Now, Nepal Wants To Hear From King Gyanendra Shah

“Pashupati ko bayan bhayo, aba tinka pati lai bolaunu parchha,” said a friend of mine this afternoon. After thinking for about a couple of seconds, he continued his remarks as I could see anger in his eyes. “Tesko bayan ta malali lina man lageko chha.” [As Pashupati has been interrogated, he said, now is the time his boss is summoned. I want to interrogate him.] My friend, a reporter, was talking about the necessity of summoning and interrogating Gyanendra Shah, the king, by the High Level Probe Commission for his role in suppressing the historical peoples’ movement of April. The commission today interrogated Pashupati Bhakta Maharjan, Principal Chief Secretary of Gyanendra Shah who chaired an autocratic government in 2005 after successfully hatching a conspiracy against a democratically elected government in 2002. He tried with handpicked prime ministers for about three years. Maharjan, it seems, read out the script that we already knew about. We knew that he would act innocent (he said he worked as a bridge between the king and constitutional bodies and didn’t play any role in suppressing the peoples’ movement) and try to play the blame game.

I couldn’t disagree with my friend. The need of the hour is to interrogate King Shah and let the people of Nepal know why and how he suppressed the April Revolution that nearly overthrew him from Narayanhitti palace. We also need to know from Mr. Shah why those 24 innocent and unarmed Nepalis were killed. Krishna Jung Rayamajhi, the chairman of the probe commission today said that the chairman of the autocratic government would be interrogated. Some people are already seemed to be elated saying that the interrogation of Maharjan itself is historical because this is the first time that any probe commission has interrogated King’s most senior lieutenant. But that is not something to be proud of. Even Gyanendra’s possible interrogation should be taken as normal procedure. We should celebrate the victory of Nepali people only when king gets punished for what he did in October 2002, Feb 2005 and the next 15 months and in April 2005. I have heard some talking about the protocol of the head of state and king and I have told them that Gyanendra has no moral rights to continue his role as the head of state. The voice raised in the April Revolution is enough to prove that he must be stripped off that title and made a normal citizen before giving verdict. –By DW

    It’s a historic occasion for our country to grill the king on his role during the Jan Andolan II. Well, he was the Chairman of the Council of Ministers & he was ultimately responsible for the day to day operation of the country. The intent to question basically proves that everyone, ie, EVERYONE, even the king is under the law. In a polity, the Rule of Law is supreme. Additionally, the myth of Vishnu’s avatar has been shattered as the king is a mere mortal just like any of us. No longer is he untouchable due to his divine rights.

    However, I doubt whether the Commission has enough balls to grill the king like they did to his secretary. These old geezers in the Commission are still from the Old School. It will probably be pre-submitted set of questions & answers. I highly doubt it will be spontaneous tough questioning.

    Hey DW I am eager to hear from the king on his role mate. We need to know from our KING, why those 24 innocent and unarmed Nepalis were killed. But did he carry the gun and went to street? If arse hole like prachande and babu ram can get out without any charge for killing more then 15000 innocent NEPALI people what is wrong with king? I am pleased to see people’s power now being used, Poeple involved in killing of 21 people to while saving the position of the king being question. But are we also ready to question PRACHANDE and BABURAM who are involved in killing of more then 15000 people to come to hold the power? I will not be surprised to see if SPA’s butt kicked by maoist. To maoist it is nothing wrong to kill another 1000- 1500 people to kick SPA out and they can do that. We had enough of Anti-King blog. Personally, I have already made decision on the faith of King and probably most of the nepali people have already made the decision too. We are more intrested on policy of maoist for Nepal. Can we be free as we are now to defame any person in power if maoist become the head of the country?

Maybe it is a good thing, then no one can run from the inevitable – then we can grill Prachanda, Baburam and all these other crooks and murderers. I hope the King is called and I hope he goes. He could have told this Maharjan secretary of his not to go, but he went. Would Prachanda allow his secretary Basburam to go in for questioning?

