King’s yesterday’s address leaves a caveat or two. The ball is in SPA’s court, for the king has said: “Convinced that the source of State Authority and Sovereignty of the Kingdom of Nepal is inherent in the people of Nepal and cognizant of the spirit of the ongoing people’s movement as well as to resolve the on-going violent conflict and other problems facing the country according to the road map of the agitating Seven Party Alliance, we, through this Proclamation, reinstate the House of Representatives which was dissolved on 22 May 2002 on the advice of the then Prime Minister in accordance with the Constitution of the Kingdom of Nepal-1990.” The king has referred to SPA’s roadmap which is an indirect way of addressing the issue of Constituent Assembly (CA).
He has further said: “We call upon the Seven Party Alliance to bear the responsibility of taking the nation on the path to national unity and prosperity, while ensuring permanent peace and safeguarding multiparty democracy.” This statement has handed over the responsibilities to SPA in particular and people in general.
Finally, king has addressed SPA’s road map that talks about reinstatement of lower house, formation of all party government and eventually conduct CA poll. This will be on the basis of dialogue and agreement with Maoist. Only such election will end the conflict, establish loktantra and restore people’s sovereignty and state power.
Coming Friday, a historic meeting of lower house will take place in Galley Baithak, that will give mandate to SPA to form a government that will lead nation to transformation. The government will be headed either by GP Koirala or by Madhav Kumar Nepal. This government will start dialogue with Maoists. At the same time, it will also proceed the process for the CA poll. In the meantime, Maoists’ as well as RNA’s arms will be managed by international community. The question of Maoist’s army resolution will be discussed with the mediation of International community. This is crucial for the verdict of CA to be implemented.
SPA’s government will decide on the process of CA poll. Here are few possible options: representatives of different parties and/or agendas will fight for the place in CA. The exact format is not clear. But, the members of CA will draft a new constitution that will decide on fate of monarchy.

There are many issues other than monarchy to be resolved through CA…I am a Madheshi….though I support and actively took part in the movement to oust monarchy, my next agenda will be to fight for inclusive democracy…..and don’t mistake me to be communal…….I think that I have right to fight for my rights in democratic polity
I do not think that both the Armies will surrender arms. The other thing is that it is extremely difficult to go by the letters of the 12 point pact.RNA never will surrender arms as a national army.I do not think it has to do that.But it can declare that it will not use arms for certain period.

You will have full rights to do so. But what exactly are not given to you as per current consitution? Madeshi has to bear in mind that their loyalty should be towards the nation first. If they change their mindset and start integrating with “Mera Nepal Mahan”. You definitely deserve all rights including to be in the army, beurocracy etc… we all are citizen of this country, once you are citizen of this country, in the eye of law, no Nepalese are less/more Nepalese than others. All are Equal. That is Full-fledge Loktantra !
abt nepal-madheses issue i think the first step should be from the nation.

i have been on a social tour to Rautahat and i found most of them feeling detached from the country. that is their anger and frustration.

What I am still feeling after the last night announcement of the King that there are still some people who think that revolution is not complete and over. They want to see the King to leave so that the country is fully a republic. Those people will again, say after a couple years, will revolt and ask for a republic. The whole revolution this time instilled hatred against the King due to his atrocities to the people mentally and physically during the last four years. That is why people do not want him.
Considering the geopolitcs and its mischevious tentacles, India, EU and UK played their cards. Mr. Shah moved based on their recommendation. People didnt buzz, and pressed on. Finally Mr. Shah climed down. We have to realize that, he has not totally fallen. I would be very disappointed if we were to even consider having Mr. Shah and his RPP stooges playing around with Nepal. Mr. Shah’s grand daddy made Nepal spreading a terror based on sword. Now we have to rebuild and unite Nepal based on goodwill, and common respect towards each other who live in this country. Nepalis unifying factor will be Nepal itself.

The oath should be administered by the chief Justice of the Supreme Court. I am not sure whether current chief justice has shown the courage to uphold democratic rights during those troubled four years but we could accept this.

