Constituent polls by Mid-June of next year, SPA and Maoist hope to reach historic conclusion on Thursday

Addressing a press conference organised at a hotel in Kathmandu following the end of the summit meeting at Baluwatar, governmentโ€™s talks team coordinator and Home Minister Krishna Prasad Situala said the meeting ended on a positive note, discussing all key issues including :
1.Interim government
2.Framework of the constituent assembly elections,
3.Management of arms and armies and
4.Socio-economic transformation of the country

A joint press release issued by the talks team coordinators said the summit meeting decided to constitute the Election Commission (EC) by mid-October and recommend to the EC to complete the election to constituent assembly by mid-June 2007. Likewise, the meeting gave the responsibility to reach consensus on the issue of arms management and fundamental political issues to the talks teams and present the points of agreement at Thursdayโ€™s meeting.

Meanwhile three of the four experts assigned by the United Nations (UN) to assist the Ian Martin led UN mission in Nepal, three have arrived in Nepal .UN Secretary General Kofi Annan had appointed Martin as his personal representative in Nepal in August to assist in Nepal’s peace process after Prime Minister Girija Prasad Koirala and Maoist chairman Prachanda sent separate letters to the UN seeking world body’s help in Nepal’s peace process on August 09.

The mandate for Martinโ€™s team includes human rights monitoring, monitoring of the code of conduct during the cease-fire, management of arms and armed personnel of both sides, and electoral observation.

Arms management issue blocking peace deal

The issue of arms management has created a deadlock in the ongoing peace talks between the seven-party alliance (SPA) government and the Maoist rebels, with both sides failing to reach a concrete conclusion.

โ€œThe peace talks are โ€œstuckโ€ on the subject of managing the rebelsโ€™ arms,โ€ said a minister who did not want to be named.

Though the SPA and Maoists reached an agreement to hold the constituent assembly elections by mid-June next year, during Tuesdayโ€™s high-level talks held at Prime Minister Girija Prasad Koiralaโ€™s official residence at Baluwatar, several issues still need to be sorted out.

The government wants the Maoists to give up their weapons before joining the interim government in order to assure that the rebels do not have an army when they are in the interim administration, while the Maoists have expressed โ€œstrong dissatisfactionโ€ over the SPAโ€™s proposal.

โ€œThe Maoists have agreed to put their arms and armies in the temporary cantonment, verify their arms and be put under UN monitoring but the government has insisted that their (Maoist) weapons should be removed after verification and put under supervision,โ€ the minister said.

He added, โ€œBoth the sides are rigid in their positions. But the next session of talks scheduled to be held on Thursday will possibly yield a way out.โ€

The Maoists say they want to integrate their Peopleโ€™s Liberation Army (PLA) with the Nepal Army after joining the interim government before the constituent assembly elections but the government is not in the mood to bring the Maoists into the interim government with their arms.

Apart from the arms management issue, the SPA-Maoist summit talks also still need to reach a consensus on an interim legislature and position of the monarch in the interim period, among others.

The summit talks handed this responsibility to the next session of the high-level talks.

โ€œThe ongoing peace talks will not be stopped until a final agreement is reached,โ€ Krishna Bahadur Mahara, the Maoist spokesman and coordinator of the rebel talks team told a press conference after todayโ€™s Baluwatar talks.

He admitted that differences have erupted among the eight political parties during the summit talks on some crucial issues. โ€œThe talks take time for a concrete solution as different political parties have their own party positions.โ€

โ€œI am hopeful the talks to be held on Thursday will find agreement on all the issues and that the ongoing peace process will end in a historic agreement,โ€ Mahara said.

Coordinator of the government talks team and Home Minister Krishna Prasad Sitaula said that the ongoing peace talks is heading in a positive direction and will see an outcome soon.

โ€œDiscussion on several political issues including arms management is still underway,โ€ Sitaula said.

He added that Prime Minister Girija Prasad Koirala is seriously working at a peaceful resolution to the current crisis.

โ€œThe government will not deviate from its duty of fulfilling the peopleโ€™s desire for peace as mandated. So, the government and the Maoists have promised to hold constituent assembly elections,โ€ Sitaula quoted the prime minister as saying.

