Down With Damn Deuba

Sher Bahadur Deuba is a royal palace agent in the Seven Party Alliance and, if his party doesn’t expel him, he should be kicked out of the Seven Party Alliance immediately.

Yes, we have seen the reincarnation of Dr. Tulsi Giri in the form of Sher Bahadur Deuba. And this is the worst form we have ever seen. We always knew that the Deuba was a key player in a conspiracy hatched in Narayanhitti Palace that surprisingly dissolved the parliament in May 2002. That was the date when the regression raised its face in Nepal. And we saw October 2002 when, as per the same conspiracy it seemed, the Prime Minister (Deuba) was fired. Deuba is the shin of Nepali democracy who introduced the notorious Pajero Project among other things. We also know that the palace is playing games, games to block the Parliament from making groundbreaking, historical and pro-people decisions. And the Palace has again used Deuba. And as per that plan Deuba created obstructions and the House of Representatives couldn’t even discuss on a proposal that would severely curtail the rights and privileges of the king.

So here is what urgently needs to be done: Sher Bahadur Deuba should be ignored and sidelines and expelled from the alliance. First he should be expelled from the Nepali Congress (Democratic). If that is not possible, NC D should be expelled from the Seven Party Alliance. There is no place for any royal agents in the alliance. Alliance should act as per the popular wish, not in the interests of the repressive royal palace.

First, Deuba says that the House of Representatives Proclamation should be passed by the full cabinet, and then he refuses to cooperate in the expansion of the cabinet in the excuse of holding the central committee meeting of his party. It is almost certain that Deuba will kill time, the precious time, so that the palace would benefit from the delay and Deuba should understand that Nepal can’t be the hostage of his party’s inability to decide about its candidate for the cabinet. We should not forget that Deuba recently tried to delay the House proceeding by creating unnecessary fuss over who should be the Speaker. It is unfortunate that the Alliance leader couldn’t understand Deuba when, from inside the jail (in fact a very comfortable room with all kinds of facilities) that he could do any compromise with the king to be back in power again. “Ma ta samjhautabadi hun,” Deuba had said in a Nepal Magazine interview. [I man a compromising man. I will compromise with the king again.] There is a saying in Nepali: Ikh nabhayeko chhoro ra bikh nabhayeko sarpa ekai hun. Deuba is the ‘ikh nabhaye ko chhoro’ who has no self respect.

[Deuba has refuted some reports that say he is delaying the process. But there are no basis to believe him.]

We know Deuba fought for democracy in Panchayat days but then we should remember that Dr. Tulsi Giri was a democrat too. He was a close confidant of B P Koirala. But some people, even good ones, deviate and take wrong path. Deuba is another example. What Deuba is saying? That King should continue remaining the Supreme Commander In-Chief of the Army? This is the lowest Deuba could go and he went. People of Nepal know very well that this government can function very well even without Deuba and his party in the cabinet. This is high time that the country took progressive decisions and move forward. Any obstacles should be promptly taken out and thrown away. Deuba has become a big obstacle. He should be thrown away. Otherwise, SPA leaders should know what the streets of Kathmandu are still volatile, people will come there anytime. And if they come, this time SPA will be their target, not the Narayanhitti Palace.

    I am really surprised how such a person could become PM three times. This is the reason what happened during 12 years of so called democracy in the country. I am always calling him robot in Daura Suruwal.I tnink some body pushed his botton and he started acting. Palace or he Americans ?

    Your article is interesting. I am waiting to see if some media or some parliament members will say what you are saying. UML will definately disagree with Deuba if what you say is true. Maoists will kill him.
    Like many others, I don’t want ‘ROYAL’ infront of anything in Nepal. SHAHA rules should be put in black list in hystory like RANA rules.
    I want to agree with you but you should say when and where Deuba said “That King should continue remaining the Supreme Commander In-Chief of the Army?” Did he say it after or before J-II?

