The protesters in APCA House, the publishers of English daily The Himalayan Times and Nepali daily Annapurna Post have disrupted the distribution of papers as they are demanding facilities and benefits from management. The Maoist as a party is clearly behind this disruption and the national leadership must be held responsible for this mayhem in media sector. Maoists are trying to intimidate media by staging such drama in the name of facilities and benefits for workers. Yes, anyone including the Maoists can have peaceful protest for whatever the reason but while doing so no one can undermine people’s right to information. We respect and defend the agitators’ right to protest and demand facilities but we condemn their act of preventing the papers from being circulated. To stop papers from reaching to subscriber’s home or to try to stop a newspaper from being published is a crime against democracy and free society.

Information Minister Krishna Bahadur Mahara of the Maoist party is encouraging such act by not acting against it and that only shows what his party might do in future. We know Maoists are not satisfied with the professional/commercial media houses in Nepal whose media outlets enjoy good circulation and ratings. Intimidation is not the way to counter those media and no newspaper in good conscience can become a Janadesh (a Maoist mouthpiece). Open your own newspaper, if you can, and join the competition. Provide quality content and readers/audiences will be yours. After all, the present media houses are not distributing their papers for free. People buy and when they do that they do that by their choice. Professional Commercial media needs to be flourished in Nepal for the shake of institutionalizing democracy in the country.

We urge the reporters and other staffs of the Himalayan Times and Annapurna Post to counter the ill intended protest strongly and stand tall for the freedom of expression by continuing reporting and producing the papers. We fought against an autocrat called Gyanendra and we must deal with the neo-autocrats in the veil of Prachandapath.

There is a whole lot of debate about APCA house (the source of investment and the provision of Foreign Direct Investment in media sector.) We are not dead against FDI in media but the government should regulate it with proper laws. We want transparency. It’s an international trend for newspaper of one country trying to open its edition in another country in one form or the other. Proper laws of the land should deal with such cases. And that should be fine with Nepalis too.-Wagle

Here is a press note issued by Ram Pradhan, editor of the Himalayan Times, for International Media Network Nepal Pvt Ltd

21st July 2007

1. For the last 3 days there has been a disruption in the distribution of AP and THT. On 21st July it did not reach the market because all distribution in Kathmandu was hijacked by the Maoist affiliated trade union. The Maoist affiliated trade union workers (delivery boys) creating obstruction beat up dispatch staff of Annapurna Post and The Himalayan Times. We conclude that such act is a blatant attack on the independent press and interference in the people’s right to information.

2. The delivery boys are not affiliated to the publishing organisations of Annapurna Post and The Himalayan Times. Nine distribution agencies including RB News are involved in the distribution of these dailies and they manage all the things related to the distribution of these dailies. It is no concern of the publishers of Annapurna Post and The Himalayan Times on what kind of individuals are involved in the distribution of the papers and how much salary is paid to them.

3. The act of the Maoist affiliated trade union into unilaterally and illogically demanding that delivery workers be given permanent employment is a mockery of the labour laws in this country. We conclude that this demand to make the delivery boys employees of the publication houses is an act of going way beyond the legal parameters. It is the duty of the newspapers to disseminate information without let or hindrance of any kind.

4. We believe that the rights of working staffers should be protected. However, the act of piling newspapers in the front door of their offices by taking control of the vehicles carrying the papers in the name of workers is a criminal offence. It is highly regrettable that the government is a silent spectator even at a time when a criminal act is being committed in media houses with impunity. The government has proved to be powerless to protect the right and independence of journalists.

5. It is notable that such disruptions occurred not only in Annapurna Post and The Himalayan Times but also in Nepal Samacharpatra and in Kantipur and The Kathmandu Post some weeks ago. The publication of Nepal Samacharpatra was intact halted. Incidents like these show that there is planned offensive against the private media houses. This should be taken with utmost seriousness and there is the need to raise strong voices for press freedom.

6. We know that some senior Maoist leaders are directly protecting the attack on the free press. It is white terrorism. We urge all to be aware and alert about incidents that seriously undermine and jeopordise the process of peaceful transition in the country.

