This and the past week are witnessing interesting developments on the political front. The Maoist drama and its confusing and contradictory statements regarding elections have overshadowed the past several days. Amid all the uncertainties the election commission publicized the schedule of the Constituent Assembly polls that has helped to propel the election electin politics to new height. Then one UN honcho says he thinks elections are possible on November 22 which is also a matter of satisfaction. Also comes the news that the cabinet on Monday (20 Aug) has decided to nationalize within 15 days the property of the late King Birendra and his family and property inherited by King Gyanendra. Decided? Didn’t the government decide to do the same months ago? Still better to be optimistic and we are thiking positive. Here is the roundup of key headlines (and leads) of the past few days just in case if you have missed them:

Maoist U-turns on poll pre-conditions continue

KATHMANDU, Aug 20- The CPN Maoist renewed its call for a republic and a proportional election system as pre-conditions for the Constituent Assembly (CA) polls. However, in an ironic twist, Maoist Chairman Prachanda has issued a press statement floating a 22-point pre-requirement proposal to “ensure” that the CA polls are held on November 22. Prachanda has warned of strong protests including ‘people’s action’, ‘political’ strikes and public meetings in case there is no action on the 22-point proposal. The two Maoist pre-conditions – declaration of a republic before going for elections and a proportional election system – are not new and were incidentally already decided upon by an eight-party meet long ago. The EPA had decided in favor of a mixed election system and finalizing the fate of the monarchy at the fist meeting of the constituent assembly. Royal property to be nationalized in 15 days

By Yuvraj Acharya
KATHMANDU, Aug 20- The cabinet meeting held Monday after a long gap decided to nationalize within 15 days the property of the late King Birendra and his family and property inherited by King Gyanendra. The government will nationalize forests, parks, palaces and farmland owned by the royal family, except for King Gyanendra’s personal property. The meeting formed a five-member committee headed by Home Minister Krishna Prasad Sitaula to accomplish the task of royal property nationalization. The committee includes Forest and Soil Conservation Minister Dev Gurung, Culture, Tourism and Civil Aviation Minister Prithvi Subba Gurung, Law and Parliamentary Affairs Minister Narendra Bikram Nembang and Physical Planning and Construction Minister Hisila Yami. Q & A With Maoist Chairman Prachanda

Q. What will be the status of the Koirala government if, in case, the elections don’t take place?

Prachanda: There won’t be the Koirala government if elections don’t take place. Not only will Koirala’s government go, the country will face a huge disaster.

Q. What kind of disaster?

Prachanda: The country will be caught in a complex civil war if the CA polls are not held in proper manner.

Q. Civil war?

Prachanda: Yes, a civil war. The series of events have shown that. At that time the scale of international forces’ intervention will be very large. Many people even indicate Nepal’s fate as that of Afghanistan and Iraq. But not Iraq or Afghanistan, Nepal could turn into a Vietnam of the 21st century. This means, there is a possibility that the Nepali people will once again have to revolt against international intervention. What I believe is, if the peace process does not move forward in a proper manner, yet another people’s revolt is a must.

Q. Are you in a position to organize that sort of people’s revolt?

Prachanda: The people of Nepal have to do that. We, on our part, could of course try to lead the revolt.

Q. But, how much possibility is there of deferring the polls to Baisakh (mid-April to mid-May) through an agreement by amending the constitution?

Prachanda: I don’t think so. It does not happen every time. There won’t be any situation where the Nepali people will tolerate the postponement of polls time and again.

Q. That means, if polls don’t happen in November, there is no possibility of polls at all in the near future?

Prachanda: I think it won’t be wrong to draw such a conclusion.

Q. For what the people’s revolt you are talking about?

Prachanda: Firstly, it is for holding of the polls. If that could not happen, it is for transferring all the power to the people.

