Independent Army (Nepal Army Behaves Like Parallel Government)

By brazenly violating the government decisions and policy, the army chief has signaled that royal palace still take the shots in Nepali politics

Based on today’s editoral in Kantipur

The visit of army chief Pyar Jung Thapa along with top army officers to the royal palace on the birthday of king Gyanendra gives the impression that the Royal Nepal Army is still into effect. In addition to that, the army also presented a 21-gun salute from Army Dais at Tundikhel making us forget the historical political change [a few weeks back in Nepal]. The royal palace trip of the army chief and the salute can’t be considered ordinary events. This is the open challenge to the democratic government by those who do not trust the political change and express unwillingness to accept that change.

The SPA (seven party alliance) government had decided no to celebrate the king’s birthday as a national event. As per that decision, embassies abroad didn’t organize formal programs. No public holiday was given inside the country. The cabinet had decided to limit the celebrations in palace by giving holiday to only palace staffs. Cabinet had also decided not to send high level officials to the palace. There is no doubt that Nepal Army was informed about these decisions.

Prime Minister, Deputy Prime Ministers, Ministers, leaders of political parties and secretaries didn’t go to the palace. Ministers decided not to go there and they notified their subordinates. But the same decision has been ignored by the army leadership. This should be an eye opener for the Alliance government. This is army chief’s disrespect and mistrust to the government. This is a severe blow to the feeling that the army is under the government. Both the chiefs of the Police (Armed Police and Nepal Police) didn’t go as per the government decision and, following the government policy, they celebrated the birthday in their headquarters.

Formally celebrating the royal birthday in the army headquarters was not enough for the army chief. It is fine to wish the king for good health and long life but it is not right to ignore the government order on that excuse. The army headquarter hasn’t formally given any notification about the salute at Tundikhel. According to the army officials, guns were fired under the direction of the army secretariat at the palace. This is a solid proof that the royal palace army secretariat is still functional. It is very clear that the army secretariat not only exists but also is actively issuing orders outside the palace. This is all because the Parliamentary Proclamation 2063 hasn’t been implemented.

Immediately after the restoration of the parliament, the SPA had decided to dignify the army by reforming it and making it a national institution there by neutralizing any possible dangers to democracy. That decision hasn’t been supported fully [by what is happening afterwards]. First, the army chief was treated in a special manner while other security chiefs were punished for the mistakes after Feb 1, 2005 [royal coup]. Unwillingness to appoint defense minister is yet another clear example that there is no political commitment to bring about real changes in the army. Similarly, the government hasn’t done homework to implement the historical decision that says the cabinet will oversee the security of the palace. This shows the government is busy trying to kill time without doing work of significance.

The determination of bringing army under cabinet and putting it under parliamentary supervision has not been turned into action and this is obstructing the creation of favorable environment to bring Maoists into mainstream. The government’s inability to dismiss the army secretariat and unwillingness to provide assurance of reform in the army by appointing defense minister has given Maoists good reasons to express concerns about possible conspiracy [against the peace process and achievements of peoples’ movement].

This will continue making the issue of Maoist arms and army management complex. Whatever the form of monarchy [after the April revolution]- be it constitutional, symbolic or ceremonial- the main intention of the Parliamentary Proclamation is to cut off the army’s tie with the palace. Army chief going to a place where no other government officials went and army presenting salute on the orders from palace army secretariat are enough to signal [army’s] mistrust on the parliament’s determination.

    They are trying to prove the way the parliament is trying to prove that they are independent of the king. It is the time of fight. Every body is fighting. F***ing everybody knows that if king goes out these army officials in power doesnot have anything to stick to. They could have never been the officer if king had not there been. So what do you think these guys would be doing? They are just trying to please their master. They are just saying that they are there to help him.

Are 205 in 205 all deaf, dumb, blind and paralysed ? why can’t they think, do and understand the gravity of the situation ? This Pyar Jung is try to fish in the trouble waters. He has repeatedly gone against the will of all of us, ie all patriotic Nepali.

    Soon after Jan Andolan 2, he was spared ( god knows what Girija and for that matter all Makune + SPA ) find such outstanding calibre in him , so as not to dismiss him.

    But now he should not be spared. He is single handedly ( as per wish of Maharaj ) trying to take Nepal back to status quo.

    The government and the parliament must dismiss and impeach this guy ( a stooge of Gyanendra and like ) as per the rule of land.

