Space For Monarchy: Shut Up Mr. Koirala

By Dinesh Wagle
Wagle’s Web Log

So Prime Minister Girija Prasad Koirala wants to give space to monarchy (king Gyanendra). How do you interpret this ‘kindness’? This is a desperate effort by Koirala to inject the pro-monarchy and pro-feudalism and pro-slavery venom in Nepali peoples’ mind at a time when the whole country is preparing to go for the election of constituent assembly. Koirala should be rejected and discarded. A quick reality check: Until a few weeks ago, democratic political parties were completely sidelined by an autocrat king and people supported the movement initiated by the political forces for the shake of democracy. There was no space, not an inch, for the political parties in royal heydays and the mandate of April revolution was clear: No space whatsoever for the king.

Irony is that Koirala is talking about giving space to Maoists. Koirala is not in a position to GIVE Maoists SPACE. Maoists have CREATED space for themselves over the years and the only concern of Nepali people for now is to adjust THAT space with the rest in society. Let me again stress on the point that Koirala has no right to advocate on behalf of monarchy while he is holding the post of Prime Minister of Nepal. Yes, he can do that as the ‘dictator’ president of Nepali Congress but not as the head of the government of Nepal. The free and fair election of Constituent Assembly will decide the fate of ceremonial monarchy in Nepal. The Prime Minister should be neutral on the issue. Koirala should resign for and then advocate for whatever he likes to see.

Some people think that he successfully led the April revolution so that he has the right to say what he said on Sunday. No. Koirala alone didn’t lead the movement. Plus, the circumstances made the movement successful, not the leadership of Koirala. People really wanted to throw away king from power, they came to the streets and king had to go. Koirala had nothing important to say in that development in his personal capacity. So for the best interest of the country, at this age, Koirala should stop speaking nonsense.

(UWB: Wagle, now in Pokhara, will be heading for Annapurna trek for a week. Man, he also needs a break!)

Even king should be given a space in democracy: PM Koirala

KATHMANDU, Aug 6 – Prime Minister Girija Prasad Koirala said Sunday that all the political forces including the king and the Maoist rebels should be given a proper space in a democratic setup.

Stating that the monarch may get desperate and frustrated if he is not given a space in democracy, PM Koirala said, “To achieve a full-fledged democracy in the country, all the forces should be provided with a platform.”

PM Koirala made the remarks while speaking at a tea party organized at his residence in Baluwatar on the occasion of 40th annual general meeting of the Federation of Nepalese Chamber of Commerce (FNCCI) and Industries this evening. Koirala, however, admitted that there have been differences surfaced among the political parties regarding “space provision” for monarch in the country. He added that he has moved forward on the grounds of his “four basic principles.”

“My basic principles are: End of autocratic rule, peace and stability in the country, establishment of full-fledged democracy, and independent, sovereign and prosperous Nepal. I will not get deviated from these principles.” He also said that being a prime minister, he holds the responsibility of bringing even the “non-democratic forces” within a democratic constitutional framework.

“I am trying to accomplish my duty. Even if I fail to complete my duty, the mission won’t. It would be a failure of an individual — G.P. Koirala. But if I succeed, a message will go to the international community and terrorists all over the world setting an example that a peaceful solution can be achieved through cordial talks.” ekantipur

Dr Bhattarai cautions of another struggle if peace talks breached

KATHMANDU, Aug 7 – Maoist leader Dr Baburam Bhattarai said on Monday that Prime Minister Girija P Koirala’s comments a day earlier on giving space to king would invite some hindrances to the ongoing peace talks.

Dr Bhattrai said so before the bigwigs of Nepal’s commerce and industrial fraternity who were gathered here in the capital on the occasion of 40th annual general meeting (AGM) of Federation of Nepalese Chambers of Commerce and Industry (FNCCI).

Prime Minister Koirala had, on Sunday, made his opinion public regarding the monarch saying that even he should be given a space in democracy.

Giving a gesture of warning of third people’s movement in the country, Dr Bhattarai said that if the government and the parties kept on humming the one-sided monotonous tune of “weapon lay-down” by the Maoists without even trying to enter into the preliminaries of peace talks, it is inevitable that the peace process would take a backseat.

