Space For Monarchy: Shut Up Mr. Koirala

By Dinesh Wagle
Wagle’s Web Log

So Prime Minister Girija Prasad Koirala wants to give space to monarchy (king Gyanendra). How do you interpret this ‘kindness’? This is a desperate effort by Koirala to inject the pro-monarchy and pro-feudalism and pro-slavery venom in Nepali peoples’ mind at a time when the whole country is preparing to go for the election of constituent assembly. Koirala should be rejected and discarded. A quick reality check: Until a few weeks ago, democratic political parties were completely sidelined by an autocrat king and people supported the movement initiated by the political forces for the shake of democracy. There was no space, not an inch, for the political parties in royal heydays and the mandate of April revolution was clear: No space whatsoever for the king.

Irony is that Koirala is talking about giving space to Maoists. Koirala is not in a position to GIVE Maoists SPACE. Maoists have CREATED space for themselves over the years and the only concern of Nepali people for now is to adjust THAT space with the rest in society. Let me again stress on the point that Koirala has no right to advocate on behalf of monarchy while he is holding the post of Prime Minister of Nepal. Yes, he can do that as the ‘dictator’ president of Nepali Congress but not as the head of the government of Nepal. The free and fair election of Constituent Assembly will decide the fate of ceremonial monarchy in Nepal. The Prime Minister should be neutral on the issue. Koirala should resign for and then advocate for whatever he likes to see.

Some people think that he successfully led the April revolution so that he has the right to say what he said on Sunday. No. Koirala alone didn’t lead the movement. Plus, the circumstances made the movement successful, not the leadership of Koirala. People really wanted to throw away king from power, they came to the streets and king had to go. Koirala had nothing important to say in that development in his personal capacity. So for the best interest of the country, at this age, Koirala should stop speaking nonsense.

(UWB: Wagle, now in Pokhara, will be heading for Annapurna trek for a week. Man, he also needs a break!)

Even king should be given a space in democracy: PM Koirala

KATHMANDU, Aug 6 – Prime Minister Girija Prasad Koirala said Sunday that all the political forces including the king and the Maoist rebels should be given a proper space in a democratic setup.

Stating that the monarch may get desperate and frustrated if he is not given a space in democracy, PM Koirala said, “To achieve a full-fledged democracy in the country, all the forces should be provided with a platform.”

PM Koirala made the remarks while speaking at a tea party organized at his residence in Baluwatar on the occasion of 40th annual general meeting of the Federation of Nepalese Chamber of Commerce (FNCCI) and Industries this evening. Koirala, however, admitted that there have been differences surfaced among the political parties regarding “space provision” for monarch in the country. He added that he has moved forward on the grounds of his “four basic principles.”

“My basic principles are: End of autocratic rule, peace and stability in the country, establishment of full-fledged democracy, and independent, sovereign and prosperous Nepal. I will not get deviated from these principles.” He also said that being a prime minister, he holds the responsibility of bringing even the “non-democratic forces” within a democratic constitutional framework.

“I am trying to accomplish my duty. Even if I fail to complete my duty, the mission won’t. It would be a failure of an individual — G.P. Koirala. But if I succeed, a message will go to the international community and terrorists all over the world setting an example that a peaceful solution can be achieved through cordial talks.” ekantipur

Dr Bhattarai cautions of another struggle if peace talks breached

KATHMANDU, Aug 7 – Maoist leader Dr Baburam Bhattarai said on Monday that Prime Minister Girija P Koirala’s comments a day earlier on giving space to king would invite some hindrances to the ongoing peace talks.

Dr Bhattrai said so before the bigwigs of Nepal’s commerce and industrial fraternity who were gathered here in the capital on the occasion of 40th annual general meeting (AGM) of Federation of Nepalese Chambers of Commerce and Industry (FNCCI).

Prime Minister Koirala had, on Sunday, made his opinion public regarding the monarch saying that even he should be given a space in democracy.

Giving a gesture of warning of third people’s movement in the country, Dr Bhattarai said that if the government and the parties kept on humming the one-sided monotonous tune of “weapon lay-down” by the Maoists without even trying to enter into the preliminaries of peace talks, it is inevitable that the peace process would take a backseat.

“All of you present here (industrialists and businessmen) have wished for a lasting peace in the country. My statements don’t mean that if the peace talks don’t succeed, the country would again head towards the war. You don’t need to tame any kind of confusions here,” he explained adding, “Our chairman Prachanda too has pledged time and again that we would not go back to jungle again. Even if we have to carry on our struggle, we will do that here in the capital and cities. We will struggle peacefully.”