    What just happened? 21 people died, country got screwed and for what? So that Deuba could get his seat and create obstacle for peace and prosperity for Nepali people. Who is this guy? He should be so embarrassed for him getting fired two times (even though it was a conspired move with the King) from the same job that he should quit.

    Deuba’s wife is connected to Royal family. Deuba has been getting a lot of bribes to delay the process in this critical Junction. Deuba should know that, Nepali people have sacrificed 21 lives for the sake of peace and one more life is not going to matter.

    Deuba thinks that he can come to power because the anti-communism sentiment of US would provide him a platform. I don’t think this will ever happen in forseeable future. There are some covert intentions behind the delay by NC-D. How can we accept peple who are incapable of making decision to lead a country? I think much of the failure of 12 year period is due to these characters.

    All the NC-D caders who have faith in democracy, this leader of yours is leading you nowhere. Kick him out. He doesn’t deserve to be a “leader”. This culprit is just buying time for palace and the monarchists.

    Reasons:
    • Tantrum he showed in recent mass rallies, TV interviews
    • Arrogance in last week issue of HoR
    • Sacked twice by KING .First in October 2002 and again in February 1, 2005. (Both time reasons were incompetence.)
    • Despite being sacked in October 2002 he joined king’s government again in June 2, 2004 (saying repression was corrected )

    So let’s say “NO” to Deuba in Nepalese politics.

    NC(D) has been created to split NC and to weaken Girija. 3 times PM and nobody seems to to see the game the royal palace and Deuba, the puppet, are playing. NC(D) can be merged with NC again but it is not in the interest of UML, so that is where Deuba gets some support, a Macchiavellian balance of power.

    Actually Deuba is “used” by the Royal Palace and the Americans. He wants to derail the process of democratization.When he became PM second time, he wanted to delay the elctions HOR to sit as PM for a long time to “help” the King. he is a conpirator. Do not give him any chance to conspire against the full democracy..

    I think it is better to expell Deuba Congress from the SPA. And it would be Six PA. In the parliament there would be no effect on the majority. NC and UML have enough members.So Deuba congress also loses as a separate party. He has to take the responsibilty of what he is talking and need to suffer for that.

    Personally I think Deuba should quit politics, but at the same time I don’t think the maoists should dictate what a democratic party should say and how they go about it. It is very sensitive times, and hurrying to do everything like in 1990 is not a good sign. Let the party and Deuba get the opportunity to explain what they mean. But I am sorry to say that the maoists have been calling all the shots from behind the scenes. They have done nothing to reciprocate the governments intentions and still extort and threaten. Why does everyone make such a huge hue and cry about Deuba rhetoric, who we know is an idiot at best, and sound like mice when it comes to the maoists and their activities as we speak?????

    Deuba should step down from party president and hand it to a younger generation leader.

    But sl you are right, the media is too quick to criticize one sentence soundbites from democrats but are scared shitless to say anything about the maoists who at this point in time is the only threat to democracy.

    I think enough pussyfooting with the maoists. It is time to set the record straight and demand they fulfil certain criteria like laying down of arms and stopping extortion immediately. Then we will really know what their intentions are.

    That is really a foolish comment of Mr. Wagle. He want to shake the peace of Nepal. I think, he is the spy or agent of Maoist.

    I agree Baburam that Nepali Congress_D party has not got people’s vote. Those forty some MP’s are there because of the Nepali Congress menifesto. People voted for them as a Neapali congress candidate to serve the nation,not to stand as a D party and oil Gyanendra’s balls.

    just because deuba did not agree to the parties 12 points agreement , that does not mean that the so-called supporters of the SPA resort to violence in the streets vandalising private property.
    On 16th afternoon, Teku witnessed some real threat from these demonstrators and they burnt tyres,pelted stones at the vehicles of people and barricaded the road. i wonder what kind of ” loktantra ” can these parties and their so-called islamic militant-like supporters give to the people of the country.
    the people of kathmandu are tired of these and the locals must unite to be bullied by these “pakhes” who are trying to intimidate us .
    Let there be loktantra and people of kathmandu must now demand their own autonomous region. the time to reckon for the newars have come- time to make their own decision- social , cultural and economical and not some bahun is going to tell us what to do.

    now he is pushing the palace and american agenda, which is to keep the king’s position and his power as commander of armed forces so that he can be used when required. he was in america before J-II getting his briefing from the americans.

    because of arjoo he is more attached to the palace than the people. if you want to know what he achieved in all his years in power, go see his house.