7. There is no option other than to suspend publication of papers if the government continues to be a hapless onlooker and keeps tolerating the unjustified defiance of the Maoists. We urge all media houses, journalists, political parties, international community, civil society, readers and world agencies concerned with the development of media, protection of journalists and their rights, and press freedom to take the matter very seriously and express their solidarity for the freedom and independence of press in Nepal.

    Flexibility is universally considered a virtue for any organization. Unless of course, that flexibility is adopted for the explicit purpose of treachery. Sadly, the almost uncanny ability of the Nepali Maoists to adapt to ever changing dynamics and remain on top of every situation is solely utilized for deceiving the Nepalese people and the well wishing, but often naive, International Community vis a vis the real and quite inflexible Maoist strategic objective of securing total and unequivocal power.

    The latest change of shade in the Maoist Chameleon’s rough skin is their newfound criticism of the same UN that they were so instrumental in welcoming to Nepal for the apparent purposes of facilitating the peace process and the actual intent of legitimizing their party machinery. The Maoist leadership is now ‘seeing red’ at the UN’s non-conformity to their combatant verification game plan. To quote a leading daily, the Maoist PLA Deputy Commander and Parliamentarian – now that’s a chameleon act in itself – Janardan Sharma, claimed on Saturday that the “second phase verification of the PLA arms and combatants was stopped because of a ‘conspiracy hatched’ by the UN”.

    This Chameleon-ism is ironically one of the most enduring hallmarks of the Maoist game plan. For over a decade, the Maoists have taken the Nepalese people and most of the International Community for a ride, using deceit and betrayal in the unwavering pursuit of their strategic objective, the establishment of a totalitarian communist regime. Even a cursory consideration of the Maoist slogans over time reveals this dangerous and far reaching aspect of their game plan.

    Ample & consistent evidence of ability to get their way through blackmail and pressure tactics – so why not make the most out of the situation?

    Today, the newest victim of Maoist chameleon-ism is the issue of the verification of combatants in the UNMIN monitored cantonments. Despite all manners of agreements in existence governing the matter, the Maoists have thrown in yet another spanner into the peace machinery. Apparently unhappy by the fact that UNMIN did not give a clean chit to all their underage combatants and perhaps more than a little embarrassed that some 19 percent of initially registered combatants are no longer present in the camps, the Maoists now demand that the verification process be halted until those verified at Chula Chuli are immediately integrated into the Nepalese Army.

    In fact their frustrations seem so gross, they have actually taken to accusing the UN of foul play – bringing into question the credibility of the peace process itself. All this mind you, at a time when astute political watchers like ex-PM Surya Bahadur Thapa and others are finally beginning to publicly ponder whether an ‘indirect approach’, one of securing a manipulative integration of the PLA into the National Army and its eventual subversion and mobilization for party interest, is in the offing here (see previous article by same author – “What next on the Maoist Roadmap?”

    Negotiations are supposed to be a process whereby two opposing viewpoints, say ‘A’ and ‘B’ are considered and debated in search of a meeting point somewhere in the middle – a two sided compromise. But in Nepal, negotiations simply mean the incremental subjugation of the government/SPA position in favor of the Maoist position. Initially the government / SPA may agree to only 10 percent of the Maoist demands. However, slowly but surely, they invariably give in inch by inch until the Maoists have it their way. The SPA then declares, what has been at best a delay of an unmitigated disaster, a ‘victory for peace in Nepal’ and we move on to another round of ‘negotiations’.