Todayโ€™s peace talks concluded with the two sides agreeing to hold constituent assembly elections by mid-June, next year.

    Im glad you brought the issue of socio-economic transformation? I doubt if anyone from SPA or Maoists have given a thought on this major issue.

    I hope it wont be the same Democracy as we were given in 1992. An autocratic feudal leader was replaced by eletected dictator. Everything else remained the same. There was hardly any change in the Nepali society – of course curroption was more rampant and a Maoists led Civil War that killed thousands, left other thousands homeless and forced other thousands to flee the country.

    Mr Pushpa Kamal Dahal alias Prachanda, do you have anything to say on the issue pointed above. Should you be given some sort of state punishment because you authorized that Civil War or you just feel “SORRY” about the whole thing. Do you get to sleep peacefully at night after being so ruthless?

    When people choose to see wrong, give credence to wrongs, and glorify wrongs then what else can we expect. It looks like whole nation is on rush to self distruct. Nothing can help us. Think about allocating seats to Maoist on the basis of their might(killing, intimidation etc.,) and SPA have no qualms or inch of shame. The belief that two wrongs makes right is the principle that SPA walks on.

    We feel jovial in inviting foreigners, UN and INGOs to grapple with our problems and feel wonderfoulus in serving master of southern side- what the hell we prefer others than our own to rule the roast.

    Who would in right set of mind except armed Maoist in its fold, who would accept SPA and its assembly as being supreme (authotorian) with the ballot box (any different then one party rule??)- and their whole strategy to date has been to undermine all the pillars of our society, from Monrachy to Arm force. So give me break when people who call themselves Nepali but act un Nepali.

    Its again the faulted policy of SPA that is going to push the country in the path of destruction. First they did some agreement in haste without thinking about future consequences and now have their back against the wall.
    How can they let maoist in the government without management of arms.

    Its so illogical that can only come from minds of aging SPA leaders. If maoist are included in govenrment with arms they might as well have been included without peace talks. What is the need of doing all this “NATAK”. SPA leaders f**king do agreement on foreign land with foreign help how can they assure Nepali junta about long lasting peace?? They should have doen the agreement in Nepal only in fornt of Nepali people. We really don’t know that they did.

    The news this morning of the Maoists taking 6 cargo vans captive and demanding money for their release is just another reminder about the severe absence of law and order and the influence of the Maoists in rural Nepal.

    What is even more worrisome is this is happening while a major peace negotiation is underway. Either Prachanda has no control over his militias or he does not care about these types of incidents! Further reports indicate that the Maoists have stepped up extortions (even from tourists) and their campaign of abductions continues. In fact the NHRC is currently trying to secure the release of some people who were abducted from Kathmandu.
    All while Prachanda and Krishna Mahara are smiling for cameras and claiming that they are committed to peace. I hope the peace process will be successful but Prachanda and Baburam are yet to show that they can do more then talk the talk. The Nepalese people have been patient and have given them the benefit of the doubt. Itโ€™s high time the Maoists also reciprocate and start living up to their end of the bargain. How successful the peace talks are etc. will be judged by how much better off the people (especially in the rural areas) are.

    The last time I checked, the Maoists has brought out today a notice saying they will be collecting tax at all Ino-Nepal entry points on all goods coming in. May be this is the kind of democratic Nepal that crappy Wagle is contemplating- countr with no right of teh people to chose to pay tax only to the government but also to all the looteras. And all of this is happening when the flip-flopper Pushpa Kamal Bahun is pretending like he is talking to the very currupt politicla parties. They are not only against the people living a life free of fear but also opposed to Nepal and one nation. They want to turn the clock back and divide this country to sana rajya haru and then it will be a while before anything like Nepal will be formed again. Well, good luck all the Nepalis… we are on the verge of living in a no man’s land which later might be kalled Kirat land or newar land or mukta madesh chhetra. And then you can pick and chose what you want to be called other than Nepalese. So much for a democratic Nepal– there will be no Nepal so forget democracy.

    1. Maoists have less percentage than the last poll taken 2 years ago.

    2. UML is way down since the last polls, basically the same as RPP combined.

    3. Congress is up, combination of the two is the highest figure.

    4. RPP Thapa is surprisingly high.

    5. Basically, the trend shows that Maoists have less support than before but many of the previous UML supporters have swung to the Maoists, therby UML has lost out.