Q. Power in the people’s hands means power in your hands?

Prachanda: Power in our hands means power in the hands of those who represent the people

Q. When are you launching your people’s revolt?

Prachanda: The process has already begun. Our comrades who are ministers have outlined certain points and given an ultimatum to quit the government if those points are not met. This itself is the beginning of the revolt.

Q. What will be the eight-party equation if the elections do not take place?

Prachanda: I doubt that the coalition will remain intact if the elections do not take place. Either the eight parties will again launch a fresh movement or some of the parties will join hands with the reactionary forces and some will reach out to the people.

Q. What will be the role of the PLA in the revolt?

Prachanda: The PLA cannot be used in course of the people’s movement. But, anything can happen if a situation arises wherein the country heads towards the people’s revolt. The PLA may not remain inside the ‘cantonments’. It will come out.

Q. What will happen to the UN monitoring/ supervision process if the election does not take place on the scheduled date?

Prachanda: The agreement was for nearly one year. If the election does not take place within that period then the UN’s role would come to an end. There will be no need of the UN to stay here. (continue reading)

EC releases CA election schedule

Schedule 1 and Schedule 2

KATHMANDU, Aug 19 – The Election Commission (EC) on Sunday made public the election schedule for first-past-the-post (FPTP), as well as proportional electoral (parallel) systems for Constituent Assembly election. All candidates who wish to contest for the 240 seats in FPTP should file nominations at the respective District Election Offices on October 5 from 10:00 am to 5 pm. The election office will publish the final name list of candidates on October 10 and provide election symbols on October 11. Thereafter, each candidate will be able to campaign for 39 days. However, EC has given only 17 campaigning days for candidates for the 240 seats in the parallel system. ‘Security good to hold Nov polls’

KATHMANDU, Aug 19 – At a time when some political parties are hinting at deferring the Constituent Assembly elections again by raising the bogey of deteriorating security situation, a top UN official on Sunday gave the thumbs up to the security situation here. “At this point we think elections can be carried out quite fairly, that people will feel secure, and that in the end the result will reflect the will of the Nepalese people,” said B Lynn Pascoe, UN under-secretary- general for Political Affairs (the head of the UN Department of Political Affairs) at a press conference at the Tribhuvan International Airport before his departure. “That’s our goal.” (continue reading)

its quite clear that prachanda wants to be the president supreme commander spremo saviour ……………………… and all the merit will go GPK and all those who followed in his footsteps. its such a shame that ppl of nepal did not saw it comming. instead they were too busy naming and shaming the royals (and they have been pretty unsuccessfull as anyone can see). i see king profile and supporter multipling day by day. now the big question is which side does the army take. ya it come down to this. who ever will it be i gurantee the ppl will suffer anyway. my advice to the jana who did janaandolans ll is to brace yourself, and the rest could hide in their houses and wait till the torment passes like they have always done.

UN sees Nepal as whitemens burden to be handled with Africans who are thoroughly christainized (Mr. Tamrat). As world has focused its attention in Africa, including Bona, there leaves little room for the wayward days for any UN diplomat or officers- so now Nepal is a game. A two bit gringo jumps on a plane and gets escorted to Jhapa and comes out as if he has een the light by proclaiming all is right for CA. The audacity amazes me but the jokers, I mean the media, goes bonkers waiting for golden word of praises in this maze of mayhem and strife.

As for Maoist- the days of dogs is here and it does not include Mao’s red book or revolution that made killing a finer expression of art & they know it. In this day and age how can anyonem try they might invent an wheel- just not possible. But double whammy is SPA- they are lost souls who needs little assuances of things done right whn all is wrong with little pat in the back by people who live in high rise by sucking up or creating strife in countries like Nepal.

