As if the city was their small shop and they were the shopkeepers, Maoists comrades have pulled down the shutter of Kathmandu. Vehicles that were on road until an hour ago (10 AM) have now suddenly disappeared. All of a sudden, Maoist cadres have taken over the “control” of the road even as Nepal police are showing their presence. People are now forced to walk on the streets. Thousands are stranded in the bus stations. Maoists said that they called the instant banda (closure) of the Kathmandu Valley to protest Nepal government’s decision to nominate 14 ambassadors for different countries including the US, India, China and Russia. It seems that the list has only the names associated with ruling parties Nepali Congress, CPN UML and Nepali Congress (Democratic). A few are from civil service. Maoists are set to join the interim government to be formed within weeks if everything goes as planned and it is obvious that they are angry with this childish decision of the current SPA government. Maoists must be accepted as crucial element of the governing structure in Nepal. There is no way Nepal can move ahead sidelining Maoists. The government has nominated staunch royalist like Sailaja Acharya and kept Maoists in dark about the nominations. And general public has to suffer because of the government’s foolishness. Yes, Maoists could have become more responsible and voiced their protest in other ways. Why can’t they hold bhok hadtal (fasting) or sit in protest? Bandas are bad. They hurt people. But we see the government more responsible in creating this situation here. Why on earth Maosits were sidelined in those crucial nominations? The government must backtrack from these nominations and move forward taking Maoists into confidence.

Again, I had to walk for 35 minutes to arrive in office becasue the bus I was coming in was stopped in the middle of nowhere by some people. Now I am tired and don’t think I can work. I am already worried about walking back to home. It will take 1 and half hours to reach.

It is really funny that the article suggests “the government should backtrack” on the nominations. We always knew that to expect the SPA to be responsible, we are asking for the impossible. However, in this case, these names had been discussed for ages and apprarently everyone else but the we-know-all terrorists seem to seemed to be privy to this development. And now, the terrorists are back to their old ways– making the people suffer to further their cause. All they want to prove is that they are a power to reckon with and the people, willingly or unwillingly, have to forego their urgent matters, a day’s wage, a day’s earning and emergency situations, to “support their mobocracy cause. They have not “ordered” a bandh, they have only called for it. And in the “competitive democracy” that Pushma Kamal so highly talks about, people have the CHOICE to participate. If they don’t want to, they should be allow to carry on with their normal routine and not be party to this silly bandh idea. If the Maoists’ were truly running the people’s movement and if the April Revolution was truly a people’s revolution and if the new constitution is truly to fulfil people’s aspirations, then shouldn’t the SPA and the Maoists stop taking hostage the entire country just to get extra mileage for themselves? But no, they have just turned back a number of motor cyclists who were pleading that they had to attend to emergencies, manhandled taxi drivers and threatened to destroy private vehicles when they were trying to go about doing their business that is so central to their livelihood.

What the maoists have done is totally wrong. But, what the government has done it is also not so good. Why and how sailaja acharya is given the post of Ambassador in present govenment which is formed by the Janandolan -2 and she is always in the against of this andolan ? Should the government have to discuss with the maoists, which is going to be a part of the government in recent future or not before deciding on such crucial matters ?
However, i support maoists they are playing the important roles in nepal now….this government can do nothing without Mr.Gyanendra or India.

Though shutting down the country cannot be said wise, the reaction by the Maoists was obvious.
The government in a sense took decision in haste–though it was too late– neglecting the rebels-about-to-join the mainstream.

Now that the peace agreement is signed, of course the government should consult the Maoists for any major decisions. The appointment of the ambassadors has already been a controversy.
But the Maoists leadership should also realize that they should stop frequent bandhs and strikes that paralyze the whole country. During their civil war, this was very normal, but should be stopped now. They are already in the mainstream politics, and things will be resolved soon as per their demands. Everything takes time and healthy discussion.
The new constitution should also include ban of demonstrations, bandhs, chakka jams, and other forms of protests lead by all the political or non-political organizations. These rallies should be allowed but in designated areas only that would not hamper the daily life of civilians.
It is just insane how an ambulance was attacked in Eastern Nepal few days back. Let us now work towards re building Nepal, few major bold steps have to be taken for that. The leaders should have realized this by now - its pity if they have not.

