The Maoist Road Map To Peace

Nepal Communist Party (Maoist) has disclosed its roadmap to peace which gives us hope. The Road Map was decided by the central working committee of the Maoist party and was made available to media today by in a statement issued by Maoist Chairman Prachanda.

1. Declaration of a ceasefire

2. Finalisation of code of conduct

3. Formation of talks team

4. Release of political prisoners

5. Starting talks

6. Dissolution of the old parliament, constitution and government

7. Formation of an interim guideline and government by holding a political conference with representation from the political parties, civil society and renowned personalities of different sectors

8. Setting of electoral constituencies by ensuring the representation from people of all classes, castes, sectors and genders

9. Holding constituent assembly elections under reliable international upervision

10. Restructuring of the whole state structures including the People’s Liberation Army and the Royal Nepalese Army as per the popular mandate expressed through the (constituent assembly) elections.

Reble Talk Team: Maoists have formed a three-member talks team headed by central committee member and spokesperson Krishna Bahadur Mahara. Other members are Dev Gurung and Dina Nath Sharma. This will function as a preparation committee for the main summit which will be led by Prachanda.

The [Prachanda] statement said that a “Summit dialogue” needed to be held to take important decisions during talks with the SPA government and that Prachanda would himself lead the Maoist negotiation team during such summit dialogue.

The rebels have also formed a 13-member “central” speakers’ team to address the peaceful mass meets across the country. The Maoist leaders included in the team are as follows: Matrika Prasad Yadav, Hitman Shakya, Gopal Kiranti, Chandra Khanal, Agni Prasad Sapkota, Devendra Paudel, Netra Bikram Chand, Pampha Bhusal, Janardan Sharma, Narayan Prasad Sharma, Lekh Raj Bhatta, Ram Karmi and Khadga Bahadur Bishwokarma.

The statement further says that Prachanda tabled a written proposal at the party’s central committee meeting regarding the new political situation in the country and the party’s new plans in the changed political situation.

Prachanda’s proposal has cautioned that the reinstatement of the House of Representatives had failed to represent the “popular aspirations” and rather provided space for the “feudal palace and foreign reactionaries to hatch conspiracies”, according to the statement.

Cautioning against the “danger” of the seven parties going against the spirit and feeling of the recent popular movement, the Maoist supremo, in his proposal, has made a special request to the SPA government to move forward as per the 12-point understanding reached with the rebels last year, the statement says.

Identifying a secular state, ethnic and regional self-governance, a federal state system with Nepali uniqueness, special rights to Dalits and women, revolutionary land reforms, independent economic policy, scientific and people-oriented education system, and guarantee of employment within the country as the key issues, the proposal says these “fundamental problems of the people” should be addressed appropriately in the constituent assembly elections.

The proposal has stressed on the need to initiate immediate action against what it calls the leaders of the feudal autocracy “including the army, police officials and the bureaucracy” to ensure unconditional, free and fair constituent assembly elections.

    Why the media is so reluctant to adress such issues baffles me. Maybe we are already being run behind the scenes by maoists, and are heading for a fascist state.

    I can understand why Pyar Juung and Katwal etc. have to go, but why punish people for being related to somebody when he has done no wrong? In that case Deuba should also resign from the party because his wife is the Queen’s aunt, and the chap who may be the next chief _ General Sharma should also be punished because his wife is a Rana but of course he won’t because he is also related to KP Oli.

    Please get on with democracy and stop this two faced game of “Kill the King and pussyfoot Prachanda”.

    And the media – We are still waiting!

    Eyes Wide Open is an exhibit this weekend in Washington, DC. It is one pair of boots for each man and woman, bot Iraqi and American, who have died in the Iraq war, and with each pair of boots is a small story of the man or woman who died. THese are right out on the lawn in in front of our nation’s capital. If we can do this in the USA, why can you not do something similar at Ratna Park, say, or the Tundhikel? The reality that each one of those boots, all 14,000, represent a nepali who died at the hands of the maoists or the security forces is so moving…ok, well ,maybe this might not work in Nepal, because the boots would be stolen by poor people who don’t have shoes!! but the idea is powerful, and we are doing it this weekend in the usa…if you want to read about it and see photos and a short video, go to http://www.afsc.org and click on the link to Eyes Wide Open exhibit.