So long- has beens, never be and cannot be people of Nepal

Ganesh Man Pun is taking about taking physical actions, but we decided to take physical actions against them before they even announced that. We have almost completed our first phase of Tracking of the maoist thugs mainly living in Kathmandu. Now, we are in the process of implementing the second phase of our “THE” plan against the maoist thugs, that is, Hunting and executing of maoist thugs. So, we would appreciate the people if they can provide us more information on the whereabouts of these maoist thugs , including Ganesh man pun, Prakash (son of Prachanda, Himal sharma). They are safe as long as they are in Kathmandu. So, our plan is to confine them within Kathmandu valley. We just want to imprison them in Kathmandu. Time will tell who will take physical actions against who. So, JUST WATCH!!!

maoists are proving one thing to be true – a terrorist is a terrorist is a terrorist. They are now again trying to take this country down the path of destruction like they did for 12 years if the Nepalese people and the corrupt politicains don’t go down on their knees and decalre Nepal an authoritarian communist People’s republic of Nepal. The same Nepalese people need to revolt against this sabre-rattling of the terrorists and show them the door. People need to unite and come out to the streets to protest the meaningless 22 point demand put forward by the terrorists. The terrorists, if they ever want to be part of the mainstream, need to fight it out through the ballot boxes and not through the use of guns. But then these are groups of people who can NEVER be trusted– sad thing is that they are part of the government that pretends to rule over the innocent Nepalese people right now. This fiasco has got to end– the terrorists got to be wiped out of Nepal.

The way the Maoist preconditions are construed as avoidance of the polls is highly disingenuous. They are not saying that they are planing to make them unsuccessful. What they are saying is that these jerks from the Terrai (see above) will be able to make the elections unsuccessful if they are able to rally the Terrai around the lack of proportional representation. Even if the elections are held, without proportional representation they will never be viewed as legitimate by 50% of the population.

If the constitution is not viewed as legitimate by a clear majority of the population, then there will be no synchronization between the structure of values and the devision of labor. Thus, there will be no stability. Status protesters will continue to multiply and become increasingly violent. The Maoists, if they do not go back into the jungle, will lose credibility among their cadre, who will splinter off into other armed factions.

Proportional representation will take the wind out of the separatist movements so the elections can decide definitively on the constitution rather than splitting the nation apart. If the rest of the EPA could see beyond their own short term political gains this wouldn’t even be an contentious issue.

  12. scoop Avatar

I’m afraid Mr. Horning you’re just sounding desperate for being proved more and more wrong about these thugs as each day passes. You have no clue as to the intricacies of the dealings that goes on between politicans here. The maoists along with the Home Minister (their stooge and Prachanda’s brother -in-law, the ties and it’s strength you won’t get being American) have been attempting to sabotage the madhesi cause from day one. These people are masters at fooling people most of the time but the game has caught up with them.
All you have to offer is what the maoists say – their propoganda, unfortunately not even Prachanda believes it himself. As you have stated 50% of the electrorate is represented by the madhesis – proportionately so. The ones delaying them participating in the elections is the maoists who have not allowed for any deals to be struck to satisfy the madhesis. There will always be the party pooper here and there as there are in the maoists as well. So don’t be too quick to call these sorts jerks from the Terai as there are plenty in your home base the maoists as well. So the real question is not whether the maoists call for proportional representation will be adhered to, but can the govt. shake hands with the Terai groups, something your buddies do not want and they just hark on the proportional bandwagon to try and attempt to get a base somewhere – unfortunately their base is where it always was – amongst their party members and their YCL thugs. They are like violent stray dogs desperately trying to find a home.
You can see from Prachanda’s interview 3 months from elections that here is a fellow not interested in elections or democracy, here is a psycopath with an agenda that belongs to the history books but one that no one should bother reading. I think Mr. Horning you have to reallly take a long hard look at what you’ve been touting incorrectly so.

  13. Patriot Avatar

Neil – I agree with your overall analysis without a doubt. Proportional representation is the best and only way out for Nepal.

