[House of Representatives (HoR) has unanimously endorsed the historic declaration called House Proclamation 2063.]
In a historic declaration, the House of Representative is minutes away from declaring itself the supreme body of Nepal and removing the king from the Supreme Commander of the Nepal Army (not Royal Nepal Army anymore) and bringing the king under the tax. There is no Hindu Kingdome in the world by constitution; Nepal has become the secular state. The declaration is indeed historic and empowered people in real sense.
Prime Minister’s Warning:
While tabling the proposal, Prime Minister Girija Prasad Koirala warned anyone trying to ignore the declaration will face tough actions from Nepali people. “This Proclamation has reflected the desire of the people and each and every word of the Proclamation is written with the blood of the martyrs who sacrificed their lives. If anyone dares to underestimate the House Proclamation 2063, will face dire consequences.” He also request people to cautiously watch the developments in the days to come. “I appeal to all the people to raise their voices against those who attempt to undermine the proclamation.” Koirala’s warning was indirectly addressed to the royal palace.
Koirala requested the speaker to read out the declaration citing his poor health. Speaker Subash Nembang read out the declaration amidst the constant applauds of the members of the house. Members of the Parliament clapped for as long as 30 seconds when speaker read that the current provision of the Supreme Commader of the Army was scrapped. They also welcome by long clap when speaker said that Royal Nepal Army will be renamed Nepal Army.
The declaration also states that all constitutional and legal provisions that conflict with the declaration will be declared void.
Lets listen to what Surya Bahadur Thapa, former Prime Minisgter and a traditional royalist, has to say on the discussion this afternoon (he is speaking as we are writing these lines): “As a citizen at the end of his life, today I am proud to be the member of a supreme and all powerful Parliament.”
This is the happiest day for me, a person who has suffered a lot [from the king] that people are being supreme here today. I am a son people and I am elated. I thank those young people who fought so hard in the Jana Andolan. We heartily welcome this declaration.
–Sher Bahadur Deuba, former Prime Minister who was sacked twice by autocratic king Gyanendra while speaking at the Parliament this afternoon. He is speaking in the discussion on the historic declaration as we write these lines .
Addressing the House in Hindi, Hridayesh Tripathi, leader of Nepal Sadhbhavana Party (Anandidevi) welcomed the declaration.

Army and all other security limbs of the state brought under the direct control of the HoR

Rajparishad scrapped, its duties and responsibilities will be exercised by the HoR
Parliament to formulate, amend, and annul the laws deciding the heir to the throne
All executive rights of the state vested only in the Council of Ministers
Prime Minister will summon the House session and Speaker will end the session on PM’s recommendation
Parliament to decide Royal Palace expenditures and other facilities
Private property and income of the king to be taxed as per the existing laws
Questions can be raised in parliament and in a court of law against the king’s unconstitutional and illegal actions
The Royal Household Service scrapped, civil servants to replace Royal Household Service employees
The Council of Ministers to decide the security arrangement of the Royal Palace
The provisions of the Constitution of Nepal 1990 and other laws which contravene the House Proclamation will be null and void to the extent of contravention

Great, great steps towards a true democracy! I am very happy and I am sure all true Nepalis feel the same too.
Like Girija has warned the next five/six months are crucial as royal reactionaries might attempt something to get their power pack. The Nepali people must be alert! I want the top brass of the old army retired immediately as they are more loyal to the Palace. The Nepal Army’s connections with the palace must be completely severed.
On the Maoist front-this problem is yet to be solved. I read a report somewhere that India has agreed to the UN acting as observer for the ceasefire between the Maoists and the Army. If this report is true this is also great news. We should get the UN here as soon as possible-so that there is a deterrent for both the Maoists and the royal reactionaries to harm this movement.
Great great news! Long live a democratic and secular Nepal!

There is permutations of emotions from people so diverse, I am sure the Dalits are much more happy than the Rana’s, the Kirats happier than the Hindus etc. This gleeful outburst has not come out of our army taking over other countries, for from it, people have realized their power and used it to bulldoze their own oppresive system. In it you can feel the optimism, knowing there are problems their leaders have to confront, for better life. We are used to problems, daily problems and problem that is going to go on for lifetime, but this is certainly the time to celebrate, if there is any.

I think this is one of sadest moment of my life when the goverment declared a secular country. I beleive in everything the govement has proposed. Our country was build on HINDU principal. MARK MY WORD RELIGION does play a big part in my life and i am worried that after 10-15 years our country will be like India where people fight and kill for religion. I WORRY. How many Muslims are there in Nepal? I think it they amount to about 3% of the population. And these guys, according to people like Basanta, are going to cause riots here?
In India they number about 15%, that’s sizable, and more so in the urban areas where the riots took place. Plus there were centuries of greiviances. Plus the fact that Pakistan was carved out from India. Can you idiots not see that there was nothing like that in Nepal? Was any part of Nepal chopped up and given away to Muslims? Was Nepal under Muslim yoke for centuries and did Hindus have to pay taxes? Wake up.

The SPA completely skirted the issue of the accountability and transparency that the political parties must adhere to. Was there a single law passed or even mooted that makes them accountable? (Except of usual psycho-babble that they will respect people’s sentiment).
This situation is alarming since we may head towards ‘parliamentary dictatorship’ of the political parties in the name of making the Parliament supreme. The SPA failed to announce any law that makes their functioning as a political party and its books of accounts transparent as they have done regarding the Palace.
After this, I hope that the parties will
draw a line and so NO to the Maoists. We will see. The Maoists are of course demanding more and more, and it is time for the gvt to say NO. That means
1. NO to house dissolution
2. NO to dissolution of govt.
3. NO to CA with/out the arm disarmament.
4. NO to extortion and kidnapping
5. NO to allocating budget to support the militia before the negotiation.
6. NO to merging of the army without reaching to any comprehensive settlement.
The Maoists will start to play their games all the way to the CA elections and the
parties will now have to draw the line and start asking some tough questions.