    Most of royalists are frightened of the possibility of a solution among SPA and Maoists against the monarchy but in spite of their fear,there will be a solution, though Maoists leaders will have problems to convince their fighting cadres but the cadres too will be convinced by a promise of good life here or abroad. Foreign powers are ready to spend few billions to fulfil that Maoists desire to disarm them. Disarmed Maoists are no more than you and me.

    Maoists capture government office; orders DDC not to collect tax

    In a clear indication of the violation of ceasefire code of conduct signed by them, Maoists have opened their contact office breaking the padlock of the government office in Mulaghat of Dhankuta district and also asked the District Development Committee not to collect any taxes.

    The Maoists opened contact office of the Chhintang Brigade after capturing eight buildings of the Road Divisional Office, which remained vacant since the rebels bombed the office three years ago, reports Kantipur daily.

    Brigade Commissar Himal said that they broke the padlock as the office refused to vacate the office for their purposes.

    He further informed that People’s Liberation Army combatants might reside in the buildings in the coming days.

    In a separate incident, issuing a statement, Maoist district government chief Umesh Rai ordered the DDC to stop collecting export tax in the district.

    The statement also asked all I/NGOs working in the district not to carry out any activities without their permission.

    Meanwhile, a report from Terathum said, a squad of Maoist PLA began residing in the District Drinking Water and Sanitation Sub-divisional office in Terathum district from Thursday in the name of taking stock of the security situation of the district. nepalnews.com pb Oct 13 06

    So much so that people like Raj and Manan seem that this fight for the life of Nepal is centered around royalist. I guess by name calling- they have shown their true colors- and it ain’t democratic. Learning to respect others right is the key, fellows.

    Who would not give arms and a leg to see Nepal a country which we can believe in, live without fear, and prosperious. If the tendency to demarcate on the basis of belief or affiliation or even caste is the overriding agenda then so be it but it will not be in the interest of the nation.

    The overt attempt by the likes of raj to see with tinted eys speak volume of mindset these people have and it not much different than what maoist espouse, sorry to say but thats what it is.

    Let the summit conclude and then evaluate the merits. Its not the question of it went my way or your way- its the question of a nation at stake. lets not be party to promote divisiveness whereas the need of the hour is unity.

    You seem to be zero in politics. The royalists as you put it never really had a problem with the maoists, it is the SPA who got on their nerves. Is it only me or did others also notice that even when the King was running the show, there was not much attempt at maoist battering happening, there was only SPA battering going on? The only people in the past the palace ever tried to talk to were the maoists in King Birendra’s time, never the Congress, UML etc. The maoists joining the SPA as SPAM will only add to the delight of the palace with more confusion and conflicting views. Hence, the urge of the lot to get rid of monarchy altogether and fast, so that when and not if there is a great mess up, there will be no one for the people to turn to as a referee so to speak. The best ways to ensure that no one party abuses their position is surely by having places where people can turn to. One of course hopes that in the future the role that monarchy should play is transferred to a unbiased, uncorrupt and just society which includes the media.

    UML top leaders might be loosers not even second category activists because they can easily merge with maoist, but congress as a whole will not get the chance to rule this country. Even they got they will face the very hard time with the strong opponent like maoist. Do you think Girija is ruling this country now…not at all..no congress banners are there in the street or wall painting and hiding and obeying everything of the maoist like a slave. Look at Mr. Situala (home minister), he is even named as transport minister of maoist.. I just suggest them to be strong as equal partner not thinking them like boss in peace talk… peace talk has to be succesful but not like loosers or gainers among the SPAM.

    bowels moved? What went through the minds of his followers when they
    watched him order his trusted subordinates trussed up, tortured and
    murderedโ€ฆ? What did they think when their own general – faced with an
    implacable enemy who vowed to โ€˜annihilateโ€™ all of them – set in motion a
    purge of his own forces that wiped out a third of his entire armyโ€ฆor
    dilly-dallied in hostile territory, against the orders of his superiors,
    and managed to lose 70,000 out of an original 80,000 of his long-suffering
    followers? What could they have thought when the man who claimed to be a
    champion of the poor starved, robbed, and tortured them without mercyโ€ฆso
    ruthlessly that any peasants with the strength to escape ran off to the
    other side?