One thing I cant understand – why you hell bent on implying that maoists are squeaky clean from the rest and that they’re the only ones with vision? They started this war promising autonomy and prop rep to all, and once it seemed they were joining the interim govt they easily surrendered these agendas before the pressures of GPK, and it looked like they did it out of intoxication with the prospect of some lucrative ministries coming their way. This made them look like traitors before the indigenous people and was the beginning of a political suicide. Of course NC and royalists played the game too well after that.

If maoists had even the slightest vision (and brains) they should well have known they were abandoning the very support base on which they rose Look at how things stand today, the federation of indegenious groups finally managed to get 1 rep guarantee for each group on their own. They dont credit maoists for this. They realized in this country nobody looks for nobody and you have to take the fight yourself, not thru some wannabes.

And now when it looks like maoists are losing, they brining all these stupid things which were supposed to have been solved long ago. So you see I dont believe they have the interests of the people in their list at all. All they want is power and Pranchanda is getting crazier by day. Eventually what indigenous and marginalized people have realised is NC or Maoists dont seem any different, they’re both Bahunist front, so why not get the CA done as quickly as possible and save everybody the misery?

Do you understand this factor Neil? for I dont see it in your analysis.

Nobody wants the election at this time
The King, Maoists and the party leaders, all of them are steering all their efforts to foil the elections. Because the current uncertainty has become so beneficial to all of them.
Especially the Maoists and the King DO NOT WANT THE ELECTION because these two powers will be at grave disadvantage after the elction.

this election is sure to bring two consequences:
The maoists won’t be able to win more than 4-5 seats, and this will completely marginalize their powers

The king will be constitutionally removed for ever. This will bring the end of monarchy in Nepal.

Neither the king nor the Maoists want it. So, they are disrupting the elections.

One of the seven arrested armed dacoits, Gyanu Lama (the gang leader), was a former maoist area incharge, according to the police. This is what I have been telling for a long time that these YCL thugs are involved in kidnapping, extortion, and dacoity in Kathmandu. Krishna sitaula, the worst home minister in the history of Nepal and the Habaldar of pol pot Prachande, is mainly responsible for these kinds of crimes because he is the one who allowed these maoist thugs to enter kathmandu with their weapons to please his master murderer Prachande. There is no doubt that these looted property reaches upto prachande. Prachande and his goons do not have any intention to go for CA election because after CA election his YCL goons will be kicked out of the Power they are enjoying now.

    Neil,

It is last ditch effort by maoists to disrupt CA election. I agree some of their demands are legitimate including proportional representation but why this fuss now?? Why they didnot raise the issue when they just entered the “Interim” parliament?? If the demands are not meant to make CA elections unsuccessesful, why on earth they have waited so long for the so called movement?? Was the need for proportional representation arise only after maoists were wiped out from Terai??

You can inclined towards any principle but must be rational in the subject matter as important as this. It is clear that maoists are gripped with fear of loosing elections and consequences, the militia and the cadres who are already leaving the camps would make the leadership target if the status they have now would not be maintained. It is this fear which triggered prachanda to announce the protest programme in haste and it is our duty as a responsible citizen( I guess not for you) to try everything in our capacity to foil their attemt . We must voice against maoist conspiracy and let CA elections to be held on stipulated time schedule and make sure it is free and fair.

  19. Neil Horning Avatar

The Maoists are not squeaky clean. What I contend is that they are only as dirty as everybody else. There Maoists have various factors that are important in a country that needs to change as much as Nepal does. However other aspects of theirs are indeed quite disturbing and need to be kept in check. I believe the main problem I have with them is encapsulated in one of Prachanda’s responses in his last interview:

    ——————-
    Q. Power in the people’s hands means power in your hands?

Prachanda: Power in our hands means power in the hands of those who represent the people
    —————–

Hope: If you remember, in January the Negotiations between the Maoists and the Political parties (something that was supposed to be resolved in the 12-point agreement) had dragged on for over 6 months. Proportional representation was the final sticking point, and the Nepali congress wouldn’t drop it. Proportional representation was a demand of the Maoists, along with a federal republic and the Constituent Assembly as far back as 2001. The other parties did not sign on to this agenda until the 12 point agreement.
As stated back then as well as recently the Maoists made what they thought was a temporary compromise in order to insure that the elections being held within 6 months was written into the interim constitution.

