Space For Monarchy: Shut Up Mr. Koirala

By Dinesh Wagle
Wagle’s Web Log

So Prime Minister Girija Prasad Koirala wants to give space to monarchy (king Gyanendra). How do you interpret this ‘kindness’? This is a desperate effort by Koirala to inject the pro-monarchy and pro-feudalism and pro-slavery venom in Nepali peoples’ mind at a time when the whole country is preparing to go for the election of constituent assembly. Koirala should be rejected and discarded. A quick reality check: Until a few weeks ago, democratic political parties were completely sidelined by an autocrat king and people supported the movement initiated by the political forces for the shake of democracy. There was no space, not an inch, for the political parties in royal heydays and the mandate of April revolution was clear: No space whatsoever for the king.

Irony is that Koirala is talking about giving space to Maoists. Koirala is not in a position to GIVE Maoists SPACE. Maoists have CREATED space for themselves over the years and the only concern of Nepali people for now is to adjust THAT space with the rest in society. Let me again stress on the point that Koirala has no right to advocate on behalf of monarchy while he is holding the post of Prime Minister of Nepal. Yes, he can do that as the ‘dictator’ president of Nepali Congress but not as the head of the government of Nepal. The free and fair election of Constituent Assembly will decide the fate of ceremonial monarchy in Nepal. The Prime Minister should be neutral on the issue. Koirala should resign for and then advocate for whatever he likes to see.

Some people think that he successfully led the April revolution so that he has the right to say what he said on Sunday. No. Koirala alone didn’t lead the movement. Plus, the circumstances made the movement successful, not the leadership of Koirala. People really wanted to throw away king from power, they came to the streets and king had to go. Koirala had nothing important to say in that development in his personal capacity. So for the best interest of the country, at this age, Koirala should stop speaking nonsense.

(UWB: Wagle, now in Pokhara, will be heading for Annapurna trek for a week. Man, he also needs a break!)

Even king should be given a space in democracy: PM Koirala

KATHMANDU, Aug 6 – Prime Minister Girija Prasad Koirala said Sunday that all the political forces including the king and the Maoist rebels should be given a proper space in a democratic setup.

Stating that the monarch may get desperate and frustrated if he is not given a space in democracy, PM Koirala said, “To achieve a full-fledged democracy in the country, all the forces should be provided with a platform.”

PM Koirala made the remarks while speaking at a tea party organized at his residence in Baluwatar on the occasion of 40th annual general meeting of the Federation of Nepalese Chamber of Commerce (FNCCI) and Industries this evening. Koirala, however, admitted that there have been differences surfaced among the political parties regarding “space provision” for monarch in the country. He added that he has moved forward on the grounds of his “four basic principles.”

“My basic principles are: End of autocratic rule, peace and stability in the country, establishment of full-fledged democracy, and independent, sovereign and prosperous Nepal. I will not get deviated from these principles.” He also said that being a prime minister, he holds the responsibility of bringing even the “non-democratic forces” within a democratic constitutional framework.

“I am trying to accomplish my duty. Even if I fail to complete my duty, the mission won’t. It would be a failure of an individual — G.P. Koirala. But if I succeed, a message will go to the international community and terrorists all over the world setting an example that a peaceful solution can be achieved through cordial talks.” ekantipur

Dr Bhattarai cautions of another struggle if peace talks breached

KATHMANDU, Aug 7 – Maoist leader Dr Baburam Bhattarai said on Monday that Prime Minister Girija P Koirala’s comments a day earlier on giving space to king would invite some hindrances to the ongoing peace talks.

Dr Bhattrai said so before the bigwigs of Nepal’s commerce and industrial fraternity who were gathered here in the capital on the occasion of 40th annual general meeting (AGM) of Federation of Nepalese Chambers of Commerce and Industry (FNCCI).

Prime Minister Koirala had, on Sunday, made his opinion public regarding the monarch saying that even he should be given a space in democracy.

Giving a gesture of warning of third people’s movement in the country, Dr Bhattarai said that if the government and the parties kept on humming the one-sided monotonous tune of “weapon lay-down” by the Maoists without even trying to enter into the preliminaries of peace talks, it is inevitable that the peace process would take a backseat.

“All of you present here (industrialists and businessmen) have wished for a lasting peace in the country. My statements don’t mean that if the peace talks don’t succeed, the country would again head towards the war. You don’t need to tame any kind of confusions here,” he explained adding, “Our chairman Prachanda too has pledged time and again that we would not go back to jungle again. Even if we have to carry on our struggle, we will do that here in the capital and cities. We will struggle peacefully.”

Maoist supremo Prachanda was earlier scheduled to address the second and concluding day of FNCCI’s AGM but instead of him, number two in the Maoists’ “chain-of-command”, Dr Baburam Bhattarai addressed the meeting.

Dr Bhattrai said, “If they (government and the parties) breach the peace talks, if they stick to the old notion of preserving “royal army” and king, we would detach ourselves from the peace talks and continue our struggle right here in the city but peacefully.”