This is the link to go to regarding the Eyes Wide Open exhibit of the boots for each person who has died so far in the Iraq war. I think this also says a lot about democracy in action. We in the USA are able to protest in this way RIGHT IN FRONT OF OUR NATION”S CAPITAL WHERE OUR LEADERS MEET…We are not arrested for speaking out. The leaders are the PEOPLE”S REPRESENTATIVES.

    One request. Please, don’t let this segue into a discussion of the Iraq war! this is a Nepal forum, and there are thousands of blogs out there where you can address that issue. The purpose of bringing attention to the Eyes Wide Open exhibit is to show in real terms what 14,000 people who died during this maoist insurgency LOOK LIKE. To see boots reminds us these are real people who walked on this earth, with families and jobs and LIVES that are now snuffed out. It is a very powerful image. I was at this exhibit just yesterday, and it moved me to tears.

    I never said that they were. you didn’t read my first post, Kirat, where i specifically said these were 14,000 killed by both maoists and security forces. but ulimately, they were all Nepali, and all died because of senseless violence. Well, maybe not senseless. It is sad that sometimes change comes only at the barrel of a gun. The Maoists tried the political process, and it didn’t work. Only now are they starting to see fruits of their hard fought struggle for equality of Nepali people and getting rid of the feudalistic monarchy and society.

    well shadow I was not referring to you but others. The root cause of the Maoist problem i.e. poverty, marginalisation, corruption and an inefficient administrative machinery that fails to ensure such basic amenities as motorable roads, electricity, health posts that are properly staffed and stocked with medicenes, primary schools with proper teachers, CDOs that look after the interests of the people and district courts that deliver justice impartially and swiftly – must all be corrected as soon as possible.

    Ofcourse corrupt politicians will never correct this problem. So the public must always put pressure on politicians by actively boycotting the corrupt ones in society and promoting the good ones via the ballot.

    Ultimately the destiny of our people are in our hands. We got too lazy and apathetic last time around thus we suffered. This time we must be alert to ensure that the history does not repeat itself.

    What i feel about the managment of Maoists Arms is that its fine with what Maoists are saying of Integration of PLA & RNA into a New National army.Its justificable and the best way.

    Don’t try to teach mr the history of Nepal. Which Rana did good to the Nepalese people ? Judha shamsher gave the ordered to kill many people including four Martyres of 2007. And he suppressed Nepalese and amssed a lot of money and distributed it to his legitimate and illegitimate sons.
    What Chandra Shamsher did to Nepalese ? , You are advised to read a little bit of history and write something. We want to forget about the tyranny of Ranas and these should get the place only in the history books. That is enough. We do not want their statues in the middle of the road. Even Kings statues should be removed from so many places. Any way what they have done to the Nepalese ? Killings,injuries, torture, injustice and excessive expenditure for their comfort at the cost of the poor Nepalese tax money.

    I agree that Maoists didnt kill any major corrupt political figure.Is killing a solution..If they had killed some of such corrupt scukers of the society also wot was going to happen..Would the corruption then stoped? No.
    Coruption is there in heart of system..from the clerck to ministers all r corupt in someway.So to change peoples behaviour and to make them aware is the right solution.

    However,we have to see also the positive side of the Maoist Peoples War.They have killed many people..But most of them are those who acted against them for Government forces.And they did that for self defense.So we cant blame them on this sayin they killed innocent people..Contd..

    Yea sometimes they had killed innocent peoples also and in such times they have dared to appolozize for their brutal mistakes.
    But, ön other side, if u see from the eyes of ordinary people..U see crystal clear that so many innocent peoples were killed from the hands of So called-Security Forces. And they never tried to apolozize for non of their crimes against humanity,except in very few ocasion.

    Ideologicaly, Maoists are comunists & believe in Proletarian rule. But,with the time they have realised people can never acept any rule imposed.They got to chose their own leader.

    the…nepali guys love to criticize….they criticize everything in sight……it is so extreme that even a curved dog-tail is criticized…..Let’s learn to be reasonable….think with calm intent, intellect, patriotism, fairness..etc. Be productive, pro-active, self-effacing.

    I agree with Makune who says lets agree on the common bottom-line and build up slowly to the final goal. Lets hope everybody compromises for the positive.