Let’s put it this way, The Maoists probably wouldn’t have sacrificed one of their central demands (and various others like bilateral disarmament) if they didn’t want the CA elections held. Remember in March, the Maoists absolutely refused to join the government, and even gave up their claim to all the key ministries (a promise that was made to them when they were refused the speaker position), until they had a personal assurance from Koirala that the elections would be held in June. Two weeks later the electoral commission (under Koiralas control for the previous 10 months) announced that the elections could not be held.

If the Maoists look hedgy now, what may be currently at play is this: The Maoists didn’t fight a war for 10 years, making sacrifice after sacrifice, so that the Nepali congress could write the constitution after underhanded political tricks. Also operable could simply be political reality. If the Maoists move forward without the credit of having secured proportional representation, They will be politically finished. However they also cannot be seen as the ones who delayed the constituent assembly, hence the apparently contradictory statement that it must be completed on the stipulated date (the confusion has no doubt been intentionally exacerbated by the media)

At any rate, If the status Quo-ists do write the constitution, the country will never become stable. Nor will it become stable if there is no proportional representation. So, whatever the reason the Maoists have for the demand of proportional representation, it is the correct demand to make for the sake of the country and they should be supported in it.

    Neil,

As I mentioned earlier the demand for proportional representation is somewhat legitimate but my problem is raising the issue when there is just around three months to the elections. They had “negotiations”, meetings and agreements about everything including cabinet births,”interim” parliament representation. And their demands were met by the cabinet and Koirala which in specific terms was unconstitutional and not meant to make any significant changes as it is “interim” as well. Why they accepted all those benefits without addressing their main demand of Proprtional Representation in the election?
How they realize now only that the “sacrifices” they made would be in vain if there won’t be PR? Isn’t it too late for these kind of assesment?? And I believe constitutions can be amended, I guess that’s what CA does . If they have enough confidence in their ‘popular support’ they can force that from the CA itself!!

You are right about one thing, they had clear intentions of participating the CA elections. Yes, they had !! They were so jubilant and confident that they thought they will have outright victory in CA elections in their initial days in the capital. But when the reality struck, they were terrorized by the nightmare of election. I believe they had right calculation that they would loose miserably and this fear of loosing promted them to react. For prachanda it may be face saving propoganda but it could probably have detrimental effect on the maoist party. The already tarnished image of them would further deteriorate and people will surely take them as a bunch of people committed to terrorize a country by any means and as a matter of fact they haven’t proven otherwise!!

I’m afraid Neil, sticking point or not once an agreement has been reached people should stick to it. It is infact the maoists who have been braking the agreements left right and centre with the rest of the nation just tolerating it for the sake of elections.
The truth be told, the maoists really thought they had great support from the population when they signed all these agreements (before all the other groups- madhesis and janjatis took up their own cause). After the fact they realised in due course that they did not have close to what they assumed, therby all this fiasco. I’m afraid it is not about what the maoists believe is good for Nepal (everyone thinks they know), but it comes down to how many votes they thought they could win then, and now. So yes, I agree with your premise that they are as dirty as the rest – EXCEPT the rest are not responsible for over ten thousand deaths, extortion, murder, even of babies like in the Chitwan bus bombings.

