Nepali Congress, Nepal’s ruling, biggest and one of the oldest political party goes for federal democratic republic making it almost certain that monarchy will formally be abolished in Nepal in the next few months.
It’s been quite a while I haven’t used the term historic in my writings recently but to continue with that for long time in these times in Nepal is very difficult. Something historical is happening in Nepali Congress, the biggest party of Nepal whose President is also the Prime Minister and officiating head of state. The Central Working Committee of Nepali Congress today adopted, in principle, the policy of federal democratic republic (sangiya loktantrik ganatantra) in Nepal. A team led by central member Chakra Prasad Bastola to draft the Constituent Assembly election manifesto for the party had presented the draft for discussion in the CWC today. The CWC meeting held at the Prime Minister’s official residence at Baluwatar endorsed the proposal following almost nine hours long heated discussion on the proposal.
[“The main thing is that the CWC has agreed in principle to a federal republican state structure and multi-party democratic system of governance stipulated in the draft of the manifesto that we have finalized today,” said Arjun Narsingh KC, the party’s member of the manifesto drafting committee. “We will now solicit suggestions from the party’s sister fronts in the run up to the Maha Samiti.”]
The party that has been advocating Constitutional Monarchy since its inception (about 60 years ago) had deleted the term some two years ago after king Gyanendra started playing foul with democracy. Though a large section of the party was pressurizing the leadership to go for republic setup, the leadership of Koirala was hesitant in the past several months to get away with monarchy completely. Even as the monarchy has been in the state of suspension ever since the historic April revolution (2006), Koirala was talking about giving space to king or ceremonial king or baby king. Leaders like Narahari Acharya who have been campaigning for the republic agenda inside and outside the party deserve the credit for the significant development.
The Party CWC also decided to convene a special meeting of its general assembly (Mahasamiti) meeting for September 23 and 24 to pass the resolution on federal republic. Mahasamiti is the highest body of the Nepali Congress after Mahaadhibesan (general meeting) that has the right to decide on policies for the party. This mahasamiti will be of the unified Nepali Congress and the policy adopted in that meeting will be of the unified party.
In another significant (not historic though) development, the CWC of Nepali Congress (Democratic) today decided in favor of its unification with Nepali Congress. NC-CWC is expected to formally decide the same tomorrow. The unification announcement is also expected in the next 48 to 72 hours.
[Sujata Koirala was the only CWC member who opposed the federal republic agenda and advocated for the constitutional monarchy. To advocate CM in today’s Nepal is no different than saying ‘I am for the king who will have power to dismiss democracy anytime he likes to do so.’ Historically, kings have always deceived Nepali people and democracy ever since it was established in Nepal in the 50s. Mahendra, the father of suspended Gyanendra, was the one who dismissed the first democratically elected government of Nepal in a coup in 1960.]
The current interim constitution has the provision that says the first meeting of the CA will decide on the fate of monarchy. With the NC going for the republic agenda, it’s almost certain that monarchy will formally be eradicated from Nepal on the first meeting of CA whose election is scheduled for 22 November (6 Mangsir).

Glad to hear about the NC’s decision on a republic. When will the idiot Maoists realise that the only legitimate way to abolish monarchy is via the vote. Anything else would have no legitimacy and thus questionable.

Hats off to the maoists, this is a victory for them. Now Congress has joined their bandwagon and although numerous polls have shown the country is divided on the issue of monarchy, we have only the SPAM who are in any position to run for elections and decide the fate for this nation. Next will be a totalitarian communist state, everyone has fallen into the net of the maoists. There is nothing more to say but congratulate the maoists for getting closer to their goal. People here believe that the maoists will not get much votes and that may be true for this first election, but once monarchy is out of the way there is nothing to stop Prachanda in a couple of years time to take the country with the help of a merged PLA and NA, since it does not take much common sense to figure out that there will be more chaos to come – and the maoists thrive in chaos. Give yourselves a pat on the back. As for me I was going to vote Congress, but that is in the bin.