    An open letter to Mr. Sher Bahadur Deuba,

    Hello Mr. Deuba,

    Jaya Ganatantra Nepal. It was me campaigning to boycott your program when you were here in New York last month, especially the program at Columbia University. No Nepalese in New York took it seriously about my campaign, instead they attended it. I have already known the facts about you when I was in Nepal. I visited all six parties’ leaders except you, during my stay in Nepal and found out the reality about you and your politics.

    Mr. Deuba, I tell you the truth that you are an enemy of Democracy. You are another Gyanendra Shah. Why do you oppose to remove King from Army’s Commander-in-Chief? It’s that the US have taught you the lesson that they can dictate Nepal’s future with your help. Mr. Deuba, mind it that the people of Nepal have expressed their will. We declared that “We will burn the crown, and we will run the country.” But foreign powers led by the US are mounting what the Nepali people called “a new ploy to break the Nepalese people.”

    Mr. Deuba, the return to the status quo that existed four years ago is not what millions of demonstrators called for. In fact, it runs contrary to the determination to immediately end the monarchy once and for all that most observers agree has been the driving force behind the mass movement.

    There can be little doubt that the king’s announcement and its acceptance was the doing of the US and its partners. Immediately after the announcement was made, the BBC commented that a deal had been “brokered by foreign diplomats.” Assistant US Secretary of State Richard Boucher had bragged that American diplomats “are in touch with everybody, more with you right in Kathmandu, all the players, the political parties and the king” and “coordinating” with “other countries”.

    Now you are trying to save this evil King. The previous attempt to save the king came on 21 April, as the mounting tide against the monarchy tottered the throne. Gyanendra offered to allow the seven-party alliance to nominate a prime minister. That proposal would have changed nothing.

    For the last two and a half centuries and even since Nepal became a so-called constitutional monarchy in 1951, real political power has always remained in the hands of the king and his Royal Army. In 1990, in what was up until then the biggest social storm in the country’s history, a mass movement forced the palace to accept a parliament and prime minister, but the monarchy retained control. The present king has been appointing and dismissing prime ministers as he pleased since 2002. He has shamelessly centralized power in his own hands since February 2005. A new prime minister – let alone the royal reappointment of an old one – wouldn’t even restrict the king’s power.

    Mr. Deuba, beware that the US is more than meddling in Nepal’s internal affairs. To use an old cliché that has never been more fitting, making the opposition an offer it couldn’t refuse. US government is the main reason why the monarchy is still standing. Not only do it controls the economic destiny of this nation have made dependent, mounting intense direct political pressure. It’s not hard to imagine what kind of threats, spelled out or not, the ambassador issued to the party leaders. In fact, the meeting itself was an outrage, an expression of Nepal’s humiliated position. If some foreign governments tried to tell the leaders of the US Republican or British Labor Party what to do, the answer would be laughter – or war.

    Mr. Deuba I am telling you that this diplomatic intervention came with a threat that has been unspoken so far, but which all concerned knows is very real: military intervention. This is why the king and his big power backers had to come up with something else to tempt the seven parties into betraying the hopes of millions of Nepalis and splitting with the Maoists. The American government’s “salute to the people of Nepal’s courage and resolution in their struggle for democracy” was worse than hypocrisy. Those who attempt to thwart the people’s clearly expressed will are not in a position to give lessons about “democracy”. The “salute” was a cover for the efforts led by the US to impose a resolution to the country’s political crisis not in favor of the people’s wishes and interests but their own and you better know it right, Mr. Deuba.