“All of you present here (industrialists and businessmen) have wished for a lasting peace in the country. My statements don’t mean that if the peace talks don’t succeed, the country would again head towards the war. You don’t need to tame any kind of confusions here,” he explained adding, “Our chairman Prachanda too has pledged time and again that we would not go back to jungle again. Even if we have to carry on our struggle, we will do that here in the capital and cities. We will struggle peacefully.”

Maoist supremo Prachanda was earlier scheduled to address the second and concluding day of FNCCI’s AGM but instead of him, number two in the Maoists’ “chain-of-command”, Dr Baburam Bhattarai addressed the meeting.

Dr Bhattrai said, “If they (government and the parties) breach the peace talks, if they stick to the old notion of preserving “royal army” and king, we would detach ourselves from the peace talks and continue our struggle right here in the city but peacefully.”

Cautioning another big movement if things didn’t go as per the accords, Dr Bhattrai said, “We would form another “front” — “republican front” — comprising people of Nepal that would bring another enormous change which would not only sweep monarchy but also all forces who support monarchy.”

Reiterating that there would not be another conflict again, he also made clear that it should not spread the message that the Maoists have lost their will and power. “We are not tired, we have not lost,” said Bhattrai adding, “People of Nepal (from rural areas) have already sacrificed for the betterment of the country. Now it’s your turn (people from urban and city areas, including capital) to show the same spirit to bring a massive and positive change in the country.” ekantipurblockquote>

    Wagle,

We know you will never vote Congress. But we also know you will vote for maobadi, you don’t have to be a maoist as you say to vote for them, so don’t cover up and say I will vote for the party who says democratic republic – why are you so shy to admit you are a potential maoist voter? You have avoided this. So let me ask you are you a maoist supporter?

Girija is speaking on behalf of India and the US.

No democratic forces in the world would tolerate mad dogs like Prachanda and Baburam to hijack democracy.

Better King than the Communist devils!

Ask anybody anywhere, he will tell you the same (from Afghanistan to Eastern Europe to Russia)

Girija obviously knows Nepali politcs better than anyone here.

Otherwise you fools(wagle included) would be in his position.

GPK is definitely an idiot, but the commies are just way out of his league when it comes to extremist views and nut house rhetoric.
However, in a democracy everyone has to be heard. One person one vote is just about right. If the people choose that nuts and insane despots should run our country, what can anyone say, we will just have to trust the majority.

Man this is sad, the ability to provoke and the weakness to be provoked. Now why do we have to go bhote buddhi, he i like bhote buddhi. Straight cut and unswerving. I like bahun buddhi too, all encompassing and shrewd. I love chhetri buddhi, work hard and play hard. I admire some dhoti buddhi, by hook or by crook. as long as there is some buddhi. hahah cant we all be friends and make out.

But in more serious terms its all abour compromises, no one can win yet no one should feel they lost. thats why even though i have koirala i have to support him as the lesser evil. I would prefer Sitaula and Bhattarai to come in as secondaries for the mean time but we need new leaders for sure.

As for why not make the army decomission their arms, and only pressure the maoists, well the maoist are not as structured as the army, the army can be controlled by getting the top brass on you side. the maoist are also more grass roots and can heavily effect the democratic outcome of the CA, although there will have to be international observers to keep the amry in sight.

culture, I know that you are either a bahun or a chettri. we all know bahuns and chettris probably came to Nepal from India around 300/400 years ago or so (just like us Kirats might have come from China or Tibet a couple of thousand years ago). Still I don’t like to be called bhote because it basically means people from bhot (Tibet) and I consider myself Nepali. Just like I am sure you wouldn’t like to be called dhoti just because your forefathers came from what today is India.

Points taken Kirat, bhote can be offensive. I am a chhetri, if you had not guessed. I have millitary roots if you had not guessed. I have diplomatic roots if you had not guessed. I actually know which part of Kumaon India my family migrated from exactly 550 years ago and that we are pahadi that used to speak a wierd type of nepali but no more. My family is also very much into education and hence i ended up spending about 70 percent of my life outside nepal and adcocate progressive libertaranism as the best form of democracy but encourage comprimise with other forms of political though in nepal to best serve nepali interest.

I am sorry using the word bhote or dhoti or any other slander might have hurt peoples feeling but i would prefer if all chhetri and thakuri were not labeled royalist or just for joining army considered pro monarchy. We are natiolists and as that we want a stong nation, there are royalist but not all. The army as a whole is neutral and will take any democratic leader as long as the leadership does not alienate them. The army boys also have mouths to feed and as long as that is in place they will come under the democratic government, most of them dont have the luxury to be royalists.

