House Declared Supreme! King Will Pay Tax! Nepal A Secular Country! Army Under Parliament!

[House of Representatives (HoR) has unanimously endorsed the historic declaration called House Proclamation 2063.]

In a historic declaration, the House of Representative is minutes away from declaring itself the supreme body of Nepal and removing the king from the Supreme Commander of the Nepal Army (not Royal Nepal Army anymore) and bringing the king under the tax. There is no Hindu Kingdome in the world by constitution; Nepal has become the secular state. The declaration is indeed historic and empowered people in real sense.

Prime Minister’s Warning:

While tabling the proposal, Prime Minister Girija Prasad Koirala warned anyone trying to ignore the declaration will face tough actions from Nepali people. “This Proclamation has reflected the desire of the people and each and every word of the Proclamation is written with the blood of the martyrs who sacrificed their lives. If anyone dares to underestimate the House Proclamation 2063, will face dire consequences.” He also request people to cautiously watch the developments in the days to come. “I appeal to all the people to raise their voices against those who attempt to undermine the proclamation.” Koirala’s warning was indirectly addressed to the royal palace.

Koirala requested the speaker to read out the declaration citing his poor health. Speaker Subash Nembang read out the declaration amidst the constant applauds of the members of the house. Members of the Parliament clapped for as long as 30 seconds when speaker read that the current provision of the Supreme Commader of the Army was scrapped. They also welcome by long clap when speaker said that Royal Nepal Army will be renamed Nepal Army.

The declaration also states that all constitutional and legal provisions that conflict with the declaration will be declared void.

Lets listen to what Surya Bahadur Thapa, former Prime Minisgter and a traditional royalist, has to say on the discussion this afternoon (he is speaking as we are writing these lines): “As a citizen at the end of his life, today I am proud to be the member of a supreme and all powerful Parliament.”

This is the happiest day for me, a person who has suffered a lot [from the king] that people are being supreme here today. I am a son people and I am elated. I thank those young people who fought so hard in the Jana Andolan. We heartily welcome this declaration.

Sher Bahadur Deuba, former Prime Minister who was sacked twice by autocratic king Gyanendra while speaking at the Parliament this afternoon. He is speaking in the discussion on the historic declaration as we write these lines .

Addressing the House in Hindi, Hridayesh Tripathi, leader of Nepal Sadhbhavana Party (Anandidevi) welcomed the declaration.

Highlights of the House Declaration:

The name His Majesty’s Government of Nepal changed to Nepal Government

Nepal becomes a secular state

National anthem to be changed

Name of Royal Nepalese Army changed to Nepal Army

The post of Supreme-Commander-in-Chief of the army held by the king and the constitutional provision regarding the mobilisation of the army scrapped

Army and all other security limbs of the state brought under the direct control of the HoR

Council of Ministers to appoint the Chief of Army Staff

Rajparishad scrapped, its duties and responsibilities will be exercised by the HoR

Parliament to formulate, amend, and annul the laws deciding the heir to the throne

All executive rights of the state vested only in the Council of Ministers

Prime Minister will summon the House session and Speaker will end the session on PM’s recommendation

Parliament to decide Royal Palace expenditures and other facilities

Private property and income of the king to be taxed as per the existing laws

Questions can be raised in parliament and in a court of law against the king’s unconstitutional and illegal actions

The Royal Household Service scrapped, civil servants to replace Royal Household Service employees

The Council of Ministers to decide the security arrangement of the Royal Palace

The provisions of the Constitution of Nepal 1990 and other laws which contravene the House Proclamation will be null and void to the extent of contravention

    This is a revolution. But as Prime Minister Koirala has warned, we the people should be extra careful. Reactionaries and royalists can fight back at any moment. We shouldn’t leave the streets. We should be constantly monitoring the situation. By the way, has the army moved out of the royal palace by now? Has they started packing at least? It’s been already an hour or so that the declaration has been tabled.

    Has the tax office prepared itself for a surprise inspection of king’s properties? I am eager to know.

    And will the cabinet fire the current Chief of the Army Staff in its first meeting now? Why don’t they convene an emergency cabinet meeting to replace the army leadership?

    This is a revolution but it has just begun. I request all people to be cautious while celebrating. Yes, I am also celebrating.

    now what about the power of the ministers? what will they do? buy brand new pajero’s for themselves? take a huge sum as salary? for rent? what about the people who sacrificed their lives for this day? what about their families.

    there is still a lot, whose fate is to be decided

    what happens, if in the future a ministers son commits a crime? will that son be put to justice?

    It is the French revolution which established the charter of citizens rights in 1789. Not the American declaration of Independence. I think declaration of Independence of US was in 1776.