    If they didnโ€™t flee, they hung themselves or opened their veins. When Mao
    first got his hands on a little chunk of China he immediately turned the
    place into a prison. Armed guards patrolled the streets and borders –
    prevent people from escaping. People were encouraged to denounce each
    otherโ€ฆtorture was barbaricโ€ฆexecutions were everyday occurrences.
    Families were not allowed to visit each otherโ€ฆas the authorities worried
    that they might be up to something. A family found to have welcomed a
    visitor was to be killed. Not surprisingly, people found this proto-Maoist
    workerโ€™s paradise rather depressing. Even top-ranking cadres began to take
    their own lives. โ€œSuicides are the most shameful elements in the
    revolutionary ranks,โ€ came the slogan designed to halt the trend.

    What were the Chinese thinking, to let Mao get away with it? It was as if
    they didnโ€™t think at all. During his career, Mao-Tse-Tung was responsible
    for more deaths – murder, starvation, tortureโ€ฆthe usual ways of dying,
    plus a few novelties added by Mao and his thugs – than any other man in
    history. Seventy million is the sum given by Chang and Halliday. Even the
    entire Mongel reign of Genghis Khan and his whole line – who conquered
    three civilizationsโ€ฆMuslim, Chinese, and Hinduโ€ฆand threatened to
    conquer Christendom tooโ€ฆdidnโ€™t match Mao in killing people. Youโ€™d think
    one or other of the hundreds of millions of Chinese who suffered at his
    hands
    would have done something about it. Surely, millions must have realized
    what was up. It was obvious from the very get-go that Mao was a homicidal,
    incompetent tyrant. Why didnโ€™t one of them whose wife had been tortured
    abominablyโ€ฆor whose sons had been killed wantonlyโ€ฆ or whose family had
    been starved or bayonetedโ€ฆdo something to get even? In the early days,
    it would have been fairly easy to ambush Mao. Maybe thatโ€™s the trouble
    with the modern world; people donโ€™t take the obligation of revenge
    seriously enough. Mao died of natural causes, many decades later.

    It is a relief to many that Mao was a communist and that bolshevism no
    longer fires hearts and heavy artillery. But it is a counterfeit comfort.
    Mao never cared about ideology. He murdered his keen communist followers
    as readily as capitalist roaders. He took money from Moscowโ€ฆbut he also
    turned his back on the Russians whenever he could get away with it. He
    might just as well have been a Republican. He went with collectivism only
    because it was stirred the potโ€ฆand the faster it swirled, the more
    ruthless bits of slime came to the surface. It was necessary, he wrote,
    โ€œto bring a reign of terror in every country.โ€

    Practically everything about Mao Tse-Tung was a lie or a swindle. In that
    sense, he made a perfect leading man for a great public spectacle. And as
    it turned out, he was perfect for the role. He was all showโ€ฆall
    humbugโ€ฆall mountebank.

    As a soldier, Mao was a disaster. He absented himself from the fight on
    every possible occasionโ€ฆusually holing up in the biggest, safest, most
    luxurious house in the areaโ€ฆgenerally feasting and restingโ€ฆwhile his
    gang of killers did their work. Ordered by the Marxist hierarchy to join
    the battle, he would take his army in the opposite directionโ€ฆor just
    wait out the fight and then come in afterwards. Why the party leadership
    didnโ€™t kill him is a mysteryโ€ฆan oversight that they later greatly
    regretted.

    Very early in his career, he experienced the thrill of brutality. It gave
    him โ€œa kind of ecstasy never experienced beforeโ€ฆit is wonderfulโ€ฆit is
    wonderfulโ€ฆโ€ he said. To say that he was hard-hearted was a bit like
    saying the Peking sewer is malodorous; it fails to capture the smell
    vividly enough. Mao would take part in torture sessions. He would condemn
    entire villages to starvation. He would waste his own soldiers in
    pointless battles and unnecessary suffering. Even on the famous โ€˜Long
    Marchโ€™ he did little marching himself. His skinny soldiers had to carry
    him on a litter!

