Maoists Killed By Villagers

Meanwhile, a Maoist activist was killed in a fight with villagers in Debapurteta, Bara district Friday night. The man is identified as Naresh Yadav, 18, who was beaten to death by the villagers. He died on way while being rushed to Birgunj for treatment. Villagers had beaten to death another Maoist man the day before.

    I looked at the second photo above. Notice the women who are crying, the wife whose cheeks are soaked with the tears, and the children who are now orphan. All for what?

    Where is peace dividend for common Nepali? It seems like Jana-AndolanII was waged by the Maoists alone. They are prancing about as if they are the winner, and the rest of us are, what, losers. What purpose could possibly served by senseless murder like this? Is this the price of peace we should pay to the Maoists? Are they like Kingkong whom we poor villagers should offer a human soul on stake every day or so for feast?

    What is the price of peace, comrades? For your superannuated principle, how many of our villagers are to be murdered? How many throats to be slitted, how many households to be looted, how many children to be abducted, how many shopkeepers to be intimidated, how many Sanskrit teachers to be executed, how many bridges to be blown up, how many governments to be changed, when will you finally say you are satiated with all these excesses? What is your goal? Do you even know your goal?

    It seems like either Rana, or Shah or you guys want to kill Nepali while not being accounted for it. Hopefully, the days of killing with impunity are over, and we will force you to account for all the human souls whose life in this earth was truncated by your cruelty. You know, human soul is too luminous to be caged in your antiquated principles.In the fullness of time, every thing will be accounted for.

    just yesterday, september 9, 2006 a person was murdered, the dead body was below the bridge joining balkhu and sanepa. and also a man was badly injured by a khukuri attack at sanepa area….

    Are we going towards a situation like Columbia, you know nasty army and nasty terrorist\ calling themselves revolutionary.
    I do not see any future for nepalese democracy unless they begin to undiscriminately judge criminals. Who cares they call themselves what. Schools have a hard time surviving and nepalese people have to work abroad. Maoism has become a lifestyle rob and steal.
    We do not need more army we need for the crimes to be stopped.

    BK,UK-it should not be the maoists punishing their cadre for killing innocent civilians but instead it should be the state. The home minister needs to strong and pledge in front of the public to bring these murderers to justice. The maoist’s punishment should not be valid as they are not a state and their crimes are against the state who claims to represent the people of the country.

    It is clear as sunlight that its no use talking to maoists.Just look at what happened to Srilanka,they acted as if they are talking to the gov.but were bringing in more sophisticated weapons.Now our gov.should also follow srilankan gov.bombard maoist targets,kamidada or whatever.Rout the murderers out,kill the biggest basta*d in the history of this country,prachanda.He doesnt deserve to live.
    Once the leaders are killed by the army,the lower level cadres will be taken care by the villagers,i guess its obvious that the process has started.We have no time to lose,kill these killers,they deserve to die.

    Prachanda in interview was talking very big things as if only he has plan to make Nepal. Maoists must refrain from committing these heinous crimes. In fact, some activities of Maoists and King Gynendra are influenced by the doctrine of Only I am right Philosophy. If they want some “space” among Nepalese People, they must respect the code of conduct. Otherwise, they will be losing space among Nepalese People in a greater pace than King may lose.     Army to train UP police fight Naxals

    Lucknow, 8 Sept:

    In a bid to combat Naxal menace in some parts of the state, Utter Pradesh government has embarked upon a plan to join hands with Army to provide training in guerrilla warfare to Provincial Armed Constabulary (PAC) personnel, Times of India reports. The PAC jawans will also be trained in the use of latest arms, explosives and tactics to counter Naxal threat and deal with them effectively, a top state police officer said. With Naxalites looking at UP for setting up fresh bases and expanding their area of operation, only a well-equipped and well trained force can effectively neutralize them, said additional Director-General of Police Acharya Palnivel.