    Palace ‘bought’ costly spirits
Thursday, 3 August, 2006, 11:35 AM Doha Time

KATHMANDU: After King Gyanendra seized power and ruled Nepal for 15 months, the royal palace in Kathmandu saw the maximum consumption of liquor in the history of Shah dynasty with a record import of costly foreign spirits.
During his direct rule, the royal couple went on several foreign tours when they spent millions of rupees on shopping, including buying expensive liquors, the Jana Aastha weekly reported yesterday.
Besides hundreds of bottles of foreign spirits, the royal family also bought hundreds of cartons of Benson and Hedges and 555 cigarettes.
The weekly said according to the records at the king’s secretariat, 19 brands were imported several times, ranging from costly brandies to wines.
The royal family splurged the state money on Black and Blue Label whiskey as well as a rose wine, that is a favourite with Queen Komal, the report said.
In one year, the palace ordered 720 bottles of the queen’s favourite wine in addition to 1,224 bottles of other wines.
In roughly one year, the royal family bought 4,392 bottles of different brands of liquor, with the cost borne by the state treasury. Besides regular and premium whiskey, the list included cognacs, brandies, white and red wines, crème de menthe, sherry and champagne.
A senior official at the palace secretariat sent a list on the palace letterhead to the then finance secretary, asking for the liquors to be bought from National Trading Limited in the capital.
The palace’s spirit consumption went up even when its members were much lower in numbers than during the late King Birendra’s time, the daily said.
The disclosure comes at a time the new government of Nepal has curtailed the power and perks of the royal family as well as scrapping state allowances for royal relatives other than the queen mother, crown prince, and his wife.
However, despite the growing anger against the royal family and a bid by the Maoist guerrillas to hold an election by April when people would be asked to choose between monarhcy and a republic, the royals have apparently not learnt their lesson.
According to the weekly, the palace is readying this year’s list of liquors it wants and would soon send it to the finance ministry.

I do not know why people are attacking wagle here? Eventhough he has one sided views, it is his blog and he can write anything and he is even justified to advocate in favour of republican set up with well reasoning. He represents that category of people who aspire to see republican set up in Nepal.
The point here is not that Girija can not support Monarchy. Girija can support monarchy and even Girija can sell himself to the palace to wash petticots of Queen Komal. Neither Wagle nor any one is concerned with what Girija does from his personal level. But the point here is Girija is a man who told parliament that the newly reinstated parliament will/should fulfill people’s aspiration and now, he is talking giving space to manarchy which is against people’s aspiration. We are pointing here that Girija is very inconsistent with his own views from time and again and there is justification to criticize Girija. Here people are blaming wagle saying maoists, insane and what not, that typically shows these people’s state of intelectual insanity. Ask majority of this country what they want-monarchy!!!Then how can we keep the fossils of feudal autocratic forces who are almost 10 in number, just in the name of giving space????

    Kirat,
    First answer this –

Do you really believe that the maoists armed PLA should be extended the same treatment as the Nepalese army? You seem to suggest that both the army and the PLA should lay down their arms? So you will resort to the same treatment for a national force recognised internationally and nationally and for a army supported by 50000 people who call them selves Maoists, and follow something called a Prachanda Path derived from mao’s red book and other failed communist regimes???
Not to mention the state of national security during this arms laying down period, and also the indications for future armed political parties who would find encouragement from this and resort to more of the same – who knows we could have future armed breakaway maoists, armed maoist victims army, armed royalists, armed Hindu party, armed muslim league, armed UML, armed Congresss the list could go on. The message, the fastest way to power will be through the gun and we will also get the national army to lay down their arms as well in the process to peace at the end of the whole fiasco. Is this what we seek or do you really believe that if we were to do this all our future troubles would end in this one fell swoop of fantasy?

Culture, glad to hear that. I also come from a long military line though I detest army life. When I say that the Nepal Army is pro-palace or ‘royalist’ I assumed that it was understood that it was the people in charge of the army that I was referring to and not each and every soldier. Unfortunately becaues of the nature of the military what the top brass says goes for the rest of the soldiers so even if they might not be ‘royalist’ they have to follow orders from people who are. Look I’d really like the Nepal Army to be strong and professional so that the Maoist can be ‘persuaded’ not to go back to the jungle, i’d really like them to be ‘neutral’ from politics too but unless a major change in attitude happens with the top brass it isn’t going to happen. We both know that so why can’t we accept the need for change?

