Tale of Two Movements

Future of Nepal has gone in the wrong hands

By Mahesh Poudyal

After the euphoria of the so called April Revolution, the nation and its citizens seem to be slowly getting back into the reality of the situation. Especially their belief (if they ever truly believed) that the same incompetent and corrupt politicians would take the country out of the quagmire towards a brighter future is being shattered—those they helped into power have started showing their true face. The leader of this pack of incompetent politicians—no matter what his supporter would like to believe him as—is undoubtedly Prime Minister Girija Prasad Koirala. He has been the one who is trusted at every crucial period in the country’s political landscape post-1990, and he is without a doubt the one who has betrayed the peoples trust in him the most. Let us go through a few of his political sins— so to speak.

After the first general election following the 1990 revolution, GP Koirala was chosen the leader of NC to head a majority government for the NC, making him the first elected PM of Nepal post-1990 democratic era. Within a couple of years we witnessed scandals after scandals – from Dhamija kanda to Tanakpur kanda— very little progress in country’s socio-economic and political development. The same period saw the rise of corrupt politicians in Chiranjibi Wagle, Govind Raj Joshi, Khum Bahadur Khadka et al. The example set by the opposition wasn’t that good either – instead of playing the role of a strong and credible opposition in the parliament, they took it to the streets on every occasion of discontent, with numerous Nepal Bandhs crippling the economy. Strangely, within three years, the majority government of GP Koirala fell with MPs of his own party revolting against him. Who is to blame for this failure? I blame Mr Koirala himself. He was the one given responsibility by his party and by the people to lead the country in a new democratic era. Instead, he chose to put his own interest over that of the nation, put a blind eye to all the corruption within his government and beyond. And when the matter came to him, he chose to dissolve the parliament rather than looking for a compromise solution within his party which had a majority seat in the parliament. The example he set then has been followed time and again ever since.

The second crucial period in Nepal’s political landscape was the royal palace massacre, in which everybody but Gyanendra’s family died, and Mr GP Koirala was the PM at that time as well. The murder of everybody but Gyanendra’s family smelled fishy to everybody else but those in power. GP Koirala, being the PM, supposedly with the “real” power, couldn’t take a stance against Gyanendra to order a full enquiry into the massacre. He wasn’t strong enough to tell Gyanendra that the monarchy’s relevance was finished with the murder of King Birendra and his family, and that until full and proper investigation of the palace massacre, no proclamation will be made on the successor. Instead he was quick to proclaim Gyanendra a king. I am sure many of our generation like me were wishing an end to the monarchy there and then after the palace massacre. Instead, under GP Koirala, we found ourselves betrayed once again with a mock investigation by another rotten politician post-1990, Taranath Ranabhat, into the palace massacre, blaming everything on Dipendra and clearing way for Gyanendra and his cronies to assume power without any hindrance. It was like feeding snake the milk, only to find oneself being bitten by that same snake, as we saw GP Koirala not lasting long in power after Gyanendra became the king.

I think it is quite scary to see that same person, GP Koirala, as PM at this crucial juncture in our country’s political landscape. If we are to look into his actions during his previous reigns as PM, it becomes clear that he cannot take strong and decisive actions when it matters. No matter how politically strong people see him as (and within his own party, he is undoubtedly very strong), he has turned out to be rather weak when it comes to taking a stance against the rich and the powerful (like Gyanendra), taking strong decisive actions in country’s interest (like sacking corrupt ministers from his cabinet). Now, at yet another time of need, he is starting to show his weakness – by talking in favour of keeping monarchy when majority of the people seem to be against it. Has he forgotten what Gyanendra did to our country and the political system since becoming the king? It is rather ironic that people like GP Koirala are in power today because of the April Revolution, which is still being remembered for its anti-monarchy slogans. The parliament was revived not for the MPs to usurp the allowances and conduct petty debates and make laughable decisions (such as making COAS take oath to the Speaker, only to see him disobey government directives time and again) but for making decisions on constituent assembly election, interim constitution, interim government etc. Now, they all seem to have forgotten the purpose of the House revival and are content with the allowances and the benefits they are getting.

Who should we blame for all this? I blame the leader of the pack – GP Koirala. His lack of strong leadership and willingness to take strong and decisive actions when needed clearly shows that he is not up for the responsibility he is given. He has betrayed peoples’ trust many times before and there is no guarantee he wouldn’t do so again, especially judging by the remarks like that he made recently about “giving monarchy a space”. It is clear that the members in his cabinet, like Amik Serchan, are not happy with his remarks or the slow pace of progress made under his leadership in resolving the country’s political problem. Furthermore, Baburam Bhattarai’s response to GP Koirala’s remarks on monarchy signals to a difficult period ahead, which will certainly require a strong credible leader to take the country in the direction of a peaceful resolution of the conflict and to a brighter future. I am not sure GP Koirala is that leader. Nepal and Nepalese will probably be better off getting rid of this octogenarian now – before it is too late, before we are betrayed again.

