Very much unlike the interview of Prachanda which expressed doubts even in the occuring of the Summit Talks, both the SPA and Maoists have expressed hope of its success. At the end of the meeting which lasted for around 9 hours the two sides released a press release. “The draft of the interim constitution was presented before the top leaders of the seven parties and the Maoists at the meeting today,” the release states.
It further adds”At the meeting, issues like interim constitution, election of constituent assembly, implementation of past agreements, arms management, relief to conflict-victims, socio-economic transformation and restructuring of the state were discussed in a cordial atmosphere.”
It concludes stating that the discussion was positive with the signatures of government talks coordinator Krishna Prasad Sitaula and Maoist talks coordinator Krishna Bahadur Mahara. The talks will resume on Oct 10,2006. However with the no concrete agreements in issues like arms management little can be said of outcome of the talks.

KATHMANDU, Oct 8 – The second round of high-level talks between the seven-party alliance (SPA) and the Maoist rebels ended inconclusively Sunday with both sides agreeing to resume talks on Tuesday “to finalize the contentious political issues.”
The leaders of both sides said that they were close to a common agreement which would possibly be reached in the next session.In the first day of the summit talks that lasted for nearly nine hours today, the top brass leaders of the SPA and the Maoists discussed the draft of the interim constitution submitted by the government and rebel talks teams but did not reach any formal agreement on any issues.
Fresh talks between the two sides will resume on Tuesday as they could not arrive at a consensus on the key contentious issues including the position of the monarch, interim legislature, and government, among others.
Leaders of both sides have, however, expressed satisfaction over today’s talks saying they were held in a cordial atmosphere.
Member of the government talks team and Minister for Tourism, Culture and Civil Aviation Pradeep Gyawali said that he was hopeful that Tuesday’s meeting will be fruitful in reaching agreements on all the issues.
He said that today’s talks were close to a consensus and that all differences between the SPA and Maoists would be sorted out by the next meeting.
“We (the SPA and Maoists), during the meeting today, entered into the major political agendas but did not finalize any of the issues that have remained incomplete in the draft interim constitution,” said Gyawali.
Talking to eKantipur over the phone, Maoists’ second-in-command and a member of the 10-member high-level rebel talks team Dr. Baburam Bhattarai said today’s talks focused on finalizing the incomplete draft interim statute, modalities of the constituent assembly elections, arms management of both the state and the Maoists, and the socio-cultural restructuring of the state.
“We (the Maoists) have stressed on the package deal, which includes the key political agendas including the future of the monarchy, interim government and arms management issues, among others, with the seven parties’ government,” said Bhattarai, adding, “We are hopeful the next meeting will finalize all these issues and the talks will be meaningful in achieving a political way out.”
According to a an earlier statement issued by both talks teams today, the meeting concentrated on finalising the agendas such as interim constitution, interim legislature, modalities of arms management and future of the monarchy, assistance to the victims of the conflict, socio-economic restructuring of the state, among others.
“The talks are moving ahead positively,” said the statement signed by the coordinators of the government and rebels talks team, Krishna Prasad Sitaula and Krishna Bahadur Mahara respectively.
The meeting also discussed the issue of finalising the dates for the constituent assembly elections.

We have to have a referendum on many issues. I don’t think any of these leaders or parties can claim to represent most of us. It is like choosing between the bad, worse and the worst. How can we just sit around like school children and allow a dozen corrupt,power grabbing, murderous, incompetent so called leaders to decide for 30 million Nepalis (includes the millions who don’t have citizenships)?

