King's Deceptive Message

The much awaited address by king has only solidified his ambition to remain in power.

In his 5 minute long speech, king has tried to take credit for his direct rule and seems reluctant to give power to the people. He has cited article 35 of 1990’s constitution and asked SPA leaders to come up with a name of Prime Minister. Until such name is fixed, the king has declared that he is clinging to the power.This is an utter deception. He is not willing to give up the power yet. This is only a cosmetic change and no one should believe in his words.

It is done only to manage the growing international pressure upon him. He should have cited article 128 by which a powerful PM could be appointed. He is not ready to bring the Maoist in mainstream politics which is the major concern of the people. He should have asked SPA to form an interim government that will eventually hold election for unconditional Constituent Assembly.

People sloganeering in the streets have voiced their concerns over kings deceptive steps.

Meanwhile, state has extended curfew from 8pm to 12 o’clock.

Rajendra Pande, central member of CPN (UML) says : This is a treachery. The movement will go on unless power is handed over to the people.

Upper House MP and lawyer Radheshyam Adhikari comments: This so called solution can not stop people from reaching their goal of loktantra.

Proclamation to the Nation from His Majesty King Gyanendra Bir Bikram Shah Dev
7(21 April 2006)

Beloved Countrymen,

You are all aware that, given the situation prevailing in the country then, we were compelled to take the decision of 1 February 2005 to set in motion a meaningful exercise in multiparty democracy by activating all elected bodies, ensuring peace and security and a corruption-free good governance through the collective wisdom, understanding and the united efforts of all the Nepalese. By supporting our decision, the Nepalese people made amply clear their desire for peace and democracy and the civil servants demonstrated sincerity towards their duties. We are appreciative of this. We also have high regard for the dutifulness, valour and discipline displayed by the security personnel, upholding their glorious traditions.

By visiting different parts of the country, we made honest endeavours to acquaint ourselves with the hopes and aspirations of our people, mitigate their hardships and boost their morale. We also called on the political parties to enter into a dialogue in the interest of the nation and people afflicted by violence and terrorism. However, this did not materialise. The ideals of democracy can be realised only through the active participation of political parties. In keeping with the traditions of the Shah Dynasty to reign in accordance with the popular will in the greater interest of the nation and people and our unflinching commitment towards Constitutional Monarchy and multiparty democracy, we, through this Proclamation, affirm that the Executive Power of the Kingdom of Nepal, which was in our safekeeping, shall, from this day, be returned to the people and be exercised in accordance with Article 35 of the Constitution of the Kingdom of Nepal – 1990. As the source of Sovereign Authority is inherent in the people, harmony and understanding must be preserved in the interest of the nation and people in an environment of peace and security. While safeguarding multiparty democracy, the nation must be taken ahead along the road of peace and prosperity by bringing into the democratic mainstream those who have deviated from the constitutional path. Similarly, a meaningful exercise in democracy must be ensured with the activation of representative bodies through elections as soon as possible. We, therefore, call upon the Seven Party Alliance to recommend a name, for the post of Prime Minister, at the earliest for the constitution of the Council of Ministers which will bear the responsibility of governing the country in accordance with the Constitution of the Kingdom of Nepal – 1990. The present Council of Ministers will continue to function until the appointment of the Prime Minister.

    Of course, its not the matter of who I like or who like. Its the question of who was elected by Nepalese people and thier representatives in the Parliament.
    Whether you like it or not, SHER BAHADUR DEUBA WAS ELECTED BY PARLIAMENT AS THE PRIME MINISTER, WHICH STILL MAKES HIM THE DEMOCRATICALLY ELECTED PRIME MINISTER AS THERE HAS BEEN NO ELECTION OR PROCESS IN PARLIAMENT TO CHOOSE THE PRIME MINISTER.

    IF YOU ARE AWARE, EVEN GIRIJA PRASAD AND NEPALI CONGRESS had accepted that Sher Bahadur should be reinstated provided he recommends for reinstatement of house of representative.
    Sher Bahadur refused this condition at that time (2 years ago), however in current situation he might agree to that as well.

    Moreover, Madhav Kumar Nepal, General Secretary of UML has also openly commented in the past that SHER BAHADUR SHOULD BE REINSTATED AS Prime Minster.

    Let us not forget things in retrospect, otherwise we will have every tom, dick and harry wanting to be Prime Minister. If we want country to go back on track then let us correct REGRESSION and reinstate peoples elected PM.

    HAVING SHER BAHADUR AS A PM is a must as HE IS THE DEMOCRATICALLY ELECTED PRIME MINISTER AND ONLY HE WILL HAVE CONSTITUTIONAL RIGHTS TO MOVE THE COUNTRY AHEAD.
    THINGS LIKE HOLDING NEXT ELECTION AND REINSTATEMENT OF PARLIMENT CAN ONLY BE POSSIBLE VIA A DEMOCRATICALLY ELECTED PRIME MINSTER.

    ANYBODY ELSE WOULD BE JUST ANOTHER FACE CHOSEN BY KING.

    There are some chamchas of sher bahadur here are writing Sher Bahudur should be the PM. I tell them Fuuuk up. He is the one who handed over the democracy to the King. Now many people had to lay down their lives and it was so much of hardships to bring back. He doesnot hve any brain in his skull. he is a robot in Daura Suruwa. he will again give the democracy to the King by having three pegs of Whisky.