    Military men are often blockheads, at least the best of them are, but Mao
    was in a class by himself. The Long March was so long partly because Mao
    wasnโ€™t going anywhere. He marched his men uphill and downโ€ฆhundreds of

    might weaken his political grip. He was supposed to link up with another
    army boss, one just as ruthless as he was.

    The communistsโ€™ main enemy at the time – almost everyone hated them – was
    Chiang Kai-Chek. But Chiang had already decided to let the Reds get away.
    Still, Mao managed to stir up fights that decimated his little army. At
    Tucheng, for example, Mao put his own troops in about the worst possible
    position – with their backs to the Red River – and faced the best of
    Chiangโ€™s force. Naturally, the communists were nearly wiped outโ€ฆwhile
    Mao watched from a nearby mountain. Of those red soldiers who werenโ€™t
    killed in the fighting itself, many soon died of cold and woundsโ€ฆor were
    killed by the local farmers who were getting even for way they communists
    had treated them. Wherever he went, Mao handled the locals with such naked
    brutalityโ€ฆhe caused revolts – against the revolutionaries!

    The whole Long March is nothing but a recitation of one Mao-caused
    calamity after another. But the gods must have had a sour sense of humor
    in the 1930sโ€ฆthey let Mao, Adolf and Josef rise to power anyway.

    While Mao was a dud of a general, he was a bad joke of a political
    philosopher. Early in his life, he might have been a follower of Ayn Rand.
    โ€œPeople like me only have a duty to ourselves, โ€ he wrote. We have no duty
    to other people.โ€ Later, he dipped his fork into Marxism like a Western
    teenager sampling sushi. He was not too sure what was in it, and wasnโ€™t
    too eager to find out. Instead, he took Emperor Qin Shihuangdi (221-206
    BC) who founded imperial China as his model. Qinโ€™s empire lasted nearly
    two thousand years. Not only did he build the Great Wall, he also killed
    Confucian scholars, burned classical books, and persecuted thousands –
    perhaps millions – of people.

    It was his single-minded pursuit of power that made Mao so successful. His
    rivals actually believed the Marxist claptrap. They took their orders from
    the party hierarchy and earnestly tried to implement many silly and
    impossible programs. When Mao gained the support of Moscow, his Chinese
    contemporaries felt their hands were tied; they knew he was trouble, but
    they couldnโ€™t get rid of him.

    Mao operated under no such restriction. He eliminated enemies and friends
    – as it suited him. He listened to Moscow when he wanted to; when Moscow
    gave him directions he didnโ€™t like, he ignored them. He was not a โ€˜good
    communist.โ€™ He was hardly a communist at all.

    โ€œCommunism is not love,โ€ he said. โ€œCommunism is a hammer we use to crush
    the enemy.โ€

    But it is in his relations with the fair sex, that the worst of Mao is
    visible. When it came to women, the Great Helmsman was more than a
    bunglerโ€ฆ or a bruteโ€ฆ.he was a cad.

    He married one womanโ€ฆand then dismissed her. The next bore him two
    children. Scarcely 18 months later, he was conducting some atrocious
    campaign of murderโ€ฆand brought his army up near where she lived. Mao
    could have and should have immediately gotten his wife out of harmโ€™s
    wayโ€ฆbut he didnโ€™t. His enemies seized the poor woman and put her to
    death, hoping to strike a blow at Maoโ€™s heart in that way. But the man
    seemed not even to notice. He had new paramour by then and had forgotten
    spouse number two.

    The new girlfriend, Gui-yuan, then became his third wife and had a baby
    during the Long March. Again, Mao was nearby but did not come to see her.
    Thinking to save her baby from the appalling conditions prevailing, she
    gave it to a local farmer, along with a sum of money to pay for its care.
    It soon died.

    Then, Gui-yuan herself nearly died when she was struck by one of Chiangโ€™s
    bombs. Doctors said she only had a few hours to live and her pain was so
    great that she even begged her comrades to put her out of her misery. Once
    again, Mao, who was in a nearby village, said he was too โ€˜tiredโ€™ to come
    see her.

    What a hero.

