brainwashed by this but perhaps you are as you still term it as bogeyman when infact its fact.

Dear Mahila Sahu, o course Maoists next victim is Congress and UML, if they still support King and Monarchy, and if they hinder Nepal’s land reformation and rapid economic progress, by handing power to Maoists who is the single largest party (whose seats in CA is more than Congress and UML combined, who thinks without them Nepal will not survive, who don’t want to leave the status quo. If Congress and UML don’t change their behaviour and comes up with policies and agendas much better and revolutionary than maoist’s, then people will have to support Maoists, because people don’t have any other choice. As I have already said Monarchy dies of its own fault, the same is true with Congress and UML. They will die if they don’t change for better.

    You are right Mahila Sahu, tha totalitarian rule is around the corner if the other parties don’t do something to bring strategies and policies better than maoists for the economic development. Nepalese have only two choice: either die of hunger or full their stomach in totalitarian rule.

    Nepalese people rarely liked Monarchy, because it is inherently an outdated idea. The concept of nations are fading in the globalization context, thus the concept of Monarchy has no value which thrives on ‘nation’ concept, because Kings/Queens need nations to rule. On the contrary, in the context of globalization, economic progress of societies is most valued. Nowadays people values money and prosperity more than national identity. But the paradox in Nepal is that Maoists appears the most nationalist party. All the other parties are afraid of showing their nationalism in fear that it will make them appear Anti-Indian. That’s a poor dilemma for them. Anyway, we cannot say anything with tasting Maoists rule. If Maoists cannot fulfill national interests and bring rapid economic change, they will disappear from Nepal’s political. That’s the beauty of democracy, which refines itself. Republicanism is the best form of democracy.

    Indian influence in Nepalese politics has never been less, it is true. The reason is India has the biggest stake in Nepal, security wise and resource wise. But do you think Nepal will be assimilated with India without Congress and UML’s support? Even if Nepal becomes Sikkim, we have to accept that it would happen because our elected persons signed for it. It is a far cry to be apprehensive that the 601 members will sign on it. It had greater chance that Gyanendra in his lust, greed and selfishness, was in fart better position to sign Nepal to become India’s part, because it is easier to make one man sign by bribery/threat than 601 members.

    Who is the real Prachanda? The communist fanatic? The pragmatic negotiator? Or the ruthless opportunist? He’s shown characteristics of being all three. Now that he’s the most powerful guy in the country, its really time we paid close attention to everything he says and does.

  78. 29% of seats hardly qualifies the maoists to claim anything. They need to convince others to support them to form a govt. As far as maoists go 29% votes for them means 71% are not for them. They are’nt democrats so in theor terms its either for them or against - and 71% (an overwhelming majority) are against them.
    Let’s not tout the “largest party” banner too much.