Once again Kargressi Neros are playing flute when the whole country is burning. This is just a distraction and cheap popularity (remains to be seen) game they are playing.
With leaders like these no wonder the country is fast falling into big heap of third world anarchy, poverty and despair.
Sacrificing “boka” to get rid of malaise of national airlines amply shows that “Royal” is not the problem. But why should the idiots care? They are there for their own gain not for the country.
Indeed, it is maoists victory and I don’t complain about it. The monarchy as an institution is invalid, outdated and somehow irrelevant aswell in the present context of Nepal. They are more of a dividing figure than what once percieved as symbol of national unity. And even the intl history is behind the trend, monarchy giving way to republic. I support the change as if/when nepal declaared republic no longer an individual will be an almighty, no longer people have to bend their backs to a person no matter how stupid s/he is. And the monarch would be replaced by somehow powerless President who would be totally accountable and responsible to the assembly chosen by all the constituencies covering the nation.
But the picture doesn’t seem that rosy as there are lack of statesmanship in the current leadership. The vaccum left by monarchy would be very difficult to fill as we are unable to even accept any of the current so called leaders have ability to lead the nation. So, even after the end of monarchy the chaos might remain and we the people must gradually clean the mess as we are cleaning the mess of monarchy now.
This is indeed a very significant development in Nepali politics which will have important impact in the shaping of the future of Nepal. This is also an example of how powerful Nepali people have become in the past several years as they are forcing one of the most powerful political parties to change the policy to reflect their feeling. Kudos to Nepali Congress activists. Also this is an influence of the Maoist movement in Nepal that propelled the republic agenda. But it seems NC will lead yet again the process of turning Nepal a republic state as the Maoists have become too unpopular and are expected to loose the election miserably. Still, this is a victory of Nepali people.
It’s perfectly alright for the NC and any other party to have their respective agendas. However, the issues needs to be decided through free and fair CA elections. The results of that elections will be final no matter what your feelings on the monarchy are. I am however, totally against abolishing monarchy based on Prachanda’s pressure! Even if you are pro-republican do you see that there is something very wrong with that?
It seems to me the Maoists are desperate NOT to face the ballot. They are now threatening to walk out of the govt. by sept 18th if Nepal is not declared a republic. If they are so confident in the people why are they using these tactics to cause chaos and create an enviroment which isn’t condusive to CA elections? With the NC uniting and the Maoists’ poor track record with the indegineous people, madeshis and the YCL they know they are totally fcuked. They have even lost the confidence of moderate leftists – who is really left to vote for them?

If Nepal goes federal, this is end of Nepal as we know it. This is most stupid decesion made without understanding or given thought of. Now that the Congress party has turned republic the Royalists have no hope. But to make it legitimate the Maoists must understand that the country needs to vote on this via the CA elections and not by passing interim laws. The interim govt. has no mandate to declare Nepal a republic (or anything else for that matter). It’s only mandate is to hold free and fair elections to the CA in a timely manner.
It looks Nepal is becoming republic which is not bad. Let us experience that one too.
But in 1990 after restoration of democracy in Nepal I had a chance to discuss with late Dr. Harka Bahadur Gurung. He personally told me “when the system changes in any country that country can ask and revive old issues”. Like border with other countries, agreements done in the past and etc.
I just wonder once Nepal becomes republic; would new regime table old borders of Nepal, the agreement of water (rivers), approved dams at the borders, old agreements on trade and other issues with India?
I feel it will be very good if they do. Because most of the agreements done during British Raj in India and others done after ward are only in favour of India.

One major barrier for the maoist seems clear. Now, the maoist will demand to merge two arm forces i.e. PLA and NA. After that NA will be in their hand and supreme commander of PLA+NA will be Mr. Prachanda. So, people will start to support maoist from today then to wait for CA election. I say: It’s been 6 years that Birednra has died (he was actually murdered by whom we all know) and Nepal is still here, no ethnic war but the Maoist conflict came to an end. And there was no power vacuum because Gyanendra filled that just like Girija Prasad Koirala has been filling the same after the success of 2006 April Revolution. Even when people die or are killed, the society goes on and here no one is talking about killing Gyanendra. (Birendra marda ta kehi bhayena deshlai, Gyanendra bhuichalo aaune waihyatt kura nagarau.) It’s just that he will no longer be king but as an individual, he will still be one of the richest and well off people in the country. President, elected by people, will replace king just like one person has been replacing another in the Prime Minister’s seat. So don’t worry about the power vacuum or ethnic war. After all, Gyanendra was born a prince (who was never supposed to be the king) and he will be a citizen like you and me.
And if you think Gyanendra “had some value in keeping country united”, fine, stick to that feeling. As I said earlier, Gyanendra will still be here in Kathmandu even after sacked from kingship. So the country will still be united. But do you also think that the country will be disintegrated after Gyanendra dies? If so, please tell how can we lengthen his life?
This is good news in a long time. Seems NC is set to play leadership which means they must ensure Maoists dont walk out of elections. NC machinery mustn’t work toward deliberate hijacking of republican agenda, coz thats the least thing left to coax the Maoists from walking out. I do not support Congress latest to move to Republican set-up. However I am strong supporter of Nepali Congress. This decision come to existence on pressure from feral Maoist. NC do not have to scare with Maoist baseless agendas. Eventhough I believe that tactically NC doesent want to any more disruption on CA election this is a reason Congress has compulson to put so called ‘Federal Republican’ agenda for the election. The only reason Congress has declared it’s republican stance is because they are smart enough (perhaps not so dumb is a better expression) to realise that is what the vast majority of the Nepali people want. And when you are preparing for an election you better be in tune with the people’s mood. It’s quite simple.
As regards Sujata Koirala-good people die needlessly everyday but evil like her live on. Hope when GPK kicks the bucket she get’s sidelined into obscurity forever.
This is a good thing, regardless of what the Maoists think about it. Hopefully they will avoid the obvious hypocracy of denouncing it as a “drama.” If they know what is good for them, they will now drop the demand for republic declaration before the CA. However, they should continue with the demand for proportional representation.
While one could argue that the Monarchy still has a reason to disrupt the elections, if all conceivable major parties in the elections are for republic and the election is proportional than any disruptions will be known to be from the Monarchy, and they can either be ignored or the monarchy can be eliminated at that moment as per the existing amendments in the interim constitution.
In addition, proportional representation will ensure that the vast majority of voters will accept the election results as the ultimate arbiter of constitutional legitimacy, and the country will stabilize rather than descend into civil war again.
What about Bhattarai’s latest pronouncement, that it was royalists who were responsible for the latest blasts, and that he has the relevant evidence?

