No doubt Dilip Shumser Rana (pic) is a living symbol of the reactionary forces in Nepal who is still trying to play against democracy and freedom in the country. This man, a RANA, is also a burning example of how our political leadership failed to bring about reform in the Nepali Army. Offensive it many sound but this man is still the Western Divisional Headquarter (acting) Chief of Nepali Army. And yesterday he gave a disgusting speech full of hatred in a gathering of soldiers in Pokhara (the Western Divisional Headquarters Conference, attended by representatives of major political parties, senior army officials and battalion commanders of different army bases under the Western Divisional Headquarters). Is a fresh Military coup in the offing? Will king appointed generals of the army strike back and kill democracy as the nation is heading towards the election of constituent assembly that will decide the fate of monarchy in the first meeting with a simple majority? Why on earth an Army general gives a 17-page statement that is full of criticism of political leadership and talks about what political leaders allegedly did several years ago? General Rana spit venom against political leadership and democratic period of the post 1990. This general sees no positive happenings in the democratic decade of 1990. He sees no progress in the democratic times. He only sees corruption, bad governance and instability. He finds political parties guilty for the beginning of the Maoist peoples’ war.
Rana Could be Fired
Feb 8: Nepal Army (NA) has recommended to the Ministry of Defence to take action against acting chief of NA’s Western Divisional Headquarters, Dilip SJB Rana. Army spokesperson Brigadier General Anant Thebe informed that the army headquarters has written to the defence ministry to take action against Rana for he was found to have made remarks contrary to the “tradition and policy” of the NA during interrogation.
Rana had been summoned to the NA headquarters on Tuesday to clarify his controversial statement. The NA has recommended to the defence ministry to take action against Rana as he was found guilty after the interrogation. Thebe further said that it’s up to the government to decide the kind of action to be taken against Rana. According to defence ministry sources, Rana could even be dismissed from his post for his controversial remarks.
Today’s Update: House Grills Army Chief Katuwal
Chief of Army Staff (CoAS), Rukmangat Katuwal today recorded his statement before the Interim Legislature- Parliament regarding the controversial remarks made by acting chief of Nepal Army’s (NA) Western Divisional Headquarters Dilip Shumshere Rana on Monday about the possibility of mobilisation of the army to control the Terai unrest. Speaker Subash Nemwang had summoned Katuwal for a parliamentary hearing after the NA’s controversial political statement was publicized yesterday. Earlier today, Rana had also been summoned to the army headquarters for remarks spurred widespread criticism. NA has also stated that these remarks were solely Rana’s own and did not represent the official view of the army. NA spokesperson Brigadier General Ananta Thebe said that Rana could face action if he had spoken anything that went against the army’s policy and position in the media. Thebe further added that NA is under the government and has been operating as instructed by the government and will continue to do so in the future.
Rana also talks about the possibility of Army mobilization in southern Terai area of Nepal where protests are being held for 20th day today demanding proportionate representation in the election and federal system of governance. His analysis: “The time hasn’t come yet to be assured that the country will not plunge into conflict again because of destructive and violent activities in the name of breakaway factions of the Maoist party like Terai Janatantrik Mukti Morcha (JTMM), Terai Mukti Morcha (TMM) and Madhesi Janadhikar Forum (MJF) and possible Maoist actions in future. I want to direct the forces under Western Divisional Headquarters to be highly prepared to make plans and execute them against any unfortunate situation in future.”
“It could be predicted that Nepali Army could be mobilized in Terai to bring the situation to normalcy if the situation of conflict doesn’t get improved and goes out of control of Nepal Police and Armed Police Force. For this the Divisional Headquarter has already requested the Nepal Army headquarter to push the government of Nepal, United Nations and the CPN Maoist to reach an interim agreement to mobilize the army for limited period. That is why I order the 22 Bahini Adda (Number 22 Brigade Headquarters in Butwal) to prepare itself mentally and physically to get mobilized as per the concept of ‘aid to civil authority’.”
Rana has repeated the words “to be highly prepared to make plans and execute them against any unfortunate situation in future” more than twice in the speech. He thinks that Maoists will resort to violence if the election of CA is not held in time or deferred or in case they are dissatisfied with the result. In such case, he says, “the Maoists will repeat the violent activities”. He says, “I request you to get prepared against any such situation.”
Rana’s speech is filthy, dirty, and full of hatred. It talks about undermining the civil capacity to run government and emphasizes on the military might. “Who should be credited for brining Maoists in mainstream? The leadership of legitimate political parties know the answer. But I think there are some obstacles to Nepal Government to give due credit to those institutions and praise their contribution openheartedly as we are seeing the rays of peace…. If you study anti-terrorist history, no where in the world you will see the state and the insurgents signing a peace agreement and restoring peace in such a short time. So if you analyze the situation correctly, the real credit for this must go to the patriotic servants like you and me.”
The biggest blunder of Seven Party Alliance (SPA) was not to touch the institution of army after their victory in the historic April movement. They either sacked or suspended police officials but never dared to take any sort of actions against the generals of the army who were directly involved in suppressing the movement and protecting the autocracy in Nepal. The one who was responsible for suppression was promoted to the top post of the army instead of begin fired.
The need of the moment is the immediate sacking of General Rana, stripping him off the pension and declaring him unsuitable for future services under any offices of the government of Nepal. Beginning of reform within Nepal army must follow immediately. OTHERWISE people are ready to hit the streets and take matters into their own hands. Reactionaries like General Rana must be tamed.

What does this country have a Army, to protect its people and the country. When the country is in the state of more or less civil war, the army can’t be just bystandars. They have to act as they also have family members living in Nepal. This army guy should be promoted for having the guts to say that the country must be protected. The SPAM should have the guts to use the Nepal army on a need basis.