    While this sort of suicidal ‘negotiations’ may have arguably secured the one positive outcome of keeping the Maoists from returning to armed hostilities, the issue of verification and its implications are too serious and grave to write off so lightly. All concerned must put their feet down firmly and stop the Maoists from getting on yet another bandwagon on their journey towards the same destination – total power. The SPA, UNMIN, the Nepalese people and the International Community at large cannot allow the critical aspect of verification with its far reaching implications on integration to be held hostage to a trick of the chameleon.

    what’s more funny is that Kantipur Publications (KP) is giving scant coverage to the fiasco at Himalayan times (APCA house) – KP is the same publishing house that decalres everything “historic” at the snap of a finger and projects itself as the major support of a republic and democratic Nepal. What happened now? Just because APCA hosue enjoys greater circulation (owing to better quality of reporting) of its two newspapers, should KP remain mum while a fellow publishing house is facing the Maoist wrath? Why didn’t kantipuronline, Kathmandu Post and kantipur report this Maoists monkeyism in its front page. Why did it rather print GPK’s statement without covering the news of actually what was taking place at APCA house?

    good obervation. i wonder what could be the motive. wait till the fire reaches kantipur and kathmandu post. i guess they have also got a deadline from the maoists. where are the ameet dhakals, prateek pradhans and narayan wagles who went after gyanendra and are ignoring the maoists. are these characters scared or what. its time they stood up for what is right otherwise they will lose respect whatever is left.

    we need to turn the tide and strike the hammer when the iron is hot,
    the most effecting way of destroying anything is from within,

    and the best place to start is from the cantonments.
    and the media should play up and dramatize more the disagreements between the maoist leaders.

    that is spot on Lakure… Nepali Times was touting for many months after last years so called revolution that NEPLA IS ON THE MEND, and kantipur was always saying that eevrythign that happened was HISTORIC…. then the dollar hungry so calle civil society diverted all their attention to further weaken the Monarchy but never bothered to make sure that their terrorist friends behaved and let the people of this country live in peace. It is the same semi-intellecctuals who keep lecturing us on what is good for this country. Where are they now when their are beign gagged by YCL?

    New Delhi, July 22 : Sujata Koirala, daughter of Nepal Prime Minister Girija Prasad Koirala, on Sunday accused Maoists in her country of having designs to ‘capture’ the Constituent Assembly polls scheduled in November.

    “Their (Maoists) intentions are bad. They want to spoil the environment in Nepal. They want to capture the polling,” said Sujata Koirala, who is in New Delhi as Nepal Prime Minister’s emissary to hold talks with Indian leaders.

    The Maoists have demanded that their youth-wing Young Communist League (YCL) cadres be posted alongside the police during the elections, said Sujata Koirala, adding, “This is objectionable”.

    The Maoists, who are now a registered political party, Communist Party of Nepal (Maoists), joined the interim cabinet in April under a peace deal ending their decade-long civil war.

    The Maoists have confined 31,000 fighters to camps and locked nearly 3,500 weapons in containers under the UN supervision as part of the peace deal.

    Sujata Koirala said ebb in the Maoists’ subversive activities was nominal, and that they continued to run parallel power structures in rural areas.

    “Things have changed a lot. Violence and murders have ebbed. But the kind of activities Maoists are indulging in, they are not reliable. Their youth-wing cadres still carry arms, and continue to extort land and property in the rural areas. They haven’t honoured the agreement between us, they haven’t yet returned the land they have captured,” she said.

    International observes and the United States say the Maoists, who still feature on the US list of “terrorist” organisations, have not handed over all their weapons and are violating the peace pact.

    The Maoists and the Nepal Government have agreed to hold elections in November for a Constituent Assembly, which will draft a new Constitution and take a decision on the fate of the monarchy in Nepal.

The problem we are facing is blindness of fact. All the political parties lobbying for Maoist not to the democratic forces. You have seeing all the development in the Nepal- Madhesi uprising, destruction of physical infrastructure,home less people,empty school,double taxion( one revenue and another ransom to Maoist), one particular party leaders gets private mercineries and rejecting state security intitution, disown Nepal army and not to be appear judicial context and there are so on I can not finish in the short time. These are the Maoist stretegic weapons we are facing every day. You might think that Iam absolute King supporter but I am not. Stretegicly I want to defeat extremist maoist first then if king doesent follow right path then king’s turn ! Make sure Kirat your’ freedom of choice ‘ wont go in vein !

    This is the strategy employed by the Maoists to slide their way into CA elections victory. Moas have realized that they cannot win a fair & free election, so they are practising the art of intimidation. By hook or by crook, they will get what they want unless, we, THE PEOPLE are vigilant.