    One dead, 30 injured in Maoist, local clash

    Kathmandu, 9 Sept:

    One person was killed and 30 others were injured in an exchange of gunfire that started at 11 at night Friday between Maoists and locals at a village in Bara district, reports from the district said. Maoists overpowered eight locals. Many of the injured have been rushed to India for treatment. The incident flashed after a Maoist allegedly raped a woman; he was later killed by irate villagers. Maoists Saturday abducted a UML activist during the clash.

    CPN (Maoist) have warned all government agencies and NGOs and organizations not affiliated with the people’s government to suspend all work with a warning, Annapurna Post reports. A directive of the district people’s government issued Friday orders the suspension of all work carried out by government agencies and NGOs not registered with the new power. Only limited organizations have registered with the new government until now.

    Hefty amount demanded by the Maoists as a donation to the industrialists and businessmen of Kathmandu has affected their daily business, writes Nepalipatra weekly. Various Maoist sister-organizations such as Nepal Trade Union and Federation of Nepal Freedom Students Union (Revolutionary) are forcefully demanding donations from businessmen and industrialists. However, the Maoists have denied these allegations. It has been reported that the Maoist recently demanded 2.5 million rupees as a donation from Balaju Industrial area. Industrialists of Kathmandu have stated that the Maoists are breaking the ceasefire code of conducts by collecting donations.

    Coming govt, Maoist summit will be final: Prachanda

    Kathmandu, 9 Sept:

    Maoist Chairman Prachanda Friday evening said the coming Government, Maoist summit will be the last while hoping the dialogue will be successful. “This will be final. We will effort to make it successful,” he told a BBC Nepali Service phone-in programme. Home Minister Krishna Prasad Shitaula said the talks will be held sometime in the last week of September. The rebel chief admitted the peace process has been ‘disturbed’ after two rounds of talks from June this year.

    Government’s “commitment is weakening” to the peace process, Prachanda said while blaming Prime Minister Girija Prasad Koirala. The communists have threatened to launch an urban rebellion to topple government if government doesn’t come up with a political package to dismiss parliament, form an interim government with rebels and hold elections for a constituent assembly at the forthcoming summit. But Maoists have cold-shouldered Prime Minister’s Koirala’s demand for decommissioning of Maoist weapons for peace talks to gain momentum; they have also refused ot cooperate with the UN to decommission the weapons. “It’s possible we will reach power,” Prachanda yet predicted without giving into government demands; the urban movement, is aimed at toppling the government, for Maoists to gain power. “After the birth of a new Nepal, the baby to be born will be beautiful,” the insurgent leader said. While on the defensive answering aggressive questions, Prachanda dismissed deaths of innocents in the war as a ” sad thing’ or the victim was ‘ not a target’ or ‘incidents are isolated” or some unpleasant acts were not a result of “party policy”.

    Callers blamed Maoists for inhumane killings by slitting throats or authoritarian tendencies. Some critical callers were told they were ‘ignorant of history’. Prachanda admitted his clean looks didn’t carry the picture of a revolutionary– the result of a “stay in city and bazzar during and before the talks” . An obvious reference to dialogue between Maoists conducted in New Delhi to forge an alliance with present government leaders to topple King Gyanendra, then in the opposition. The talks are now being pursued in Kathmandu after a April Revolution that thrust the present leadership to power and gave momentum to talks between the government and rebels. “There’s no alternative to republic.

    Revolution has brought Nepal on the threshold of a republic,” Prachanda said in reply to another question. “This [interview] is the biggest proof. Our movement is political,” Prachanda said to a charge Maoists are a terrorist group like the Al Qaeda. “This was the biggest mistake. I didn’t eat or sleep for three days and nights,” he regretted for a rebel landmine blast that killed 48 bus passengers in Chitwan several years ago. “Dream is Switzerland. The face of the country will be changed in five years,” Prachanda said. “Our rule and Gyanendra’s cannot compare’ he said to a statement there was no difference between Maoists and the King. “I have no personal ambition to be president. We want end of monarchy,” he said. “The King and monarchy still continue,” the rebel chief said after the April regime change in Nepal.

