Nepali Ambassador: What is the Attraction?

Even former ministers are fighting to be an ambassador. Why?

The government hasn’t appointed chiefs at several constitutional and legal commissions, important educational institutions and diplomatic missions even after 8 months of its formation. Newspapers in Kathmandu are full of stories related to the delay in appointment and possible names for various posts. The most talked about names are for the ambassadorial positions. It seems the parties, Nepali Congress, CPN UML and Nepali Congress Democratic are going through tough bargain for the diplomatic posts. But the threat of CPN Maoist (“Don’t appoint anyone before we join the interim government) seems to have worked as well. It’s obvious that Maoist would also like to see some of their comrades holding the diplomatic positions and clarifying the world that what they did in the past 10 years was all for the poor and oppressed people of Nepal. Even the big names of Nepali politics are being floated as the possible candidates for the ambassadorial positions. Shailaja Acharya, former deputy Prime Minister and Sahana Pradhan, senior leader of CPN UML, are reportedly being considered for the Nepali missions in India and Russia respectively. Fifteen ambassadorial positions are vacant.

There is one interesting report in yesterday’s Nepal Samacharpatra by Lekhnath Adhikari with the title: Why people try hard to be appointed as ambassador? “After all, what’s there is the ambassadorial post?” the paper writes. “The answer, it is said, that the post offers prestige, good lifestyle, salary and other benefits, and foreign trip etc.” The ambassadorial positions have become such a job that there is no bar for anyone. We have seen former prime minister, former ministers, former chiefs of army staffs, and secretaries working as ambassadors in the past. Those whose name haven’t appeared in newspaper reports as possible candidates have started complaining with foreign minister KP Oli, says the report. And those whose names have been doing rounds in newspapers, an official tells Nepal Samacharpatra, have approached the foreign ministry to ask the officials there to “brief me about that country as my name is being associated with that. Shameless folks!”

The paper also lists salaries for the ambassadors for various countries. Ambassador in Japan will get US $ 5, 700, India: 1500, UK: Pound 1390, Russia: 1870, US (New York): 2200, Egypt: 2000. Plus, ambassadors also receive other benefits and allowances for family.

The ambassadorial appointments have been used as prize for loyal from Panchayat era and the tradition continued to some extent in democracy days. The king revived it strongly and now, some reports say, parties are doing the same. Those who can manipulate decisions and influence decision makers can always secure a position.

    The ambassador post is specially for joint secretary level not for prime minister or minster or political activists who never can have direct linked with the bureaucracy or country’s economic promotion in use. It should not be considered as ceremonial type for the vested interest instead of addressing the national and economic agenda. The government should analyse what is benefit to the country for choosing particular person for particular country, instead of parties or vested interest.

    What could be done to make him well if anyone becomes shameless and moral less?

    We have fought for ‘lokatantra’ to have completely changed in the system and trend, to have access in the country’s policy making and decision making. If everything will be same as before then what is the important of this great janaandolan-2? Only there seems change of persons in top levels but the entire attitude are same. In colleges and roads, police force are brutally lathi charging on the students as before in the royaltantra. Ministers are vomiting cruel words as like as before, if their activities are questioned. This government is also banning TV programs as the same way as before (eg: Sarvajanik Sunawai) only the cause is that it has taken the decisions made by the govt in public discussion.

    And in the case of recruitment in ambassadorial positions are also likely to being same as before. Every party is trying to recruit their leaders and supporters. Why don’t they think that these ambassadorial positions are for lobbying on the side of country not for the side of any particular party? Ambassadorial positions are to build good relationship with other country and to have maximum support and benefits from that country. That’s why, only completely perfect in diplomacy, well known about that country, have good relationship with that country, there bureaucracy and with there leaders should be recruited on the position of ambassador to that country. Ambassadorial positions are not for fulfilling the needs and making lifestyle better of any particular person or family. It is for fulfilling the needs of country and making country’s image good among the international communities.

    Government, bureaucracy and diplomacy in cosort have role for the proper fuunctioning of a state..
    However, if there is unnecessary interference in one quarter by another, the system may fail.

    Meanwhile, to find a solid answer to why politicians are interested in diplomatic mission job is a difficult job… Only one can speculate, i think.

