Is Nepal Going to Fail?

It is really hard to believe that Nepal has a democratic government.

Instead of mocking Nepali leaders, this time my thoughts were going towards the country and countrymen. Bulldozed by the political and leadership changes; besieged by living and security conditions; aggravated by the false hope for water and electricity, people are going through exceptional intellectual stress than ever before. The successive government’s governance is being so underprivileged that people are abandoned by every successor. Peace, Rule of law and social harmony amongst diverse societies are fouled by various power centres. I thank God that this country is still surviving and let it remain the same forever. The Prime Minister is talking about waging another civil war. Defence Minister and Chief of Army staff announced series of ambiguous statements. A Madheshi leader is talking about end of Nepal. Janajatis are already declaring their own autonomous regions. Indian Ambassador, once close friend to all parties, is holding secret meetings with former Monarch. Various ethnic groups are recruiting armed combatants to wage war against the state. Few religions elements are already plotting bombs across the country. A Supreme Court judge gets lecture about rule of law and power of people. And now a Pashupati Priest becomes another victim of dirty political onslaught.

My worries at this point of time are neither leaders nor parties but the nation. We have been bombarded by nationalistic rhetoric for some years but hardly anything has been done to keep the aspiration alive. It is really hard to believe that Nepal has a democratic government. If you believe in modern capitalistic democratic society, you would assume at least ruling and opposition parties. We do have parties but may be someone can help me to identify who is ruling and who is opposing. Parties are moving their feet left, right and centre. They trying to grab every opportunity vested by political ego and ambition. In the name of democracy, the country has faced immense undemocratic stirs in the recent past. Abraham Lincoln once said: “Democracy is the government of the people, by the people, for the people”. If he was alive to witness the political hysteria in Nepal, he would have regretted the last bit, democracy for the people. And he also once said, “Ballot is stronger than the Bullet”. He would have changed his mind if he was born post Maoist era. Let’s forget about the sincerity of the government towards people, there is no evidence that the government is working for the people. The political backlashes within parties and communities have forced the country to embrace unfortunate economy, security, peace, jobs, affordability, housing etc. The country, which is second richest in hydropower after Brazil, fails to provide adequate electricity in one of the most expensive rate in the world.

The country has lost ground in a verge to collapse. A ‘Fail State’ is not a new term for us any more. These words have been thrown for discussion by numerous scholars for a while. The principal anxiety for people is this- ‘Is the country going to fail’? As a commoner, it is imperative to understand the basics of a ‘Failed State’. A Washington D.C. based NGO, Fund for Peace, defines a ‘Failed State’ as, “A failed state is a state whose central government is so weak or ineffective that it has little practical control over much of its territory; non-provision of public services; widespread corruption and criminality; refugees and involuntary movement of populations; and sharp economic decline”.

All successive Nepali governments in the last decade meet the above criteria and pose enormous threat to the sovereignty of the country. It is expected from an independent country’s government that they exercise genuine control over at least the larger part of their country and population. A state should be capable to cooperate with other states, donors, international communities and govern according to the rule of law, respect international law, and prevent crimes. But government is promoting crimes and violence in the name of YCL, Youth Force etc. Kangaroo courts are still in operation, seized properties are still in Maoist’s control, extra judicial killings and extortion are still going on, hand picked and unqualified people are sitting on the most important and high profile portfolios. These are not the symptoms of good governance and the country is not heading in the right direction even if some people believe the county is in safe hands.

The African Studies Centre, Leiden, in its report released in December 2003, send a chilling threat to the states in a path to fail. The report states, “It should be realized by policymakers that failed states, and particularly the ones that have collapsed, never return to how they were prior to breaking down, even in the event that they do succeed in regaining coherence after a period of failure”. I don’t think a patriot would ever think to lose the history, culture, nationality and identity as whole because of domestic conflicts. These conflicts motivated by political ambitions are causing widespread harm to the entire nation and has jeopardized the national harmony. We should not let the country fail.

Most states fail with internal conflicts and civil wars but that is not only the reason. In some cases, a country may fail because of foreign governments who knowingly destabilize a state by fuelling ethnic warfare or supporting rebel forces, causing it to collapse. We know the role of India during Maoist insurgency leading to the overthrow of the Monarchy. In a recent interview with Kantipur, D.P. Thripathy, an Indian leader who brokered the 12-point understanding with SPA in November 2005, has admitted that Indian elements want to treat Nepal as a colony. Political market is already frenzied by the China’s interest in CPN Maoists government. We need to be alarmed by too much interest expressed by world powers and our neighbours. What we need to understand is, ‘if they succeed, we fail and if they fail, we too fail’.