I fully agree with the author’s opinion on GPK. I always think that Koirala became PM four times before this.During his time as PM, we saw more downturn than progress and prosperity. At a crucial time, he is incompetent to deliver. He seems to be strong, but does not have any vision of his own. Only Mahesh or Mahat has to inject him some juice of vision.

A leader must posses his own political leadership quality which he lacks. So he is like a local Bihari-type leader than a statesman. We need a true statasman in such an hour of political crisis.

I 100 percent agree with the author. There is no vision in Girija for leading the country at this hour of crisis.

Girija can not lead the country and make prosperous the citizen. He has ruled from 1990 and he is still rulling till expire his life. Its ridiculous to see on the scene such a octogenarian who dont have any vision for the country and people.

The situation of nepal is now :

    1. Girija will not improve the well being of nepal and nepalese.

    2. Gradually nepalese are going on the pocket of dictatorship and terrorist.

    3. Dont expect the bright future on the coming day, may be its for – civil war or rise of criminal group.

    4. Royal regime will be wiped out forever.

    5. Dont bark on the name of civil society – you are over confident on maoist terrorist.

The time for radical changes has come. We must pass laws that forbid any person from becoming a prime minister for more than two times. People, not a party, should be given the chance to elect their prime minister through popular vote. And the prime minister should be guaranteed the chance to complete his term- unless he/she commits acts that are against the spirit of the state and it is proven. When this political set up is established, we never have to worry about this kind of useless person always wrestling for power.

At least this author recognises without stating it (for obvious reasons) that the King had no choice but to do what he did in Feb 2005. Time and again in this blog since Feb. 1 2005, people have been saying the King did what he had to do because of people like GP Koirala and his antics. The King unfortunately could not do much to cure a cancer which had already reached it’s last stage, and when “doctors” were not only refusing to operate but were infact doing their level best to sabbotage the operation. The result is the a complete collapse of Nepal as a nation state. Unfortunately, the author who is probably one of those misguided communists republicans had dragged the monarchy into this debate as well, when it was stated that it is infact people like GP and corrupt leaders who dragged the country down well before Gyanendra became King.
The maoists who this author fails to mention as another factor for dragging this country down into a deeper abyss should have also been given their due responsibility for the state of affairs in this article (but maybe the author believes in their philosophy, so it is quite obvious why he avoids the issue).
Time is for a new generation of leaders to take the helm – and no Mr. Poudyal I don’t mean Prachanda and Baburam Bhattarai and their dinosaur ideas.
If the people choose a republic through a referendum, so be it, but this new generation of leaders have to set the stage for a vibrant multi party democracy as well, and should give no room for totalitarian ideas and definitely no room for armed groups holding the country hostage time and again.

Great analysis by Mahesh Poudyal. kp should know by now that Maoist is the result of the failure of 1990 democracy. And Girija is the big part of it.

Shree Shrestha should know that whatever the cause, the maoists and their methods are still unjustifiable and cannot be candidly justified like you seem to do.
Such articles, although true, serve no positive purpose in this point in time, infact it could do the reverse.
Further, one hopes that people like yourselves and the author as well understand the full implications regarding the unfolding of events and believes that there should be no compromise regarding the decommisssioning of the maoists arms before the elections. Otherwise, just keeping maoists with their arms in camps will not clear the intimidation factor during elections especially in the villages. Even the corrupt and totally morally banckrupt SPA understand this. And if the SPA are to proceed with agreement to the shrewd maoists tactics without giving up their arms, the SPA probably already know that they will be wiped out in the elections and probably wiped out altogether thereafter. The catch 22 is the party workers and leadership may also be wiped out if the peace talks fail as they will definitely be the first and easiest targets for the maoists. On the other hand if the maoists lay down arms, there is the risk that these murderers could be decimated by the people, however, the chances of this happening with the government and the international community accepting the maoists as a legitimate party after laying down of arms is less likely and therefore is the path of least resistance or if you will the safest passage for all concerned.

    Hello!
Thanks for the comments and good to see a gentlemanly debate here, and less of name-calling and finger-pointing for a change. I would just like to clarify/answer a few points on kp-ji‘s comments:

At least this author recognises without stating it (for obvious reasons) that the King had no choice but to do what he did in Feb 2005.