    The reasons may be lucractive is the job in terms of money so many are attracted towards are it, being an ambassador may mean a matter of pride to some, and the political interest of the party to which they belong to may be another reason among others.

    The main thing we have to look for is the calibre of the wannabe ambassadors. Do all of them who have been and want to represent the country in foreign know what the heck diplomacy is?

    To be royal(King as the heart of the royalty and the party top-guns too) relatives, sycophants, as well as the ones who are preferred by some countries has been unofficial eligibility to be an ambassador– if we look over the background of past nominations.

    This is an important issue that has to be addressed by the new government. Ambassadors by political appointment is not fair. Technocrats working with Ministry of Foriegn Service and with experience should be appointed as Ambassadors, not just any politician.

    It is very skillful job. How can a politician who has no idea about his constituency understand the international issues. Another issue is its not possible to change the Ambassador everytime there is a change in the government. It is very expensive. There are few people like Murari Raj Sharma, Dinesh Bhattarai, Paras Ghimire, Dr Bhek Bahadur Thapa, etc. are professional foreign affairs people. They know what to speak when required and how to behave in an interntaional arena.

    Ambassadors is an important issue but this is very common. Political appointments should be abolished for any position that requires extensive knowledge about the field. For instance, NOC or NAC chief cannot be appointed through political appointments. They have to be professional in their respective fields.

    Apart from that, tenure should be kept in mind. For example since 1992 this has been a common trend. A CDO is reappointed every time central government changed. This was like every one year. This should be stopped.

    It will take time to bring the democracy in proper order but we should atleast be optimist and work for the best of the Nepali society.

    All the names you mentioned stink of corruption.

    These people have been misusing their connection and influence each and every time.

    I dont think important post as this should be restricted to corrupt staff of Ministry of Foreign Affairs.

    By and large, ambassadors carry out their work as per the policy of Government (and political parties), I dont see any reason for bureaucrats to hold this post. Of course, some of these bureaucrats can be used to assist the ambassodor.

    All I wanted to say was the post of Ambassador should be more of a professional task rather than political favor to few dear ones. They should be well educated in terms of the relation between Nepal and the country they are posted to apart from others.

    Just a question, do you think Ms Shaileja Acharya would be a good Nepali Ambassador to India? I will definitely not support her for this.

    It is easy to say hanky panky everywhere but diplomats do not have a lot of lee way in developed countries. The prized Ambassadorial positions are not US but India, Bangladesh, Pakistan, not even China. In US there are not many ways to do hanky panky, but in India, Bangladesh, and many other countries where you can buy duty free alcohol at 15 dollars and sell them for 30 is much more lucrative. US there is always the chance of getting caught and people already the brands diplomats offer at local liquor stores. In Muslim or poor repressive countries you can make a killing on alcohol. I mean when you are paying 1000 dollars just entertain guest which the state never fully reimburses, you have to find ways to subsidize you income. Although I do feel that now a days there are much more soldiers, politicians, and high school dropouts with political relatives taking top diplomatic positions rather that professional diplomats with years of experience in protocol and staff college, it is sad to that so much money is spent to educate diplomats at the best staff colleges around the world and make a jackass the ambassador.

    Well, lets not be so unrealistic.

    I am surprised that people are worried that Ambassadors earn 2200 (well even another 2200).

    At one hand, you are demanding the best possible ambassador who is qualified enough and experienced enough to represent the country. On the other hand you are worried that they are paid 2200 US dollar per month. How do expect an ambassador to live in US or UK with a salary comparable to that of Nepal !!!

    In US or UK any person with undergraduate qualification is expected to earn more than 2200 US dollars. So, you expect a Nepali Ambassador to live on 220 US dollars or what.

    Gimme a break, you guys need to go out and see the world. Seems like some of you dont do anything else other than sticking to laptops.

    Free your mind.

    If you pay peanuts, you get monkeys.

    And who are the diplomats that you are talking about? More than 90% of the people working for GOVERNMENT OF NEPAL ARE JUST LAZY CORRUPT DUMBASS.

    I could not resist coming back. It is an interesting discussion. According to me, following are the good qualities of a skillfull ambassador:

    1. First, he should know the table manners, good etiquette, knowledge of language (English no doubt) if possible other international languages.The knowledge of language of the country where he/she is posted would be a big advantage.