KP, you’re exactly right. The fate of Nepal must be in the hands of people elected with particular mandate through People’s General Assembly. We must go in the direction of self organization, decentralized, without any leaders who are supposed to represent us. In other terms, to develop a system without hierarchy, more representative. An agreement is still 50/50 chances away. Even if there is an agreement I still see plenty of worries ahead. Past it’s sell by date issues like the monarchy is the only things that seem to be on the SPAM agenda. Arms laying down is a must, but then arms can be picked up again in the future. What are the SPAM policies for development and poverty alleviation, industrialisation and general economic growth? I have’nt heard anything on this. What is the point settling issues and then just patting each other on the back and going on? Besides silly notions like nationalising personal property or ceilings, which is not that much anyways, considering the government of Nepal actually already own 80% of the total land area of Nepal. Why does’nt the government distribute some of the vast and unutilised land the government owns to the landless instead of talking about the 50 bighas extra land this or that fellow has why don’t they begin at home and talk about the millions of underutilised extra the government has and what they intend to do with it?
Just Prachanda talking with Girija may solve their two parties problems, but I guess you can say they may have solved their personal problems, but how about the nation’s problems?
After a long time, thay are talking it is good sign but I am not that optimistic about it particular handing over arms by the Maoists. They are stupides fellows in this era of 21st Century to embrace deadly ideology of Maoism. Mao is the person who ordered the killings of highest number of people on earth. He killed 70 Million people, which is bigger than the figure of both World Wars and other wars. Now you can understand what is it if it is really Maoism ? or invented by RAW of India by putting Prachanda and Baburam in their payroll.

I understand that the Maoists are under quite a lot of pressure to make a proper settlement (facing saving one). I think the senior leadership is now aware that like every movement history has witnessed i.e. the Sandinistas, Shining Path, the Naxalites in India in the 70s momentum is difficult to maintain over long periods. Settle now and they may get a good bargain, later they may get nothing.
Anyway hope things work out and that both sides show enough flexibility to make it work.

Summit is taking place at place called Baluwa Tar. The fate of the summit is the same. Talk will sink without sound for there will be no substance to it to give it a hold. How can maoist be included in the government with guns in their hand? First they used to terrorise the villagers in remote now they will terrorise the parliament and take over the country and make it next Afganisthan.
If maoist are totally commited to peace then the first thing they should have done is the management of arms, but they want that to be done at last. How can one have summit talks in a round table with a gun on their side?

What happened when talks took place before? It failed and all Nepali suffered. Do you think solutions will come out in this peace talk especially when maoist are not dis arming themselves before election?
If solution had to come then it would have come by Sunday or by Tuesday, why is it going on further? They will agian set another date for discussion. If they really cared about peace decision would have come by Sunday.

One question : What should or how should maoist or SPA go about so that there is long lasting peace in the country?
I feel that if “BARTA” fails shoot all the leaders or put them behind bars and then we can deal with the what they call jana sena. With leaders not there to guide it will be lot easier to manage them though we might have to go through some tough time. After that its maoist free Nepal.
I am tilting towards this side because I don’t see a silver lining at the end of the Barta and last time also same thing happened. Barta failed and we suffered. If Baburam had been shot or jailed it may have been a different story.

In any case the peace process looks hopeful. The Maoists have said that they are willing to work on the arms issue provided other political issue are also part of the package.
I am fairly confident that Baburam, Prachanda and Mahara want a peaceful settlement. By now I am sure they have realized that there is no other way. However, what is of concern is the lower level cadres. At this point it is still unclear how much control Prachanda has over his militias. It also remains to be seen if these militias, who have been roaming in the law less countryside, are going to lay down their arms and join mainstream society.
It is important that the government keeps the maoists on short leashes. These guys will only honour an agreement for as long as it benefits them. Their ultimate goal is to replace a de jure monarchy and de facto republic with a de jure and de facto communist despotism.

All maoist talk is about package. Tell me with guns in their hand they will definately try to get people vote for them.
All we want is fair election conducted in save environment so that people can vote without any fear and show their support to who ever they fill will lead the country. No one has to force anyone to vote for them. If SPA or maoist say they are fighting for Nepali people let them give chance for Nepali junta free to choose their leader. If maoist think they are so popular and have influenced people from villages with their communist idealogy then give them fair chance get Junta’s verdict. That is real democracy or republic anything you can say. If people are forced to choose someone then what is difference between Gyane and maoist?
That will show who is the real hero and who are real zeros. Maoist know that without threathening people they are not going to be elected that is why they are shouting about package.
If maoist are given space in govt. with arms then that will be the single most greatest mistake in the history of Nepal and I can guarantee that.
Prachanda and Baburam have said many things but how genuine they are is up in the air. We are giving them the benefit of the doubt right now… however, the fact that Maoist cadres in rural Nepal continue their autocities is not a good indication and a cause of serious concern.

Deal with Arms management before going for no brainers. And avoid coming to defence by ignoring the ground reality, it will be like shooting yourself in the foot. Zealoutry can take you only so far.