I don’t think Gyanendra had no choice but to do what he did in Feb 2005. You cannot supress democratic aspirations of the people just because you don’t agree with a few corrupt politicians. If indeed Gyanendra was trying to be a “benevolent dictator” and was trying to “cure the cancer” as you say he was then why spend nearly the country’s development budget for a year in luxuries like the Rolls-Royces, Harleys, bullet-proof Jaguars, and month-long African safari? He might even have persuaded the likes of Prachandas and Bhattarais to the negotiating table if he had splashed that amount for the purpose, don’t you think?

And for your knowledge, I am no “misguided communists republican” – I am just a simple Nepali with an opinion on politics in my country. No more, certainly no less.

The maoists who this author fails to mention as another factor for dragging this country down into a deeper abyss should have also been given their due responsibility for the state of affairs in this article (but maybe the author believes in their philosophy, so it is quite obvious why he avoids the issue).

I deliberately avoided the Maoist issue in this article because it is about GP Koirala and NOT about the Maoist. I have tried to voice my opinions about the Maoist issues elsewhere, and NO I don’t believe in any form of armed-struggle, abuses of human rights, intoleration of ideas or anything like that – quite the contrary.

I agree time is for new generation of leaders to “take the helm” as you put it, and I also agree Prachanda and Baburam don’t fall among those next-generation-leaders. But the first struggle will be to make parties like NC, UML, and even the Maoist internally democratic so that the next generation of leaders have any chance of replacing old stooges like GP Koirala, MK Nepal, and indeed Prachanda and Baburam.

Before we were facing two different antagonists:
King (plus Miltary) against Maoists. Now we are facing: visionless politicians versus Maoists. For the people, there is no basic change. Military is at the crossroad. It has said it will support democracy but to what extent, we do not know. If Nepal would be declared a republic, what will be the stand of the Military.Whether the military can, with its present leadership, adapt to the situation ?

Seeing all this and health of PM, we are nearing a desaster.

Until the Maoists give up arms, nothing is going to happen in this country. So, they should talk of when and how to leave arms. All others things are secondary. The monarchy is needed in Nepal and it is because of the monarchy that we lived up to be a sovereign country for 300 years. Let’s accept this fact. Democracy is also needed. So the only villians are the Maoists. When they give up arms is the crucial question.

I am for election all the way.
    1. Prime Minister will be elected by people not selected by party. It will be for one term of six years. In the event the King abdicated Prime Minister will be the President and move to Narayanhiti Palace. If people decide to vote for Prachanda I am okay with that too.
    2. People will elect 75 members for the National Assembly from 75 districts for one term of six years.
    3. People will elect the members for the House of Representative (one representative per 100,000 people).
    4. The parliament will never be dissolved for whatever reason.

We can always argue about which one of the Royalists, SPAs, or Maoists are worst in our lives. But it won’t help us. Let us have election and we will decide our own fate.
Right now we are talking about Interim Constitution, Interim Election, Interim Parliament. Rather we should go for election and deal with the Constitution later. The King and Royal Family is already boxed in and NA is coming around and accepting the ground reality.

This Masesh obviously knows nothing about Nepal or what the hell is going on.
It wasn’t because Girija couldn’t take a stance against the Monarchy when Birendra died that he was outsted. People were long dissatisfied with Girija – the curruption cases, problems within his own party etc. the palace massacare just tipped things over. And even when Raja G came to over people in Nepal certainly did not think the relavence of the monarchy was over. Don’t write anything that comes of of your butt, dude.
In reality Sher Badhur Deuba was far more responsible for Gyanendra taking over.
Masesh go and read what actually happened before you write a very subjective article with gross factual inaccuracies and try to pass if of as a legitimate piece of analysis.

“….In the last eight years of the parliament four years were under the ‘majority’ government of this very Girija Parsad Koirala. What did the ‘majority’ government actually do? Kneeling down before the Indian expansionists it concluded the traitorous Tanakpur treaty, openly cheating the whole Nepali people. Life of the people was shattered by the same majority government letting price rise and corruption go unbridled. Dozens were massacred in the heart of the capital in indiscriminate firing by the government when people were on peaceful demonstration. Is not the same so-called majority government of Girija which planted false cases, resorted to indiscriminate arrest and administered inhuman torture against political workers and mass of the people differing ideologically? Is not the same majority government which under the banner of privatisation handed over whatever industries were there in the country to the Indian bureaucratic capitalists and pauperised the country?…”

Haven’t we perfected the art of playing blame-game? The article is exact portrayal of our superior skill in this area.