    Clearly he has pushed us/everybody to the wall.
    Come on ( Government + Parliament ) Act .
    Act Fast.

    Nepalese history will see three phases of peoples’ movement for democracy. First phase gained the democracy, second phase regained the democracy and now third phase will establish the democracy permanently. Hence all corrupted leaders, king and his battalion of yesmen will face the charges after charges.

    PM Koirala is not only physically frail but also mentally ill. He thinks Nepali congress is his inheritance and still plotting to appoint Sujata as his heir for the presidency. He is responsible to bring such a troublesome fate to Nepal and nepalese. Apart from this, all so called leaders of SPA are coward and think Girija is the only capable person to run the country.

    Common guys, let’s fight again to obtain full fledged democracy.

    Legally we still function under the 1990 constitution. We all witnessed the forced participation by maoists in the so called jan andolan. Until the CA elections is held who are these bunch of idiots in parliament to change anything? Where have they proved the peoples mandate for them? Please don’t say janandolan 2, a total maoist operation.
    And all the army did was wish the King, they did not hold illegal peoples court, they donot illegally carry guns, recruit cadres, extort and murder like the maoists. Only blood sucking communists would make a huge hue and cry over such issues.

    Have you run out of more serious issues to cover? Why did’nt you go down to Kupondole a few days ago before Prachanda asked the peoples court to end it’s practice? You could have taken photographs of cars and jeeps lined up outside the Kupondole office. The vehicles of those going to the maoists office were those of people getting their cases solved for a fee ofcourse. Right in front of your noses too.
    And more closer to your home, how about the news that your Kantipur had published about the maoists commander of Chitwan who threatened your own journalist for reporting that this same commander was directly responsible for the Chitwan bus bomb last year thet killed many innocents and babies. Prachanda claimed that they were punished, but I’m afraid there was no peoples court for this murderer. You must be well aware that this journalist is in your Ktm head office for protection. Let us hear his story and experience.

    I am with you tt, sl and buggerwugger. The misplaced priorties of most is bewildering. kantipur is not a fourth estate but a partner of SPA and Maoist in crime against Nepal and its pride. Latest proof is that they earned 64 crorer during andolan and have deposited in four banks, one being Himalayan Bank. Person who works there confirmed it.

    Kantipur is after color of money not for Nepal and its red and blue. Shame indeed.

He responds to a discussion about the rationale behind maintaining the current size of the national army, their capability, and whether the military modernization plan that started with 2002 should continue in the changed context.

    No doubt, there is a necessity to take a balanced decision, because the economy of the country cannot continue to bear with the existing level of military expenditure without adversely affecting the much needed developmental projects, and many people are assured that the ongoing efforts towards political accommodation of the Maoists in the mainstream means that the internal challenges to democracy are about to be dried up. As such, some of the political activists have even started to lobby the SPA government to scale down Nepal’s enhanced military outfit.

    The context, however, is not so simple. While the economic logic is understandable, neither the nature of security threats to the government has changed, nor the strategic needs of the democratic parties at present. It need not be reminded here why the Maoists had failed to take over any piece of territory of Nepal despite so much of killing and grandiose propaganda. Moreover, the slack talk about restructuring and downsizing also tend to undercut the trust of the almost five-century old national army, which may vanish from the barracks, if this is what the government wants, but not from the country. This leaves the country with challenges that are yet to emerge. Moreover, even the economic logic also largely springs from the poverty of mind rather than of economy.

    Until 1991, the military establishment of this country consisted of just an army of 35,000 personnel. Organized largely along British lines, the force included fourteen infantry brigades, an airborne battalion, an air defense regiment, a small air services wing, and a variety of independent infantry companies and supporting units. Not only were its soldiers insufficiently trained, the country also lacked the resources to equip its army with anything beyond obsolete imported weapons. The situation has changed now.

    Over the last four years, the country has invested millions of dollars to modernize the national army, and enhance its skills and military capability, which have been an all ignored issue since the fall of Rana oligarchy in 1951. Downsizing them ignoring such heavy investment cannot be an economic decision at all. The challenge is to reposition the national army against the future โ€“ by re-developing strategies as to how to maintain the army at this level without making it a liability to the economy, and to the partners contributing to this country’s defense.

