Meanwhile Maoist Comrades Continue Extortion, Looting and Beating

Army Press Release

They aren’t killing people because they have officially declared ceasefire for three months. But Maoist comrades aren’t keeping quite, at least according to the Royal Nepal Army. RNA was fighting with the Maoists until last month’s popular movement forced autocratic king to give up the power to people. Now both sides are observing ceasefire but it has been widely believed that rebels are doing unfair activities like extorting money, kidnapping unarmed people and looting.

Here in this blog, UWB presents a digitized avatar of a copy of today’s press release issued by the RNA. The only difference between this release and the ones that RNA used to issued before the April Revolution is that the word ‘terrorists’ have been replaced by ‘Maoists’. Also another missing element is the point that talked about how many people were killed in a clash.

For those who find it difficult to read the text (in Nepal) here is a quick translation:

Maoists forcefully extort money from general public: On 6 May, Maoists took control of different vehicles in Kabeli, an area between Panchthar and Taplejung districts in eastern Nepal, and took Rs. two thousands to five thousands from each person. They also took Rs. one thousand from each cab that were taking people to Pathivara temple, a famous religions site.

On 5 May, Maoists extorted money from general citizens in Kyamin, Bar Bhanjyang, Swatimara, Manpang, Syangha Pokhari Bhangyang and Bhirkkot area of Tanahun district. They also demanded money (equal to the salar and other benefits of 80 days) from local teachers.

Maoists Beat General Public: On May 8, Maoists abducted Dwarika Yadab, Dhappan Lon and Hari Yadav of Lwani area (Kapilbastu district) and attacked them with sharp knives etc. Dhappan Lon is undergoing treatment in Toulihawa hospital.

Lootings by Maoists: On May 8, Maoists looted food, clothes and cooking equipments from Jeevan Ram Bista, the Chairman of the Lamjung District Development Committee and locked his home.

    This period in Nepal, doesn’t it feel surreal? Old discredited fogeys like Girija assuming the role of saviour, the nasty king sulking away and the violent maoists now staging street protests and dramas-and the general Nepali people carrying on like business as usual.

    How long before everything erupts in violence again? Stuff India and China, get the UN stationed here quick!

    Kirat, the street demonstrations were not “unarmed.” In fact, people resisted the security forces with all weapons at hand, from stones to slingshots. It was the specter of mass violence that led to the king partially capitulating. At that, it is doubtful that he would have done so were it not for the possibility of the Maoists merging their armed struggle with the people’s physical resistance.

    KG, I saw the street protests. Yes it was often violent with stone throwing and beating up of policemen when possible. But it was definitely unarmed protests. I think only in the stoneage was carrying stones with the threat of hurling them at someone called ‘armed’.

    I wonder on what the Maobadis are living of?
    If they cannot loot or extort etc, who feeds them and gives them shelter?
    Some organisations have to organize essential goods for them, these people still are armed and if treated like animals, they behave like.
    I suggest they do infrastructural work like road construction, water supply etc and get paid by UN, ADB or other aid organisations

    I am not pessimist but I would like to tell you the following:

    Worst case Scenario:

    If our leaders cannot put the RNA under the parliament and change the name of RNA to Nepali National Army in two or three days from now, Army may takover in support of the king. In that circumstances, all the political leaders will go hiding. The Army and the King rule for somtime with excessive force. Maoists and all young people of NC, UML et al will take up arms. At last, Maoists and parties will win the war and there will be a fullfledged Republic of Nepal. Do you think that might happen ? Anwesr in yes or no .

    What proof do you have that the protests were “unarmed”? you only saw the sticks and stones. But the few Maoists I have met (in Dolakha district, and they were young women, no more than 16 or 17 packing guns) carried concealed weapons.I saw the “bulge” under a jacket one of them had tossed over her shoulder (she was in camouglauge fatigues) and asked point blank to see her weapon. She giggled and proudly uncovered it from beneath the jacket. Ok, so her “concealment” was pretty obious! but still, most would totally hide their weapons. And it is clear by now that many of the protestors were brought to Kathmandu by the Maoists. Had the King not restored parliament when he did, i am pretty sure those weapons would no longer be ‘concealed”.

    As for the way the Maoists are behaving now, what did you expect? did you think they were going to go away without a fight? if so, you are fooling yourselves. Their fight will not be over until a “people’s republic” which in their terminology means totalitarian state with no monarchy (ceremonial or otherwise) is achieved. Prachanda has said it over and over. The US warned against it. And now it seems some of you who belittled those of us who even dared suggest this as being too “negative” are starting to wake up to reality. They are not over yet. The SPA was just stupid to have entered into an agrement with the Maoists, no matter what you think. They will rue the day they did so, as will the Nepali people.