    Five dozen schools closed down in Darchula

    Five dozen schools have closed down in the district since three days after Maoist students took away students to district headquarters for a meeting of their organization. Maoist revolutionaries took the students from fifth grade to Khalanga for their fourth district meeting beginning. Some students complained they were not fed.

    Government has put security agencies on high alert in the capital after taking seriously the security situation in the capital. They have been kept at stand-by at their barracks. “Leave and holidays for police have been cancelled from Tuesday,” a source said. Security of Narayanhiti Royal Palace and Singha Durbar has been entrusted to the Armed Police Force.

    Five to 600 armed police have been deployed for the purpose and additional Nepal Police personnel have also been deployed. Sources claim government has shown serious concern towards security after a Maoist threat to launch an urban rebellion. “Maoist activities have increased in the capital. Security agencies have been put on high alert because anything can happen,” a source said.

    At the time the parliamentarians are having debate and discussions in State Management Committee regarding the role of King in the written testimony for appointing ambassadors, NC and UML organized a meeting and agreed not to include the King in the testimony, writes Pratispardha weekly. After curbing the King’s rights and powers, the government had planned to give the right of written testimony to the Prime Minister or the Parliament Spokesman in the coming days. The UN Vienna Convention of 1961 has stated that it is the duty of a head of the state to present his written testimony while appointing the ambassadors of his nation to other nations.

    Unless the head of the state signs the written testimony, the appointment of ambassador will be illegitimate. The UN could also take actions against its members if these laws have been breached under any circumstances. As the King is still the head of the state before UN, the State Management Committee has practically breached the laws passed by the Vienna Convention, therefore the UN could take action against Nepal for not abiding by the laws passed by UN in Vienna Convention.

    Judgment will come even if Prachanda says that “he has not personally killed anyone.” By the way I saw his interview and gleefully stated that he and his people had already started to work to build an arm revolt right after 1990 andolan. The way I see it is, THEY do not believe in Democracy or constitutional form of governance. I bet they do not now.

    Bidhesi, it is going to be pretty hard for the SPA to hold off the maoist revolution (if there is one) though. The maoists have proven that they gather huge number of humans (though forcefully) out on the streets. They have also a lot of unions in most of the industries and hotels in kathmandu now, which means they can actually make Nepal come to a stand still if and when they decide to do so.

But Bhattarai didn’t name Prime Minister and NC President Girija Prasad Koirala who has been advocating ceremonial monarchy to the disgust of the republican extreme communists. “Honest republicans in the Nepali Congress should separate themselves form the old leadership,” Bhattarai told Deshantar. The second ranking leader called for another movement to overthrow monarchy as Maoists become skeptical of proposed constituent assembly elections.

    “Another movement should be launched if sweeping changes are desired or the people’s wishes are to be addressed,” he said. “Why should monarchy be given an opportunity to gauge public opinion? There is no alternative but to overthrow monarchy through the strength of the people’s movement,” Bhattarai said even without going for constituent assembly elections to decide monarchy’s fate. Bhattarai claimed US Ambassador James F Moriarty has been silenced after protests of the ‘Nepali people’ to the envoy’s objections with the eight-point agreement.

    “We have different sorts of facts. The US ambassador openly opposed the eight-point agreement. But has kept quiet after the protests of the Nepali people,” Bhattarai said in reply to a question. “What facts do you have to prove imperialist powers, especially the United States and the Nepal Army, are attempting to derail talks?” Bhattarai was asked. “Later, some Americans and persons close to the palace started jumping in parliament and the street, especially those in different parties, especially the Nepali Congress.” Bhattarai said: “United States is promoting its interest, not democracy in Nepal.”

    These mothers (MBs) can talk chicken right off the bones. All they plan is to create fissures among all political & citizenry groups and ethnicity to achieve their goal. They know their limitations but by hook or crook they are exploiting and gaining strenght from our drawbacks ( lack of nationalism, pride as a nation and fatalistic tendencies).