    Nepal has been one of the main troops-contributing country to the United Nations in its peacekeeping operations. These troops have taken part in some of the most difficult operations, and have suffered casualties in the service of the UN in all continents. Their professional excellence has won universal admiration. Compared to India, Pakistan and Bangladesh, what Nepal is contributing to the UN is still negligible. Many of these duly trained excess soldiers can now be offered to the United Nations with a long term commitment.

    They can enter the peacekeeping scene now with enhanced capacity (for example, several types of military aircrafts including Mi-17s, M28 Sky truck, ALH Lancer, Dhruv and the UK delivered two Islanders and two Mi-17s). With the increased strength of its soldiers, Nepal is now in a situation to revive its global image of robust soldiers.

    Additionally, with a modest management and restructuring, Nepal can send many of these trained soldiers in the form of military engineering units, medical teams, commando units, army observers and hundreds of staff personnel to the UN. There is no reason why Nepal cannot take responsibility for some of the major medical and engineering responsibility of the UN the way China, India and Pakistan have undertaken (apart from its contributions to the normal peace keeping operations). No sooner there is a demand, Nepal can send technical reconnaissance units, light armored reconnaissance squadrons, motorized light infantry, armored infantry, helicopter squadrons, engineer battalions, and logistics battalions basically meant for the UN. The UN can be assured of Nepal’s newfound capacity of sustaining large troop commitments over prolonged periods.

    An additional opportunity for Nepal is also to offer its contribution to the proposed United Nations Emergency Peace Service (UNEPS) which would be a permanent agency able to set off for an emergency zone within 24 hours after UN authorization. The UNEPS will be equipped to take action in face of serious threats to human security and human rights; offer emergency services to meet critical human needs; assist in the establishment of institutions to maintain law and order; initiate peace building processes with focused incentives; and to restore hope for local people in the future of their society and economy. The Nepalese army is capable for this service as well.

    There are a few smaller yet economically powerful and racially sensitive countries in the Asia Pacific region like Singapore, Malaysia, Brunei, and Thailand which are keen to develop anti-terrorist squads in the country. Nepal can discuss with them their need, and develop joint strategies with their national army in order to undertake specific security responsibility under some mutually convenient terms and conditions. Even Australia and New Zealand can take strong interest in this area. It is possible to have an economic strategy for the Nepalese army that helps it to adapt – that does not just hold them back โ€“ and find a role around the world.

    The Singapore Police Force, for example, has already a Gurkha Contingent as a special guard force, currently used as a counter-terrorist unit. The force is deployed during a crisis or a state of emergency as an impartial reaction force in Singapore where racial harmony must be maintained. Their presence as a neutral force is considered important in Singapore because local police officers are often perceived for being (or are even expected to show) bias towards their own ethnic groups when handling racial disturbances, further fuelling discontent and violence.

    With the increasing concerns against terrorism and the continued security threat Singapore and these other countries face, it is very likely that a mutually beneficial arrangements can be made going beyond such a Gurkha Contingent (being employed by Singapore as a temporary security measure). Many of these countries need neutral force in the interest of maintaining normal order in the border areas, to prevent and crack down on illegal activities across the border, such as smuggling of weapons, trafficking in narcotics and other contrabands, and similar other challenges. Nepal can take the help of the British government to empower it to negotiate with the third countries.

    Geographically, Nepal is a vulnerable place. It is prone to natural disasters. So far Nepal does not have any agency to assure a coordinated response should something very catastrophic happen in Nepal. The national army is the only permanent emergency response service that this country so far has. It needs to be there with additional training and capacity building in the area of disaster management. The recent tsunami in Asia and earthquake in Pakistan has demonstrated that the army has a key role to play in coordinating the response to large-scale disasters. The international system cannot muster the emergency support to act in time to prevent them from spiraling into national crises.

    With increased foreign investment, Nepal will need to build capability to protect its infrastructure, industries, private investment like major hydropower projects. Our existing civilian capacity in this regard will not be enough for this purpose.

    In fact, what is needed is not downsizing of the trained armed force of Nepal, but the willingness to make its creative use in the changed context.