    Suppose we have CA elections and the people vote the Maoists in power legitimately… what do you guys think of that?
    You see people who are speculating these sanerios where the Maoists take over by force are watching too many Rambo movies! The Maoists are idiots – they know the reprecussions of taking over militarily… They know that India with the backing on the international community will definetly intervene and they they are screwed. Baburam and Prachanda are in contact with Indian leaders all the time – don’t you think they know they can’t just take over????
    The question to ask is what happens if the Maoist come to power through legitimate means and want to establish a semi-communist republic – then what???

    Michael, I do not know whether you have disguised your identity in front of us however I really feel as if you are in favour of violance & dedicated supporter of the Maoist,who just does not see any outlet to this existing crises other then Maoist takeover.

    As long as Nepal remains Democratic & peaceful nation, we general nepalese will be happy.

    I support the 12 Point Plan as agreed to by the SPA & CPN(M)… I do not think N.Korea has anything to do with the Mabadi in Nepal,nor does Cambadia, or Cuba have anything to do with Nepal.

    I support Pundit’s point that maoists are not that stupid that they ever dream of taking this nation with military force.

    They must be well aware of the fact that in this land politics and power days will be counted without support of India and US.

    King despite his century old power base, average people’s strong faith on monarchy,
    benefit of tradition and religion,
    well-equipped military(better technically than maoists),political parties expectations and support of international community could not survive as it went against people and democracy.

    Maoists on the other hand have less supporters, less sophisticated military, no support from international community and a barbaric image.

    How long do u think that this force can exist without the support of people.
    If they go against democracy and try to be autocratic, their peril is certain.

    Maoists are strong enough only to serve as pressure force but not strong enough to take over.
    People need not fear them so much magnifying their power.

    Our geopolitical situation is not easy for anybody to become an autocratic totalitarian, and to be a communist one is perfectly impossible.

    So I feel like laughing at some so called intellectual ones who fear Maoists totalitarian.
    I think Maoists have to fear this matter more.

    I think rationally we all fear the Maoists not as a force that will take over the country but as a force that will continually upset the peace and stability if this country. This is what they have been over the last ten years. They have some genuine issues about changes needed in the country but it is always overshadowed by their outdated communist theories and their readiness to indulge in violence. If they change for the better that’s great, otherwise strong arm tactics must be used against them to make them change for the better.

    As long as they hold the gun we must all recognize them for what they have been-a threat to peace and stability in this country.

    Look I really think the Maoists are serious and ready for a political solution. I mean Baburam and Prachanda don’t want to spend their entire lives in jungles… I am sure they are hungry for power and fame like anyone else. They know that a military take over is just not possible. So the only viable avenue is to join mainstream politics! Yes I agree we have to get the Maoist to completly disarm under a thrid party supervision and perhaps even move towards integrating the PLA and the RNA.
    I still think there will a small faction of Maoists who may not accept a peaceful solution. However, this problem can be controled militarily through force.

    Till yesterday, real power was with king(extreme janabirodhi sakti) and therefore addressing maoists and peace progress was hindered.

    The government had no rational and moral ground to label them ‘terrorists’ since it had not made any effort to address them and their demand , contituent assembly which is a very genuine and democratic one.

    But now power is with politicians , who are expected to be ‘sachchiyera ayeka’ politicians.
    I hope they will surely take genuine steps towards peace and agreement.

    Till yesterday in king’s regime, people felt it undemocratic even to pronounce ‘constituent assembly’ saying it will disturb our democracy and stability.
    Maoists were labelled ‘terrorists’.

    But now everybody have supported CA and welcomed maoists in multi-party democracy and respected them as legitimate political force.

    Then bullets will be their destiny.
    In that case I too support military actions against maoists.

    I hope democracy lovers, peace lovers, nation lovers and people lovers will outnumber and win in maoists too and in whole nepal.

    I request nepalese people to continuously support democracy and people’s sovereignty.

    Hamas are a sad case. All intelligent Palestinians know that they are bad for the Palestinians. Once Hamas came to power a lot of countries expected a change in tact from them-but nothing substantial from them-they still refuse to acknowledge Israel. This is the exact sort of ideological impracticality about the Maoists that makes me fear them.

    Only way to stop maoists to win government through legitimate means is:

    Our politicians who consider themselves democratic ones need to act more responsible, rational and radical.

    They should win support and confidence of people.

    Majority of Nepali people have their faith on these SPA . If they utilize this chance to prove themselves as dedicated to nation and people, they should not much worry.

    But if they again act as armor of monarch and be weak and ineffective, maoists have great potential to win.

    Maoist takeover is quite possible. After all, we have seen the King’s rule. Before that, one or another constituent of SPA were governing. The promises were made but never kept, and people were disenchanted. Only addressing political issues without addressing larger development issue [such as lack of employment, drinking water, electricity] does not help. At the end of the day, people have to feed their empty stomach. The two of these issues should go hand-in-hand. The Maoists are the only force who are not tested though their political role has been violent. And public memory is short.

    I hope the SPA, in a zeal to show themselves true democrats, do not lose sight of the fact that people want to see some development issues addressed and some progress made in that area. If they fail, then the Maoist takeover is definitive possibility.