    2.He/she must love his/her own country.(You may say that everybody loves his country, so what ? but I have seen many ambassadors who did not love their country and people). They were interested in themselves, making money or other advantages at the cost of the country.Perhaps,it has become now the national passion in Nepal.

    3.He should know about the details of his own country in the finger tips.On the other hand, he must have the knowledge of the host country and the possible benefits from that country to his country, such as various areas of co-operation which can be beneficial to his own country.

    4.Public relations: He/She must have a personality by which he/she can make prompt relations and contacts, which may go upto Head of Government and/or Head of State.On the other hand, the Ambassador must have full trust of the Head of Government of the sending country, otherwise he can not fucntion well.

    5.His salary must be good and he must be given a certain amount of budget to entertain some important people in the host country time to time.

    As someone rightly said earlier,if you give peanuts only, you will get monkeys.

    In our country, we never thought about the right person in the right place.Out of hundred people, who will be good for which country to be an ambassador, should be the basic criteria.

    Eventhough, I think that we have to develop a separate foreign service and 90 percent people should be appointed from there.To be ambassador is a delicate job and one should be fully trained about the profession.Otherwise, one can become a joker among the shrewed diplomats of other countries. In almost all the democratic countries, most of the ambassadors (80 to 90 percent) are from career diplomats.

    The PM’s nephew or Brother-in-Law or a politician can be a big failure.But not necessarily always. Sometimes, they can be good ambassadors as well.So developed countries also set aside 10 to 20 percent places for such people.

    The Joint Secretaries of the Foreign Minstry are better ambassadors than politically appointed ambassadors in general.I have so many examples, if you want.

    Eventhough, our Foreign Ministry at present is in a state of collapse.There is no proper training,proper money for appropriate life style.We must say that these people are still working in such a mess.Our Foreign Minstry is the worst in the whole of SAARC in terms of training, promotion and facilities.

    Nobody from the Foreign Ministry should be made ambassador this time. It will be a punishment for them for defeating Nepal at the UNSC elections. Idiots like Hira Bahadur and stupid bureaucrats like Pradip Khatiwada who has set a record of never completing any assignment given to him in any country must retire without being ambassadors. Nor should congress-shoe licking chameloens like Dinesh Bhattarai be made the envoy of Nepal. These are outdated, eunuchs who have neither shown any expetise in foreign affairs nor any drive to push for Nepal’s identity in the outside world. SOme say that Pradipt Khatiwada is even mentally sick. How can he function as an ambassador? So this time all appointments must go to political people like Shailaja Acharya who has good connections in Delhi. During the royal government, the then Foreign Minister had a habit of giving unnecessary lift to these dullards of the MOFA. That’s why he made three incumbant joint secretaries as ambassadors ot New York, Cairo and Colombo. None of them are functioning well. Never in history has a Foreign Minister backed so many joint secretaries at the same time to become ambassadors. That’s why Pandey is now a Former Foreign Minister. So, Oli shouldn’t do the same mistake.

    Pandey is a former minister because he made the mistake of being part of Gyanendra’s royal stooge. But I agree with what you are saying.
    I would say that 80% of Nepali ambassadors I have come across are idiots.
    Now the Maoists also want some ambassadorial appointments – that should be interesting.

    I think people like Prajwalla, Vitory Rana and Tara Bahadur were very good Ambssadors. They should be reappointed. What do you think ? Hira Bahadur is 10 times better than Prajwalla and Dinesh is ten times better than Tara Bahadur. Pradeep is the most democrat diplomat in the history of Nepal. You did not take the name of Gyan Chandra and Madan Bhattarai. Why ? They are not also good, you think ? I also agree that the person in Cairo is a real idiot but he is good for Cairo. But Madhu Raman and Durga Bhattarai are ten times better than Tanka Karki or Yonjan.

    When it comes to becoming Ambssadors, nobody can beat Foreign Ministry guys.They know the subject matter and represent their country with a class.Political appointees are looters and cheaters. I don’t want to name the names, otherwise I have a lot of past examples.