Netas of SPA can be brought into justice by trial following the code of law, and so should Mr. Shah, his “pakhandi” son Paras, RPP stooges, people responsible on MBs side for the killings of innocent Nepalis. No one is above the law.

Sounds very disappointing to imgagine old Girija back in the driving seat but still he might able to change the whole scenario. Well, finally the looming disaster is abborted for a while. Let´s forget and forgive things of the past and begin uniting all Nepalese as only True Nepalese.
Ok GP again became PM but hey he is the only one who has the guts and most experiences despite his contribution to bring the Nation to this brink of total failure.
Anyway from now on the Government should decide on following.
– Constitution Assembly and formulation of New Constituion keeping King, Army and other security forces under Parliament-PM.
– Formulation of monitoring and proper punishing systems to bring the Mandales, Corrupt and High Profile Criminals from Past, Current and Future into Justice as per Constitution. No more any loopholes.
– Abolish of Nepal as HINDU NATION hence this Discriminatory Caste System and Bahun(Chettri/Tahkuri) Bads and Natabad, Chakaribad and Hajur, Baksiyobads,
– Withdrawal of all GUNS and FIREWEAPONS from the Hands of Personnels, Criminals, Elites, and ofcourse MAOISTS.
– Inclusion of all Main Languages as National Languages along with Nepali and English as official Bridging Languages.
– Revision of Public Commission Exam System, National Education System with Curriculum with changing time making all educations prefereably in English System except the concerened languages as optional.
– Inclusion of people including women from all races, regions for equal opportunity and participation in Judiciary, Security Systems, Administration, Bureucracy from lower, entry level to higer decision level.
– Freedom of democratic expression, practice of religion and cultuur as per the race and region and individual aspirations.
– Provisions of special quota system for people belonging to EXTREMELY deprived region, class, race etc. i.e. Kamaiyas and other Janjatis.
– Provisions of autonomity in practicing regional cultuur, languages, customs etc.
– Making all educational institution free of party politics.
– Abolishtion of all Discriminatory laws, i.e. slaughtering and consuming cowns etc.
– Establishments of Public Library Systems throughout Country as per Region, Wards, Toles etc.
and many such …………………..as per UNITED ASPERATIONS OF NATION AND NEPALESE PEOPLE.

KATHMANDU, April 25 (Reuters) – Nepal’s Maoist rebels on Tuesday rejected the king’s decision to reinstate parliament and said his speech was a sham that failed to address the demands of mass street protests.
“The proclamation is a sham and a conspiracy against the Nepali people,” Maoist leader Prachanda said in a statement in the Nepali language. “Our party firmly rejects this.”
The country’s main political parties had earlier welcomed King Gyanendra’s decision to restore parliament, dissolved in 2002, and said they planned to turn a mass protest on Tuesday into a “victory celebration”.
Prachanda said the parties had committed “another historic mistake” and encouraged the Nepali people to continue peaceful protests until the parties declared elections for an assembly to write a new constitution.
He called for a blockade of Kathmandu, a city of 1.5 million people, and district capitals, until demands for an unconditional constituent assembly were met.
“Neither has this addressed the slogans being raised on the street for a constituent assembly and a republic, nor the 12-point understanding with the seven political parties,” Prachanda said of the proclamation.
“Our party makes a strong appeal to the people to continue peaceful protests until elections for an unconditional constituent assembly are announced,” he said.
Maoists entered a loose alliance with the main political parties last year to end royal rule and set out a rough roadmap for peace.
“When we talk about the people they are going one step ahead of the constituent assembly and they are demanding a republic,” Comrade Sunil, a senior Maoist leader, told Reuters by telephone. “Our party heartily respects this.”
Maoists control vast swathes of the countryside and have been waging a decade-long insurgency to end the monarchy and establish a communist republic. More than 13,000 people have died since 1996.
Maobadis are doing what they are so good at. Rejecting SPA’s truce with Raja G. Maoists want to keep on the fight and yes ofcourse they are feeling betrayed. They are getting impression that the nepalese are with them and they will be welcomed in Kathmandu if they target Kathmandu.
They are warning SPA. They are threatening the leaders who welcomed the King’s decision to reinstate the parliament. The situation is far from the over. How Girija Prasad Koirala is going to handle it , future will tell us. But we know one thing for sure about the reasons leaders agreed on his name without a fight. Nobody wants to be in his shoes . Be realistic, Girija is 85, must be wiser and hasn’t got much time left, but he is one of the leading figures of the movment, anybody is better than the king and his son.
Girija is not on the palace side and has been let down from the RNA against the Maobadis, he is the lonely distance runner, he predicted the outcome.

