Unification of Nepali Congress: Demand Democracy Within Party

This is the right time for Kangressies of both sides to raise the issue of internal democracy in the party. Will Koirala give SPACE to opposing voices in the organization?

No wonder Girija Prasad Koirala is a master politician even if he has some serious shortcomings. See how he is dealing with the Maoists and closely watch his recent moves related to the unification of two Nepali Congresses. He is all focused on unifying the parties. The president of Nepali Congress who is also the Prime Minister is talking about the party unification and the Maoist arms management (a critical development which will follow the CA election) side by side. As we all know, Nepal is heading for the election of constituent assembly and you don’t have to be an electoral expert to predict that the competition will be between communist and congress themselves. To survive the CA election, Nepali Congress and Nepali Congress (Democratic) need to be united. Sher Bahadur Deuba, president of NC (D) who split the party apparently as part of a grand royal conspiracy to weaken the country’s biggest democratic political force, has responded yesterday to the call made by Koirala enthusiastically.

(Koirala’s unification call in February 2004 was ignored by the NC (D) leaders saying it was aimed at merging the breakaway group without recognizing its separate existence and without giving its leaders dignified positions in a unified party. But the time has changed by now. It is also suspected that the sudden talk of unification is gaining unexpected momentum because of the American pressure on both sides. America definitely doesn’t want to see Maoists or any other communist force emerge victorious in the CA elections the unification of Congresses is the only way to stop communists from taking over the control of Constituent Assembly.)

So the talk is about dignified unification and Deuba, amazingly, wants to sort out some ideological differences which include, according to both Congress insiders, Koirala’s stand on ceremonial monarchy. NC (D) has already decided to go for democratic republicanism. The party didn’t split on any ideological differences and people hope that this difference will be sorted out once Koirala agrees that the fate of monarchy should be decided by the CA election. And Koirala has already hinted that the same will be the case. (Yesterday in his hometown Biratnagar, Koirala said that the country will become a republic if if Nepali people decide to go for that.) Therefore it will be no surprise if we hear the news of Kangressi Ekata in the next few days.

The much talked about word in the unification process is dignity which could also be understood as bhagbanda of posts for the leaders of both sides. It is also about providing dignified space to opposing voices to within the party. The paradox of Nepali Congress is that the organization is the biggest democratic force of the country that has led three successful pro-democracy movements in Nepal. But there is no democracy in the party itself and every time democracy is derailed in the country, the undemocratic tradition within the party is blamed for it. This is the right time for Kangressies of both sides to raise the issue of internal democracy in the party. Just people are talking about reforming and democratizing Nepali Army, Kangressies should focus their voices on introducing loktantra in the party organization and decision making process.

The Nepali Congress party is not only a historic party but it has also shaped Nepal’s history since its inception in January 1947. The party deserves accolades for its resilience and commitment to democracy. No other party has been so consistent on democratic ideals and principles, and probably no other party in the whole world has been successful to lead the fight for democracy against the autocratic rulers and win three times within sixty years. However, the country’s biggest and most trusted democratic party has a bad reputation regarding intra-party democracy. The party leadership is dictatorial, causing many splinter groups in the past. The NC’s most bitter fraction was when erstwhile prime minister Sher Bahadur Deuba split the party and created Nepali Congress (Democratic). Thankfully, the NC that is famous for being united at the time of crisis and fragmented when in the government is talking about unification when they are in power.

The unification of the NC and NC (D) at this juncture is vital for the survival of democracy. Astute politician Girija Prasad Koirala should be praised for his timely move for unification. If these parties compete in the elections to the Constituent Assembly, the result will tilt in favor of the groups that would prefer to establish one-party authoritarian rule. Hence, we urge both the parties to expedite unification process urgently, because it takes time. More than the top level, at the grassroots level there are many rough edges, the smoothening of which will require time and careful dealings. Thankfully, Koirala has said that the parties would be united prior to the conclusion of the peace process, and he has also promised to provide respectable positions to all the party leaders and the cadres.