    Prof. Pyare Lal: You seem to be a MoFA official yourself. Yes, Madhu Raman is ten times beteer than political appointees that’s why we lost the UNSC elections. Gyan Chandra is really good that’s why the article 19 was slammed against Nepal is Geneva. Madan Bhattarai and Durga are sooo good that’s why we rarely hear anything from our missions in Colombo or Berlin on the activities that they have done in the past 3 years. Even Gyan and MAdan were appointed by the Chand and Thapa governments, that’s why I say that royal governments always pampered these useless people from the Foreign Ministry. You name me one diplomat from MoFA who has really done a good job as an ambassador. You say Pradip Khatiwada is a democrat. Wow!!!! Should a foreign ministry joint secretary be a good diplomat or a good democrat? He worked under Novel Kishor Rai. Ask Rai about him. Rai says that there cannot be anybody more idiot than Khatiwada. Besides, he is mentally sick and like Minister Oli, he is childless. The MoFA is full of eunuchs who know nothing of foreign policy, at least they do nothing for the country.
    Nepal should re-structure the Foreign Ministry completely. All these useless fools must be sacked. As a punishment, at least for once, nobody should be appointed ambassador from the MoFA. Political appointess like Hiranya Lal, Prof. Kedar Mathema, are far better.

    No body here mentioned the fact that you have to give at least NRs 100,000 bheti to the Primeminister to get a ambassadorial position. Bheti is different for different countries. Ambassadors get the job not for work but for relaxation after all they have put so many years in the various administration in Nepal. When abroad they sleep and party in the different missions. They take off in Nepalese Chaad Parva and also in foreign festivities. Let them have fun. They did a lot of Chakaris in their life time.

    Very interesting intervention by Raaju. Afterall what have these so-called career diplomats done for our country and for us? Every manpower company speaks bad of our missions in Riyadh, Abu Dhabi and Doha. They say hat first secretaries and nayab subbas openly ask for money.
    Is it really true that a joint secretary of the Ministry Mr. Khatiwada is mentally ill? If so, he is not fit to be even a civil servant. There is another corrupt individual there: Yadav Khanal, who is famous for his arrogance and corrupt attitude. I had met him once in Bangkok. He had a habit of visiting massage parlours in Patpong every Friday evening. Lot of Nepalese guards and waiters have seen him in compromising positions with Thai girls. Such people have given the ministry really bad name.

    People don’t know about the Foreign Ministry. I worked there for 34 years and retired.I have worked under the several political appointees ambassadors. Political ambassadors are really looters and cheatrs.About the Gyan Chandra’s agenda 19, he saved the country from desaster by opting for it. Otherwise, King’s administration was making the country the torture and killing field. Actaully, the political appointees even don’t know what is the work of the Ambassador and the work of the Embassy. If he is a Congressi, he goes to the Congressi function, if he is UML he will give priority to UML party only. So they divide the Nepales abroad. That is why many democratic countries of the world appoint career diplomats for the post.They have hardly 10 to 5 percent political appointees.

    it is quite interesting blog. i cannot remain silent. all of the guys blaming the diplomats of the ministry are partially correct. in fact there is no comparision to gyan chandra acharya in the foreign ministry. we should be proud of him. but the chadmabhesi (disguised) diplomats are still existed in the ministry. the biggest example is hira bahadur thapa. this is the guy who has worked as a bera (waiter) in one party of then foreign ministry’s official. he is the notorious man in the ministry. he is the one who was questioned by the rayamajhi aayog due to his active participation in assisting ramesh nath pandey(then foreign minister) and disappering the vital documents of the foreign ministry.

    he is the most unpopular man in the ministry because everbody knows his quality and his behaviours. it is his daily routine in the ministry to dictate from drivers to his own collegues. for the whole day he has to quaralle to the peons and drivers in the office.

    during the royal regime, he supressed the staff of the foreign by threatening them of sacking there jobs or transferring them to elsewhere.

    and after the successful april revolution he had to flee the country to usa quoting his personal reasons.

    now this man is recommended as an ambassador. shame on u leaders and shame on u k p oli.

    Prof. Pyare Lall: You are totally wrong. Even the United States now has more political appointees than career ones. Do you mean to say that career ambassadors don’t go to political functions? At least, for the political appointees we know their leniency and their political affiliation. For the career appointee, he is like a prostitute. When there is royal government, he becomes a stooge and automatically changes tune with changing political contours. There is no ethics, no morale and no good judgement prevailing among the career diplomats these days.

