In what appears to be a preemptive strike to the Prachanda interview this evening with BBC Nepali Service, Prime Minister Girija Prasad Koirala this afternoon made some clarifications regarding the peace process by stressing that the upcoming round the summit with rebels with be focused on the arms management. Prachanda, the Maoist leader, is talking to BBC Nepali serivce live as we are posting these lines. The interview, first of its kind according to Prachanda, is being broadcast live on 12 FM stations and will be, according to host Suman Kharel, broadcast on Kathmandu based terrestrial and satellite channel Kantipur Television.
Put your questions as you please. Has the talk become successful? Has Maoists come to Mainstream politics?
We expect so.
Now, I want to ask. After the peace is restored, what have you though about the new society where people have grievances against each other?
If we establish new society, those wounds would heal slowly like a labor pain. New child would be beautiful.
How would you help your soldiers, where 75 percent are under 20, might want to become doctor and engineer?
No one has taken up arms on their own will. If there were good industries, who would have taken up arms?
Rolpa (Dipendra Oli): We want peace.
No nation becomes great without undergoing difficulties.

Why did you flee the party? Why did you forget the speech that you gave in Rolpa?
What about those who have been disappeared by your party?
When we reach in the power, we will take care of those people. But many have been disappeared by the state.
Can we return from abroad without fear from your cadres and security force?

I share your pain. We didn’t have policy to give pain to general public. But the war itself is bad and painful. We tried for talks. You should pressurize for other side to be serious. We have made our policy to provide compensation.

After the 12 point agreement because since then I have been living in city areas.
Why did you kill Pandit Pokharel?
We didn’t kill him, that wasn’t our policy. Instead, we once garlanded him.
Killing is normal in war but why slaughtering?
We have taken action against such torturous killing. I once issued a circular denouncing such killing. We took action against those who killed a journalist in Kavre. Some people who infiltrated the party worked against our policy and we have take actions against them publicly.

What about Madi incident?
I became emotional immediately after hearing Madi. That is biggest blunder and unfortunate incident in our peoples’ war. I couldn’t even sleep and eat for about 3 days when I heard about that while walking in Rolpa. I want to meet victims of Madi incident after the upcoming high level peace talks. We might bring those culprits of Madi incidents in front of the people.
Where will you take Nepal in five years after you assume power?
The dream that we see is related to Switzerland. We will use water resources and construct a highway. We also go for land reform.

Somebody should ask him why he doesn’t take the people’s war beyond Nepal’s borders to the Greater Nepal and make Nepal another grand, proud nation like before the infamous 1816 treaty. Nepalese in Darjelling, Sikkim, Assam will all be under one umbrella and Prachanda should our first President.
When listening to the answers given by prachanda, i thought that he was saying all the time scientific solution. May be it is the way communist think, not on the basis of sensitive humanitarian aspects of everything. he kills the people scientifically to “clear” all the ani-communists. The questions were not so pin pointed so as to why he has been rejecting the idea of handing over arms before the elections of CA.
He wanted to get maximum benefit on the prevailing situation of confusion. Some Ministers are busy in amassing money like before by transfer and promotion of their own people and Girija always pretends to be sick when the problems comes. Makune thinks himself as “sarbamanya” and he is making all sorts of speeches.These leaders could not show any meaningful progress towards peace after even 100 days of Honeymoon period. Shame with these leaders !!!
If I were interviewing Prachanda, I would ask the following questions:
1) You are asking the state to release the whereabouts of the disappeared by the State. But why do not you release those disappeared by you. Why wait until you get to power? Why not now?
2)Your demand was constituent assembly and the parties are ready to go to constituent assembly. But why are you not ready to go to lay down arms? If you lose the constituent assembly, are you going to raise arms again to achieve your goal? How can you guarantee?
3) The state has released all the Maoist prisoners. But why do Maoists keep on abducting people almost on a daily basis even after the cease fire?
4) Regarding Madi incident, you said “We might bring those culprits of Madi incidents in front of the people.” You want the State to punish the army officers involved in disappearance immediately. But why you might bring the culprits in front of the people. What about punishing them? Why double standards? Why do you not live by example?
5) Regarding Maoist atrocities, you said, “We have taken action against such torturous killing.” But where are the examples? What were the punishments? One vague example regarding killing of journalist in Kavre is not enough. What punishments did the culprits get?

See how Prachanda evades questions. I wish they counter questioned them. It is vague, shallow, full of rhetorics, and I feel like Maoists either do not have any plans after the war (just like parties) or they do not want to tell us because their real goal is a communist state.

What kind of answer are these… How can these people with this kind of solutions make Nepal into Switzerland?
Did you guys notice that he was really full of himself? instead of saying the party did this or that, he kept repeating he himself did this or that. It was like he wanted to all the credit. Me this, Me that.
In one point answering short questions, he said that King also wanted to end the Monarchy ? what is this ? This is like he was giving “scientific lectures” to his uneducated militants in Rolpa and Rukum. The greatest drawback of this programme one could not ask the counter questions and debate with him.
He said that he was “Nishchit rupma” (how many times he repeated these words in the interview) sentimental about the killing in Madi Chitwan by blowing the bus.He even cried and could not sleep for three days. After listening this,I remembered one saying in Hindi: Satra chuhe khake billi haj karne chali gayee.He he he!!! He is an international criminal and he should be treated like that.
I wouls ask Prachanda – “Are you losing control of your cadets? If no, then why do they go against all the pledges you and your party make publicly?”