    But if they do not go for Oct. Revolution they will become caricuture of their own dogma, principle & persona – end of the road for them. Just hold on to your hat.

They talk about beautiful, peaceful nepal and are the one who thinks guns, bombs and killing will bring their dreams come true. I listened to prachanda’s interview with s. pokhrel on BBC. He is talking the same crap and still moving away from responsibility. He told one of the questioner “tapailai santi ko subhakamana” but did not commit for that. He does not want any one to point at him but wants to direct all the blame to SPA and Royalist and Nepal Army. He only regreted for the killings @ madi but did not feel sorry for other 13000 people. No one raise question on genocide and is he ready to come to court if people take him or is he above the law? He was so hungry for media attention that he thanked BBC more time then telling sorry to people whose life was lost is what they call revolution. What upset me most was that he was talking about Russia’s revolution and turning nepal to switzerland. Personally I don’t want my country to be compared with any other country. We have our own image weither good or bad. He did not explain even one single question on how is he going to deal with the situation. He seemed power hunger and was begging for that and blaming everything to Nepal Army and government. He talked about the democracy while he is ordering to kill people who revolt against them. It that how they define democracy?

    Maoists Work to Hold the Strategic Initiative

    Much ink has been spilled of late as to what the Maoists are up to. One particularly strained line of thought contineus to hold that they have accepted “participation in the democratic process.” This is not the case. They simply see themselves as achieving victory by other means.

    All Maoist movements advance along five lines of operation: mass line — political action; united front — “useful idiots” (Lenin’s term, not mine); violence — of various sorts, with a particular sort “leading” in each strategic phase — but “leading” only in terms of violence itself); political warfare (Chinese terminology); political warfare — nonviolence to facilitate violence; and international — anything overseas that strenthens the domestic struggle.

    All these lines of action are comprised of campaigns and battles and tactics; in that order, analytically, tactics bundled into battle, battles bundled into campaigns, campaigns bundled into lines of operation). They all go on simultaneously, what the Vietnamese called (in translation) “the war of interlocking.”

    Toppling the monarchy, for instance, though important, is not the Maoist goal. To them, it is no more than capturing a decisive position in conventional war — it may give the Maoists tactical advantage, it may give you a battle, it may be the turning point in a campaign — or, it may mobilize their downfall if outrage sparks a backlash (theoretically — this is precisely what happened in Thailand). Regardless, it is but a battle in a larger effort.

    It is true, in the Maoist approach, that violence makes everything possible. Yet violence need not “lead.” Indeed, a sophisticated Maoist movement (or any insurgent movement) of necessity emphasizes other lines of operation.

    Violence is inefficient and expensive. Indeed, overplaying violence, as Sendero Luminoso did in its terror campaign in Peru, may mobilize such a backlash that the movement is swamped. At all times, therefore, a Maoist movement is balancing its line of operations, just as commanders do in conventional action, reinforcing now one, then another.

    Within the “violence” line of operation, it is entirely logical that when the movement is weak, on the defensive, it relies upon the tools of the weak, terror and guerrilla warfare. In order to neutralize state power, however — i.e., the military — it must engage in force-on-force warfare of main forces against main forces, thus in “mobile” or “maneuever” warfare. This is why, even as they were cutting off the heads of teachers and torturing their victims, they were fielding “battalions” and “brigades” (and ultimately “divisions”) in an effort to neutralize government battalions (the old Roman cohorts). Only when this has been achieved, argued Mao, could the movement go over to the offensive and hold what it gained, “war of position.”

    Throughout, however, the other lines of operation continued, and Mao’s entire theory of contradictions states that just as contradictions will be primary and secondary, so must they be addressed appropriately. The appropriate Chinese response to the primary contradiction exposed by World War II, for instance, had to be met by entering into a united front strategically with the KMT government in order to make possible violent action. Mao’s logic was very clear: the primary contradiction was so salient that without the united front there would be no more China to undergo revolution!