    And now Maoists are believing on Multiparty Democracy where people have right to chose their leader.Though it contrasts with old comunist idea,its positive that Maoists have realised peoples aspiration.

    Blind Obedience!

    Nepali suffer from a psychological problem. Centuries of oppression have created a people unable to live selfdetermined, unable to live without strong directives.

    Now as the selfproclaimed cruel strongman is slowly cut off power, the masses again start to tremble in fear of being without leader. Maoists and king behaved exactly same in violently utilizing this immature, obedient mentality.

    Nepali now have to understand, that no leader can protect them from future failure, only the people themselves can stop the leaders from failing, by continuing their public pressure and if necessary again voting them out of power.

    Times of looking to the center, for getting readymade solutions are over. Democracy grows best at the grassroots, in the villages. This was also, where positive developments have taken place in the years of the last ‘democracy’.

    Decentralization is a must now in Nepal, but tragically the Maists are also favouring centralism, as is clearly shown in their undemocratic inner structure and recent powerstruggles.

    Yea Parliament must be supreme and that all powers of king be cut. Beside,PM’s power also should be limited to prevent him from turning to a dictator. Rest about Repuclic or Ceremonial Monarchy will be decided by people in CA.

    & Hey as we all know KG’ means Gyane[ndra] was behind masacre of his brothers family.Why not we dare to bring that Criminal to Justice?

    But now people have become very aware of their rights and needs & about who should rule them and who not.
    About Decentralization,Maoists are first to talk this in Nepal.So they are demanding of regional autonomy power structure with nepalese character.

    I hope everything will go smoothly in Nepal at the parliament tomorrow.They are trying to cut off all the powers of the King which is the aspirations of the people since a long time.KG and his chamchas should also believe in the power of the people not always on the powers of guns. King had a lot of AHAM, AHANKAR and GHAMANDA and he thought that all people are like BHUSUNA before him. These are the things every human being should avoid in life. Before, I did not think that KG was so stupid. Now we are clear that he was 1000 times stupid than King Biirendra whereas he saw his brother as stupid.

    Now he should think abdicating the throne in favour of his grand son. Then we would have peaceful Nepal. Because we don’t want Paras as our King.

    What a roadmap! It’s amusing to see how confident they are in bringing out a ‘roadmap’ which doesn’t mention anything to be done from their side. This is a show of utter arrogance and complete lack of sincerity towards movement for a peaceful solution.

    “I’m so sad i could not attain martyrdom as my comrades brought me back while i was injured during the clash” (a maoist cadre is reported to have said something like that). Some may call it a radical thought, but for me, that’s enslavement of mind (and body). And Prachanda is fighting a war to free the slaves? Bunch of hypocrites. Mao’s war tactics succeeded (in completely different period of time, in a completely different situation), but his political philosophies failed and hypocrisy was the major issue in failing the philosophies.

    As an American, a New Yorker at that, I do not support my government’s interference in the affairs of Nepal, or Iraq. Like most people here, we are against the wars.

    But the government is not representitive of us, but of the ruling class and imperialists. We may speak only when no one listens, but when millions of us demand an end to the war, Bush has unleashed secret police, spying, arrests and fear.

    We have a king too — and we have our responsibilities to learn from the courageous people of Nepal.

    I had to respond because honest people of Nepal cannot be confused by the words of “democracy” in the United States. This country has horrible oppression for the black people who were once slaves and now have little more power than they did then.

    Protests in New York CIty, and around the country, regularly meet police violence.

    When Bush was running for president in 2004, there were thousands of illegal arrests, hundreds of incidents of police force and protests numbering hundreds of thousands denounced him.

    He is hated — but he still governs. He was not rightly elected, but the capitalist media lies.

    Your struggle in Nepal is also ours, the people of the world.

    While the Maoists righteously fight for a world free from oppression, the middle classes waver and are confused.

    Choose the people and join the world struggle!

    Do not be afraid of the end of feudalism, and do not think capitalism will help you (unless you are one of the few who plans to get personally rich while your country is enslaved to Americans, British and Indian hegemonists).

    Change is coming. To India, to Latin America and to the world.

    Do not look away from what is happening right in front of you.