Cautioning another big movement if things didn’t go as per the accords, Dr Bhattrai said, “We would form another “front” — “republican front” — comprising people of Nepal that would bring another enormous change which would not only sweep monarchy but also all forces who support monarchy.”

Reiterating that there would not be another conflict again, he also made clear that it should not spread the message that the Maoists have lost their will and power. “We are not tired, we have not lost,” said Bhattrai adding, “People of Nepal (from rural areas) have already sacrificed for the betterment of the country. Now it’s your turn (people from urban and city areas, including capital) to show the same spirit to bring a massive and positive change in the country.” ekantipurblockquote>

This is a culture of impunity. There is no respect for laws of land as everyone can get away by doing whatever wrong.
King will not be punished despite highjacking democracy. Deuba wont be punished for his partnership with King to bring autocracy. Koirala wont be punished for whatever he says. MK Nepal wont be punished for extreme oppurtunism. Maoists wont be punished for HR violations.

    Wagle,

Don’t go overboard. You are now beginning to sound like the frothing mad dog maoist cadres.

All the PM said is in a democracy there should be room for everyone. A referendum can decide the fate of the monarchy, it’s a pity that a referendum cannot decide the fate of the maoists – how would the maoists like it if a referendum was to be held to ask people whether they want the maobadi or not?

Personally I would love to see the back of extremism like the maoists potray, but I am willing to live with giving everyone space.

Let CA and referendum decide everything.

Who the hell are you Wagle to put such biased views on to the web? Is this what you call responsible journalism, or are you already in the deep pockets of your comrades?

You say maoists have created space for themselves over the years but you fail to mention that they created this space through the use of violence and guns not arguments and voluntary will of the people.
I’m afraid Wagle, you are knowingly or unknowlingly endorsing the kind of methods used by maoists. Is this the way you see our future generations creating “space” for themselves?

    Wagle,

Why should Koirala be neutral on the issue of monarchy? Are the Maoists neutral, is the UML leadership neutral? Nobody is neutral. So it’s okay for Ministers and DPM’s to say they want a republic but not okay for a PM to say everyone should be given space in a democracy -is that it? Infact by saying there should be space for everyone concerned, GP has been the most neutral.

  6. 1whocandie4u Avatar

I do not know why Koirala is talking like this. why he is not talking about the frustration of 25 million nepalese people plus far number of foreign well wishers when King, institution per se, exists in our country. When people are overwhelmingly supporting the causes for republic state, Does the frustration of 10 people(I guess there are even less than 10 people left in Nepal as Shri 5 after Birendra and his family members were buthchered) really matters. We are not saying that King and his family will be chased from the country.

Here what Nepalese people are advocating is eradication of monarchy by way of democratic process in a fearless election. This is the hallmark of Democracy and Koirala seems to be worried from the Result. does Not that mean koirala does not believe in democracy?? people are hardly ready to forgive king for his crimes and We wish we do not see such days of PM Koirala.

This wagle guy is insane. Politicians can say we want to kick out this king but they can not say we want a ceremonial monarchy? What is the problem with this guy anyway, afterall, it is going to be decided by CA is it not? I agree with scoop, maybe we need a referendum on the maoists, and why not the parliamentary system aswell.

There were some serious flaws among the politicians that enabled the king to take over. It was because the institution of democracy was inefficient and corrupt and showed utter disregard towards the general nepalis that led to the failure of democracy. Now, they have another chance to prove their effectiveness and they should not waste it. If the king has to go, then he will after CA. But untill then people like wagle should shut up and go trekking for iternity.

Those who are branding me the Maoist propagandist are free to do that. I defend their right to say that. I know I am not a Maoist and I am not a supporter of monarchy, in whatever form, in Nepal. I just pointed out the harsh reality. Maoists have created the space, face it. They have their own space. Let’s not talk about the HOW. We are in the peace process and we are talking about the arms management. I repeat arms management. To say that Maoists don’t have their own space is to put the problem under the carpet which we tried to do for the last 10 years. It’s time to face the reality, to recognize the Maoist force and to assimilate that force with the rest of the society.

About Koirala remark. I said that Koirala as a political leader is freed to advocate the autocratic monarchy, why only ceremonial monarchy? But holding the post of Prime Minister, he can’t speak whatever comes to his mind. The post of Prime Minister doesn’t solely belong to pro-monarchist, pro-feudalist and pro-slavery elements that Koirala seems to be representing by speaking what he spoke on Sunday.

We are going for election and the Prime Minister, whoever is in that post, shouldn’t try to influence the election result. If Koirala wants to advocate for monarchy, first he should resign from the post of Prime Minister and start the campaign. For the record, I will never vote for him and his party if he does advocates for the monarchy in any form. I will vote for that party which is for the democratic republicanism. That’s it. That’s what I said and I standby with my opinion.