Why do we forget that when we point a finger at someone, our own three fingers point back at us? It indicates our share of responsibility in failure of someone else is three times greater. And why do we forget that it was us who elected GP or Makune or those 205 MPs? If those people fail to deliver for whatever reasons, then it is our collective failure to choose correct leadership for our country. If they are responsible for present debacle, our share of responsibility is higher than theirs.

Have we done anything to rectify the anomaly? Nothing except bemoan their failures, list their failures for intellectual analysis and, of course, dish out rational solution.

Well, i am sure i have not even elected one prime minister yet. I have not made any electoral contributions to any of the present or past prime ministers. Yes, the PM needs to be elected by the entire nation. I agree.

The other thing is,what next generations? we do not have proper education system and hence no matter who comes to power (young or old) will not have the competency or skills to run the country. The next generation of leaders have all spent their school (college or UNI) life out on the streets instead of class rooms. They are not going to be competent or efficient.

We talk about GPK and how he is to blame for all the mistakes. Well Mr. Mahesh, is our democracy so weak that one person can single handedly destroy the entire system of representatives? Does it also mean that there is a serious flaw in our system? what if the new leader is as bad as GPK and holds on to the post of PM for another 10 years, can our nation survive another corrupt leader?

Whole game is destryoed by Gyanenedra. Why he had to do the Military coup of 1st Feb 05 ? Why he did not talk with SPA ? Why he gave chance to Maoists to collaborate with SPA ?

These questions are vital. So it is confirmed that gyanendra is mentally sick person. So he lost power, money and above all he completely destroyed the respect of people to Monarchy within 15 months of his direct random rule.

Monarchy is not only Gyanandra. To make Nepal, there were many brave people with PN Shah. A single person can not unify the country. So Nepal is not the property of Shahas and Ranas.

I can give you why Girirja could not be successful in Nepal. It is because GPK has made his life style to raise money for Congress. He keeps this money in his personal account or Sujat’s account or any trusted congressi’s account. He spends from there. As Yashir Arafat did his whole life, now you can not separate it whether it his personal money or the Party money. There are many Thekdars of money through corruption like Govind Joshi,Dr. Mahat, Laxman Ghimire, Sujata etc. They raise the money from Karmacharis. There is no dearth of Congressi Karmacharis. They generally announce tender for going to Bhansaar etc.and you have to give on the yearly basis to the Party. This has again bigun in the leadership of Sujata and Mahat.

From the above, we can reach the conclusion that we never progress under GPK. Naani dekhi laageko bani kahile Sudhridaina.

    Mr. Poudyal.

Some comments regarding yours addressed my way:

As per the purchases of these luxury items, even I feel it was over the top. But pray tell us Mr. Poudyal in the larger picture, besides being bad for PR, what does it have to do with the running of the country and trying to get the country back into the process of electoral politics by calling for elections? I do not remember the royal government talking about running the country forever, I think it was for three years and then reduced to two, and the parties were time and again asked to take part in elections with the registration for elections lasting till the last hour. Even the maoists have admitted that at the behest of the SPA they were asked to help to sabotage everything the King attempted (no matter how positive it could have been), including the attacks on security personell (especially referring to the Thankot incident) – the same personnell who placed their lives at risk for these same morally banckrupt leaders during their regimes.
Also, regarding trying to get Prachanda and Baburam to the table for talks, I think your memory fails you as these leaders have said that when Feb. 1 happened they decided not to go to the King in any circumstances – since it is now clear they were cutting deals with the SPA behind the scenes, probably well before Feb. 1 took place (I remember, the likes of Madhav Nepal et al “visiting India” during the times of Sher Bahadur Deuba (PM) and Bharat Mohan Adhikari (DPM)).

    You also write:

“I deliberately avoided the Maoist issue in this article because it is about GP Koirala and NOT about the Maoist.”

BUT then you resume at length to spew venom on the likes of the King. Infact you spend half the article criticisng the palace. So why avoid the maoists?

Further, the timing of your article is not only suspect to me,(hence my reference to you as a “misguided communists republican”) but also as I mentioned, “serves no positive purpose in this point in time, infact it could do the reverse”.

However, I thank you for you response.

There’s much doubt about the future of Nepal.
I still think there are 4 parts to the story:
a weakened king, a half-strong SPA and a strong maoist, and a very strong India.

If proper coordination is lost between these forces, the tower will tumble, that is, there will be instability and a threat to sovereignity.