    Gyan Chandra should have been able to save us even from article 19 if he was truly a good diplomat. So, it is better that a political appointee gets all the prominent ambassadorial posts because at least he will do the best he can till he is there because if a new government comes to power he will be removed. The career diplomat has nothing to fear so he sleeps all the time. Isn’t there corruption by career diplomats? They sell whiskey. They don’t do any party. They save money so that they come back home and buy a piece of land in kathmandu. That is their whole ambition. No big achievement for the country has been done by any career officer. They are lickers and looters and wait in the queue all the time for another posting. What did you do for Nepal int he 30 years of your service? Have you written a single book? Look at India every retired officer writes a memoir.

    The worst part is that there is no shame on the part of career appointees to say that they are ‘experts’. In what area of foreign affairs do they have mastery over? They don’t even know how to dress well. Such is the condition that they cannot even speak well in English.

    It is far better therefore to have political appointees get ALL the ambassdorial posts and also those of lower levels. There is no need of sending these stupid people of the Foreign Ministry anymore.

    mad and sick people like hira bahadur thapa are serving in the ministry of foreign affairs. officers like dhana bahadur oli are serving in the ministry who even cannot write a single sentence correctly. and talanted officers like sudhir bhattarai are posted to New York who was failed in M.Sc.

    The situation of the Ministry is already so bad that the diplomatic status of country in the world is vanished completely, even there exist many so called prominent career diplomats like Hira bahadur. what will happen when the leadership of the ministry go to the hands of those like Tapas Adhikari, who passed the Lok Sewa examinations after receiving the QUESTIONS from the then foreign Secretary Murari Raj Sharma.

    One can expect a good crop if the seeds are of good quality. What will u expect from these all rotten seeds? There will be no need of any outsiders to disfame the country when we have already such stupids and Gothales in the ministry.

    sailaja acharya is being appointed ambassador who served as a royal puppet during the whole time of king’s direct rule.

    Hira bahadur thapa is too recommended for ambassador who fleed the country to usa for more than a months due to his alleged involvement in assisting ramesh nath pandey to disappear the vital documents related to our international relations during the direct rule of the king. he was questioned by the Rayamajhi Commission as well. Such a docoit is being awarded with the post of ambassador.

    Let us call spade a spade, actually the career diplomats know capacity of the career diplomats. political appointees like Lal Bahadur Khadayat was joker in Moscow. He used to visqit the brohtel every night.He was asenior Minster in the Panchayat time but Deuba sent him to moscow so that he will not have any rival in Dandeldhura constituency. Like was another political appointee ambassador in Moscow was selling jean pant and shirts in the under ground of Moscow.

    Another Ambassador in New Delhi misutilised the facilities of duty free of Indian Government. He sold those goods in the black market from which he aerned One crore rupees and utilised this money to win election in the East Nepal. After that he became the democratic Minister.

    There are also other lists of what has been done by the political appointees. So we should not dig the Cemetry and gat the carcasse but what I meant to say is that IN GENERAL? CAREER DIPLOMATS ARE BETTER THAN ANY POLITICAL APPOINTEE IN ANY GIVEN POST.

    I think Prof. has reasons.Career diplomats are not that bad as dipicted in the earlier blogs.But we can not trust the political appointees.The post of Ambassador is given to them for Protocol, alcohol and geritol. Now for Shailaja and Shahana, it is for their “typical” health problems.

    What about the drunken brother of Narendra BIkram SHah who was also a career diplomat? He did zero for this country either twice as PR to New York or as Foreign Minister. His drunken diplomat brother’s best friend Pushkar Rajbhandari was made ambassador to Pakistan. Another dullard Madhav Ji Shrestha could not write a sentence while in office now, writes columns for the Himalayan Times with the Indian help to disgrace Nepal.     I am surprised how you can say all useless diplomats giving some exceptional examples.Have you tested the English of Madhavji Shrestha ? He was a lecturer in Tri- Chandra College before he joined the Foreign Ministry.Now many of his desciples have already become Ministers.He was the one who was one of the most victimised Officers of FM.He became JS but he was not made Ambassador.Likewise, there were people like P L Shrestha, Lacoul, GD Panta, Tuladhar etc were retired because they did not serve either Congress or UML.Don’t depict the picture like Foreign Minstry people can not write and speak English. This is rediculous.They are fully professionals with a few exceptions.There are many who speak two or three international languages.It needs the political will to reform and restructure the FM.I know for the young diplomats they direly need appropriate training. They don’t have any plan for training and career development. FM at present after the RN Pandey and his son’s leadership, it has become KABADI KHANA.