Thank you Maoist for bringing up the idea of CA. But, you brought that idea up does not mean that it always is favorable for you. It was not favorable for BP in 2015 BS. If BP can give birth to it and abort it, why not Prachanda?
For a political party, it might be historical to change its founding stand but for the general public it is just the continuation of the public sentiment. I think the republican sentiment at the height of the Andolan – 2063 was a historic one.
Maoist have no escape from CA so does Congress and UML. These parties will never go to election when they have no clue what people in the country side think. There is no escape. Whoever tries to escape it, faces death. Everyone knows it. So let us all unite and work towards the election.
Congress should and any party should abandon the sixty year old idea. The political reality with in the country and outside the country has leaped far away. Those things do not apply anymore. So we all need to think concretely in today’s terms and today’s reality.
Separating from a country to be a new country is a very hard thing. If anyone of you follow international news, the small ethnic Armenian population is trying to act itself as a new country in Azerbaijan. And most of the world even don’t know about it. Forget about getting recognition and other stuff. So disintegration is not the reality unless it has strong power relation with major powers of the world. All the dudes – forget about Baise and Chaubise. They are not possible in today’s world.

Strong objections whoever says MADI was a blunder and Kathmandu blast was criminal activities. It was calculated act of violence and it is vindicated because even after two years of that heinous act of terrorism nobody was convicted and punished. If it was blunder, as some maoists claim, isn’t it just natural to punish the culprit?? So, efforts to justify one of the most inhumane act of barbarism is similarly condemnable as the act itself. It is clear to everbody, maoists still have not given up their terrorism and rightly many countries level them as such.
As far as election is concern, it must be held in any circumstances and the fate of Monarchy must be decided as they have agreed before. I believe Monarchy must be uprooted from nepal as it is necessary to clear the mess gradually and we just start from the King, but it must be done within the legal frame work and cannot be done because maoists want it to.There should not be any major decisions from ‘interim’ parliament otherwise the word “interim” will lose it’s credibility. well, this is loktantra or supposed to be one– so, it is of little interest what these “Kothay” parties do in thier meetings– these corrupt politicians are turning this nation “management by speech” nation. All they do is issue one irresponsible speech after another everyday that passes by. Regarding doing any work for the people, they don’t even have to do ANY work. 6. Historic amount of dues owed to Indian Oil Corporation and historic number of months where people have had to queue up for fuel
7. Historic percentage of national budget spent on general expenditure
8. Historic amount of funds spent by the parliament of medical expenditures and other allowances for sitting parliamentarians.
9. Historic number of cases pending in the SUpreme Court
10. Historic number of corrupt politicans acquitted by the court.
11. Historic number of people leaving the country.
12. Historic amount of land captured by the terrorists.
13. Historic number of pacts signed by the corrupt politicans and the terrorists and historic number of items in the pacts never acted upon.
14. Historic number of cabinet meeting, eight party meetings never held in order to solve the problems of the country.
15. Historic number of occassions on which PM Girija has no time or has health problems to attend important meetings that deal with solving Nepal’s problems but historic number of times he is healthy and has time to become the acting-King. Historic time in Nepal when we have no KIng but we do have an Acting KIng in Girija and a suspended KIng in Gyaney.
Now, that is what I call historic.