    In order to win the CA elections, Maoists has systematically destroyed any grass roots & mid-level political cadres of any othe other SPA parties. They have left the top tier leaders untouched as it would bring direct conflict & fissures in the SPAM coalition. Our blinded leaders are willing to look the other way as long as their own back is safe whereas their own grass roots level party apparatus is fast disappearing. How will the SPA or any party besides the Moas contest elections without free & fair campaigning in the rural hinterland??? They have already lost this battle.

    We have an Information Minister who thinks the state sponsored media like th enational dailies. the Gorkhaparta & Rising Nepal, NTV & Radio Nepal is a Maoist mouthpiece. Now the only thing that is stopping the Maos from their total information control of the country the free & independent media.

    In today’s age, those who control information controls the country. And if that is backed by (hidden) guns, then, better.

    This intimidation & disguised labour disputes in media houses are the Maoists means of obtaining their strategic advantage towards a CA elections.

    Every Nepali needs to be vigilant about the freedom of expression & the freedom of the press, otherwise, we will be in a totalitarian state.

    I fully agree with Birodhi.. rather than try and criticize everything under the sun, we need to focus our efforts on unearthing all the ill intentions of the Maoists to turn this nation into an autocratic full fledged communist republic… they have all along said that everything they are doing right now is a compromise until the right time comes to fulfil their ideologies… for all the misgivings, the other 7 political parties are (or at least most of them) still do believe in some form of democracy.. we can continue to criticize them once they have come to power, but by doverting our criticisms from the Maoists to all 8 parties will enable the Maoists to maintain an air of confusion, maintain lawlessness and continue to intimidate people so that they can either thawrt the CA completely or if the elections are to take place, then their YCL terrorists will vote for everyone in the country to make it a landslide victory for them. So, we need to direct our attention now to defeat these terrorists and take care of the rest of the 8-parties after the elections where democratic insitutions can be kept alive and forums like these will stay afloat. Else, the day after the terrorists win, UWB and rest of the so called proponents of a republican state will be closed down and each person in this country will be gagged. So, let us all go after the terrorists and defeat them.

While Madhav Kumar Nepal talks about eight party unity, one of the most corrupt politician Bamdev Gautam talks about left unity.     Utsav, why do you have such high expectation for Madhav Nepal, if he had any guts to do anything, he would have been the Prime Minister of Nepal today. Sadly, we see him chosing a line behind either Girija Prasad Koirala or Sher Bahadur Deuba and all he can do is support their leadership. Under his incapable leadership, you will very soon see the fall of UML party from the largest political party of Nepal (well it was largest after split of Congress party) to a small political party. Very soon UML will have similar status as Jana Morcha Nepal, as the Maoists will be attracting their activists and supporters.

    Perhaps you should tell your uncles Madhav Nepal and K P Oli (Kaju Kanchha) to start taking care of the growing influence of Maoists amongst the UML members and supporters.

I do not think any UML cadres want to face the same reality that these maoist thugs like Kumar Tolange faced in Gaur. Almost everyday these maoist thugs are being butchered mercilessly in Terai because they are the ones who started politics based on violence.     Gyane’s reign is being threatened by people like Prachande and shortsighted Prachande’s reign is being endangered by people like Jwala singh and Goit. This is what happens when you resort to politics of violence instead of believing in compretitive politics. The UML also started the politics of violence from Jhapa, but they realized that it was wrong. That is why UML has become a party that has widespread nationwide support today.     If we think in absolute terms, all these politicians are corrupt. That is why we need to judge them in relative terms. What I am trying to tell you is Makune and KP Oli are relatively better than Bamdev Gautam who always became the puppet of murderer Prachande and autocrat Gyane. You also jumped to the conclusions that UML cadres would be lured by these maoist thugs, but I do not think so because these UML cadres are not as stupid as you think. Now the question is what type of fate these maoist thugs will have in the days to come?
    The killings of maoist YCL (young criminal league) thugs by Goit and Jwala singh and the killings of Goit and Jwala singh cadres by maoist thugs will continue indefinitely. This type of forced sexual exploitation of female maoist cadres has been taking place in the maoist party for a long time. When a female maoist gives birth to a child after being forced to have sexual relationship with many cadres, then she won’t be able to tell her child the identity of the father. Besides that a child born from a female maoist cadre inherits different characteristics from his different fathers. As a result, a child born from a female maoist cadre with too many fathers becomes a mentally confused person, and that is what these YCL cadres of today.