    In fact, the Foreign Ministry has always been a Kabadi Khana. P L Shrestha, Lacoul, GD Panta, Tuladhar and Madhavji are precisely the names of Kabadis. Thank God they retired. Now, it is filled by some more – Khatiwada, Yadav K. , etc. I agree that there is a need of a strong political will to reform the ministry. But for now, all the ambassadors must be political appointees.

    There is no Madu Raman in Beijing but he is in New York. He is the most opportunist of all. He earned a lot of money in Home and Finance Ministry before “joining” the Foreign Ministry. The then PSC member Dr. Madu Nidhi Tiwari was instrumental in making Madhu Raman and Bhoj Raj Ghimire JS by the exams of PSC. According to one reliable source in the Lok Sewa Ayog (PSC), all the copies were taken to Tiwari’s house and both of these people were called there and they identified their copies. They were given almost the full marks and they got selected. Because, it was only that they were Congressi civil servants. Madhu Nidhi Tiwari was ” Congressi” member of PSC and he was paying his dues to his master by bringing the two “Bajes” to JS. Now you see one of them as Chief Secretaty and another as Ambassador to UNO.

    You are saying the people in FM are all Kabadis without any evidence. It is like “grapes are sour”. I think you are one of those who failed the exams several times to enter into FM. I think we nepalese are very smart in commenting about negative things about others without having complete information in any matter. We want to be Pundit on any matter or subject on which we don’t know anything. That is why we can never develop our country and going down everyday.

    Even Prachanda is becoming a failed leader every day. What he is preaching is negated by the actions of his cadres. Still abductions, extortion, torture and killings are going on in the full swing by the Maoists.

    I agree with Limbu. Peoples in the FM are the most competent in comparision with their counterpart in the rest of the Government services. Given the chance and good leadership, I am sure they can prove their worth and contribute a lot for the nation. i have encountered with many FM poeople and have seen their interventions in various regional and international events. They are the refined materials for any appointments in the related field. Of course, there are some exceptions as everywhere.

    I also agree that person like van de veer are jelous and must have failed in the psc exam for several times. I appreciate if the comments are made on the substance and not on the very personal and patty things.

    Funny comments. I tell the only truth I learnt while I was Foreign Minister. The only competent officers I found in the Ministry were Yadav Khanal, Kali Pokhrel, Durga Subedi and Shankar Bairagi. There were a few pseudo-intellectuals including Dinesh Bhattarai and Madan Bhattarai. Nishchal Nath Pandey was the most dynamic of all the EDs of the Institue of Foreign Affairs. Actually he is the only guy qualified to become ambassador at the moment. King Gyanendra was not very wise in denying him the post. Had he been Nepal’s PR in NY, King Gyanendra would not have lost his power so miserably.

    I think the comments of Ramesh Nath Pandey above is satirical only by using his name. Because Pandey utilised these officers upto the maximum during his repressive ministership. The writer left out Hira Bahadur Thapa’s and MK Shrestha’s name. Hira is waiting for the ambassdorship.

    Actually the Foreign Ministry needs a total overhaul and reforms. Otherwise, it can not work according to the changed context in the domestic as well as international arena. I think that the present organizational structure is
    outdated which was proposed and implemented by none other than classic diplomat of that era Mr. JN Singh. We are still with that structure. Can you imagine ? This structure is not sufficient to the demands of present time.

    Promotion and career development is another area of immediate attention.There is a bottleneck from Under Secretary level to Joint Secretary level. In the past, there was a lot of nepotism in the time of promotion and posting. Murari Raj Sharma, Madan Kumar and Madhu Raman have misused their authority to destroy the basic norms of the FM. They can call it a reform by which they brought all their relatives by manipulating the PSC rules and regulations.