A major coalition partner that forms the Indian govt. CPIM has always supported them. Hence the ease with with they can cross borders and walk around freely in India.
India plays many cards, not only the maobadi card. They infact run the Nepal road show. The BJP keep pulling out maoists as a card against the coalition govt. and the CPIM keep supporting the maoists.
SPA could not find better than Girija because he is the most senior, most experienced and above all, most trusted by Maoists among the SPA leaders and his demand, restoration of house of representatives, was the only possible first step to regain the people’s sovereignty. Now, we have just to wait for whether he will be able to perform his last assignment from the people correctly and wisely.

Maoists reject Nepal King’s call
Kathmandu (Nepal: Nepal’s communist insurgents on Tuesday rejected King Gyanendra’s call for a reinstatement of Parliament.
They said it was a conspiracy for the King to hold onto power and warning their opposition allies not to accept it.
The announcement came hours after Nepal’s seven-party opposition alliance had welcomed the king’s Monday night speech, and said they would seek to draw the Maoists into the political mainstream.
The Maoist statement, signed by rebel leader Prachanda and his deputy Baburam Bhattarai and emailed to journalists, vowed to press ahead with blockades that have sealed off major roads for weeks, and led to serious shortages of food and fuel in the capital.
They warned that any parties that agree to the king’s plan would be betraying the Maoists, whose 10-year campaign to create a communist state has left more than 13,000 people dead and given them control over much of the countryside.
My first thoughts on the current political situation facing Nepal is that Parliament should call for a constituent assembly on Friday because the Maoists have already broken ranks.
My second observation is that the hardest work is yet to be done. I do not wish to demean the bravery of the people on the streets and their struggle for democracy because they should be honoured but we must realise that the hardest work begins on Friday. The SPA ought to declare an all party government (and include the Maoists) to draw up a constituent assembly.
My third obervation is that we should not let the hope of yesterdays announcement go to our heads. We must stay focused on our objectives.
I do not think we will see General elections in Nepal for a long time but it will be interesting to see when.
The first task the interim (?) or majority government will be to trash all the Acts/Bills that restricts press freedom, TADO, etc. Then it must bring maoist rebels into the mainstream politics via CA. It is up to CA election that will finally decide what status to give to the king. If king plays dirty games repeatedly, then the monarchy may be abolished by the people much easily and quickly. People who abused power must also be held accountable for their act.

I guess the slaves will go back to work tomorrow and the People’s Movement proves hollow.
The very critical work for the parties is to settle maoist problem. The maoist should be ready for free and fair election of whatever it maybe without pointing the gun toward innocent people. Otherwise they will be problem not only for constituent assembly but also for future parliament election. RNA should be under parliament immediately and maoist should be ready to give up their gun, otherwise the peoples expection of the peace and their true decision will never be seen in Nepal. This will bring new autocracy in Nepal.

1. I believe that the most important priority is for CA to be called and to bring the Maoists into the mainstream. This is the country’s priority right now and not press freedom.
2 I agree that there should be press/freedom but those bills are redundant from today even though they are legally in place.
3. Press freedom is not as important as bringing the Maoists into the mainstream and announcing a CA.

With reference to your post, I find myself agreeing with you with regards to your sentimenets towards Mr Koirala. I find him an odious man but no politician in Nepal is a ‘clean candidate’ and this is politics where moral judgements can be to your detriment.
