No doubt Dilip Shumser Rana (pic) is a living symbol of the reactionary forces in Nepal who is still trying to play against democracy and freedom in the country. This man, a RANA, is also a burning example of how our political leadership failed to bring about reform in the Nepali Army. Offensive it many sound but this man is still the Western Divisional Headquarter (acting) Chief of Nepali Army. And yesterday he gave a disgusting speech full of hatred in a gathering of soldiers in Pokhara (the Western Divisional Headquarters Conference, attended by representatives of major political parties, senior army officials and battalion commanders of different army bases under the Western Divisional Headquarters). Is a fresh Military coup in the offing? Will king appointed generals of the army strike back and kill democracy as the nation is heading towards the election of constituent assembly that will decide the fate of monarchy in the first meeting with a simple majority? Why on earth an Army general gives a 17-page statement that is full of criticism of political leadership and talks about what political leaders allegedly did several years ago? General Rana spit venom against political leadership and democratic period of the post 1990. This general sees no positive happenings in the democratic decade of 1990. He sees no progress in the democratic times. He only sees corruption, bad governance and instability. He finds political parties guilty for the beginning of the Maoist peoples’ war.
Rana Could be Fired
Feb 8: Nepal Army (NA) has recommended to the Ministry of Defence to take action against acting chief of NA’s Western Divisional Headquarters, Dilip SJB Rana. Army spokesperson Brigadier General Anant Thebe informed that the army headquarters has written to the defence ministry to take action against Rana for he was found to have made remarks contrary to the “tradition and policy” of the NA during interrogation.
Rana had been summoned to the NA headquarters on Tuesday to clarify his controversial statement. The NA has recommended to the defence ministry to take action against Rana as he was found guilty after the interrogation. Thebe further said that it’s up to the government to decide the kind of action to be taken against Rana. According to defence ministry sources, Rana could even be dismissed from his post for his controversial remarks.
Today’s Update: House Grills Army Chief Katuwal
Chief of Army Staff (CoAS), Rukmangat Katuwal today recorded his statement before the Interim Legislature- Parliament regarding the controversial remarks made by acting chief of Nepal Army’s (NA) Western Divisional Headquarters Dilip Shumshere Rana on Monday about the possibility of mobilisation of the army to control the Terai unrest. Speaker Subash Nemwang had summoned Katuwal for a parliamentary hearing after the NA’s controversial political statement was publicized yesterday. Earlier today, Rana had also been summoned to the army headquarters for remarks spurred widespread criticism. NA has also stated that these remarks were solely Rana’s own and did not represent the official view of the army. NA spokesperson Brigadier General Ananta Thebe said that Rana could face action if he had spoken anything that went against the army’s policy and position in the media. Thebe further added that NA is under the government and has been operating as instructed by the government and will continue to do so in the future.
Rana also talks about the possibility of Army mobilization in southern Terai area of Nepal where protests are being held for 20th day today demanding proportionate representation in the election and federal system of governance. His analysis: “The time hasn’t come yet to be assured that the country will not plunge into conflict again because of destructive and violent activities in the name of breakaway factions of the Maoist party like Terai Janatantrik Mukti Morcha (JTMM), Terai Mukti Morcha (TMM) and Madhesi Janadhikar Forum (MJF) and possible Maoist actions in future. I want to direct the forces under Western Divisional Headquarters to be highly prepared to make plans and execute them against any unfortunate situation in future.”
“It could be predicted that Nepali Army could be mobilized in Terai to bring the situation to normalcy if the situation of conflict doesn’t get improved and goes out of control of Nepal Police and Armed Police Force. For this the Divisional Headquarter has already requested the Nepal Army headquarter to push the government of Nepal, United Nations and the CPN Maoist to reach an interim agreement to mobilize the army for limited period. That is why I order the 22 Bahini Adda (Number 22 Brigade Headquarters in Butwal) to prepare itself mentally and physically to get mobilized as per the concept of ‘aid to civil authority’.”
Rana has repeated the words “to be highly prepared to make plans and execute them against any unfortunate situation in future” more than twice in the speech. He thinks that Maoists will resort to violence if the election of CA is not held in time or deferred or in case they are dissatisfied with the result. In such case, he says, “the Maoists will repeat the violent activities”. He says, “I request you to get prepared against any such situation.”
Rana’s speech is filthy, dirty, and full of hatred. It talks about undermining the civil capacity to run government and emphasizes on the military might. “Who should be credited for brining Maoists in mainstream? The leadership of legitimate political parties know the answer. But I think there are some obstacles to Nepal Government to give due credit to those institutions and praise their contribution openheartedly as we are seeing the rays of peace…. If you study anti-terrorist history, no where in the world you will see the state and the insurgents signing a peace agreement and restoring peace in such a short time. So if you analyze the situation correctly, the real credit for this must go to the patriotic servants like you and me.”
The biggest blunder of Seven Party Alliance (SPA) was not to touch the institution of army after their victory in the historic April movement. They either sacked or suspended police officials but never dared to take any sort of actions against the generals of the army who were directly involved in suppressing the movement and protecting the autocracy in Nepal. The one who was responsible for suppression was promoted to the top post of the army instead of begin fired.
The need of the moment is the immediate sacking of General Rana, stripping him off the pension and declaring him unsuitable for future services under any offices of the government of Nepal. Beginning of reform within Nepal army must follow immediately. OTHERWISE people are ready to hit the streets and take matters into their own hands. Reactionaries like General Rana must be tamed.