    Today, there is a news about the Council of Ministers’s decision in opening three Embassies; one each in Canbera, Copenhagen and Seuol. Restructring the FM and its reform have become immediate concern. Oli does not have any vision for doing that. PM or Prachanda only can initiate such reforms with much political will.

    It is very interesting blog. Comments have unmasked the truth related with many senior and junior guygs. Some senior guys did the worst in bringing their wrong guys in the Ministry through hanky panky ways.
    It is true that MOFA needs a strong revamp for future. There is no dearth of talents in the Ministry.
    It is not a Kabadi Khana as alleged. Rather, it is a reservoir of talents. But, there are some Kabadis. That is also true.
    MOFA needs good restructuring to bring best results.

    These are all a bunch of suckers. One way or the other they haven’t still learnt lessons from the past. I doubt nepal will see the face of prosperity in the near future. There is still a long way to go before we can develop a positive attitude among the leaders.
    And, whats up with Sailaja appointed as the ambassador to India? Holy cow…she deserves nothing for what she has done to Nepal…

    How bad it is that we have to face yet another bandh.
    This bandh business must be put to a full stop if we
    love our motherland.
    Regarding the list of Ambassadors, we do not understand
    why that Tabala master Kunwar was given yet another
    Rajdoot post. He did nothing in his four years in Colombo.
    He might be good to become a music teacher.
    We are relieved not to see the name of Hira Bahadur this time. He is the worst, most corrupt and idiot guy in the history of the Ministry of Foreign Affairs.
    We know there are many good and competent guys in the Ministry. But internal fighting has made this good Ministry miserable and everybody has become everybody’s enemy.
    How bad!!!

    If you see the list of Ambassadors, you feel that 90 percent are “unfit” for ambassadorial posts.Because they are the results of give and take among SPA. Take for example, Navin Prakash Jung Shah. What qualities he has to be ambassador ? He was the one who completely destroyed the TU and now TU is “na ghar ko na ghat ko” because of him. He became TU Vice Chancellor because his father was Congressi and was killed.

    To be the Vice Chancellor, you must be an academician and must have done Ph D in at least in one subject but he has done none. He has done Ph D in Raksi and Jaand and never taught in any class during his entire period of service at TU. Now he is not young enough to go to Polpotyang area in Bankok, thats all. Girija Babu is great. This is a misuse of resources to make him the Ambassador. Do you want me to write about another nominee ?

    nepal is the country like this , most of the people want to suck it. Like to specify though not required , our so called leaders want to leak the bone even though they have already tasted the BLOOD of NEPAL.
    They don’t want intellectual in such posts because they dot’t want to improve the status of the country .

    In order to eradicate the tradition of feudal oligarchic Panchayet politics from diplomatic appointments it must follow the electoral procedures of the Parliamentary hearing and voting in new democratic Nepal.

    If the political party leaderships do not understand the electoral democratic procedures or logistics as exercised in most of the developed nations democratic government system then it is shame on them to dream of complete democracy in Nepal.

    The procedure begins from the government cabinet which nominates the candidates for the Parliamentary hearing and voting. After the completion of the Parliamentary electoral procedures then only the successful candidates are appointed to the diplomatic possitions by the cabinet.

    This is how the balance of power in the democracy system between executive and legislative bodies of the government is balanced.

    First of all in Interim constitution the provision of the constitutional counsel is not completely democratic. The counsel can be democratic if it nominates the candidates for the Interim Paliamentary hearing and voting.

    The political party leaderships and their cadres must learn the fact that without adopting such electoral procedures or logistics in the governance of the nation there will be no complete democracy.

    This will be great insult to the aspiration of the people of Nepal and the international community to avoid such adoptation of the electoral procedures or logistics.

    Also, it will be utter oximoran on the part of SPA especially Nepali Cogress leaderships like of GP Koirala to say that their main objective is to bring the Maoists in the mainstream politics yet not to adopt the logistics of electoral democracy to bring complete democracy in Nepal.

    This way you can not eradicate the regressive forces of the nation.

    Koffi Annan was a career diplomat.
    I have met terrible ministers. Lovely people with zero knowledge on the subject. Then again considering few people are enlightened, the wrong choices are to be expected, that is from the network they work with. Many countries are divided in two, you discuss and put the conflict behind you. When people vote differently, like giving water to people not to people haters, the right choice may come. God bless the enlightened people.