    1/3 of the CA members are women. This is definitely an improvement, and Nepal is way ahead of other countries in giving representation to women. However, I believe that just having women CA members are not enough. There also needs to be more women in leadership positions in the civil society and the business sector.

    Bitter truth is right and so is ma pani Lahure dai. Well said. Kasthamandap, you are an optimist and thats good for you but you cannot escape the reality.
    In a country that has no security and no accountability even you Kasthamandap can get killed and no one will care to find the culprits. Nepal is in shambles and it will be for many years to come becasue there is no one that can unite the country with so many ethnicities. All political groups utilize ethnic boundaries in their favour and do more harm than good. As a non-resident Nepali, I perhaps do not need to care what happens in Nepal. Let the people suffer it is only their doing that has landed them up in this mess. I left Nepal because I had no opportunties, and I did not want to lick the reaer ends of netas to get a phone line in my house, or to geta water line in my house. What can be done in that country without knowing people ? You will get nowhere unless you know someone. It is so full of manipulation and corruption that as a person with capabilites you will end up no where and unable to provide food for family or even basic healthcare. My suggestion to those still there, GET out when you can. Civil war is coming in the country, the future at least in the next 10 years is bleak and dismal.

    Reminds me of the answer given by a reputed Finance Minister of Nepal when asked about current global recession. He believes, the global recession will have NO effect on Nepal. Is that a glimmmer of hope or what for the Nepalese people ? Yohoooo lets celebrate.

It is time that WE, the people of Nepal, take the responsibility and decide our own fate. The first three words of the American Constitution are “WE THE PEOPLE….”, perhaps that would be a good place for our CA to start!!

    I agree with most of the comments here…it’s people who make the nation..not the politicians. Unfortunately, we , the people are not acting well..

    why are we not acting well?
    Because we are not led by honest visionary leaders. Such Leaders are required in every society to relentlessly pursue people’s agenda.

    Do we not have such leaders??
    Yes we have, but they are overshadowed by mighty politicians..they are stopped to take lead..there are many such leaders who do not dare fight against these mighty politicians.

    So, Does it mean, we continue like this..will things never improve?? Will we and our future generation never see a New Nepal..a Prosperous, Educated, Healthy and Happy Nepal??
    I don’t know the answer for sure..but I’m optimistic. I’m sure current sate of affair will not continue for long..it can’t continue for long..from here we will only go up..I am also sure, we will have another people’ movement which will bring in peace and prosperity to the country..This movement will not necessarily be the same as ones that we witnessed in past..it could be a movement at regional level such as Educate people, Empower people, Engage people in making society better..
    I think the biggest bugbear the country is facing today is illiteracy..our people are not trained enough to elect a good leader..we get carried away by the false promise of Maoist, NC and other parties. If we want to get rid of the mess we are currently into..we have to start this movement of TEACH NEPAL in a big way..we have to educate each child..each person in the village and town..Only educated Nepal can bring a New Nepal. Each one of us in our own way have to contribute towards this..

    I dont know if my opinion carries any value, but I truely love my motherland with all respect, I have’nt see lot happenning in this remote country at all, even when there was monacry and maoist…. when there was king there were follower’s to follow his decision weather it was wrong or right, Nepeli people are innocent yet brave, now prachanda he has time and again theretened the country with another revolution in front of mass if his govt fails.. so does that mean we let him lead the country threating everytime. I dont belive he is capable of anything. Nepal should call for another fair election. I’m afriad of civil war. but this seems to happen anyways. Or we cant clear the garbage. I just have hope on Nepal Army and may be they can do something since it is no political party. I would wellcome and urge them to come forward if anythign comes up.     netherlands had a similar case of freedom of opinion murder a movie maker and well known ‘ enfant terrible’ called muslims in one of his colums goatfuckers.
    he was slashed in middle of the street in his own neigbourhood in Amsterdam.
    Country has never been the same since then and freedom of opinion became even excessively important. to the point that we could not stop one idiotic parlementarian who got entire country in trouble because he would not stop with anti muslim nonsense spreading racism.

    The only way totalitarian governments rules is by putting the public in the “dark.” Today, they are doing it by systematically denying the people the “power” by not providing electricity. If there is no electricity, there is no media, no tv, no computers, no internet, no communication. Hence, we are silenced. Its a tough means to an end of totalitarian regime.