I am african american, and I am offended that you say “blacks have little more power than they did during times of slavery”…I am an environmentalist, half black and half native american. I have a masters degree from Univ. of Chicago. I worked for a big environmental ngo in Kathmandu for many years (will go unnamed, but it is in lalitpur). I am well off, own my own home, have children in good schools. I have never been discrimated against. The mayor of the city I grew up is black. Our secretary of state, condoleeza rice, perhas you have not noticed, is black and a woman! so was colin powell before her!! many of our top congressmen, senators (think Congressman Barak Obama, for one), and mayors and even governors of our country are black. some of the HIGHEST OFFICES IN THE LAND. We have black doctors, lawyers, engineers, scientists…yes, we have blacks who live in poverty as well ( by American standards, and poverty in us terms is well off compared to nepal). So come on. who are you kidding? The dalits and indentured servants in nepal suffer more than any black american does. We most certainly do not live in the slave area. Get over it! stop putting this “victim” label on african americans!!

    Oh, and your comment about the US having a
    “king”? We have somethng called TERM LIMITS. OUr president is ELECTED, and he can serve only 8 years in office EVER. Our president earns only $260,000 a YEAR salary.

    Capitalism has BROUGHT MORE PEOPLE OUT OF POVERTY THAN ANY OTHER IDEOLOGY. dON’T KNOW IT UNTIL YOU HAVE TRIED IT!! Worst case scenario that is becoming feasible is building another dictatorial institution without any adequate controlling mechanism in the name of destroying another?     I will not bring the arguments from America here. The revolutionary left is still a minority in our country, and there are many reactionaries here as well.

    We have a big fight coming.

    But people of Nepal know:

    The USA sends guns to kings and tyrants. When people defeat the kings and tyrants, sometimes they send bombers and terror. All words of democracy are a lie.

    When Hurricane Katrina destroyed the city of New Orleans, one of America’s oldest and most beautiful cities, the African-American victims were treated like criminals for trying to get food and water. People were shot in the streets and the government said “no problem.”

    Because the USA sees the whole world as the property of its rulers, the Americans who are with you — who are not traitors to humanity — must speak loud!

    Remember Vietnam. Remember who gave the King his guns and training. Remember what you already know and you will not be fooled.

    Bush is a paper tiger. He is being defeated in Iraq and can’t even control Latin America any more. The days of the empire are closing.

    Many of us here are trying to do our part. But it will be hard.

    It is a world struggle, not just this politician or that agreement. The people must rule — and that is socialism! No more caste system. No more racism and “white power.” No more government that kills the people for corruption.

    The Maoists are not a “controlling mechanism” — they are the people armed. They will control reactionaries, traitors, feudal corruption, landlords and pimps. GOOD!

    Those who hate feudalism and the selling of people (capitalism) MUST NOT FEAR the power of the lower classes to free themselves. They must join righteous struggle, even if they are among the middle and upper classes!

    We must unite behind the most oppressed to win freedom for all. None are free when some are in chains.

    Feudalism and capitalism sell women as prostitutes. The CPN(M) arms those women with knowledge and the PLA.

    The old regime must be dismantled and the Maoist army is becoming the army of Nepal. It is build from the people with no foreign money. The “Royal” Nepal Army is paid for by imperialists and massacres the people.

    The constituent assembly is not up for debate. It is the right of the PEOPLE to govern and to choose their form of government.

    Prachanda is not afraid of the people. He is their servant.

    When oppression can’t be justified, we are told to fear.

    That has little to do with ignorance and everything to do with politics.

    Who arms the people?

    Who fears them?

    Who arms women and joins them as equals?

    Who fears women and treats them as slaves?

    Who fights for the poor to own land?

    Who fights for the landlords?

    Who thinks “democracy” is the rule of politicians?

    Who thinks democracy comes from the people’s constitution?

    Right there. Right now.

    But educate me if I am mistaken.

    Who told u mr.pawan – Capitalism is the only way out for small country like Nepal? Havent u gone through history and present??
    Yea definitely, comunism couldnt be rightly represented by people in Russia,North Korea; so it seemed like failure.Besides Capitalistic force as US was behind it to make it like a failure.
    While,u can see numerous eg. of failure of Capitalism to adress peoples problem.