Do you find any convection in Prachanda’s voice when he is apologetic to the crimes his cadres committed in Madi et al? It sounds too uncanny and phony to me. ‘Crocodile’s tear’ is what it is I guess. What substantial gain the sufferers will gain from his crocodile’ tear of him.
I agree that he is phony. If he is so emotional about Madi incident then what is stopping him from punishing the culprits i.e. his own comrades. If he can get away with saying that he didn’t sleep for 3 days about the incident, then RNA can use the same defense as well.
Prachanda appeared really smooth when he first came out of the jungle and convinced many people including me that they have changed. It is being clearer especially after daily abductions and this interview that they are just sugar coating. Maoists are not clear about anything except republic. He does not give straight answer to any question. Looks like he and his militia is just after power.
Why is any thing about maoist in this blog is always incomplete and obscure? You guys never write any thing in details about their vision and policy and when it comes to king you guys write sooo much of conspiracy theory. One thing I don’t understand: Why the media is going after Prachanda? Why the media is making him appear so important? Why interview this bloody person who’s idea has killed thousands of people. In the interview with Bijay Panday Prachanda says: the nepali people wants Maoists to keep arms. Can he show just one Nepali that wants maoist to be armed forever? May be it is his wife Sita? or maybe it is his cadre Pasang or his mouthpeice Mahara?
There is no future with Maoists. They must either lay down their arms or confiscate their arms by using force.

While Prachanda was giving his interview, his anarchist hooligans were torturing many civilians around the country….which led to death of at least 1 civilian in Lamjung District, a family man who is survived by two month pregnant wife and a daughter.
Torture was so severe that many villagers heard it from quite far distance and requested Maoists to stop torturing but ultimately they were satisfied only after taking his life.
I just remembered Prachanda’s fovourite phrase……”Hami satta ma aye pachhi”….imagine what will happen if this murder is even allowed to become part of the government.

New Leadership needed in Nepal!
In fact one of the best slogans of the modern, educated minorities, who want to change the world to a better, more balanced and ecologic way of life is: Think global, act local!
Most of us are thinking, we single humans cannot change the world, but that is not true. We are already changing it. By communicating our way of life, our thinking and our feeling of global responsibility. This is the way to change the world. It can only go from human to human. It must be a wave of trust. Many people on this planet are working for lasting peace and ecologic balance. But in most societies these highly educated, conscious people are minorities, which cannot come as a surprise, because most humans still live without proper education on the planet right now.
The difference between authoritaerian systems like dictatorship, one-party rule, absolute monarchy or a religious state and freedom in democracy is only, that in democracies which are functioning well, you can express any thinking freely and without fear, whereas in all authoritaerian systems one has to face harrassment, humiliation, repression of all kind, up to the worst, like lifetime imprisonment or death for voicing a different opinion.
So to measure how free a system is, we must just carefully watch, how people with differing opinions are treated. If they are hunted, declared terrorists or crazy, if they are facing threats for their way of thinking or living, then we can be sure, that the state or the ruling system is by no means democratic. Still we here in Europe are allowed to criticise our politicians, our state’s system, though we are not allowed to call for overthrowing the whole political system, then we here would also be called terrorists and be hunted. But all kind of progressive or regressive change may be demanded in a democratic way.
Judged in such a way, looking at Nepal, neither the King’s rule, nor the Maoist’s rule are free and democratic. Both have clearly and obviously prooved, how ugly they go behind their enemies, how inhumane and cruelly they treat people who have a differing opinion and way of life. The parties are known for silencing dissent in their own ranks by force and have no truely democratic inner structure. So in Nepal there is no force in sight, who is willing to take responsibility for the state and has a good democratic record. Of course this is also easily to understand, as Nepal is simply lacking needed democratic experience and example.
In Nepal a new group of leaders must emerge now. People with global vision and understanding. Such people should try to declare Nepal into a ‘Zone of Peace, Nature Preservation and Religion’. The majority of the Nepali society is looking for a way out of the conflict without letting any of the old powers(including the definitely old minded Maoists) define the future of Nepal.
The true tragedy is, that still the old powers are trying to find a power-sharing deal, by keeping completely out of power the small, during fifteen years of partial, democratic freedom freshly created, global-minded, nonviolent, well educated Nepali citizen youth. It is a tragedy, that this group of the society seems to be unable to create a new powerbase by expressing the voice of the big, silent, but deeply peaceloving and peaceneeding majority of simple Nepalis, whom nobody has been asking until now, who still are only pushed around.
This big majority of the Nepali society, who are not willing and unable to decide between King, Maoist, Parties, democracy, republic, monarchy, dictatorship, Hindu-kingdom and any of such alternatives, this majority has the greatest power in the country and none of the old players can reach their heart, as they all use pressure and violence as a tool to reach their aims. To raise the consciousness of this majority of the Nepalese population to the role they have to take up in any potentially somehow successful democratic system it is needed that these open minded, global thinking, local acting, young people finally raise their voice and start to develop some true alternative solution to the current problem.
Nepal does not need more Miss and Mister Teen Beauty heroes, Nepal bitterly needs a smart, young communicator, who is able to bridge the enourmous ethnical, cutural and political differences and to communicate a new, modern state identity, to which the silent majority can fullheartedly aggree. A new Nepali common sense must be found and communicated fastly to prevent the recent golden chance from slipping into the old blood-thirsty wargame again and again.
Everybody in Nepal knows, how big changes the fifteen years of partial democracy have brought in the feeling and thinking of all Nepalis. Someone, who represents these changes, which even have affected the most remote areas of Nepal, as this change happens in the mind, someone representing this new, from the roots democratic Nepal has to stand up and do the necessary uniting work.
Where are the modern shamans of Nepal now, who can in virtue use the powers of media to transport a completely new message, less politically adjusted, not calling for war, but for true reunion of the society. Healing of the complex soul of the Nepali society is the urgent need of the hour, may the countless gods and goddesses of the countless religious and spiritual believes existing since ancient times in Nepal finally give birth to a completely new leadership for the still so immature young but hopefully this time truely rooted democratic Nepal.