If u think the king is redundant, it may not be so as it may still help to keep the different people together. Already the demands for extra holidays, extra facility, and separate regions for different groups has surfaced. Soon the middle-class group will be burning themselves up for the lack of opportunities, like in India.

    If maoists can wage a war against the state (it was democratic Nepal then)which was being led by Girija and then suddenly make him a friend again to kick the King out then why can not Girija do the same to the maoists.

We are moving toward visionless dark side. If the maoist and SPA had good understanding then why they still not trust to each other? Why maoist not agree to laydown their arms and join the government and head toward the CA with understanding? Why maoists are telling that they only laydown their arms after CA results and its feedback? Why they still not determine and confident about CA result? It clearly potrays that even after CA result if that is not become favourable to them then they might use Janaandolan-3 against the SPA. They first start with peace process and even international communities can do nothing during that situation because of their huge mass movement and crook strategies of public supports. We are seeing that during that time journalists and newspaper can do nothing except to write other things (THANGNE GAFF) instead of major issues of the country which they have already started. And SPA have no other choice except to bow-down their head or loose their candidates and see merging with maoist like in Panchayat. Anyway maoist going to rule this country but how many years maybe the question mark. I am seeing atleast 10 years. So, talking about other things give no sense at this moment.

If they take over they will rule for about 15 minutes before India annexes Nepal. We must not allow this to happen! Fight the Maoists, don’t lay down and give up!

That is why I was suggesting always in this blog that King made a blunder bu not talking with the SPA at that time. By doing that he could have isolated the Maoists internationaly and internally and at the same time saved his Monarchy. We could have also had a trial against the maoists for their crime killing 13000 people. But it is already the pages in the history.

So we have to depend on the thangne leaders who betrayed us for 12 years and wait for the rule of Maoists. There no alternative. Now how you can fight the Maoists when you have collaborated with them to bring Loktantra in the country ?

    PLEASE, SOME BODY EXPLAIN ME

What difference will be there if USA takes over Nepal as a state and turns all Nepalese to US citizens or Nepalese move to USA and take US citizenship as they are doing now? What difference will be if India does the same?

Who is to pain if Nepal is fragmented to several ethnic or language States or nations?

Where is the harm if Nepal takes English or any other language as official language as a common language is necessary to run a state?

And, last, please any of you explain me – what is nationality and what is its benefit to common people?

Raj, If you do not understand nationhood and homeland then you will not understand any explanation I can give.

Most of the brilliant Nepali students are either studying or emigrating. The semi-literate youth are going to foreign lands as a labor force, even some of them never to return.

That leaves half-frustrated, half-lost youth who dont know what to do?? join maoists? join mobs? join as “political karya-kartaz”?? burn tires?? idle away in cyber-cafez??

Nobody my friend seems to care about nationality ?? For there to be a nation, there needs to be integrity, unity, harmony, forgiveness, dedication, diligence, philantrophy, self-lessness…..

Please avoid this blog post, it is insulting to post something this random, and expect us to be busy while they think of something worthwhile. Let us get more relevant and have something more catchy, I am getting more and more disenchanted by this blog site.

The discussion seems to be deviating from what it started with here. But, there is not question in my mind that the Maobadis are the product of disfunctional government after 1990 which was most of the time headed by GPK. Well, had there not been 1990 movement, Baburam and Prachand would not have started what they did. So, for them, 1990 gave a lot.
For ordinary people, democracy didn’t really give anything since governance was a mess.

    oh my god,
    so much of analysis,
    too much of frustations…
straight forward, the main cause of Nepal’s darkness is due to KG,prachanda, and girija….
Girija created Maoists, KG fueled maoist at the beginning, Dhirendra wrote many letters..,
maoists and KG together with Dhirendra sold idols , rhinos, yarchagumba, etc. to buy arms.
Girija made poeple worship him to get jobs..all karmachari tantra was made ‘BHRATACHARI SANJAAL”….
all these bastards are Partners in crime….
I repeat “KG,Maoists and GIRIJA are PARTNERS IN CRIME”

Koirala is so corrupt that he makes the Maoist look good to many.

As soon Koirala dies, and I pray it is today, the Congress will fight among his Criminal-Clan for the Chair and the UML will emerge as the leading party to complete the 12-Point Agreement with the Mabadi.

G.K. stood as the Fake-Report on the Death or the “Real King” was read, and proved he was part of the Coup, NOW HE TRIES TO RE-PAY FALSE KING GYANENDRA .
AS SOON AS G.K. GOES, REAL DEMOCRACY WILL START TO BLOOM !!