  19. sl Avatar

I agree with culture the army will and have always followed leaders who protect the national security and sovereignity of the country. It is really up to the democratic forces and the PM to act like leaders and statements for this purpose. For 104 years the army followed the Rana Prime Ministers not the King, so it is a flawed argument to call the army royalist. Jung Bahadur was just a common soldier!!!!

sl, you’re not getting it. Management of arms -for the Army it’s only temporary for the Maoists militia it’s permanent. As soon as the elections to the CA are held the Army get their arms back and the Maoists loose their weapons forever. That’s the condition.

finally today i saw fouad siniora who was made PM by america in lebanon in tears when he described the destruction of his nation becoz that was all he could do in front of something he was helpless…just some week ago everybody hated hezbollah for their so called ‘romatic act’ but now everyone is going for them….all i mean to say is….DON’T YOU FREAKING TRY TO MAKE THE PEOPLE HELPLESS ONCE MORE…..becoz when people are helpless they goto extreme measures…we saw in the 19 days…and girija and co. seems to wish for something just like that…..

I understand the need to re-organise the army but restructuring it can be risky. The word re-structuring is too harsh and can emulate antagonist feeling from the millitary folks. The best bet is to maintain them under the barracks as much as possible during the whole CA time and train them in modern warfare and public relations, with UN or UK supervision not US or France. At the same time the maoists will have to be told that the SPA, while not very pleased with Nepal Army, still considers them the millitary wing of the Democratic State of Nepal and inseparable from Nepal. This will assure the army of it position and dispell any insecurities it has right now, and gain some loyalty. The maoists will them have to disarm for any chance of joining the government, and CA to be held. The king should be put on hold and powerless for the time being and should be handled by the CA or a referendum. By the way all this is a point of view from one angle of nepali life and it has to be ammended with a true liberatarian approach. People might not agree but unfortunately Nepal Army, Girija, Baburam, King, Madhav, etc. are a vocal part of Nepal and appeasement is neccesarry not to antagonise anyone. 20 percent wanting a republic will not guarantee a republic, 20 percent wanting a maoist state will not guarantee a maoist state, 20 percent wanting a hindu state will not guarantee a hindu state, 20 percent wanting a monarchy will not guarantee a monarchy, and twenty percent wanting a liberal democracy will not guarantee that. We can agree to disagree with each other and linger in the bottom of the international sphere or agree to compromise so that we can atleast achieve something and move forward, I trust that once the wheels of progress are in motion it will be very hard to revert back, that is one thing i trust abour nepali culture. If there is peace and prosperity in front no one even blinks to look back.

Army need re-organising rather than re-structuring. Once it is re-organised and taken away from civil duties, re-structuring is possible without antagonism and risk of alienation. But there is need for some change and re-moralising the army.

  30. Culture Avatar
    Culture

The need is for re-organising the army and re-moralising it. Maybe take them out of pulic eyes and civil duties, as long as the maoist give up arms. In the barracks they can be re-structured cautiously and Re-Moralised.

Removal of monarcy by capitalism and evolution of capitalism to communism through progress and education, a truly egalitarian society by choice not force. Where everyone is actually equal and chooses to be. People work not for money but community and there is no need for currency. Everyone loves everyone and everything is nice and dandy. A Eutopia visioned by Marx and Engels rather than a Utopia concocted by Lenin, Stalin, Mao, Pol-Pot, etc.

What is wrong with the King? They kept our country in tact for the last 200+ years. Even King Gyanandra tried his best to save the country from Moists, who are creating problems, every where, even in democratic coun tries like India. Of course, there might be some minor mistakes, if any, from him/his administration. You cannot remove him just because of this. You cannot remove your father from his post just because he made some mistakes.

We are all going to do you a favor and totally ignore your moronic comment.

I think Girija is right to say the King needs space. Right now the nation is in a very fragil state. If you push the Maoist, King, army too hard and too fast it will surely lead to a disaster. As some commentator mentioned in a Nepalitimes article, it is vital that we have the King’s coperation if we want to make any progress democratizing/reforming the NA. Change takes time … and gradually there will come a point when the monarchy will be totally unecessary i.e. when G dies and it becomes time for Paras Shah to take reign.
Untile then Wagle and Co need to take a chill pill and sit back.