Very good wrting. I would also like to see new generation as leaders not the deadwood leaders like Girija and makune all the time. We are very fed up with their tactics of corruption for themselves and the party. The country and people in fact never came to their agenda. Girirja seems to be very sentimental at the fag end of his career but his full time was involved in corruption and misuse of power. Now before dying, it is like MARNE BELAMA HARIYO KANKRO.
But if he could convince the maoists to lay down the arms and hold the CA elections in free and fair manner, that will be his goodbye gift to all Nepalese. He will be immortal in the minds and hearts of all Nepalese.But it is not that easy because of the stubburnness of the maoists.

You seem to have sumed up democracy as simply a system that promotes our freemdom to express ourselves without restriction. However, i think with the right of expression comes some responsibilities aswell. I hope you understand that. For me, democracy simply means “EQUAL, CONSISTANT AND IMPARTIAL JUSTICE FOR ALL”. Any system that can guarantee this is in fact a complete democracy. At the moment our judicial system is in complete shambles. When we have competent, efficient and impartial judicial system all the corrupt and inefficient leaders will be brought to justice by the people. Even when you talk about individual’s right (like freedom of expression), these rights can not be protected unless we have a better judicial system. In other words, it is not the parliament that protects our right assured by the constitution but instead the judicial system. When we are confident of justice when someone does something wrong to us and absence of fear when we have done nothing wrong, that will be the begining of a democratic system. Do you see that happening any time soon? i dont. For the poor, elections, freedom of speech, right to information (and others) dont mean a thing when police officers can beat them up for no apparent reason and they have nowhere to go to seek protection and justice. For the poor at the moment (or without proper judicial system), democracy simply means one dictator is replaced by another every five years. In Nepal even conduction of elections are not predictable. Democracy is when the people can decide which person leads their country to prosperity. However, in nepal prime minister simply has to be voted by one small district and be declared as a pm by their party. PM need to be elected by the entire nation where each party will nominate a candidate for the pm’s post. When anyone (including the current PM) should lose an election for PM’s post he should not be allowed to run again. This will also ensure that democratic functions are maintained even within the parties. This will also give enough encouragement to the young and aspiring leaders.

You have claimed the maoists to be undemocratic which is understandable. Even by reading this thread one can easily conclude that no one trusts the Maoists especiall with their arms intact. Agreed. However, these issues should have been addressed when or before making the twelve point agreement. The fact that they did make the agreement proves that the SPA did trust the moaists to abide by the universal values of democracy and the agreement does at no point demands the maoists to lay down their arms before the election for CA. I am in no way supporting the maoists but simply trying to point out where the mistake was made. You also claim that the King’s rule was undemocratic or autocratic, i would request you to give an example. How is the present government more democratic than the last one?

Look, no matter what you are trying to say, it will be the old powers that will eventually decide Nepal’s future. Even if we have election for CA, it will be the people voting the candidates nominated by the parties who will eventually draw up the new constitution.

Look if the youth want to be heard they first need to say something. Youth who want to be involved in politics need be involved in politics. There is not point complaining that you never win lotteries if you do not buy any lottery tickets, is there?

In a time of peace, when civilized society behaves according to societal norms, and thinking men reason together, this is a valid argument. However,in time of war, such as now, societal norms are put on hold for the duration, and civilized behavior is only a fond distant memory. This will be settled only through more war and killing and the demise of one side or the other. I do not wish to live under the control of a gang of murderous gangsters so I choose to take my place on the side of our Nepal Army and may God help us save Nepal.