    What we see in Nepal, then, is the Maoist model used well. At the correct time, perhaps beyond their wildest dreams, the Maoists were able to gain what all the other movements I have studied did not achieve: a united front that mattered. That they were able to do so was as much a result of Nepalese structural particulars as the human agency of SPA. SPA, in other words, Mao (and Lenin!) would say, was singularly naive as to where its real interests lay.

    For the Maoists see the monarchy and SPA as but on different spots on the scale by which they measure the old-order. The monarch, with his army, is simply to them the most powerful element of ancien regime). old-order. The one stumbling block to the Maoists simply walking into power remains the security forces, though the police have so quickly slipped back to their old ways that one has to narrow “security forces” to perhaps only the army (NA) and armed police force (APF).

    And they together are yet a force with which the Maoists must reckon. That is why they are playing every card they can to destroy those organizations from within and cut them off from support without — even as they keep doing precisely what they were doing before: extortion, kidnapping, murder, and organizing for ultimate confrontation. Even the Maoist assassination squads dismantled in the Kathmandu Valley have publicly tried to claim they were but innocent students.

    This highlights that the struggle is always going on at different levels of war. Tactical use of disinformation, such as the case of the assassination squads, would be the use of a method of battle to further the operational (i.e., campaign) goal of neutralizing the security forces, which itself would be but one of the campaigns in the appropriate line of operation.

    Notice that at this point we add a layer of complexity, for the insurgents exist in multidimensional space. Mao’s lines of operation are his strategy for waging war. Yet he also had to have plans in time and space for guiding his waging of war. Thus one can see a variety of campaigns, even lines of operation, which play themselves out on the ground much like conventional battle — and also like an electoral campaign. The latter, however, is an armed political campaign, and the distinction is just what Mao meant when he said a “revolution is not a dinner party.”

    The Maoists, in other words, have not only shifted the weight of their Maoist lines of operation between violence and “the others,” they have also followed plans for gaining control of space, population, financing, weapons, and so on. Whether they have assistance from SPA or others, whether they use this technique or that, is not the proper focus. All “that” is immaterial to what is happening: people’s war continues to be waged.

    The “Violence” line of operation has gotten the Maoists to the war of position. In saying that violence would be necessary in that phase, Mao was again very specific — it was only so because his enemy was so formidable that the other lines of operation could not be strategically decisive.

    The CPN(M)’s enemies are much less formidable than anything Mao faced, and the Maoists have exercised the good sense to weight at this moment their “political warfare” line of action — the “united front” and “international” lines of action having gotten them into all the urban areas where they were previously denied. Their “mass line” campaign is being exercised primarily in the areas they control — and continue to deny access to other political forces despite their agreements.

    They must deny access to other political forces, because the longer events drag out, the more conscious become rivals that they have been had — and that the Maoists have them by the short hairs.

    It is therefore entirely predictable and logical that at present, the Maoists are preparing, if things do not go their way, to rise up in a replica of April (2006) but with their own cadres providing the leadership and energy, not to mention the appropriate violence necessary to make the security forces over-react. They are convinced that they can simply “swamp” the system, and that is why they have been working so hard to suck new members into their “unions” and to extort the money to fund their operations.

    One could call this tatical use of united fronts and political warfare techniques within the “political warfare” line of operation. Just as violence has tactics, operational art, and strategy, so does nonviolence, and this is taught in the political warfare schools of China and Taiwan (see my book, Counterrevolution in China for a complete explanation).

    As Prachanda has stated yet again recently, as clearly as any Maoist can, is that his forces are willing “peacefully” to gain their ends. Thwarted in this, however, they will press on “not so peacefully.” Most observers would call that “menace,” using threat of violence to achieve the ends of violence. In fact, the Maoists are incapable of plain-speaking.