    Actually I heard that when questioned if it was for the army, the suppliers just said No. Why would the army need anti aircraft guns? I would think it is the maoists who would require it.
    The press is keeping this tight right now, because if the indications are correct, then the maoists are not serious about peace and have completely broken the agreements. This is deadly serious.
    I don’t buy the argument that the consignment was for the army, the government would be well aware of this. After all they have been in government for over 4 and a half months.
    I’m afraid the arms was heading for the maoists, just as we have heard that the maoists brought in a consignment of anti aircraft shoulder missile launchers just after the April andolan. Thing’s are’nt good I’m afraid. The maoists have hoodwinked the SPA and trouble will begin.

    I heard something different. I don’t even think this was flown in, it is a cover up. I heard that the Indians just caught a large consignment of weapons heading to Nepal on trucks. When they grilled them as to who ordered it and if it was the Nepal army, they said No it was’nt for the Nepal army.
    I believe the maoists are arming themselves to the hilt. The SPA should now seriously reevaluate their agreement with these murderers. They have broken all the agreements.

    As for grilling or even questioning the Maobadis, no one, NO ONE has the guts to do it–neither the government, SPA, media nor the civil society. They are all afraid. It is easier to beat a lying (weak) dog, ie, the king & the previous regime rather than try to tame a barking (fierce)dog even though the barking dog may be menace to the society.

    In essence, Maoists have won their strategic battle. Their presence is everywhere now. They run a parallel government. It is only a matter of time, they will be in the government whether we like it or not.

    The government, Parliament & the SPA is too busy curtailing the king’s powers, & exposing the king’s wealth while the main issue of bringing peace & security to the nation is at the back burner. These constitutional democracy forces should be jointly trying to campaign for the CA elections against the Maoists. Instead, these democratic forces are disunited & the Maosists have definitely taken advantage of the divide & rule strategy to full force–the issue of monarchy has spilt the SPA.

    What the Maobadis could not win by war & violence in the last 10 years or so have been won by the Jan Andolan II. The Maos have used the gains of the April Peoples Movement to further their own objective–controlling the urban areas. They have used the SPA as a means to get their ends. They have trapped the SPA who were so desperate to outwit the king, that they made the 8, 12 & 25 Points Agreements without great thought & study. Previously, they were controlled the rural area, now the whole country is at their mercy.

    Maosists aligned trade unions shut down industries depriving people of employment. Maoists aligned student unions shut down schools & drag students to gherao the NA HQ. An unsustainable fuel prices that has to reflect the market conditions is brought down by street protests & bandhs. They have not abided by the agreements. These are all seeds of their new strategy to cripple the government through their “new offensive strategy.”

    The new Maosist offensive strategy of using the carrot & stick approach that is two pronged: (1) Maoists are now into winning the hearts of the people by their social service programs whether starting hospitals or aiding farmers. (2) Maoists use of non violent protests & civil disobedience will create anarchy and instability in the country once again.

    What do the people aspire foremost is security & stability. If the government cannot provide the people with security, stability & social services, then, the Maoists will be willing do that. It will be the people asking the Maoists to step in to provide peace & stability. Human nature makes people just want plain peace & security. It does not matter who provides it.

    Unless we, the people are smart, brave & can differentiate against the Maoists cunning tactics & strategies, then, essentially Maoists have won the game. Its just a matter of time for them to hoist the trophy.

    Urgent humanitarian aid needed for flood victims;

    KATHMANDU, 30 Aug 2006 (IRIN) – Thousands of people have been evacuated and temporarily resettled, but “a worrying unknown number of persons” are still thought to be trapped and waiting for help following recent flooding and landslides in western Nepal, according to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

    More than 50 people have been killed and thousands of people displaced in the area since Saturday, the Nepal Red Cross Society (NRCS) says.

    The group, which has been helping victims, said it was concerned there was not enough aid getting to those in need.

    “The government and aid agencies are putting their best efforts to help the victims, but there is a need for more humanitarian assistance to provide food, medicines and shelter,” Rajendra Karki, from NRCS, said from the capital, Kathmandu, on Wednesday.

    OCHA said of the 13 districts affected Banke, Bardiya, Nawalparasi and Accham had been worst hit, adding heavy monsoon rains continued to hamper rescue efforts.

    Pancharam Chaudhary, from Backward Society Education (BASE), an NGO in Nepalganj, a key city in western Nepal 500 km from Kathmandu, said humanitarian and rescue efforts needed to be stepped up.

    “The situation is becoming quite dangerous and risking the lives of more people who survived the landslides and floods,” Chaudhary said.