Maoist supremo Prachanda was earlier scheduled to address the second and concluding day of FNCCI’s AGM but instead of him, number two in the Maoists’ “chain-of-command”, Dr Baburam Bhattarai addressed the meeting.

Dr Bhattrai said, “If they (government and the parties) breach the peace talks, if they stick to the old notion of preserving “royal army” and king, we would detach ourselves from the peace talks and continue our struggle right here in the city but peacefully.”

Cautioning another big movement if things didn’t go as per the accords, Dr Bhattrai said, “We would form another “front” — “republican front” — comprising people of Nepal that would bring another enormous change which would not only sweep monarchy but also all forces who support monarchy.”

Reiterating that there would not be another conflict again, he also made clear that it should not spread the message that the Maoists have lost their will and power. “We are not tired, we have not lost,” said Bhattrai adding, “People of Nepal (from rural areas) have already sacrificed for the betterment of the country. Now it’s your turn (people from urban and city areas, including capital) to show the same spirit to bring a massive and positive change in the country.” ekantipurblockquote>

Yahoo said”What they always wanted was simple– own the land they till, but the Maoist have them conditioned to believe that; this can be achieved, when the ‘Narayanhiti’ in yonder and falls, just like slaying of 10 heads ‘Rawan’. Pretty romantic idea, but the flipside of this romanticism is that, it puts them (Babu and gang) on the top of the food chain, and they are almost there.”

You are right. There is no solution to land distribution that will not be very ugly. If it is landowner against landless then our troubles have only just begun.

    Bideshi,

You could say that, But we are not talking about a ceremonial monarchy with the maoists as the defacto ruler, we are talking about a ceremonial monarchy with a democratic multi party system at the helm, not an oligarchy, communist state or dictatorship. Not unlike the British.
I’m sure this you will agree is new for Nepal.

Can someone explain the letter sent by the govt. and maoists to the UN? Does it mean that we will be having not only the interimn government but also the CA elections while the maoists are “confined” in their quarters with their guns while civilian UN personell is monitoring them? Implications being that we the people who go to vote will have it at the back of our minds that the maoists can then resort back to the gun if the CA elections do not favour them or, as bad, is the political wing of the maoists will be going around telling people that “remember we still have our arms so you had better vote for us if you want us to not resort back to arms after the CA”.
Would’nt it be better if the arms of both the army and the maoists is separated from them during the time of the elections, and after the monitoring team assesses the quality of the elections they destroy the maoist arms and hand back the arms to the army after the formation of the new Nepal government?

    It takes 3 years to held the CA election and government formation. What people are thinking just call the UN and UN will immediately solve the problem?? I think these things either SPAM and so-called civil socities know it or hiding the truth to the people. The processes would be like;

    1. Finalise the request
    2. develop the strategies
    3. funds collection to implement it
    4. built the team
    5. study the case and make plan at local level
    6. make agree both the parties SPA+M
    7. Identify the arms and PLA and NA
    8. Identify the places to keep the arms
    9. Assurance and commitments from both sides
10.Final arrangement of arms and cadriates
    11. Security development and implentation
    12. Develop the strategies to CA election
13 Distribution of citizenshipe to remaining 40 lacs population.
    14. Involve all the castes and regional level at mximum extent
    15. Identify different castes among the SPA and maoist. Bahunism and other castes domination exist in the selection of candidates may bring another lengthy controversies.
    15. Preparation for election from all sides UN, SPA and maoist.
    15. Held CA election
    16. Elected candidates sits in one table to draft the constitution which can be acceptable to all regaional and castes.
    17. Finalise and implement the constitution.
    18. Candidates selection according to constitution at regional level and central level which can be acceptable to all.
    19. Then only the government will be formed to rule the country.
    20. Manage the maoist arms if they accept it.

If one look at the above steps there are many places where controversies can arise and takes time to solve the problems.

They sent the letter but half-agreement. Still the management of weapons is inconclusive. Now upon UN to solve this imbroglio. What a people ? What type of leaders we have ? Internationally also nobody believes us. We can be termed as “Fatahas” if this fails.Be ready for Somalia-like Situation.

Yes I know this figure. But tell me who was able to crush the maoists, neither King’s military rule nor the previous democratic governments could do that. Nor they could solve the problem through dialogue.

I also wanted to see Maoists leaders arrested and put to trial. That would have been better solution. Now SPA is partner to Maoists for Janaandolan II so everybody should forget about this number and try to save the country from furhter killings. That is the opportunity costs we are compelled to pay and in the near future we are going to see a Coalition Govt with maoists capturing the major Ministries.

Then at that time, I will order Fanta for two of us.

