The Maoist Road Map To Peace

Nepal Communist Party (Maoist) has disclosed its roadmap to peace which gives us hope. The Road Map was decided by the central working committee of the Maoist party and was made available to media today by in a statement issued by Maoist Chairman Prachanda.

1. Declaration of a ceasefire

2. Finalisation of code of conduct

3. Formation of talks team

4. Release of political prisoners

5. Starting talks

6. Dissolution of the old parliament, constitution and government

7. Formation of an interim guideline and government by holding a political conference with representation from the political parties, civil society and renowned personalities of different sectors

8. Setting of electoral constituencies by ensuring the representation from people of all classes, castes, sectors and genders

9. Holding constituent assembly elections under reliable international upervision

10. Restructuring of the whole state structures including the People’s Liberation Army and the Royal Nepalese Army as per the popular mandate expressed through the (constituent assembly) elections.

Reble Talk Team: Maoists have formed a three-member talks team headed by central committee member and spokesperson Krishna Bahadur Mahara. Other members are Dev Gurung and Dina Nath Sharma. This will function as a preparation committee for the main summit which will be led by Prachanda.

The [Prachanda] statement said that a “Summit dialogue” needed to be held to take important decisions during talks with the SPA government and that Prachanda would himself lead the Maoist negotiation team during such summit dialogue.

The rebels have also formed a 13-member “central” speakers’ team to address the peaceful mass meets across the country. The Maoist leaders included in the team are as follows: Matrika Prasad Yadav, Hitman Shakya, Gopal Kiranti, Chandra Khanal, Agni Prasad Sapkota, Devendra Paudel, Netra Bikram Chand, Pampha Bhusal, Janardan Sharma, Narayan Prasad Sharma, Lekh Raj Bhatta, Ram Karmi and Khadga Bahadur Bishwokarma.

The statement further says that Prachanda tabled a written proposal at the party’s central committee meeting regarding the new political situation in the country and the party’s new plans in the changed political situation.

Prachanda’s proposal has cautioned that the reinstatement of the House of Representatives had failed to represent the “popular aspirations” and rather provided space for the “feudal palace and foreign reactionaries to hatch conspiracies”, according to the statement.

Cautioning against the “danger” of the seven parties going against the spirit and feeling of the recent popular movement, the Maoist supremo, in his proposal, has made a special request to the SPA government to move forward as per the 12-point understanding reached with the rebels last year, the statement says.

Identifying a secular state, ethnic and regional self-governance, a federal state system with Nepali uniqueness, special rights to Dalits and women, revolutionary land reforms, independent economic policy, scientific and people-oriented education system, and guarantee of employment within the country as the key issues, the proposal says these “fundamental problems of the people” should be addressed appropriately in the constituent assembly elections.

The proposal has stressed on the need to initiate immediate action against what it calls the leaders of the feudal autocracy “including the army, police officials and the bureaucracy” to ensure unconditional, free and fair constituent assembly elections.

    Yes maoists have given their roadmap but for the Govt. also, they have to dicuss it and finalise their position. It is not necessary to follow Maoists DIKTAT.They can have their own position.Till now Maoists have demanded so many things but the Govt. has not asked anything from them. What about the following:

    1. Maoists should stop extortion, abduction and killings.
    2. Make public how many people and who are under their possession through the abduction.
    3. Maoists must pledge to the people about what exactly is their time frame for observation or surrender of arms.

    The last point is very important for the confirmation of the peace process. Maoists should not forget that. They have also a golden opportunity to have safe landing. Only revolutinary gimmicks do not give any concrete results. Do not dream only “revolutionary success” but work on the ground reality.

    Majority of Nepali people are not with you.Majority of those who came out in Jana Andolan are average Nepali and they were not only Maoists.

    I do not agree with Maoist’s roadmap. I think Maoists should disarm and RNA restructured earlier. However, Maoists are so proactive and quick with their decision. They know what they want.

    On the other hand, the Government is doing things at a snail’s pace and fight about useless things like the speaker of the House. Common, the goals of this Government and parliament is just one – To negotiate with Maoists and conduct CA elections. If they continue at this rate, Maoists will become more powerful and eat them alive.

    I though SPA leaders have learned some Hard Lessons i was wrong, i am so disappointed. SPA just proved that they are a bunch of dogs. They just couldn’t agree to the post Speaker of House of parliament.

    There are some educated leaders in maoists they exactly know what they want. King is also educated and clever man. SPA likes to say “Ball is in …….’s court”. No wonder they are the balls which is played by every direction kicked here there and everywhere.

    SPA has a great job of balancing act. If they lose the balance, it will collapse like World Trade Centre.

    At the same time they have to also pledge before the people that corrupt people would be punished in the new era and no longer tolerated. Do not bring Govind,Chiranjibi, Gachhedar, Bal Bahadur, Gupta,etc next time.

    Because, people wil not believe in SPA leaders if they work like before. They have to change themselves competely. Corruption also includes abuse of power.