    Mr. Deuba what happened in 1980, history is crystal clear, faced with an anti-monarchist mass upsurge; the palace diverted it by staging a referendum on the king’s powers. Gyanendra, then a young prince, blatantly organized a fraudulent vote count. The seven parties, however, accepted the results. This is an historical example to keep in mind when the parties and Gyanendra talk about holding another referendum. Nor should the talk of coming up with a new constitution under the continuation of the old regime be given much credit. Gyanendra never let the constitution adopted in 1990 tie his hands too much. After he sacked parliament the last time, he chose you twice as the PM and sacked you twice as well, sent you to jail, he justified his refusal to reinstate it with the excuse that its term under the constitution had expired. Now he has just as autocratically reinstated the parliament elected seven years ago and it’s prime minister, unconcerned with constitutional niceties.

    Mr. Deuba, we the people, made an agreement around a common program calling for the end of the monarchy, a constituent assembly and a new constitution for a democratic republic. If you don’t want to join our campaign, that’s ok but don’t advocate Monarchy now on. If the parties or democratic leaders make a deal with the king now, we will march against them. We don’t want a monarchy now. We warn you Mr. Deuba, not to betray our demand of Republic Nepal.

    We all know that the US, Britain and India have financed and armed the monarchy for decades. All three ostensibly cut off aid to the king after he dismissed the prime minister in February 2005, but high-level military meetings between the US armed forces and the Royal Army were carried out openly.

    The imperialists and India may or may not have any particular love for King Gyanendra as a person, but they have been stalwart, at least so far, in their belief that the monarchy is the best bulwark against revolution in Nepal.

    But whatever happens next, what the US and its partners are most determined to save is the old state structure and especially the Royal Nepal Army. The RNA military command has once again proved that it is the guarantor of the old order by willingly shedding the blood of the people, armed or completely unarmed, as in the past weeks. The representatives of the West and the regional bullies are unembarrassed about why they have taken this stand. When the conflict between the palace and the parliamentary parties is in a hotbed, US ambassador Moriarty urged the king and the parties to unite, pressure the king to restore democracy, to encourage the parties to stay together and to come up with a workable, functioning democracy. I think it’s very much the attitude of governments in the region, including India.

    Mr. Deuba, if you are a real politician of 21st century, then you should know that the upcoming new democratic state is not the parliamentary system as of before February 1 [2005] and October 4 [2002], but a forward-looking multiparty democratic republic with qualities that ensure wide participation of poor peasants and workers in the state power, autonomous rule for the oppressed nationalities, regions and Madhesi people [a particularly downtrodden nationality from the eastern Terai plains region along the Indian border], along with the right to self-determination, special privileges to women and dalits [so-called ‘untouchables’], the fundamental right of all to education, health care and employment, redistribution of the land based on ‘land to the tiller’ by ending feudal land relations, the development of a national industry and a self-reliant economy, etc.

    Mr. Deuba, you know what Nepal needs – and what the imperialists and other powers are determined to prevent at any cost – is a new political system and a new society. This is already beginning to arise in most of the countryside, where under revolutionary political power, women take an active and often leading role along with men in deciding how to run and transform the society, the caste system is challenged and beginning to be broken down, new relations between people are arising, and autonomous republics have been declared for regions and nationalities long oppressed by the crown and the centre. The real democratic leaders are leading the people to change their lives – uprooting the very conditions that are driving the fierceness of today’s protests and that made Nepal one of the poorest countries in the world: the grip of the feudal classes and their social system, centered on the monarchy, and the country’s economic and political subordination to foreign exploiters. You are one to be exploited by them.