For the time being the Monarchy is still relavent in Nepal. Without the King’s support and coperation this peace process will not be successful. Plus the King’s support is vital for the democratization on the NA. So as much as Wagle hates it the King is still relavent and Girija is right.
The Monarchy however, is gradually coming to an end. Everyone still accepts Raja G for the time being. However, I gurantee it that if/when the time comes for Paras to ascend tothe throne then we can all officially declare that we no longer need a monarchy!
I cannot imagaine that anyone – even Royalists – would want Paras to be King.

I think we are too engrossed with a one track mind and look at things as balck and white.

There is a war igniting in the Terai between the Tarai Janatantrik Mukti and the maoists, there is this nut cracker Hisila (Baburam’s wife) talking about a Newar autonomous region monitored by the maoists militia as the police for the area. Effectively we are heading for a brak up of the nation.
The SPA have to demand a laying down of arms of all these rebel outfits (not only the maoists since now it seems we have one more armed unit and if Hisila the nut has her way we will have more), otherwise there will be no end to it.

The maoists have as their ultimate aim to make Nepal a totalitarian communist state, for now they are just playing along.I don’t know why the so called civil society and even the silent majority don’t raise their voices with regard to this. Instead of just criticising the SPA and it’s leaders. Peace at the price of heading for a totalitarian regime is just bogus. The King promised peace, but we would’nt have it at the expense of democracy. Therefore it is even more critical now to voice our bottom line against the maoists. It is just stupid to let a band of 50000 young bucks and teenagers led by a couple of nut house candidates to dictate the future of 25 million people.
It is high time to state all our bottom lines -Lay down arms now!

  30. scoop Avatar

    Say,

I agree, it is time for the maoists arms to be put down for good. I think now both the SPA and the maoists have jointly sent the letter to the UN. So now is the time for the govt. and SPA who have been too reasonable with the maoists till now (I agree with the UML report which said that the red corner notice etc. should not have been removed until the maoists lay down their arms or atleast until an agreement was reached to that effect), should now for the first time state it’s purpose – LAY DOWN ARMS! Enough pussy footing with the maoists, if they are serious they will comply, if not no one can fault the SPA,and the maoist intentions will be crystal clear. Enough chances and compromises from the part of the goverment have been given, now it is time for the maoists to fulfill and compromise on just ONE demand. Otherwise the whole process is not worth it.

    Kirat,

What do you mean by “very close to being terrorist”?

Although there is no universally agreed upon definition for terrorism, due to obvious reasons, the following are very strongly followed by the democratic world at large:

    1. As defined by the League of nations and the earliest example:
“All criminal acts directed against a State and intended or calculated to create a state of terror in the minds of particular persons or a group of persons or the general public”.

    2. UN resolution issued in 1999:

    “a. Strongly condemns all acts, methods and practices of terrorism as criminal and unjustifiable, wherever and by whomsoever committed;

    b. Reiterates that criminal acts intended or calculated to provoke a state of terror in the general public, a group of persons or particular persons for political purposes are in any circumstance unjustifiable, whatever the considerations of a political, philosophical, ideological, racial, ethnic, religious or other nature that may be invoked to justify them”.

    and,
    3. The Academic Consensus Definition:

“Terrorism is an anxiety-inspiring method of repeated violent action, employed by (semi-) clandestine individual, group or state actors, for idiosyncratic, criminal or political reasons, whereby – in contrast to assassination – the direct targets of violence are not the main targets. The immediate human victims of violence are generally chosen randomly (targets of opportunity) or selectively (representative or symbolic targets) from a target population, and serve as message generators. Threat- and violence-based communication processes between terrorist (organization), (imperilled) victims, and main targets are used to manipulate the main target (audience(s)), turning it into a target of terror, a target of demands, or a target of attention, depending on whether intimidation, coercion, or propaganda is primarily sought”.

    Kirat,
How can you say except for ….?
Most people and groups have genuine grievances, even widely accepted terrorists like Al Queda, but unlike them people do not resort to arms, extortion, murder and the like. If you look at the UN definition:

“Reiterates that criminal acts intended or calculated to provoke a state of terror in the general public, a group of persons or particular persons for POLITICAL PURPOSES are in any circumstance UNJUSTIFIABLE, WHATEVER THE CONSIDERATIONS of a POLITICAL, PHILOSOPHICAL,IDEOLOGICAL,RACIAL, ETHNIC, RELIGIOUS or other nature that may be invoked to justify them”.
You know what this means too I’m sure. It also does not take “MOST TRUE NEPALIS” as you put it to understand and respect these basic human and universal truths. Common sense and respect for human life should suffice.