    What makes the Maoists believe that they’ve won the war and now control the entire country? We Nepalese people have not just defeated the king but we’ve also defeated the idealism of these Maoists, ‘revolution is obtained from the barrel of the gun’ (or that is what they subscribe to don’t they?)
    We Nepalese would definitely want to see an immediate SURRENDER OF ARMS, I don’t think anything less will make us happy.

    oh I love this phrase ‘Road Map To Peace’, sounds so intriguing. But well there are couple of things. Mao communists have no intention to surrender their arms, before the election to constituent assembly according to the point #10. Another thing is they want to dissolve the current parliament and constitution right after starting the talks, but SPA is trying to use parliament agianst Royals. So there is a conflict of interests there. Looks like they are planning to talk for many years to come .

    Prachanda may be alluding to Broucher when he says “foreign reactionaries”. What would the common self-esteemed Nepali say to the role that Yuchury played in recent developments in Nepal who was given a standing ovation by our re-born MP’s in a manner which is generally given to a visiting Head of State or Head of Government invited to address the House. Unless such behaviour is corrected, it makes no sense of talking about foreigners

    well it’s a great thing to hear that things are happening now….slowly but at least far better then nothing…..and this is good by the way although the parties are a bit slow….but this happens in politics so no need to worry much now….and about maoist giving their weapons well the government should put that in between 5-6 or 6-7 points…but neways i am fully convinced now that things will work out this time coz even comrade rajesh who is the division commander of the 4th division of the pla and 2nd after pasang in the west is saying enough is enough……..and about the money that maoist are asking for….well IT’S BAD BUT if they don’t have something how will they make their hungry guys eat….so like dinesh sharama said either the government provide them with the basic necessities or else there is no way…..so i guess the best thing to do is to form the new army in the first place…before CA or any other thing….that will be the best solution for most of you who are skeptic about the guns and others who are angry at the contnuation of ‘chanda aatanka’, right?

    We are not a tiny Himalayan Kingdom any more. We are bigger in population and size than 90 countries of the UN memebership. So “small mantality” should not be there. We are bigger than Belgium and Greece.So, shadowrati don’t try to give us lecture on American chauvanism. Western power always play politics in their benfits and want to exploit the weak and poor country.

    Look at the American polcy during the Jana Andolan. Once they tried to support the King. They want to maintain the Monarchy as of 1990 Constitution. Down with the Americans and hegemonism.

    no country in this world gurantees the employment of its citizen, yes of course except the cuba and north korea,
    governments role should be creating jobs by bringing necessary economic laws,encouraging investments and businesses.
    SPA should never give up the notion of free market economy unless they want to turn this already fcked up country into a “democratic” communist state where there is a multiparty system with a communist constitution

    Regarding the the deposit of arms by both the sides under UN surveillance before the conduct of elections to the CA, I think Nepal can demand about 1000 UN Force comprising, let us say, of Infantry (600),Civpols (300) and logistic and clercal staff (100) from UN for a period of three months just prior to the elections. These modalities can be dicussed with the UN Peacekeeping Dept in New York. I think leaders should already think about it. In such a Force, we can avoid having the forces from our neighbouring countries because that might land us in controversies.

    If it is the case of eventuality, then why not to think from now in that direction. UN is the only credible Organization which can do it. Even our people have worked as UN poll officers in South Africa and Cambodia etc.They are not coming to Nepal for peace keeping but only monitoring the arms deposits and at the same time they can observe the free and fair conduct of elections to CA. They must not have any other mandates than this.

    LOOK UWB my point is now the population is over politicized.

    I agree that we need to be conscious over what is happenning around in politics but don’t you think we also need some development issues in this blog site.

    I beleive that we people coming in this blog have matured enough in political analysis.

    This has happened becuse of your contribution, the level of english is getteing better and also analyzing ability is growing.

    But we also need to think how to develop the nation further and how can the youth(35%of total pop) contribute in country’s development.

    I beleive UWB can contribute in this regard.

    Yes you are right! i am afraid the maoist will come to power.I wish i could do something to stop them.Maoist have the blood of innocent people on their hands.They never killed those corrupt politicians,Did they???All they did they was to terrorize those innocent people dying with poverty.

    Yes all of seem to be excited of the present developments.We all think if the maoist come to mainstream we can solve every thing.Thats wrong!!! No never!! With maoist influencing every decisions being made we will be going back 50 years.I wish God could help us to make those maoist pay for the blood they have on their hands.

    Yes emploument for all seems to be a good idea, but you will only realize how fcked up it is once you go to the places where they have those systems.

    Of, talking and thinking about development issues would have been nice…but do we Nepalese have time for it? It is difficult to have multi-tasking brain…once you concentrate on politics, you may not have time to think about development. Of course, you may rant on the superfacial basis, but concrete suggestions don’t come forward… By the way, has the SPA come forward with any worthwhile proposal to do something about economy except useless bhasan that they will?