    Any way I am VVVVVVVVVV….. happy about our proclamation in the parliament.People of Nepal are peaceful and they tolerated power sharing beween the King and the people from 1990. There was dual adminisration till now. Now it has been shelved in the history.

    I urge that the Ministry of Education should formulate the new school curriculum in which students should be tought the history of democratic struggle in Nepal.

    Can I propose one thing ? let us say TAPAIN to Everybody to everybody in Office everywhere from today.Let us not speak JYUNAR GARIBKSHYIO from today. It develops and promote equality among all citizens of a free country Nepal.

    I can’t believe it happened today. I am sooooo happy. Really, really happy. The king was like a snake and that has been contained. But that snake might raise its head. I agree with Supriya that we should be careful. We should closely guard this achievement that our parliament got today.

    Now I believe that Maoists should end the violence. Now we should restructure the Nepal Army by including Maoist army. That is the most important thing and biggest challange for us. Yes there is the election of constituent assembly too.

    1. MAOISTS ARE RECRUITING FOR PLA. THEY WANT TO REACH 100000 STRONG. PROMISING THEM THAT JOIN NOW AND YOU WILL BE PART OF THE NEPAL ARMY ONCE THE ARMY AND PLA MERGE.

    2. DABUR NEPAL IS TAKEN OVER BY MOISTS. THEY WANT DABUR TO EMPLOY 5000 OF THEIR PEOPLE.

    3. BANKS HAVE BEEN ASKED TO PAY 2000000 TO 10000000 DEPENDING ON THE BANK.

    4. BUSINESS PEOPLE HAVE BEEN EITHER ASKED TO PAY OR HOUSE AND FEED THOUSANDS OF THEIR CADRE OR ELSE THEY WILL HAVE THEIR HEADS AND BODIES SEPARATED.

    5. ESPECIALLY BUSINESS PEOPLE IN BIRGUNJ HAVE BEEN THREATENED THOROUGHLY.

    This is a great news. However, we should not be over elated since declaration is one thing and implementing it is another thing. We should still carefully watch all the events as they fold since they can still screw up. Centuries old ties of RNA to King cannot be cut off overnight. This is a gradual process and we need to see that the Government and Nepal army implements it.

    Also, Govt cannot be sidetracked with this declaration and implementing it. Our main goal is still negotiation with the Maoists and CA election.

    Guys and girls, let us not forget our main goal while this process is being implemented.

    The King is the least of our problems. How come therer is no coup and army attempts to take over after all this announcement?
    The main threat is the Maoists and noone is doing anything with them and each passing day their strength and atrocities are increasing.
    Ceasefire ? – “Yes but that does not mean we can not threaten and break legs – Maoist commander (Birgunj)”.

    This is GREAT but I wish the following points were included in the declaration also:

    Declare February 18th Election Day in Nepal.

    205 members of the House of Representatives, 75 members of the National Assembly (one from each district) and the Prime Minister should be elected by the general public.

    Term limits for the members of the National Assembly and for the Prime Minister
    must be one term of six years. Term limits for the members of the House must be three terms of two years.

    Elected Prime Minister will choose the Ministers and Assistant Ministers.

    Prime Minister, Ministers and Assistant Ministers should not be the members of National Assembly or the House.

    It was the stupidity of the leader in 1990 this couldn’t be done. Then they were still looking at kings face and waiting as a dog what ever king gives.
    New andolan has brought leaders to their senses and taken a BOLD step. Not looking at the kings face but understanding publics sentiment.
    But the things has just started. Its the responsibility of leaders now to build the nation.
    What is this maoists doing blackmailing businessmen. Maoists leaders don’t have control of their gurilla force or what?

    Scoop, thank you for reminding these kathmandu centric people of the realities re maoists “on the ground”. I am American and recently returned from a trip to eastern Nepal (near Jitpur). I was there for 6 days. The family I stayed with, old friends from when i worked in nepal full time in the 1990’s, told me in whispered tones of the threats that were still being made. They are NOT FREE, the Maoists HAVE NOT DISSAPEARED. If anything, they are upping their extortion, threats and just appearing more in public now, trying to do improve their public relations. who knows, maybe they hired a high power media consultant from the USA to improve their image in Kathmandu!! But kathmandu is not at all aware of the reality on the ground in much of Nepal.

    Stop your celebrating. You guys in Nepal celebrate way too soon…and then the dark reality hits. The maoists are not gone. They have not given up their weapons, their violence and their threats. And they are not planning to give it up anytime soon, not until their demands are fully met. And for them, that means a totalitarian state. Just look at how so many of these young maoist men and women out protesting seem brainwashed in their ideas. They will not willingly go into the night. They are hardened Maoists now.