I am astonished that I am not seeing any news about the firing of General Dilip Shumser Rana in this site. Why did COAS Katwal went to the parliament without first sacking General Rana? This is pretty much serious. We must not let General Rana continue with whatever responsibility in Nepali army. He is clearly against political leadership and this government. Which military in the world keeps a general in duty who is against the government and civilian leadership? If he is continue with the duty in Nepal Army, folks, get ready for the military coup. I will die but can’t see military rule in my country. I will fight to until last breath for the shake of supremacy of people in Nepal. Long live democracy, long live freedom. Down with autocracy and military rule in Nepal.

The first things is trust. I believe Nepal Army will do whatever to protect its country. The speech of General is for his institutional members not to civilians. One day they say king is the richest man in Nepal and the other day they say he is the poorest guy in Nepal. Now which to believe? They talk to strip every thing of the person who has been serving the nation and put some gangster to the power. Rather then talking about the army they should be talking about bringing Maobadi to civil court. Let the Prachande be hanged. And other people be punished as recommended by Ryamaji commission. The way things are going in Nepal, Military Rule is very likely. Only way to avoid this unfortunate situation is by sending the king and prince to exile.

I salute Mr Rana for his thoughtfulness and foresightedness. He has analyzed the situation of Nepal very accurately and proposed steps to be prepared in case the situation further deteriorates. I am really impressed.
I wish we had more people like him as our political leaders and administrators. It’s so reassuring to see that not everybody in Nepal is bloody-minded.

I see nothing wrong in the General’s remarks. When the whole terai is burning, is the Nepal Army supposed to sit and watch? He is a courageous man. A congratulate the Nepal Army for still having brave people like him. He is not a reactionary force. He is a patriotic Nepali.
I feel disgusted when I saw the headline “HoR grills the COAS”. Who are they to grill the CoAS? They should grill the JTMM and Upendra Yadav who are creating havoc in terai. They should grill Baburam BHattarai for killing 13 thousand innocent Nepalese. Do they have the guts?
I also read the whole text of General Dilip Rana’s speech and found that he is extremely baised against political parties that were in power in democratic period after the Jana andolan 1990. He doesn’t even mention about the economic progress that Nepal did in that period but single-handedly deplores the parties in shameful manner.
The question is, can an army general make such political statements in a public ceremony where journalists were invited to cover the event? This whole drama is full of conspiracy against democracy and it has become an open secret that some generals in Nepali army are trying their best to make this government and democracy a failure. They are not satisfied with the peace process because the success of peace process would undermine their role.
Congratulations General Rana for telling the whole world that SPAM is useless and all they are interested is in playing politics.
Even when terai is in the sate of “civil war” our politicians cannot find a solution. Nepal must not be divided at any costs.
It is amazing to see the reactions regarding the General’s speech here. At least, he was honest in his comments. On contrary, there is no statement directed against democracy per se, though he has spoken about misrule, misadventure and worst form of political opportunism of political parties and their leaders. How can we equate criticism of political parties as being undemocratic? That is quite absurd benchmark to prove democratic credentials.
Could any of the smart alec point at a sentence wherein the General has talked about reinstating the King? Why do we (mis)interpret and attribute statements the General has not made? This is a mentality that proves that we do not have confidence in ourselves that we can move forward democratically.
At least, the General has pointed out that Terai is burning whereas our political leaders are busy discussing in Kathmandu without any conclusive result. The law-and-order problem has reached epic proportions and there are cries for segregation. Almost everything is burnt down in Terai without a trace in the name of peaceful demonstration. These a*s*s*h*o*l*e*s sitting in Kathmandu justify these actions in the name of legitimate demands. The human rights activists and nagarik samaj a*s*s*h*o*l*e*s must be killed first. Police has been so patient and restrained but these S-O-Bs talk about excessive police brutality. These activists and nagarik samaj a*s*s*h*o*l*e*s must be given duty to control mob from burning down office buildings, vandalizing buses and private property in the sun without food for a whole day. Then they would understand how difficult it is. If the agitators have right to demonstration, then other citizens also have right for peaceful existence and safety. Is it a duty of adminstration to provide the basic right to have peaceful existence and safety?
These commentators sit in Kathmandu and talk big about democracy as if they are the only defenders of democracy. Only when Nepal remains as a country, our democratic right as Nepalese exists. The rate at which Terai problem is getting out of hand, it would not be strange if Nepal ceases to exist tomorrow.

Understand that the real power broker in Nepal is anyone who has cultivated good relations with the people south of the border. And China has no real interest in keeping Nepal in its sphere of influence, because its got so many things on its own table, so these army types should stop imagining that China will magically come to their aid. India is the sole power broker in Nepal; that is being more apparent with every passing day. So don’t think some stupid general ( or whatever ) who has had too much vodka to drink that day can change that basic fact by giving a few speeches.

Following are my points:
1. This is a stupid General of a modern and 21st century Nepal.
2. This is the same general who killed a ‘ratuwa mriga’ and stayed scot-free.
3. This may be a decendent of Juddha Shumsher whom King has personally
instructed to speak all venom against the political leaders and the system in Nepal.
4. The situation has become more dangerous with such a speech of a stupid general. Generally, Army generals are all stupids no matter what they have as educational certificates. Army is the breeding grounds for producing such stupids. There is nothing positive in his outlook.
5. He is inciting people to go for genocide in Nepal.
6. I am sure that King gyanendra will kill at least 20 thousand people before fleeing the country with his serial killer son.
7. Political leaders must act cautiously and swiftly on taking action or sack this General. Otherwise, we may see vol.II of 1st Feb.,2005. and Nepal will be a theatre of killings very soon.