    T-the whole point about me bringing up the subject of UML was the leadership issue. The Congress leadership seems incapable-both Congress parties. We don’t want the YCL or the Maoists or the King to govern. So what is the alternative? Sure Bamdev is a rotten apple but the other leaders in the UML like KP Oli and Nembang, too name a few, look more promising. They are already quite prominent. Now if only they could make that extra step up.

    Leadership issues aside, you still did’nt answer whether you are for a communist state or not? Let us again not forget that UML is a communist party. They use to openly promote similar agendas as the maoists (clamped down after they realised the people do not buy it), and their links with the maoists are definitely there with their cadres joining and leaving the maoist party as they please. Putting a couple of friendly faces in the front of a clearly communist party does not reflect the mass underneath who still stick to communist ideology. Given an absilute majority in parliament, they will definitely pursue their good old communist dictates. The faster we realise this the better, as the UML are having their cake and eating it too, while smearing both the Congress and the maoists. Atleast the latter two are what they are, the UML are wolves in sheeps clothing.

    I don’t know where sad and depressed is going with his argument but I have a proposition for a new direction and real reform – Disband all the major parties – Eight parties, RPP etc. and never allow them to be used in the future as a party name and symbol. Tell the politicans then to come up with fresh new parties, then go for elections. This can also be done after the CA elections if need be when we go for the general elections next time around.

    Disallow all people over the age of 65 from running for lead posts in the party and giving them govt. posts. They can be advisors. Disallow all past PM’s from running for anything.

If you all oppose such incidents, why not go to Ministry of Information and ask for action instead of wasting time sitting in front of your computer and typing bla this bla that bla this bla that. Prachanda is Bla bla bla. Girija’s government is bla bla bla. CIAA is bla bla bla. Supreme Court is bla bla bla. Rayamajhi Commission is bla bla bla. Stop wasting your time here. Go clean up your street. Go hug your wife. Go spend sometime with your children. Go to your children’s school and talk to their teachers. Find some good books to read or atleast plant a tree in your neighbourhood. Feed the beggars. Donate Rs. 50 to a charity or orphanage. Adopt a poor child. Spend time cooking with your wife. Ride a bicycle. Do some exercise, go for morning jogging with your wife and children instead of wasting time here. Don’t read newspapers. Don’t watch TV. Sell your TV and buy children books. Don’t spend your money on drinks, rather start buying fruits for your family. Don’t go to dance restaurants. Sort out your life. Don’t waste your precious time. This is how you and me will construct a beautiful country. Don’t depend on Prachanda, don’t depend on Girija. Don’t depend on anyone. Just do some nice things everyday and see after a year you will have the most peaceful and happy family and only happy families can build a new Nepal. A peaceful Nepal. Spend your precious time in building peaceful Nepal. That’s my special advise.

    sl-i wouldn’t call the UML communists in the strict or practical sense of the word (though they themselves say they are communists!). They are socialists like the old Labour party the UK had in the sixties and seventies. I am not saying that they are the answer but they seem to have a few good leaders whose leadership this country could really use. I really don’t see a good leader of sufficient national profile in the Congress.

    Like I said they are wolves in sheeps clothing. They have never been able to run a govt. with a majority as yet. I myself am more inclined towards socialist parties like the ones they have in the U.K. at the moment. But yes I do see your point and have high hopes for the likes of Oli, Pradeep Nepal, Nembang, Gyawali and the like also to people like Chitra Lekha Yadav and Narayan Khadga from NC democrats. Therefore, dissolve all the old parties and encourage these people to get together and form new parties.