Then Wagle why don’t you exact your same conditions to the Deputy Prime Ministers and Ministers etc. when they advocate for a republic (i.e. no more monarchy)? I’m sure if the PM said we have to go for a republic, you would be jumping for the moon. We all heard the PM, and he did not specify this or that, all he said was everyone needs to be given the space in a democracy. How much more democratic can anyone be? Don’t try and give us your holier asnd thou lectures. Admit it that you are one hell of a bias fellow. I don’t find it surprising that people would brand you a maoist or whatever else.
Let me also remind you that Deputy PM’s like Sherchan and Ministers like Tripathi have made far more sensitive and dangerous statments like talking about leading civil wars and criticizing a government they themselves represent. I don’t see a sharp response from you on these issues and we don’t see much from you at all these days regarding the many many codes of conduct that the maoists have been breaking at their whim and fancy. My dear Wagle, you stand tested and the accusations on you might seem very real to many of us despite your defensive response.

Why the fuss , King remains as it is in a reduced form till the elections of the CA is held. Then CA will decide about the Monarchy, Federalism or not,Secular or not etc. That is why all are asking for CA elections. The government should not delay in announcing the date for CA elections. For ceremonial monarchy, GPK should not bother about it now. We ask Grirja and Congress party to support Ceremonial monarchy. In a party system, the concerned party should come out their party view not an individual’s view.
I think Girija is trying to woo the King and the military by saying so. But for how long , Why he is affraid of military as against tremendous support of the people to him. What the military can do ?

Ofcourse there should be space for everyone. That is democracy, isn’t it ? Neither Girija nor Puspa Kamal Dahal got mandate to decide the fate of Monarchy. If other leaders are not NEUTRAL and are advocating the communist republic of Nepal how can you tell Girija to stay neutral? Granted, he is the leader of this pack and atleast one would like to see him going along with the ‘popular’ flow of republicsm. But hey seriously you can’t just expect one to shut his mouth.

Should Girija resign? I don’t think so. He’s only stated where he stands. IF he tries to manipulate the cabinet in the favour of monarchy, if he works his boney ass to save the monarchy, if he diverts the issues of the election of the constituent assembly then yes he should resign and work independently to save monarchy. Right now I just don’t see the reasons of all these brouhaha

How has he become PM? He was made PM by people of Janaandolan 2 who were very happy speaking for republic, he is not a voted PM this time. So he should not speak about his own mandate he has to speak for that mandate that poeple has given to him. And if you don’t know that mandate is for DEMOCRATIC REPUBLIC. He as a PM by peoples movement he should talk for REPUBLIC or he should leave the PM post. When PM this kind of cheap thing people be confused which he can’t. And note it, brainless old fart though you are, we have absolutely nothing to do with Gyanendra’s frustration. Give a better logic why monarchy, a monarchy that exists for 237 years and the Nepalis remain horribly poor, should enjoy a space?????? Someone’s personal frustration cannot be a yardstick to decide whether monarchy should be preserved or not. Dr. Baburam Bhattarai has rightly said that there is no comparision between the Maoits and the monarchy. Monarchy should be abolished and Maoists should be incorporated into the Nepali ruling structure. Koirala cant act like a Judge with tulo in his hand and putting Maoist on one side and the monarchy on the other. That will only invite more bloodshed in the country. What does Koirala want?

99 percent people chanted slogans like Thief Gyanendra Leave The Country. That was the most heard slogan in the revolution. No one said give some space to the king. So there must be no space for the king. He can live as a Nepali citizen in Kathmandu if he wants but we don’t accept him as king.

Now let’s discuss what you posted. It sounded immature but thats upto you, how you want to be seen. You say that maoists have created space through revolution using their army or loyal volunteers and conscripts. Now the monarchy did that in the 1700s using their own loyal conscripts and volunteers. Girija is a old dog that I really dont like a lot but he is the only one who can hold the boat form sinking right now. He is trying to be diplomatic by giving concessions to both the maoist and royalists, so that that a resolution can be achieved. The last thing we want is the royalists to carve out a space for themselves like the maoists did. I am sure you know that is possible. He is trying to balance out peace than carve it out, remember he is trying politics and diplomacy, unlike royalist and maoist who would rather sieze the government to propogate their views. We should be supporting the SPA to its utmost so that the royalists and maoits do not have to be appeased. The SPA is purely political but the maoists and royalists also have a millitary wing.

Like it or not the Maoists are a force to be reckoned with just like the Royalist Army. It only makes sense that both parties are subjected to proper arms management. So why fck that letter to the UN that only calls for a Maoist de-commissioning of arms? That is not going to happen, the Maoists are not stupid to lay themselves at the mercy of the Royalist Army.

The mandate of the Janandolan was an election to the CA for the Nepali people to decide their own fate and that of the Maoists and the Royalists with both parties laying down their arms. Can it be clearer? The vulture Koirala should be hanged for dilly dallying/gambling on the future of the Nepali people.