What is this protes by a bandha? They have no the right to protest to any decision what will made by this government until they are really in the government and when they are stopping there abductions and other actions against a democratic way of life. The Government and the people has to call bandha to protest against their way of behavior.

This is the problem we Nepali people face, we have no good leaders-the SPA are at fault for greedily placing there chosen people as ambassadors without consulting their now ‘partners in peace’ -the Maoists. The Maoists calling for a bandh are just hurting the poor man on the street-another insensible over the top reaction-which shows that they care nothing for the same people they claim to represent.
That vulture Koirala with already one toe in the grave, even at this hour instead of trying to act like a statesman is acting like the petty selfish politician he really is.

I am just mentioning about our mentality. May be one pretext for inefficiency of our leaders would be finished after the abolition of monarchy but I am sure they will immediately invent another. So, we should try to change our culture of blaming others and should focus to improve ourselves. Even by doing self-criticism, if necessary.
We should not put on blame solely to Jungali. Afterall Jungle behaviour is in their blood and it is their identity. We all are equally responsible for this. Go over the news, features, photos, videos etc of the past few couples of weeks and analyse. Why we are giving attention and respect to the cold murderer? Why Peoples are putting garland to those hells neck? From what deed they came from? What they have done to poor folks? What we got from the so called Peoples ( shame to write this word) war? It is obivious that we are encouraging them. We are welcoming those hells!

Maoists have become an inconvenience, but I don’t think the bandh led to deaths. Lets look at matters with a little less emotion. The fact is that the seven parties accepted the Maoists as their negotiating partner. Now that the negotiation is through, they can’t just ditch the Maoists and expect them to stay shut.
The SPA, in the interests of time, came to an agreement with the Maoists. And that was, and still is, the best possible scenario. If time was not a factor, we could have gone on negotiating forever, until they could extract as much from the Maoists as possible and leave them a weak force. That would be ideal, but most Nepalis didn’t want an endless series of negotiations. Most Nepalis also didn’t want to wage and endless war. So the only option was the understanding.
Yes, its unhealthy that the Maoists are going around breaking things, but breaking things is a lot better than resorting to armed violence. You can be sure that if we didn’t come to an understanding, the Maoists would be wreaking real violence in the villages. ( And so would the military ).
So people, come to your senses. You can’t expect the Maoists to become saints overnight. The only reason that the Maoists are going on a strike is to show that they are still a force

So the SPA – in their effort to concentrate power, which they basically acquired on FALSE premise of people’s revolutionary movement anyway, are now facing their challenge accordingly – not from the King, oh no, but from their own damn ‘eighth’ party. Not in some ‘political’ manner as expected in democratic setting, but rather in the spirit of same discipline and conduct that Maoists are renowned for – threats, violence, fear, agitation, chaos, anarchy etc.