    Lastly, Mr. Deuba, to bring it to completion requires establishment of new democracy, shattering the old state and building a new one where the government is by the people and for the people i.e. people’s rule. This kind of radical change is what the US and the other imperialists and big powers are trying to block, because of what it would mean for Nepal and the people of the world. And this is why all who long for liberation and all those who oppose big power bullying should support the people of Nepal in carrying out this revolution step by step. Mr. Deuba, if you are against Nepalese people’s will, we look for another trustworthy democratic leader through new generation of leadership. You have caused enough pain to Nepal and it would be better for you to stay out of the politics and exile in Banaras.

    Thank you and this is my last sentence writing about you. I will not waste my time any more thinking about you and your deeds. It’s not worth.

    Deuba has denied that he has said anything of this sort.
    This is from nepal news:

    “Media reports said that the declaration was delayed after President of Nepali Congress (Democratic), Sher Bahadur Deuba had forwarded a proposal that would allow the monarch keep his post of the supreme commander of the RNA.

    However Deuba dismissed the news reports saying that the news was aimed at assassinating his character.

    Talking to journalist after the central committee meeting of the party at its headquarters, Deuba said, “This is grossly unfair to me. I have repeatedly emphasised to bring the army under the Parliament.”

    Deuba further said, “Why should I support the King when he has repeatedly victimised me?”

    Meanwhile, issuing a press statement on Tuesday, the NGO Federation of Nepal protested the delay in issuing the proclamation.

    The statement further said the declaration was prepared as per people’s aspiration expressed during the people’s movement, so the parliament should not delay in making the proclamation. nepalnews.com pb May 16 06”

    “Addressing a press conference at his ministry on Tuesday afternoon, Minister Sitaula said the Seven Party Alliance (SPA) was committed to present the declaration before the House of Representatives on Thursday’s session.

    “The delay had taken place due to the SPA agreement to get the proposal first endorsed by the Cabinet,” he added.

    He also refuted reports that the delay was due to the former Prime Minister Sher Bahadur Deuba’s proposal that allows the King to remain Supreme Commander in Chief of the Royal Nepalese Army.

    Deuba also refuted such claims adding that he is in favour of bringing the RNA under full control of the Parliament.”

    We should investigate this Dinesh Wagle ASAP. He is definitely under the maoists (probably in their payroll). It’s alright to write about people but let us also know what and who are the people who write about this nation and it’s people in this critical time. What are their loyalties?     The SPA should not hesitate and control these vandals. People should not confuse janandolan with maintenance of law and order. These are just vandalist hoodlums paid by maoists or their ilk to cause unrest, because they are really not interested in democracy and are looking for any excuse to sabotage the process.
    If it were up to me I would demand the maoists to lay down arms ASAP.

    Look even if Deuba did not do what UWB have claimed, for his actions in the last four/five years alone he should retire from politics. Most of the senior SPA leaders are corrupt-but Deuba besides being corrupt actually handed power to the king on a plate in 2002. He made it possible for KG to dismiss the govt. declaring him as ‘incompetent’. Then he took up the post of the PM under appointment from KG again in 2004! This guy has zero ethics/principles!

    Remember it was Deuba who started the outright horse trading of MPs-with the help of his businessman brother in law? He flew a lot of them to Bangkok to keep them away from the influence of Girija. At that time the rumour was that Deuba was buying NC MPs for around 50 lakhs. Nepali politics would do well to be rid of this character.

    I admire your hard work and professionalism. However, I am little disappointed about your reaction on Deuba issue (your title: Down with Damn Deuba). Deuba already said that was not what he said. And, one else is saying that Deuba really said that. At the moment, we have nothing to prove that Deuba really lied.

    We saw similar news about Ram Chandra Poudel. Some claimed that Ram Chandra Poudel wanted to take oath at the place and he wanted Raj Danda in the parliament. And Paudel did not take the responsibility.

    How come we did not hear any anger from you against Ram Chandra Poudel? Like against Deuba? Are we seeing some of kind of double standard here? Both What Ram Chandra Poudel and Deuba said are equally sensitive issues.