    Hardly any body disputes that Darbariyas had a good rapport with the Maoists until the Maoist axe did not fall upon monarchy itself. Also,it was not a rumour – the cordial relation between Maoists and Nirmal Niwas in king Birendra’s days. The fall of monarchy is due to lack of intuition in kings and bhardars to foresee the real purpose behind Maoist’s diplomacy and action. Both Maoism and monarchy has one thing in common – to have dictatorial rule under them. Bhardars have an abhorence towards Nepalese Congress since the very Rana regime days. They try to shed crocodile’s tears for Nepali Congress only when the monarchy is in trouble. So, the monarchists were trying to negociate with Maoists bypassing the mainstream parties. But that could have been very unnatural alliance if it had ever succeeded.

    Some of the blogsurfers here try to prove that rejection of monarcy is reception to Maoism. They are grossly wrong because both of them are equally dictatorial when they have guns in hand and democrats refuse both of them. Democracy is not parallel to any party, individual or even to any ism. Even less to any monarchy. Monarchy fits nowhere in democracy as monarchy represents feudals, lords, aristrocats or monarchy is all those in one. For thirty years, royalists through Panchas tried to picture this country without the king’s rule non-existent. That very course present royalists tried plough through.

    I like to them, who don’t like Maoists’s reasoning, to read Yuva Raj Ghimire’s opinion in last inside page of latest ‘Samaya’ weekly which is a thousand time stronger slap in Maoists’ face in very polite and civilized language than that of Maoist hater on them.

    Get this into your skull: The Monarchy is out of the picture now so get over it!

    The main issue in Nepal is really the Maoists and how to improve the security situation. Don’t waste your time on a rumor you heard at some Dashai party!
    Events in rural Nepal all indicate that Prachanda can’t either control his militais or that he condons the exthortions and other such activities. Have you been reading the news recently and noted how much Maoists activities are increasing? This worrisome becauses while this is happening Prachanda, Baburam and Mahara are smiling for cameras and going around like legitimate political leaders! The Neplai people have given them the benefit of the doubt and everyone wants a peaceful solution. But obviously the Maoists leadership does not care and the SPA are looking the other way.
    This my friend are the issues we should be discussing. Stop dwelling on the past, on conspiracy theories and rumors.

    You are like a baby who claims himself a grown-up but can not throw his baby blanket. Why should you drag on monarcy which is no-use to yourself as you say ‘The Monarchy is out of the picture’.

    Second, I agree that the Maoists are not fairy tale angels but till the army kneels before the king and the royalists bark on SPA , the Maoist militia is a protecter too for them. As you look to be a wise man to know all about, you should have felt what fate the SPA would have met from the king and kings army if the Maoist militia were not there. Probably you should have read a story in ‘Pancha Tantra’ where a mouse saved his life showing the fear of cat ans owl to each of them. It will take time to convert a rebel to mainstream politician. You can not cast a die in a day. Do not try to be Maoist hater from monarcy lover, or SPA hater. How you are in your real life? I hardly can guess but your image in this blogsite is established as a stunch monarchist which you hardly can change now. Better have another pseudo-name.

    hmmmmm I don’t know if you keep up with the news but that theme should have ended in April! Let’s move on Raj. Nepal is facing more and newer problems. Don’t sit there on theories, rumors and try to speculate my mind or my political sentiments. I will be whatever I wish and since Nepal is a democracy there ain’t a damn thing you can do about it. Deal with that! That being said I have hold you that I am not a monarchist but I am not one of these people (you maybe?) you just took a political science class and feel the need to come here and post textbook neo-liberal thoeries to seem hip!

    So you can sit there and go through this blog and classify everyone is Monarchist, Royalists, SPAist, Moaist etc. but you are missing the point!

    Mao was a great revolutionary leader and a noted communist who fought all his life for the sake of Proletariot.Yes he did many mistakes,as everybody,and wasn’t perfect either.

    Mr.bidesi, the Modern China you see today was founded by Mao. Every chinese accept it even today.Its a fact no matter wots ur willingness.

    Hell, no way.Cause u seem to admire western democracy(US influence-type,i say) so much and, curse communism &related as way u can.
    This is the point i wanted to indicate ur biasedness,Mr.bidesi.
    Learn to see the good cause as, no matter whose.Lincoln,Mao both were great leaders of this world,though both may not be perfect in their cause.They were still great and are even today.