The unification of NC and NC (D) will be a big achievement to strengthen democracy, but unification alone is not going to solve the political problems. Girija Prasad Koirala will certainly be remembered as one of the greatest leaders of all time if he succeeds in maintaining peace, and unifying the party. However, his mission would be complete only if he manages to give sustained democracy to the people. Democracy would be strengthened only if the political parties behaved responsibly and became truly accountable to the people. Hence, Koirala’s third and most important goal should be to make his party more transparent and accountable. It’s the most difficult task. Political vision and fighting spirit are important, but financial honesty, integrity, morality, adhering to meritocracy, and giving up nepotism and favoritism are indispensable. Let us hope the unified NC would value these issues, and would help Nepal enjoy a sustained peace and democracy.

  1. It seems that thare is a majority of Communists in nepal right now with the maoists and UML and other small communists. So, this unification will raise the standard of democracy loving people and voters. This will also raise the hopes of Royalists.But Deuba as a human robot can again sabotage this sort of unification by going to the Palace again.He can go any extent to be PM again and spoil the whole show.

    KATHMANDU, Aug 5 – The Central Working Committee meeting of the Nepali Congress (Democratic) (NC-D) on Friday came up with 21-point suggestions for submission to the Interim Constitution Drafting Committee (ICDC), having reached the conclusion that the party would go for a federal democratic republican set up.

    “The prime objective of the Constituent Assembly (CA) elections is to establish a federal democratic republican state system and make it an inclusive and participatory democratic system in practice,” NC-D General Secretary Bimalendra NidhiNidhi said. In this regard, the NC-D might call a Mahasamiti meeting to endorse its proposal before going for a constituent assembly, he added. Though the CPN-UML, has decided to go for a democratic republic, the Nepali Congress has left it to the constituent assembly elections to decide.

    Likewise, NC-D has said the fate of the monarchy should be decided through either a referendum or constituent assembly polls. According to Nidhi, NC-D has suggested that the exiting parliament should remain intact until and unless the SPA and the Maoists reach an agreement and form “an alternative parliament” after managing the Maoists arms.

  4. Congress unification and internal democracy are two different things.
    -Unification is not surprising as its the same batch of politicians. GPK, Sher Bdr, Khum Bdr, Gachhadar and Sujata Jost Koirala if not united will lose their legitimacy in election in the matter of 2/3 years. Why not add Surya Bdr, Lokendra and Pashupati shamsher in congress? anyways they act exactly the same
    -Forget internal democracy. First let the politicians fix the civile war of the last 10 yrs

  5. If the commies can have a United front. The left of centre socialist democrats had better buckle up and have a democratic alliance as well. I think it is the right move at the right time, and why not bring in Pashupati’s RPP and Surya Bahadur’s Janashakti and Kuber Sharma’s Hariyali, Satbhavana, and other such parties like the Shanti party into this alliance as well. This would be even a better move.

The concern of limbu is true.Our country is being taken over by communists and their false agenda.Even the so called NAGARIK SAMAJ is actually a conglomerate of communists(except for Mr.Pandey,if i may say).We all know padma ratna,i heard his speech once,from that day on i know HE IS A MAOIST!!,shyam shrestha,dr.dhital…etc all are whole timers.
    Unification of Nepali Cogress is a necessity.Earlier it happens better for the country.

  8. Yeah, call it unification but it is because of perceived necessity and under compulsion;therefore, it will be short lived and will not get a desired result- purely temporary bandage.

    Do not think Maoist do not know where all this is heading and they are prepared. The end result is ” as usual.”

    This is not a sustainable remedy but a temporary correction if you look back into the past. Maoist are quite well aware and do have the startegy to thwart this effort. All may look goody goody but crux of the matter will continue to exist. It may sound downer but thats all I see it.

  9. We Nepalis are generally democratic and if the two congress parties unite, it will limit our option and lets the NC (united) be the only big democratic force again. They have cost us a lot of time and energy when they broke up and it is not a childs game. Break up one day and unite the other. This is playing games with the emotions of Nepali people. The democratic parties in Nepal (as opposed to communist parties) the better it is for the people.

  10. As correctly pointed by many, unification of NC and NC(D) is done just for the sake of countering the communists in the polls.
    If unification is done just due to pressures from from MR MORIARTY and co then GOD SAVE NC AND NC(D).
    I hope prime minister Koirala understands GRAND DESIGN of his pal MORIARTY before nepali people sweep him and his party even before the king.