People are only reacting rationally to what has happened; people are only voicing their frustration against hapless and corrupt parties and their homicidal and terrorizing partner. With King and the parties, it is the people that got swindled; between parties and Maoists it is the people that got crushed; with parties and Maoists it is the people again that is paying the brunt of carrying Nepal on their shoulder.
Maoists are not saints? Certainly it is taking you a long time to process facts. Old habits die hard they say, and while parties’ corruption and nepotism becomes a hallmark of Nepali politics, Maoist’s ritual of ‘show-of-force’ will continue even during various democratic processes like CA elections and such. I am a tax payer of a country that provides millions of dollars in Aid to Nepal, this money from my government is sent to Nepal for a purpose whether it is building communication lines, or TV towers, or roads and infrastructure of your country. This money can be utilized well in my country too as there is still poverty there, but my government decides to send it to you considering the poor standards of living and considering how low in the world GDP scale Nepal is in. Yet, everytime there is difference of opinion the first thing that gets done is Vandalism of public or your property. The property such as telephone boxes, or railings, or the donated electric buses, or the donated blue buses.
Someone please give me one good reason why we should continuously provide aid in a country where nothing reaches the people who need it and when it does like the buses, it is destroyed becasue a few people disagree with what the government did. Next, please also provide reasons why the government is now funding an ARMY of Maoists with millions of rupees ? Why should my hard earned money be spent on providing to those people who are destructive and have killed millions. You will be quick and point the fingers at the Monarchy, but our government gave the aid money to your prime ministers not to your King. These are the same ministers that promised you for the past 15 years a better life. They had the opportunity and also the money to do better, what has there been of recent development over the past 15 years, anything? Basic necessities are not being met even now with electricity, water and education.
In a country where half of the population sleeps hungry not much is needed to win over hearts of the people, a bowl of rice and lentil soup is enough for the Maoist to do what they have been successful at doing. With a literacy rate of your country, do you think the voters know what is right and wrong for them or for the future for the country and children ? No, they will vote who feeds them, becasue that even that your government has not been able to provide for the last 15 years while ministers have been busy driving around in expensive motorcades.

I think the next best thing the parliament can pass after the constitution is a law prohibiting forced closure of businesses. Such protests are banned in most of the developed world. Thats why they are developed.

Well, about 7,000 people were killed with the weapons, amunition and money that the U.S. gave King Gyanendra to keep an absolute monarchy in power. So if I were a Nepali, I would tell you to take your money and stick it somewhere safe.

I sympathise with the blogger above. Millions and even billions of dollars over the decades have been given in donations to this country, and where do people think this money comes from (the sky?), it comes from the taxes of hard working citizens of the donor nations - shopkeepers, coalminers, drivers, teachers, businesses,nurses, doctors, garbage collectors etc. People here should respect that. I really don’t care whether the governement was right or wrong or stupid in such decisions, but this sort of destructive activities have got to stop once and for all. There are many ways of protesting, besides, don’t tell me that this Prachanda does not have enough clout to pressure the government by making a simple phone call, what was the need for all this show of brut force? Again, it is time our country respect the hard work that has gone in to building whatever little we have with not only our taxpayers money but the tax money of everyday common citizens like us from all over the world.

A “kabab mey haddi” came in between the honest commentator I was referring to and myself. I think this Horning fellow is just trying to divert from the present situation. Again, I repeat we have tolerated this sort of behaviour for one and a half decades, and as we stand now excuses for such behaviour have run out. No use ranting on about the guns this and that government gave, how about the billions that was given by the amaericans over the decades for good purposes? And what about all the other nations? Besides if we did not accept the guns from the Americans we may well have been under a totalitarian Khmer Rouge regime by now. Since they did we have a greatly moderated version of the maoists today.
Any idea Neil, how many were killed by the Maoist, and how many would have died if the US or for that matter a country did not provide any aid to you. India had to provide aid to remove the garbage from the city streets, How many lives were saved and are being saved as we speak in the Teaching Hospital was built by Japan, where Nepalese doctors are being trained ? If the road were not built in Nepal with the help of INdia, what would have happened. IF we did stick our money where we wanted, many would have died and perished.
One cannont destabilize a country without understanding the nature of the people. Give them education and the basic necessities first so that they can survive at least up until the age of 10, before they carry guns for the Maoist. Considering infant mortality in this country, how many can actually survive before the King kills them, and how many are killed when they are recruited into the Maosit army 10 years ago when Gyanendra was not even in Power.
Talking about taxpayers money and donors. I will just focus on the taxes I pay, and as a taxpayer of this country, I agree that the time is now for such activities to end. They should have put this in the interim constitution - no more Nepal bandhs! Protest peacefully if you must but stop hampering the daily lives and livelihoods of the people of this nation. Besides the really obvious argument asking what would have happened without a resistence to the maoists, let us talk of bandhs and it’s effect.
Over the past decade or so I wonder how much direct and indirect damage bandhs have done? Has anyone made an assessment? The economy must have suffered enourmously, and therefore people suffered. How many did not get to hospitals, schools, work? I doubt 7000 lives can compare to the damage caused by these bandhs. And I doubt that people had the choice to be affected by these bandhs? Bandhs are not the peoples choice, and this includes all bandhs called by all parties. No one is innocent. It has got to stop now.