actually it’s lack of ambition for country and perfectionism that has our political leaders turn to monkeys as pundit says…i dont know who to vote this election…it being my first…my parents used to vote congress leaders…the evergreen tree….but now that i have come to understand them they were sucking up all the minerals off of Nepal to stay so evergreen ….and everyone else is like the popular saying “junai jogi aaye pani kaan chire ka” …let me come to explain my first line…i think our politicians dont lack ambition if it comes to feed themselves fat but when it comes to Nepal they are satisfied with whatever is at hand just like bijju…they dont think “no this is not enough for our country…we need more…” they are not ruthleess enough to chase after an ambition for the country as they are for their own …as for perfectionism i meant they dont want perfection in what ever little things they do so let alone all the bigger stuff..nothing is inspired from art not even art is at it’s perfection…little things as this makes up for buliding better Nepal and they are just too lazy to do that

Look at the civic society, just took out the rallies to condemn the ranas speech but do not have any guts condemnt the killink of 30 innocent of mahesi. What every he said is absolutley right.
Unfortunaley, Nepal is country where people get punish when they speak right things. It is difffernt side, being army personeel, he shouldnt make those statement publicly but each and every word he spoke was HARSH BITTER TRUTH.

Why end this debate?
It’s been 8 months since the “reactionary” statement by the general and the spontaneous reactionary response in this blog by so called defenders of democarcy. The facts:
1. The much anticipated CA has been postponed twice
2. The Maoists who demanded the CA for the last ten years, and killed 13,000 people for it, are now the ones who are vehemently opposed to it
3. They have pulled out of the coalition government beacause they don’t have the guts nor the brains to administer a real country in a real world–it’s easy to talk of eutopian dreams when you are not in the driver’s seat
4. The terai has become a lawless state
5. Crime, including the abduction and killing of innocent children has become an economic means
6. The YCL receive amnesty for beating up CDOs
7. Armed rebellion has become the norm in establishing a “democratic” political party
7. There is no gas, no, petrol, no water, and no electricity in the capital city of a nation in the 21st century
8. India has offered to provide military assistance in case Nepal needs help
9. And most importantly, despite all the fukn rhetoric of a new Nepal, no one can see further than establishing a republic–throw the King out and Nepal will prosper. How? If you can sacrifice one white and one black goat and make a boeing jet fly, surely the Gods will make every Nepali prosperous once you end the Shah dynasty–after all the prophecy said that only 13 generations would rule….