    Support the Army. After all it’s our Army. While going against Nepal Army SPAs are weakening themselves. When Maoists are not signalling not to disband their 10,000 strong PLA, SPAs are insulting our own National Army. For sure, we need to improve and reorganize our Army. SPAs are listening to the the voices of Maoists in every affair of the country. If SPAs will reduce our Army size as per Prachanda’s wishes I am sure SPAs will be finished. At the presence of SPA leadership Prachanda has courage to critisize our Army. At that time these SPA leaders should have raise their voices and defend their National Army. But no. They just listened and some of them openely supported Prachanda’s view on Army. It’s disgrace. We can agree that there are some bad apples in every institution. But it does not mean that whole institution is rotten. Maoists want weak National Army so that they can run wild all over the country.

    Dear UWB,
    This is Nepal, and nothing is going to change here for another 100โ€™s of years. 21 people died trying to bring about a change. 1300 were killed before, and many others before that. But we stand where we were. As a matter of fact we might have move even further behind. We will have to remember, the easy it comes, the easy it goes.

    The janandolanII itself had less of values and motives. The primary motive to obtain, gain or snatch power, satta or governance, and not to bring about a change. Not that I donโ€™t respect 21 people killed in the so called movement, but I petty them more.

    We need Janandolan III now to really bring about a change. But this time rather then a power struggle, it has to be a genuine non-violent movement. Something like the Salt Satyagraha. (The Salt Satyagraha, also known as the Salt March to Dandi, was an act of protest against the British salt tax in Colonial India. Mahatma Gandhi walked from Sabarmati Ashram to Dandi, Gujarat to get himself some salt, and hordes of Indians followed him. The British could do nothing because Gandhi did not incite others to follow him in any way.)

    This will take time and lot of patience. You will also need love for your motherland and a passion to bring about a change. You will need Leaders with no greed for power, position or money.

    If you ask me, SPAM, UWB โ€“ wagle, Kantipur are another pawns on an Indian chessboard and nothing will happen here until we have them ruling.

    This Army is useless. The Maoists, basically vilagers with little formal military training, fought them off with weapons stolen from the Army themselves. What a joke! If the Maoists had been better equipped it would have been over a long time ago.

    The only hope is that this Army is re-trained and re-equipped with better arms and air power asap. But don’t expect the royalists generals in charge to do the job-they are just incompetent lackeys. Fire the top men and promote the competent amongst the second tier.

    Though Prachand said in undiplomatic and vulgar terms that Nepali Sena can not fight either with China or India if they invaded this country, he said truth. Shahi Sena (now Nepali Sena) was a ‘Raja ko nun khaeko sena, Raja ko fuli lagaeko sena, Raja ko sindur pahireko sena’ so taught and is still so and its duty is to protect the king. At the other end Maobadis’ Jana Sena is a gurilla organization, devoted to Moists idealogy and its leader. Neither of the both Senas is loyal to SPA. Neither they are loyal to Nepalese people. Both the king and Maoists are hovering over national scenario to grab power degrading the SPA. SPA can not believe them and so are walking tight rope.

    If the Nepalese Army’s duty is to protect the King they failed miserably. When King Birendra and His entire family was killed in the Palace our C-in-C said that each and every member of the Royal Family has their own ADCs to protect them. According to him it’s not Army’s job to protect the King and His family.
    Army has strict rules and regulations. Army officers do not serve for life. There is a term limit for all the Generals. Since SPA is in control of the government they should review the process of promotion/demotion of the Army Officers through the discussion in the parliament. We need stronger Army to protect us. We may not be fighting India and China but we will be fighting our own internal enemies.
    Since Maoists could not win even a single seat in the House of Representative they went to jungle and showed the power through the gun. Some day some other group might want to do the same thing. Our government has to be ready for this.

    The combined (R)NA and the Mabadi-Army should be combined and reduced to 50,000 which would include the police..

    In 1990 the Army & Police numbered about 20,000 and one felt safe in almost all of Nepal.
    I could take the Night-Bus comming back from Sikkem at the border, Kakrabitta, and get to Pokhara with any worrie for my safety, as long as the driver wasn’t drunk..

    As the US sponsored, trained and Army and Police grew to more than 100,000 everyone was less safe !

    The Top Police and Army have the
    Blood-of-the- Martyrs-on-their-Hands
    and must be removed and tried !!!

    The King is not the head of the Nepal Army anymore. What the C in C did was extremely alarming. He was going against the wishes of the representative government.

    Nepalese Army and Police Forces are not greatest in the world. But they are far better in protecting its citizens and national infra-structure than Maoists.
    I will salute the Maoists when they disband their army and come to polls to win hearts and minds of the people.
    As of now SPAs are pawns in the hands of the Maoists. We need Nepalese Army to stand against these idiots for the sake of Nepalese people.