It has always been the inability of the state to mobilize its machinery in a timely manner to eastablish law and order to provide a sense of safety that has allowed the elements like the terrorists to have a free run.
About 4000 people were killed by the Maoists and about 8000 people were killed by the government over the course of the conflict. Most of those deaths took place after the first round of peace negotiations (and after the U.S. gave the arms), in which the Maoists presented 3 non-negotiable demands.
Which were (you guessed it)
Abolition of the Monarchy.
Interim Constitution.
Election to a constituent assembly to draft a new Constitution.
In other words, If the U.S. didn’t give the arms we would be EXACTLY where we were 5 years ago. Albeit without 7,000 or so deaths.
Not to mention that the U.S. consistently told the SPA to compromise with the king and even to accept his ridiculous offer to name a prime minister during the Janaandolan II.

We are already in debt of Rs.15000 per person when it was only around Rs. 1000 before 1990. There are changes also occured compared to 1990 but not even near to the minimum desired, and which changes can be considered as usual. So people found no difference in terms of economic and development sector except few enterpreneurs and rich peoples. Some constructions and economic changes occured just because of the economic wind-blow from two neighbours and huge inflow money of donor communities and organizations, nothing more than that. The bad thing about this country is many poorest people residing in rural areas till not yet seen Rs.1000 in their hand and enjoy it from the government activities in their entire life and now they have burden of Rs. 15000 in their head. Lets forget about the grants and donation which might have reached to Rs. 100,000 per person till now. People had already seen the responsibility and accountability of the Congress and CPN (UML) and then now Maoist. India is in its own mood of getting the advantage in water sector and their products’ market, so their help and support is only for their vested interest. Whereas China is least burdered with Nepal. Other countries just helping in humanitarian basis only, not for Nepal’s economic development.

I tend to agree with you but the way in which the RNA conducted itself was not correct either. The RNA is rigged with many problems and some major reforms are needed. While they didn’t start the war, they abused their powers in the villages. For the villagers the Moaist and the army were euqally brutal. What needs to be done here on out is that promotions for ranks above Major needs to be based solely on merit and nothing else. Reforming the NA needs to be done over time.