For all those people who called April revolution “historic” and the CA eletections a “groundbreaking” event, the present day Nepal is something they asked for. They sided with bhadragoltantra and they are suprised Nepal is slipping to become a failed state. All the people like the Kanak Mani, Devendra raj Pandeys and media houses like Kantipur who thought they did the right thing by taking to the streets now have to go back to the people and explain to them if the change they stood for was even worth it. If it was right to give the regins to a terrorist outfit.

    its the politics that brings the difference {bet madhesi n pahade}, gain high power n always want to hang over there violating the inspiration of poor n innocent people. afraid of their shake n ask the support of other country { its the politician that brings foreign politics}, dirty environment made by dirty politicis make people sick { thanks to our society, religions, family, that has made us to live like social human}.

    Like everyone here, I am leaving a little chat of lips. Read it at your own risk.

    What does a sleeping person does? Dreaming of these rambling paths and boast about this dream and past again and again. What we are remembering is this active history of us, made by us time to time. Sadly time after time, we create these series of events so that we have some time to boast about how many, what and why! Are we even aware about learning lessons at all! How about some actions? How about hopes?

    Have we forgotton that we are, right now, creating our future. We are damn aware of what we are creating. Why on earth, in Nepal, in each single one of us, such a tragedy repeating each single moment. Why are we letting hopelessness, active laziness, ego, selfishness and fear letting our principles to defeat. Or do we have any PRINCIPLES and VALUES at all!

    Check your head again. Are violence, ego, hatred, short-cuts, selfishness defeating us? Are we solving problem at all or just fucking piling problem over problem? This is a question to each single one of us. Are we letting these disease defeat us so easily. How about some lessons of our culture, if not anything at all. How about remembering 15 days of celebration of Dashain? Are we just monster, slaughtering other living beings to feed these hungry monster in us, that we have been nurturing? Or do you think it is just impossible yet believed legends and stories going on over year to year. We are but fucking losers to let these evil, dwelling in our mind to defeat the goodness in us.

    Stop and check your head.

    I don’t agree with you. Nor with “A failed state is a state whose central government is so weak or ineffective that it has little practical control over much of its territory; non-provision of public services; widespread corruption and criminality; refugees and involuntary movement of populations; and sharp economic decline”. These proverbs are in times created by people who live in America and may be American too. If you live a life more than what other people cannot afford and ruin the planet itself with taking any regards to other who live in this universe. Americans live a life which a normal human being should not live, because it causes a mass destruction of nature. If americans buy more cars another iraq is going to burn, may be its now time for UAE, iran etc to be a new land. May be they are hiding terriost or even the government is in list of terriost in america. This is was america is going to say when their cars has less fuel. This was just an example. Now let’s talk about the broad picture. Any state is never a failed state. Countries and nations are not build in one day. Neither a 10 years time or so can declare a country a failed one. Maoist did one great thing, the fall of King, and this was only one thing maoist did great. Even the nature and some past events of maoist and goverment caused us loadshedding. Loadshedding one great factor that can cause many levels of frustation among us. I know things will go bad until the next election where we will vote under the new contitution. Make yourself safe and the rest will be fine. For one minute think yourself as prachanda. Prachanda who had followed a strong revolutionary image and the new image which he must posses to end the war. One person at one time cannot make happy the revolutionary group and the others. 5 of goverments decisions have been withdrawn by government and that is a sign that this government is incapable of doing anything good. Now think of this way. In the last 10 – 15 years we did not did a drastic change. If this government is not going to do anything good nor can it do anything bad. I mean no use. After the new election i hope we will make a single party win on this country, which will have no problems to make its decision to get on work.
    At this political situation only one party is going to benifit and that nepali congress. Why i am saying this is everytime when people get frusted they just want to overthrow the one who is giving you trouble right now. You are even forced to oversee the mistakes the others made in the past. E.g Girija gave 2 lakhs nagarikta in Tarai among which many people are indian and who hold double citizenship. And are the main leaders and people to daily emerging armed forces(terriost organizations) of terai(backed by different indians to make this country unstable). Maoist is unsucessful because it was the one who taught them what to do(I don’t want to say about war but the bandha, chhaka jam, andolan etc). We voted maoist not because we loved their idilogy, but because we were afraid of war and when we got one chance to say we don’t need war we did. Now after 2 years we will again get chance and the party who will stay at it’s best will win. So a government that will rule the country only for 2 years cannot make a sucessful nation like nepal to a failed state.