    I don’t think your analysis is correct. I can understand your reluctance to beleive the Maoists but I don’t think things are as simple as you put it. The Maoists are not completly oblivious or stupid. They have seen the power of the people in the last few weeks… A military take over by the Maoist will never happen and they realize that. Firstly they would have to defeat the RNA and India would send troops if the Maoist were to take over by force.. I think the Maoist have long realized that a negotiated settlement is the only way out. They have changed their stance on the Monarch issue and they called for a ceasefire before.
    The main concern right now is to find a way to bring them into the political arena…

    We should form a strong group of young people like Shivsena in India (not for religion) that can really take care of any Leader that will try to be greedy and repeat post 2046 history.     I would support Krishna Prasad instead of Girija.
    I still think Sher Bahadur is the better option.

    If we talk about mistkes, I can give you lot more reasons about Girija Babu’s Mistakes.

    Let us not forget how Girija Babu started this whole game of dissolving the parliament way back in 2051.

    I think I agree to your point that there should be some sort of reconciliation. Thus, Sher Bahadur is the right choice. Moreover, I will have to tell you that Sher Bahadur is not related in any way to Durbar, except that his wife came from a Rana family.

    Otherwise it wont be long before this angry mob in Nepal turns the country to anarchy.

    Sher Bahadur under the order of the King dissolved the Parliament. He even never thought of consulting his senior cabinet members. He went to the Palace and he was offered some pegs of whisky by this chanakya King. Deuba signes the paper dissolving the Parliament of 205 memebers. I do not have to tell you how poor we are as a country and how much money is spent to have elections. How many people have to work for the conduct of elections successful.This guy Deuba dissolved in awhsky sitting with King. Thats why Ram Sharan caught his neck at the Indain ambassdor’s residnece during a dinner. I am surprised to have such aleader in our country and his supportes.Whats the hell that our political system has produced such a leader during the early 12 years of so called democracy.Thats why I call him a robot in Daura Suruwal.

    2. Today he said “ I am giving back it to people”
    3. Is there any guarantee that he will not say “I am again taking back my power” Because this coming government will be hanging on the air. He may easily kick that government out of his way as he did to Sher Bahadur Deuba.
    4. Suppose, the Interim government will go for election of Constituent Assembly, will he agree?? I think he will again use Article 127 to take power in his hand.
    5. From the past experience we have known him as a great liar and use to do just opposite of what he says.
    6. Otherwise UN should play a mediator role until the election of constituent assembly.

    It is a pity that god forgot to give us enough wisdom. That is why we are either ‘kanchha’ or ‘bahadur’ in india or ‘mercenery gurkhas’ elsewhere. Perhaps we have no brain to solve any problems so foreigners should show us the way.

    Recently, king admitted his failure to resolve the national issues hence gave up his power. Obviously the ball is at the court of SPA now. Some MAI KA LAL should have enough courage to come forward to become prime minister and handle the situation towards addressing the problems in the country.

    No more street-demos please! Now enough.

    I propose any of Dr. Ram Sharan Mahat/Subash Nembang/Narayanman Bijukchhe/Devendra raj Pandey or some other capable personalities to come forward as PM candidate to save the nation from disaster.

    No Sher Bahadur Deuba please… he was the one who was hungry for power the last 2 times. First, he dismissed the parliament knowing that the election was not possible… his intention was similar to Gyane’s to hang on to the power in the name of Maoist & terrorism… he even dismissed the local elected government when their time was up. Second, when Gyane was about to hand over the power to parties 2 years back after trying Chand and Thapa he wanted the PM seat so badly that he did not bother taking the blessings from all other major players who were fighting for the democracy.
    I am sure SPA can come up with a single name this time but, is this enough or should we go for more so that we don’t have to fight again in the future??? Why was Gyane and his so called advisors still wanted to play divide and rule game till yesterday by offering the PM seat to Bhattarai??? What does the article 35 say??? Can the new PM reinstate the disolved parliament??? How will the maoist be brought to political process???

    There are many questions to be answered before deciding the PM… don’t just jump into fire yet.

    I think Sher Bahaudur has done most damage to democracy in Nepal after King G (even more than Girija).

    1. Deuba failed to conduct local elections
    2. Deuba dismissed the parliament causing all this mess. I wonder who incited him to do this.
    3. Deuba started the Pajero culture of the MP’s.
    4. Deuba played all the dirty games to prolong his Govt. including sending MP’s Bangkok and so on.
    5. Many corrupts from Congress like Khum Bdr, Chiranjibi Wagle joined his party, but Deuba never dared to speak or do anything against them.
    6. Deuba did not warn the public about King dismissing him the second time.
    4. Deuba divided Congress party due to his ego.

    I was not calling anyone here an idiot. I was calling Deuba an idiot and quiet frankly I think idiot is tooooo much of a compliment for him. Yes he may not be related to the Royal family but his wife certainly has close relations with the palace. Moreover, it is common knowledge that his wife is the brains behind Deuba’s operations… since the man is (sorry but I have not other word) an IDIOT.

    I see Gagan Thapa as a promising leader for the future. However, the problem now is that the political leaders are not going to step down or move aside. Especially now they will claim they have struggled for democracy etc. So for the time being we don’t have any other choice but to put up with the Girija et al.
    Given the choice: Girija, Deuba and Mukune I have to go with Girija. He is the only one who will stand up to the king… besides he is 84 so I can’t imagine he has any long term ambition. I also think people are more aware and empowered so if his spawn Sujata Koirala tries to take advantage of the situation we can lynch her in public.

    As you can tell I don’t like Deuba but I disagree with some of your reasoning. The congress party being split has more to do with Girija’s ego.
    There were many currupt under Girija as well. Sujata Koirala made a fortune and she was the most dispicable, lunatic person. Besides did you forget the Lauda case? I don’t think you can compare the political leaders using curruption as the basis… they were all currupt!