Here we go again. But I have to agree with you on this one for the most part. However, I do think that some refrom can be made to the NA… at least some good steps can be taken. I think appointing Kutuwal was not a bad decesion.
I can’t understand why we keep talking about reforming (whatever that means) the Nepal Army. If the likes of Octogenerarian Girija et all. can still be active in politics, why should anyone above major resign from the army? I don’t see the logic behind it? Is it because they are more likely to eb pro-royalist? Well, you have trained them to be pro-royalist for so many years so what do you expect. But the answer doesn’t lie in getting rid of them– that is none of their fault– teh fault lied in the system and they were jsut part of it. In the same note as someone ahs already pointed out earlier we need to reform just about everything in the country including the parliament and how it is run, the judiciary, how corruptiion is tackled, collcetions made by the parties including the Maoists, how people protest, responsibility of the political parties while they are ruling and while in the opposition, use of arms to show discontentment, how rights of the individual mean nothing until they form a violent crowd of protesters, how the college students are misused for politicla purposes, how the government spends tax peys money to dish it out to terrorists and for forgeign trips… the list can go on and on. Just by blaming everything on the army doesn’t absolve the corrupt and the terrorists from all the misgivings and unlawful acts. They need to take responsibility for teh pwoer they exercise and need to be brought to book for non-performance. And what about people’s rights? When will be able to live a life without fear and our children live a life full of opportunities. I am sorry, but reforming the army will have nothing to do with it unless we have committed leaders who are not at the helm because of the power of the guns or from monies paid out from corruption they have indulged in. We need people who mean business and aer committed to change Nepal– not break it into pieces. SO, the likes of Girija, Amik, Pushpa Kamal, Baburam, Hisila, Sujata, MKN, Oli and teh gang certainly don’t fit the bill. No one is blaming the army for everything and I certainly am not saying that just because the army comitted human rights abuses it absolves the Maoists - heavens no!
The suggestion made by Bedeshi was an exaggeration… But let’s not also lose sight of the fact that the army is a very important institution given Nepal’s current socio-political situation. And contrary to what Mr. B believes the army is far more important then the deaprtment of transportation - especially now.
Let’s also call a spade a spade and agree that the army was UNSUCCESSFUL in fighting the Maoist insurgency. They simply could not fight the Maoists effectively and they killed, abducted, tortured, raped many innocent people in the process. In a war where intelligence is crucial, the villagers simply did not trust the army to give them information by risking their lives.
Now, personally I think this peace process is very unstable and any moment fighting could resume. If we want to the army to more effective in fighting the Maoists, the NA does indeed need to make some major changes.

Budhai;; you are missing a very important point here about the contributions of teh then Royasl nepal Army– they weer able to contain teh insurgency to a great extent- true that they have been hoowinked in several battles, but they were definitely winning the war– there were times when almost all of the Maoists attacks were being foiled… even the Maoists had come out with statements that said that it had become very difficult for them to even stay (let alone strategize) in Kathmandu for more than a week at one go. The Maoists had several times called to move the war from rural area to urban areas and we heard many times Pushpa Kamal talking about ‘nirnayak dhakka” or antim dhakka” but that never really materialized. However, the Maoists were fighting the battle on two fronts– political and military while the royal nepal army was ony fighting it on the military front. On the political front it was the democratically elected government, the pro-royal government and later the governmetn headed by the King that failed to perform. There came a point in time when the Maoists thought that they can never get what tehy want if they continued on with their Military battle because it wasn’t a battle tehy were going to win. That’s why they used the shortcomings of the SPA to make them succumb to their inherent greedy behavior and manipulated it to take the political battle as their main agenda. The weakness in both the government headed by the King and the corrupt nature of the Political parties helped them gain ground very quickly. Even Pushpa Kamal has accepted this in public interviews. Now, to say that the royal nepal army didn’t win the war will be injustice to all the bravery they showed during those years. True that they also ndulged in many human rights violations, but they were the only thing standing between a Nepal as we know it now and a complete take over by the terrorists. Please, give credit where its due.

I will give the army some credit sure. However, I do not entirely agree with your assessment of the RNA’s performance. The Maoists controled much of rural Nepal (especially Western region) with Rolpa as being the center and the army was not able to contain the Maoist’s influence in these areas. Western Nepal was/is Mao-land… But they army was also not able to capture their leaders and we didn’t hear of any major successful operation against the Maoists in all those years - actually I can think of one but you know what I mean. The RNA was just aerial bombing entire villages …
I don’t think you can just say that because the Maoists were unable to attack KTM the army was successful.