    I agree that as Nepalese we have to be free from imperialists.

    So let’s begin by being free from the greatest symbol of imperialism – ARMS.

    Instead of calling for the integratiopn of PLA into RNA, we should call for a reduction in the size of the army. We don’t need more armed people, we need less.

    Arms are imperialist, armies are imperialist, one party governments are imperialist.

    I have two suggestions to make to the Govt.:

    1. Constitue one Statues Management Committee.Contruct the statues of all the Martyres of the JANA Andolan Ii in the Basantapur in one designated place, not at the centre but at one of the corners. That may be good at the intersection going to the Jhonchhe. And take out the Statue of Juddha Shamasher near the crystal hotel and send it to the Museum.Also decide about all the statues of Rana PMs which are inside Tundikhel whether we continue them there or remove to somewhere.

    2. Regarding Chief PJ Thapa,give him time to finish his daughter’s marriage and sack him after that and put him under investigation.About second man Katuwal also, the Govt. should do something he was the one who was writing articles in the varios papares inciting the King to be more aggressive and regressive in the psuedo name of Ajay P. Nath. It sounds like Indian , No ? You never know these people and their modus operandi.

    Now also you can see his articles in many websites.

    Juddha Rana and Chandra Rana did some recognizeable good for Nepal. Chandra opened the first school for women, for example. Why bury their statues in a museum?

    You are right, and the statue of Juddha is in new road for a reason. After the 1990 BS earthquake he gave all the money to rebuild new road. Keeping a martyrs statue there? Remember one of the “martyrs” was Indian – do you really want a statue of a Mr. Khan from India in New Road. Some of the “martyrs” were maoists. I mean let us not kid ourselves, and suggest the uprising was all through the auspices of the general public, how about all those poeple forced to attend the andolan? How come media has not written about it? Ask people in ason, gangabu etc. about these people. I have all the sympathy for the people who lost their lives, but I would also like to know the true andolan story – I really hope the people who lost their lives were people who volunteered their life to the cause and not ones who were forced to attend. I am sorry for making it sound so shallow, but who will take the responsibility of people who lost their lives but did not really want to be a part of the andolan? Should not the SPA and the maoists? And I don’t mean responsibility by paying off the family, but by admitting that many of the people were not volunteers and they had made a mistake to risk their lives.

    All these cosmetic changes is a waste of time.
    However, the witch hunt of the present govt. for “royalists” and the softy softy approach towards maoists is worrisome. I hear that Rajendra Bahadur Singh, AIGP of the police force is suspended for being somehow related to Himani the Crown Princess. I thought these suspensions were related to the andolan. The fact is AIGP Singh was not even in town during the entire andolan period. Is this democratic or just childish power play?
    Why the media is so reluctant to adress such issues baffles me. Maybe we are already being run behind the scenes by maoists, and are heading for a fascist state.

    I can understand why Pyar Juung and Katwal etc. have to go, but why punish people for being related to somebody when he has done no wrong? In that case Deuba should also resign from the party because his wife is the Queen’s aunt, and the chap who may be the next chief _ General Sharma should also be punished because his wife is a Rana but of course he won’t because he is also related to KP Oli.

    Please get on with democracy and stop this two faced game of “Kill the King and pussyfoot Prachanda”.

    And the media – We are still waiting!

    Is this a comedy page.

    The candles at maitighar for the 14000 dead should be now burnt 24 hours a day, to remind the comrades that the damage has been done.
    I pray and am confident that maybe not today or even in a couple of years but the dead will get their justice.
    Maoists may come to the mainstream, but their leader Prachanda has to be punished for waging his war. I am willing to let the cadres go, but the leaders have to take responsibility. If the King has to face the music, so must Prachanda.
    Just try and think of the lives that are lost, and the lives this has affected and a nation too shocked to realiose that we are still in mourning and will be for a long time to come.

    Prachanda and facing music? Thats unlikely… How can the SPA go against the wishes of the Maoists? After all, they (the SPA) rode the piggyback of the Mao (and Prachanda) to come to power. Prachanda will be hailed as greatest living democrat of Nepal. Was not he the one, with another living democrat – Baburam – recognized the structural problems of Nepal? The ‘road-map to peace’ is actually the ‘road-map to Maoists power’.

    I urge all the senior journalists of the media, to go to the countryside and interview the population about the maoists and the RNA in the last decade. Let us have interviews, recordings, pictures without the maoists or the RNA interfering. Let us have a clear picture. Sitting in Kathmandu is not going to do anything for public knowledge and understanding.

    You are asking too much, kp… Senior journalists have no time for all that…there are so many vacancies to be filled up like Chairman of Nepal Television, GM of Radio Nepal, Chairman of Gorkhapatra…If they go to the villages, then they would not be rewarded for their role during agitation…They did not simply participate in the Andolan to do these kinds of dirty work…They would happily leave these researches to some foreigner…Sitting in Kathmandu, writing in the newspapers out of imagination is the only reality they know…Get real, kp!
