SEP 13: Prime Minister Baburam Bhattarai summoned Indian Ambassador Jayant Prasad at his office and discussed the possibility of rescinding the Patna High Court verdict in which it slapped jail terms and fines on 11 senior Maoists leaders. “The PM inquired the envoy how the Indian government would manage to dismiss the conviction by a court,” PM’s Press Adviser Ram Rijan Yadav said. The PHC has slapped sentences varying from two years in jail to six years and fines ranging from IRs 375,000 to IRs 700,000 on Nepali Maoist leaders in absentia on the charges of indulging in activities against what it called ‘sovereignty of India and Nepal’.

PM Bhattarai argued that those charges against Maoist leaders had to be dismissed earlier, as the party had joined mainstream politics accepting multiparty democracy, and now leading a government in Nepal, according to a source. Responding to PM’s concerns, ambassador Prasad (while literally showing his foot to the PM albeit in a different direction- an act of SHOE diplomacy perhaps!!) explained that he was not in a position intervene as it’s a ‘court case’, but assured the prime minister to apprise him “immediately” after consulting New Delhi, added the source. “We will deal with the matter legally. Then, we will let you know,” press adviser Yadav quoted the Indian envoy as telling to PM Bhattarai.

Maoist politburo members Lokendra Bista Magar and Kul Prasad KC ‘Sonam’, central committee members Hit Bahadur Tamang, Kumar Dahal, Anil Sharma ‘Birahi’ and CA members Tara Gharti, Chitra Bahadur Shrestha, Dilip Maharjan and Min Prasad Aapagain are among those convicted by the Patna court. They were apprehended by Indian police in May 2004, while attending a clandestine party meeting in Patna, and later released on personnel guarantees of their Indian “friends”. PM has been facing mounting pressure from Maoist party to take necessary steps for scrapping the sentence.

And today in Biratnagar: Indian Ambassador to Nepal Jayant Prasad on Wednesday laid a foundation stone of a school building amidst a function in Biratnagar of Morang district. India will provide financial aid for the construction of the science building of local Adharsha Higher Secondary School at Biratnagar-9. During the function, Jayant said that the government of India has been giving top priority for the pro-people projects in Nepal. He said around 400 India-assisted projects are running in Nepal under the micro development projects and expressed happiness to get opportunity to work by being close to Nepali people. On the occasion, Lawmaker and Nepali Congress leader Dr Shekhar Koirala pledged to make the school an exemplary one. The building will have 21 classrooms and classrooms for differently-able students including other facilities at Rs 31.6 million.- A Rastriya Samachar Samiti (National News Network) report.

In the same program in Biratnagar, the ambassador talked about his growing ability to understand the Nepali language (“Can understand 70%,” he said admitting that he is trying to learn the language, right in the beginning of his tenure unlike at the end of his tenure as an Indian ambassador to Afghanistan, by reading Nepali-language newspapers.)

विराटनगर, भाद्र २८ – नेपालका लागि भारतीय राजदुत जयन्त प्रसादले नेपाली भाषा बोल्न नआए पनि सत्तरी प्रतिशत बुझ्न थालेको बताएका छन् । बुधवार विराटनगर-९ स्थित आदर्श माविको बिज्ञान व्लक भवन शिलान्यास कार्यक्रमलाई सम्बोधन गर्दै उनले भने ‘अहिले म नेपाल आएदेखि नै नेपाली पत्रपत्रिका पढ्न थालेको छु । अफगानिस्तानमा रहँदाजस्तो यहाँ हुँदैन ।’ अफगानिस्तान छाड्ने बेलामा मात्र त्यहाँको भाषा बोल्न सक्ने भएको प्रसङ्ग सुनाएका उनले भने, ‘फेरि विराटनगर आउदा शायद बोल्न पनि सक्छु होला ।’ भाषा बुझ्नु र बोल्न सक्नुले आफुलाई नेपालीका अझ नजिक ल्याउने विश्वास उनले व्यक्त गरे । उनले उक्त विद्यालयका लागि भारतको ३ करोड १६ लाख आर्थिक सहयोगमा निर्माण हुने दुइतले भवनको शिलान्यास गरे ।

नेपाल-भारत सम्बन्ध प्रगाढ रहेको चर्चा गर्दै नेपालमा जनताका लागि सञ्चालित करीव चार सय परियोजनाप्रति भारतीय प्रधानमन्त्री डा. मनमोहन सिंहको रूची र सहयोग गरेको बताए । उनले भने, ‘जनतालाई प्रत्यक्ष लाभ पुग्ने परियोजनामा सहयोग गर्ने नीति सिंहको देन हो । यो जारी रहन्छ ।’ नेपाली जनतालाई पुग्ने लाभ भारतका लागि पनि हितकर हुने उनले बताए । काठमाडौंबाहिर पहिलोपटक यस्ता परियोजनाका कार्यक्रममा सहभागी हुन पाएको सुनाएका उनले भने ‘यस्ता सहयोगले जनतालाई लाभ पुग्दा परियोजनाको उदेश्य पुरा हुन्छ । सहयोग कार्यक्रमलाई निरन्तरता दिने हाम्रो नीति छ ।’ कार्यक्रममा कांग्रेस केन्द्रीय सदस्य डा. शेखर कोइरालाले आदर्श विद्यालय राजधानीपछि मुलुककै दोस्रो पुरानो विद्यालय भएको बताए । आफुले विद्यालयस्तरको शिक्षा पुरा गरेको स्कुलले मुलुकलाई धेरै मन्त्री र प्रधानमन्त्री दिएको चर्चा गर्दै यसको स्तरोन्नतिका लागि सबैले लागिपर्नुपर्ने उनले बताए । बुधवार नै भारतीय राजदुत प्रसादले मोरङको इटहरास्थित सरस्वती माविमा आयोजित कार्यक्रममा सहभागी भए ।