    BASE said there was an urgent need for more food and medicines. It warned that there was a risk of plague if additional medical help was not provided.

    “There is no source of food for these villagers as the farms and food grains have all been destroyed. I met several people who had already had eye sores and are suffering from other diseases due to the unhygienic conditions and poor sanitation caused by the flood,” Chaudhary said.

    He said nearly 10,000 had been left homeless after 95 percent of the houses were destroyed in the Fatehpur, Kamdi and Holiya village development committees of Banke District, 500 km west of Kathmandu.

    In Achham District, 700 km northwest of Kathmandu, a massive landslide killed at least eight people on Saturday, with 100 still missing, NRCS said. Eighty houses had been swept away, leaving more than 100 families homeless.

    NRCS said a further three people had been killed and more than 100 families displaced in Nawalparasi District, 300 km from the capital.

    More than 20 NGOs in Nepalganj were to hold a meeting to demand more help from the government and aid agencies to prevent further deaths.

    UN agencies and aid organisations including Care, Oxfam, Save the Children (US), Action Aid and Caritas had expressed their readiness to provide aid, OCHA said.

    The government’s Epidemiology and Disease Control Division had asked its health officers to report immediately on any potential health crisis.

    United Nations Children’s Fund said that it had sent two trucks with water purification materials, household utensils, blankets and tarpaulins to Nepalganj.

    The government’s Ministry of Home Affairs said it had sent the army to help rescue people caught in landslides and had also made food and medical provisions.

    However, Chaudhary said the major challenge was reaching the remote areas where flooding had destroyed roads.

    It is good to talk about killing of 15000 people. But, I am not sure who should be blamed for killing of 15000 people, Maoist, SPA or King? I am sure that those among 15000, many of them were killed my Nepal army and few by PLA.

    If its ok to blame maoist blame them but when Maoist started war their demand was constitutional assembly and now also the demand is same. If we all agree about constitutional assembly, maoist can not be blamed for killing of 15000 people but only SPA and king. Any objection?????

    The British government has said it may suspend development work in a hill district in north-western Nepal following threats from Maoists.

    The Department for International Development (DfID) told the BBC the rebels wanted it to register with them or stop work in the Parbat area.

    A senior DfID official in Nepal, Bob Smith, ruled out meeting the demand.

    The livelihood and forest development project is one a number of programmes funded by DfID in Nepal.

    Projects in other districts continue unaffected.

    Mr Smith said to accede to the rebels’ demands would contravene DfID policy.

    “If we are not able to work according to the basic operating guidelines for aid agencies then we regretfully will have to suspend work at Parbat district,” he told the Associated Press news agency.

    He said talks were being held with local Maoist leaders in the area, to the south-west of the tourist town of Pokhara, and was optimistic about a positive outcome.

    There were many reports of Maoist intimidation before a ceasefire which began in April.

    The rebels are currently holding peace talks with the government aimed at ending 10 years of insurgency in which more than 13,000 people died.

    If you want to blame Maoist for killing 15000 people why don’t you blame maoist and SPA for killing 25 people in janaandolan II itself?

    15000 were killed due to Maoist war and 25 were killed because maoist and SPA war (it is called janaandolan II).

    It will seem like I am writing in favor of maoist for some people but I have no reason to favor them. I just curious that why people like to see maoist and king in same footing?

    If it was proved Maoist was wrong, Maoist could be blamed but now as all are raising maoist agenda how can maoist be blamed? If SPA think Maoist agenda were good then it is SPA who need to take the responsibility of killing of 15000 people why not they accept maoist agenda in time to in spite of killing of people. Either blame Prachanda and Baburam and arrest them or respect them as great leaders. Nobody can blame and respect at the same time. If their demand of constitutional assembly is good, federal republic is good, their demand of making people sovereign is good and they are good, who can they be criminal. Then government tried to supress, and killed them and their supporter as they were raising voice for their demand and now Nepal government or SPA following their path. Can anybody see the point to punish Prachanda and Baburam? I don’t meant Makune or Girija, Deuba and king itself should be punished but logic tells me that they should be punished as they have the major role in killing those of 15000 people.

    I like to thank those who raise the issue of killing of 15000 people. The culprit must be punished. But again who is culprit? It is easy to play blame game. But the reality if bitter.