    Unfortunately, neither are Nepals hapless SPA politicians, so one must be prepared for tragedy. By peace the Maoists mean only that the system can surrender and thus avoid “violence.” They have no conception of “politics” as we know it.

    That the usual suspects in New Delhi’s South Asian “Great Game” haven’t a clue what we are talking about here only highlights the nastiness that is coming. New Delhi had best start working on its refugee camps now. If South Block thinks what occurred in July 1983 Sri Lanka produced dislocation in Tamil Nadu, it has no idea what is in store when the Nepali Maoists make their play.

    Well it is sad but the only people who seem to have guts in Nepal are the Maoists. The Maoists are torturing and killing people, collecting illegal ‘taxes’ by force, subverting the will of the majority and so on. But what is the government doing? What are we doing? If these sort of Maoists are truly in the minority in Kathmandu we should cleanse this place of Maoists tole by tole. It would send a powerful message to the rest of the country to resist them and also a strong message to the govt. and the Maoists leaders that what all we Nepalis truly want is peace and that we are not going to tolerate any bullying either from the Maoists, Royalists or anyone else. Who’s up for it? No one I am quite sure.

    That very day the family of king Birendra was massacred and that of Gyanendra survived without any scratch, the dynastic rule of Shah regime was ended and people had accepted it finally but leaders like Girija Koirala and Madhav Nepal gave a benefit of doubt to KG. In his past five year rule, KG nailed last nails on that open coffin of Monarchy. Hence,so long as Girija tows that very stinky coffin and foreign powers go on goading him for such act, people will not support him and he will be a Sapur Bakhtihar of Shah Iran, not if worse. (Shahi?)Nepal Army never fought a war against the Maoist. They just roamed here and there, caught innocent people, tortured them and killed. It was the Armed Police which bore the brunt all the time. That too is not any solace.

    People are in dilema. Maoists are bad. But, who is better, if not good? People don’t like to bear that stinky coffin. Other viable option are not visible. Here comes the role of intellectuals.

    I think we must wait one week just to find out the real intentions of the Maoists when they will sit to talk with Girija coalition govt.Girija should also talk straight with Prachanda. He should ask directly whehter Prachanda is ready to lay down the arms or not before they join the caolition govt. Otherwise govt. should think of other options.

    Options are:
    1. Give a deadline to lay down arms.Say three months.
    2. If they don’t submit the arms, ask all the Western govt.and the UN to solve the problem by aiding the Govt. with most sophisticatd arms and the mechanised peace-keeping forces to hunt down the top leaders of Maoists.
    3. Within the existing 5 point agreement, ask the UN with a-800 Battalian of blue helmets with most sophisticated arms and ammunitions like smaller fighter aircrafts and Apache choppers.In sich operations English speaking troops from Canada and Australia would be better.If we can track down after declaring them the terrorists once again,that would be better. Otherwise, I don’t see any chance of peace if we continue this way.More people will be killed and Maoists will gain more grounds and take over the power ant kill all intellectual people.They are the “Lathaits” with the guns.They are not also communists. They are only armed gangs. Communists don’t kill poor people only.

    Communism have already failed allover the world.Mao was the most dangerous killer of all time. He killed 70 million people, more than WWI and WWII deaths combined.

    Just ask Prachanda what is his economic agenda for Nepal ? They want to kill the half the population of Nepal so as to raise the standard of living of the remaining half.They can not continue more than three months in power. Have we not seen the UML govt which lasted for only nine months ? How you can be in power antagonising US, UK, India etc. ? No aid will come to Nepal.

    In one hand Maoists are not laying down arms. On the other hand they force people to pay tax, forcing people to donate huge amount of money when they are the once who played crucial role in destroying country’s infrastructure, ruined businesses and industries. What is this Mr. Prachanda? What the hell is going on? I think you are unable to support your cadres so they are going around acting like real goondas.
    Don’t give any donations to Maoists until they lay down their arms.
    All media houses should stop cheering Prachanda and his Maoism until he lay down arms.