My only disappointment with maoists is they easily played into the hands of NC when they were at the best position post the 19 day agitation. How could they screw up so badly? Perhaps they could have changed a lot of things but their incompetency is what has made me lose faith in them. I still think the best situation is where NC, UML and Maoists share power. Pushpa Kamal is sounding increasingly like George Bush– we will dethrone the dictator and be welcomed with open arms by the people because that the desire of the “people” is to get rid of the dictator. Pushpa Kamal had thought by projecting to the international and national media that the APril uprising was in fact predominantly a Maoist movement and that getting rid of an autocratic king would make them the most welcome political choice in Nepal never materialized. After visiting a few districts, the terrorist duo of Baburam and Teacher turned terrorist (TTT) Pushpa Kamal are realizing that they are now figtihg battles on two fronts – one, a dwindling support in the rural areas and increasing pressure from within the party to adopt a hardline approach. In order to appease both sides, TTT is now playing war of words and his sabre rattling is trying to ensure that rebellion faction that is on the verge of breaking away on Sept 1 will not do so. And at the same time by remaining in the government and continuing to lambast everything that happened in the last 238 plus one year, he is trying to come clean and put the blame on every body else thinking that will translate into more votes. Mr TTT is wrong on both accounts. Some losers from the west who keeps posting here may be the new blue eyed darling of TTT, but TTT’s approach simply ain’t going to work. And any argument that says that the Maoists are as bad as everybody else is also a huge understatement. You can never match corruption with terrorism. That is why there are two different bodies in any country to look after a crime and look after terrorism. The Maoists are terrorists, the rest of the SPAM are corrupt criminals. There is no way you can compare the two.

I believe there are two methods to this election not just the proportional system – the first past the post and the proportional. I don’t know! – if we go by proportionality alone then 48% of the seats is guaranteed to the madhesis, around 28% to Brahmins and Chettris, About 6-8% to muslim community (not in religious terms but as an ethnic group), 3% to Kirats, and then there will be 13-15% for everyone else including janjatis. I really can’t say whether a mixed system or a purely proportionate one is the way. Figure it out for yourselves.

It is really strange indeed that a bot of the bloggers on this site are claiming maoists to be terrorists. Even more so after they have (technically) joined the mainstream. Even if they lose, they will always keep NC, UML, king and all those forces who thut they cud do anything and get away and sell this country on their toes. Guyfromktm is right on the mark. How can anyone even begin to compare the Maoists with any other political entity? The Maoists are either a bunch of lunatics who still haven’t recovered or the most cynical politicians–who would violently divide the country to rise to power.

More and more, I’m beginning to suspect that they’re in the latter camp.

In any case, the Maoists are not ‘normal’ politicians and can never be. Its a tragedy that we have to accommodate them, but given where the country is today, we have no choice. The country cannot afford another war.

However, lets always remind ourselves that they are ‘different’. They are. Unless they can prove otherwise, that is.

I repeat, it’s not the Maoists who are big danger to Nepal. It’s the SPA warlords like Girija, Madhav and all these rapist ganglords.

I was talking to a guy who works in the U.N. human high office of human rights the other day about the truth and reconciliation commission draft.

He told me that both sides of the conflict are guilty of human rights violations, however. Only one side is guilty of SYSTEMATIC human rights violations. That would be the army. You see, the Maoists did occasionally beat and torture people, but rarely under orders from the leadership. The Army, on the other hand, set up standard operating procedures concerning torture. They would torture people to the brink of death, then have doctors come in with defibrillators and revive the person, only to torture them again after a recovery period. This was all done under the watchful eye of the higher ups. I believe there was even an article on this blog about it a few months back.

Besides this the actual deaths in the war total about 5000 by the Maoists, and 7000 by the State. For the vast majority of the conflict period the state was controlled by the political parties. Thus, the political parties have just as much, if not more, blood on their hands than the Maoists.

In anticipation of the rabid Anti-Maoist response, The Maoists did not initiate the armed conflict. The armed conflict was actually initiated by Koirala in one “Operation Romero,” a series of systematic rapes, beatings, and tortures carried out by the police in Rolpa a few months before the Maoists began armed actions.

There is a poll out in Nepalinews.com which says majority does not trust any of the political party- is this a case of concern, I hope so.