I have never said that the NA does not need any reforms and indeed they do. The only thing is, it is impossible to reform the NA unless we start reforming the entire nation. Unless the politicians start showing their sincerity toward this nation the NA can not be reformed. It is impossible. Yes, education system, health system and many more departments can play a vital role in defeating the maoists but you guys would just need to open your eyes to see the bigger picture. The problem with the NA is no different than any other NEpali problems. We, Nepalis, are bad managers and that is the major problem whether you talk about GPK managing the country or COAS managing the army. My point simply was, NA can not be reformed when the country is being run by corrupt politicians or when other national institutions do not show any committment towards the nation.
I know people like pundit would say that the americans have already lost their war in Iraq which i am sure americans would not agree with. Yet, the americans continue to kill hundreds of thousands of innocent iraqi people (including other abuses like rape and torture). And they started the war in 2001, i think. The worlds most powerful country in coalition with other powerful countries and yet the atrocities and abuses are horendous (and of course only 10% of these atrocities are exposed thru media) and yet these most powerful countries in the world are yet very distant from victory that Mr. Pundit has envisioned for our beloved NA. And yet the NA only got what 2 years of war with no amount of internal or external support.
But try to reform PLA first then R(NA). I think that will bring peace in Nepal. Maoist are threatening to the people and SPA by showing their strength. Even today aroud 11 O’Clock, maoist militant groups walking in que from Tripureswor to Tundikhel in civil dress to show the strength. The message was they are still in Kathmandu. Mentally people are not secured with this peace accord with thinking that it might be just agreement in piece of paper.
A young guys motorbike (pulsar) was burn on this particular bandh. He had just bought the bike. He said ” i went out of my home with my bike and i came back with just the keys” and he was crying when he said this. The government has money to give the maoists that they once considered terrorists but they would not compensate people whose vehicles are burnt by them. Maybe the government should announce bandhs like curfews on all media and out on the street as well just a few hours before the bandh. People can just go around torching someone elses property and abusing someone elses rights like that. This is not loktantric at all and this is what i meant with the NA reforms. We need to reform the whole society, we need to change the way we think (maybe for that GPK needs to be autocratic for a while and sobeit). We do not even know what prajatantra, loktantra or democracy means. We do not know what human rights mean and the responsibility that democracy entrusts on each citizen. For us, democracy simply means our right to protest out on the street, our right to torch someone elses property and our right to collect bribes from the innocent civilians. These are the only changes our present leaders can bring to our country. Our present leaders must go, to even be hopeful about this nation. Our leaders are incapable or donot have the know how to think more than street agitation. They are even incapable of writing a proposal and that is why they sit in their heated offices and talk about politics the whole f###in day.

If you think that our NA soldiers would happily give their lives away on the orders of GPK while the leaders are busy looting money from the people, you must be joking. What complacent half hearted attitude are you talking about? There is no space or place for complanceny in Nepal at the moment. Time is ticking away, while leaders and ministers sit at home waiting for another round of negotiations. What you fail to understand is the patriotism can not be installed into people like some kind of software into a pc. You can not train NA into loving their country. It takes a collective effort from the entire country. And if you think the government will be successful in singling out NA as the only institution that needs reform in front of the entire world, i have my doubts. Our culture is such that, if you child does well in studies (in SLC) then parents force or at least pressure their kids into studying science, if they are average into commerce and if they are bad into arts. I think that is also a problem that needs to be addressed. And you know our eductation system. Students do not even need to go to colleges to pass the exams and get certificates. If Indian and Chinese investments come into Nepal, they will be hiring managers from their own countries simply because we would not have efficient human resources. I am not saying that Nepalis are naturally bad manager, oh no! The best managers in Nepal are natural managers. The problem is we have not been able to produce great managers or good managers who are not naturally gifted at it. What did you mean by my attitude being complacent or half hearted? Fraternal organization of Maoists All Nepal Hotel Workers Union (ANHWU) forcibly shut down all hotels and restaurants in the tourist town of Pokhara indefinitely from Friday.
Maoist affiliated workers have forced hotel and restaurant owners of the lake side area to down their shutters, reports said.
According to entrepreneurs, 400 hotels and 300 restaurants have been closed due to the strike called by the pro-Maoist labour union.
President of Restaurant and Bar Association of Nepal, Pokhara Chapter, Shree Lal Subedi said that the strike caused loss of over 10 million rupees per day.
The ANHWU called strike demanding appointment letters and identity cards along with a minimum monthly salary of 5,500 rupees. The protestors warned that they will not stop the strike until their 16-point demands are fulfilled.”