    The King is the head of the army. The Constition of the Kingdom of Nepal says ” His Majesty is the Supreme Commander of the Royal Nepal Army ” I guess some people don’t like to read the supreme law of the land.

    The Royal Nepal Army gave a 21 gun salute to the King because the kings secretariat ordered them to do so. Its that simple, The Chief of the Army staff had nothing to do with the dicision. He was just taking orders. Thats what good soldiers do. They do what thier master tells them to.

    I hate to bring you the bad news but the king does control the Army. The government ordered the RNA Generals not to go to the King’s Birthday party. The Palace orderd them to come to the party.

    And which order did they obey? The one that came from the “Supreme Commander” Looks like the generals have read the Constition!

    The Maoist murderers are right about one thing. Real power does come from the barrel of a gun. The king has 100.000 of them!

    I was whatching Dubar Marg on TV during the king’s birthday party, and the Generals were not the only ones going to the king’s party.It was very interesting to see thousands of nepelis marching down the road screaming LONG LIVE THE KING!!!

    Looks like the king is bringing out some people power of his own.

    This is the most liquid situation in our history. Even we had not faced such situation in world war -I and world war-II. To be very frank we don’t know where we are heading. Even our intellectuals cannot say what is going to happen tomorrow. It is not the blame but reality. The SPA who is totally dependend to international communities like US, has been facing problem with them. US itself is undermining the peace process, which has direct impact with EU, World Bank etc. US ambassador James Moriarty said Washington — a key donor — could stop aid to the impoverished country if the rebels joined an interim government without giving up arms first. They are threatening the peace process which might be leading with good motive. Now the time and responsibility has come more to SPA to think twice to develope their strategies to get their confidence. The blaming and grumbling and dramas don’t work when the responsiblity comes to ones shoulder.

    This is the most liquid situation in our history. Even we had not faced such situation in world war -I and world war-II. To be very frank we don’t know where we are heading. Even our intellectuals cannot say what is going to happen tomorrow. It is not the blame but reality. The SPA who is totally dependend to international communities like US, has been facing problem with them. US itself is undermining the peace process, which has direct impact with EU, World Bank etc. US ambassador James Moriarty said Washington — a key donor — could stop aid to the impoverished country if the rebels joined an interim government without giving up arms first. They are threatening the peace process of SPAM, which might be leading with good motive. Now the time and responsibility has come more to SPA to think twice to develope their strategies to get their confidence. The blaming and grumbling and dramas don’t work when the responsiblity comes to ones shoulder.

    I see here that if you sympathise with the army you are termed royalist – whatever that means!
    I feel sick and tired of hypocrites, whose very comfortable existence is due to the army, whatever their perceived failures against the maoists, (who by the way are Nepalis as well),fighting wars with foreign forces is tough enough, imagine figting them with your own people?
    The war has not been smooth, there have been human rights violations from both sides, but at the end of the day these are not normal human beings fighting the war, there will always be bad and good people amongst any institution. The inus is on the proper authorities to check and balance from both sides. Every army has had their fair share of problems.

    But this outright bashing of our army probably comes from people who does not know what it means to put one’s life on the line to try and protect a democracy and the property and life of it’s civilians.

    I have nothing more to say. It is just a pathetic mentality coming from undisciplined, inexperienced, detached, impractical and theoritical minds who have nothing better to do but spew venom.

    If the Chief of Army can go to Sujata Koirala’s daughter’s wedding, why can’t he go to the palace to wish the King? Are you saying that he is under the feet of the Koirala clan, that they make a mockery of the national army and make them as corrupt, shameless and disorganized as the police and their own respective parties? Even in India, the INdian Army isn’t under the control of the Indian Parliament, how can our army be under the parlaiemnt which was re-instated after expiry of its full term? It is under the govt. Thousands of Nepali people went to the palalce to wish the King. Did you post a photo or a news of that event, Mr. Wagle?

    You suggest to fire the top army brass and promote the second tier. And of course the second tier is made up of your kith and kin. How cushy. So you think only your kind are the capable and everyone else is a royalist blah blah blah. I’m afraid even the second tier have come up the ranks the same way buddy, just because their sir names suite your taste palates, does not mean they are less of a royalist as you would put it.