  11. There is no way out to democratic forces except to unite against the maoism. The first target of communism is king and its army in every revolution of the world, then after democratic forces. Now the communist started to attack democratic forces in the name of civil society and threatening to start Janaandolan-3. People are finding themselves confused with these civil societies, so democractic forces should be ready to protect itself from these so-called civil society first. Now the ball is in the hand of NC and NC(D) and its future democratic partners to protect from the maoism-rule in the country. But differences yet to be find out by the people who is good and bad for this country.

  13. OK, if NC and NC(D) did get united, this will make America and India happy and of course the person who will benefit the most is without the doubt, Girija Prasad Koirala. But this is not the end. Girija still has some unfinished business and he sure knows that he can achieve only by uniting the NC and NC(D) to become the most powerful party in the country.
    However, as a Nepali I will still not hope for the good things to come. If the Maoists don’t win, during the CA, who can guarantee that they won’t go back to the jungle and pick up arms once again? Can Girija assure 20Million Nepali citizens that the dark days are over?

  14. What America or India thinks is not important. It’s our future at sake. GPK will use any card to gain power. He will be India’s man in Nepal if we allow it. The Maoists will not disarm or return any seized land. The fighting WILL resume and the Nepal Army must be able to win. Finding good command for the Army is what is most important now. Forget SPA.

  15. This country has already collapsed. THere is no law and order and the government seems almost non existant. At the moment SPA is not acting as a government but instead a negotiating team which is able to do nothing but talk with the maoists. They have done nothing at all. They have hiked the petrol price (which they always apposed and protested on the streets violently during the previous governmetn). The petrol price hike itself smells of grand corruption. Just imagine a petrol pump can store around 40000 litres of petrol. And with around Rs. 15 hike you can calculate how much money they are making at the moment

    The main issue that should be understood is that party started breaking after Senior and dedicated leaders who fought during the 30 year Panchayati regime were neglected.

    It is noteworthy that Girija Prasad Koirala has also commented that in the unified party, leadership will be given in District Levels especially based on the Seniortiy of its members.

  19. Oh by the way……..both parties should rid itslef of corrupt leaders and Chaitye congressis i.e. thsoe pseudo leaders and activists who entered the party to destroy the party after 2046 revolution.
    Many of them are still surrounding Girja as well as Deuba.

    GIVE PRIORITY TO DEDICATED AND SENIOR LEADERS. BRING THOSE LEADERS WHO ARE NON CORRUPT.

    this is the main plan of Girija, in name of anti-communist he will accumulate a large sum of dollars and show his ass to James F moriarty , the americans will be fooled while trying to fool Nepalese politics and Nepalese.
    I bet there won’t be resonable unification other than money making business and looting of americans…..the americans will see the ass of Girija in return of their mission.

    Is ‘America’ a mantra for you? Are you Iranian or North Korean? The issue is Nepal: Maoist or not? No, America doesn’t want to see a communist state, neither does India. But we are the ones who have to decide the matter, and I’m afraid it will be on the field of battle. Unfortunately the Maoists’ terrorist tactics make the field of battle anywhere, including our children’s schools.

  22. It has been learnt that Bush administration doesnot want any country to be communist or strict muslim. It has thier own political interests which dont need to be mentioned.
    But it is so absurd that Bush admistration still doesnot have problem with Pakistani army regime (what a democratic it is!). Personally I have never heard or read any human right violation cases Saudi Arabia in my life. Pakistan is following the same path. It’s not easy to see that America uses human right issue to enfluence others. It’s for sure Saudi has muslim regime and thousands of Human right violation cases is happenning. But who is that to hide? Just because of being strongest NATO Arabic ally. Thus what I wanna say is America just wanna control others . Once you are bitch of US, Pakistan is democratic and So is Saudi. In case of Nepal, Us wants someone to be in power who has good relation with them, most probably Deuwa or Koirala is some extents.

    It is nice to have unification if it is intended for good faith and sincerity. There are very many people in both Nepali Congress parties ( Girija and Deuba) though both party head are rotten eggs. But unfortunately these both leaders are not dependable, it seems they are uniting to put the agenda of the Moritary, King and Pancha’s ( Kamal Thapa and et al) agenda of giving a King space in Nepali politics. If it is so it is agin betrayal to the Nepali people and true caders of both parties.