As for slide down the hill, the greaseballs of anti this and anti that- you sure doing you job well. The attempt by all will be futile and country will like headless chicken, writhing in pain for time to come. We are now so gone- nothing makes sense or rational except hot air, inneundos, and competition to be heard with logic without logic that mean nothing- like the song titile “elegantly wasted.”

Kinda getting tired of the same run-just hope that the bottom falls out soon to regroup, migrate or pick up the pieces (Future) as of now there is no future.

Neil, Get your fact right before you write your bloody propoganda. Nepalese army is kid comparison to your British and American army what they did in Iraq and Afghanistan regarding human right. Yes, there was occasional mistake during the heat of battle and yes, there was some rougue element who did commit human right. But atleast army put many people on trial and punished them ( you can argue about punishment they got) but what did maoist did, did they punish their cadre who carried out so much gross human right like in Madi blast, Kajo Khatun burning, killing of Journalist like Gyanendra and teacher Mukti nath ?? did they even acknowledge that it was terrible human right mistake and put their cadre on trial ?? Even now they are trying to intimidate the people of Madi and its victim instead of owning up to crime. the problme with you and follower of Maoist which is dead ideology is that you try to justify anything and lie is your staple diet. try you may Maoist is the cause of destruction of this once peaceful country, it has divided people in communal line just to get some benefit during the war,now they are reaping what they sowed in terai. The terrorist is terroist is terrorist, they can never become civilized and they will never leave their sick ideology. Sad it maybe, once again Nepal must stand and fight for its unity by fighting and defeating Maoist terrorist. War is must and we Nepalese can not avoid it. Only the total defeat of terrorist can bring peace in Nepal. for that peace we might have to sacrfice more people because SPA had made a mistake of handshaking with terrorist and they along with people must pay terrible price in near future. So neil, keep out of our politicks and go spread your sick ideology in your mohtercountry (if you have one).

Maoist did bloodbath just for power not for the peoples consented election. It is very clear. There is clear signal that they can not even secure one district in an elction. Now , what they doing is fear of their mind. I am sure some of Maoist pro’tege supporter understand this but they are able to misleading the public.

Maoist three treak now exists as fundamental party rule-

    *convince
    *otherwise confuse
*at last cripple or crook method started with destructive mind.

Neil, while you can talk and even file a case against army for all the human rights violations do you dare the same for Maoists?? No doubt RNA were involved in many cases of mistreatments and they must be tried but what about the reciprocation from Maoists?? Or would you deny there was any violation by Maoists?? I guess mahila sahu has given some examples which surely counts for one. There were numourous incidents of barberic killings by maoists in the name of ‘suraki’, which never came out in fear of retaliation from them. How would you define some forceful recruitements of minors in their militia, will that count for some act of HR violations when they were deprived from their right of schooling??

Let’s make a deal, Neil, can we open a trial in International court and lets investigate all the human rights violations by both RNA and maoists militia . Let’s try everybody involved in 12 years of bloodbath and let’s not spare anyone from the party leaders to army generals. Let the UN take absolute power of the country with international force and arrest anybody to everybody who has some connections with the HR violations.

Maoists will not accept a defeat in the election and win they never can. And if/when CA elections deffered again or cancelled( more likely),maoists will try to seize power and Army again will come out in the battle field. To avoid such a bloody outcome either all parties must agree to give some sizeble number of seats uncontested for maoists or make the current “interim” parliament into the CA, I know these two demands are the most favorable for the maoists but if we really wanna make some way forward peacefully these are the most feasible ones. Yeah, if you wanna go other way round, we still can depend on NA.

The close friends of decoits are considered as decoits not as noble men. The EPA are very good partners so they are equally responsible for good or bad. But, they should understand that people are totally against their present rule and are not optimistic about the future of the nation. If they do not improve themselves, they are going face dangerous consequences neither their guns nor their false assurances will save them.
