King's Deceptive Message

The much awaited address by king has only solidified his ambition to remain in power.

In his 5 minute long speech, king has tried to take credit for his direct rule and seems reluctant to give power to the people. He has cited article 35 of 1990’s constitution and asked SPA leaders to come up with a name of Prime Minister. Until such name is fixed, the king has declared that he is clinging to the power.This is an utter deception. He is not willing to give up the power yet. This is only a cosmetic change and no one should believe in his words.

It is done only to manage the growing international pressure upon him. He should have cited article 128 by which a powerful PM could be appointed. He is not ready to bring the Maoist in mainstream politics which is the major concern of the people. He should have asked SPA to form an interim government that will eventually hold election for unconditional Constituent Assembly.

People sloganeering in the streets have voiced their concerns over kings deceptive steps.

Meanwhile, state has extended curfew from 8pm to 12 o’clock.

Rajendra Pande, central member of CPN (UML) says : This is a treachery. The movement will go on unless power is handed over to the people.

Upper House MP and lawyer Radheshyam Adhikari comments: This so called solution can not stop people from reaching their goal of loktantra.

Proclamation to the Nation from His Majesty King Gyanendra Bir Bikram Shah Dev
7(21 April 2006)

Beloved Countrymen,

You are all aware that, given the situation prevailing in the country then, we were compelled to take the decision of 1 February 2005 to set in motion a meaningful exercise in multiparty democracy by activating all elected bodies, ensuring peace and security and a corruption-free good governance through the collective wisdom, understanding and the united efforts of all the Nepalese. By supporting our decision, the Nepalese people made amply clear their desire for peace and democracy and the civil servants demonstrated sincerity towards their duties. We are appreciative of this. We also have high regard for the dutifulness, valour and discipline displayed by the security personnel, upholding their glorious traditions.

By visiting different parts of the country, we made honest endeavours to acquaint ourselves with the hopes and aspirations of our people, mitigate their hardships and boost their morale. We also called on the political parties to enter into a dialogue in the interest of the nation and people afflicted by violence and terrorism. However, this did not materialise. The ideals of democracy can be realised only through the active participation of political parties. In keeping with the traditions of the Shah Dynasty to reign in accordance with the popular will in the greater interest of the nation and people and our unflinching commitment towards Constitutional Monarchy and multiparty democracy, we, through this Proclamation, affirm that the Executive Power of the Kingdom of Nepal, which was in our safekeeping, shall, from this day, be returned to the people and be exercised in accordance with Article 35 of the Constitution of the Kingdom of Nepal – 1990. As the source of Sovereign Authority is inherent in the people, harmony and understanding must be preserved in the interest of the nation and people in an environment of peace and security. While safeguarding multiparty democracy, the nation must be taken ahead along the road of peace and prosperity by bringing into the democratic mainstream those who have deviated from the constitutional path. Similarly, a meaningful exercise in democracy must be ensured with the activation of representative bodies through elections as soon as possible. We, therefore, call upon the Seven Party Alliance to recommend a name, for the post of Prime Minister, at the earliest for the constitution of the Council of Ministers which will bear the responsibility of governing the country in accordance with the Constitution of the Kingdom of Nepal – 1990. The present Council of Ministers will continue to function until the appointment of the Prime Minister.

    Given the fact that we have the Moaist to deal with, appointing a PM is not going to solve our problem. we still have to think about resolving our conflict with the Maoist. For that to happen, the present condition of constitutional moarchy is not an option. So, even if we do have a PM he should dissolve the constitution and hold fresh elections.If i was the PM i would definitely sack the present Army, Armed police chiefs and then Kamal Thapa and all the present ministers. Lets hope the new PM does think along my lines.

    The King gave you what you wanted…now everyone is griping,but we don’t want that! we don’t trust the political parties! Give me a break, then! Everyone knew the parties could not be trusted after their decade long failure…and now you are going back to accept the same old garbage, the same old prime ministers, nothing new? What the hell do you people want? If you want political parties, then find some new fresh blood, someone who is really in touch with the young people of Nepal.
    Otherwise, you got what you asked for…and, yes, the King did it to save his own F_-ass, no more…now you have to remember that one day, since the monarch stays in power, it will be KING PARAS. God help Nepal when that day comes. I say, get rid of him now or the royal family will haunt you FOREVER.

    You know what? This guy Gyane is going to buckle. Sure. This was a desperate effort to try to convince everyone that he’s still the tough guy. But one look at his eyes and you can tell. He knows the end is near and is just trying to prolong it.

    Now if those SPA leaders can understand that, they can do some pretty hard bargaining with him. Now’s the time. He’s under pressure.

    People:
    It is easy for us (me,Melissa etc.) to come here and rant about how the people should go no with the movement until Nepal is a republic. However, I am interested to know if the people of KTM can continue to go on protesting… How much longer can people go on with the curfews, rations etc? I really respect the people of KTM who have come out to the streets in the last 2 weeks.

    I don’t know what to think of the King’s speech. I have a difficult time trusting this man. He is not one that sits back like his brother. But at least it seems there is some progress… I think the SPA should nominate Girija Prasad Koirala as the next prime minister. Yes I hate the man and his evil spawn Sujata Koirala – I would like to lynch them in public if I could. However, right now if you think about there are no other leaders who is capable of standing up to the king. Deuba is a spineless idiot… he got us here in the first place. Madav Kumar is just Madav Kumar I don’t see him as being really capable of anything.
    People like Gagan Thapa are promising leaders and but they cannot handal the situation we are in now. This is a tricky sitation because the King still controls the RNA etc.

    I hope that the parties manage to come to a concensus and nominate someone… then the next step has to be revival of the constituent assembly. SLowly the constituent assembly will bring the Maoist to the mainstream politics and hold general elections… the biggest obstacle is to get the RNA in the hands of the civilian government.

    Few moments ago there was agony and anger while watching the scenes in the tv. Now it is time to think with a cool mind what needs to be done. What the words of KG mean.

    For me KG is a bloody maniac and should be removed otherwise we will have to through the same process again. Of course at that time the killings and pain would be much more serious.

    The answer is very clear constituent assembly. I hope in case SPA guys can come up with the agenda which should be made public. Not too worded plian language. My view are:

    1)Constituent assembly for new constitution
    2) Referendum on the need of constitutional monarch or republic straight front no politicking in this issue.
    3)Prime minister cannnot be for more than two terms.

    I tend to agree with Bahula kaji. The movement has not been as successful as it should have been given the costs we have incurred so far including the lives of more than 10 people.

    We seriously need to think of alternatives and not just further intensify the hardship faced by the ordinary citizens. How can you live without earning for half a month when you used to earn on a daily basis for your meal.

    This is a pretty tough scenario. We need to think more for alternatives.

    The thing now for SPA is to recommend a PM who will then form a caretaker government lead by someone with integrity and public respect. The biggest challenge will obviously be to bring the Maoists to the mainstream.

    Girija -TOtal Failure multiple times.
    Deuba-TOtal Failure multiple times.
    Makune- Another example of total failure.

    We also don’t want Padma Ratna he is total useless always changing his position to adjust.
    In last parliament election HE LOST by lots of difference in KTM. People of KTM don’t want him though he is NEWAR.

    As somebody stated earlier, Bhudai Pundit has been hired by some Koirala-congressi to just blow trumpte about Girija and post comments against Sher Bahadur Deuba.

    How can a person such as Sher Bahadur Deuba who came from the remotest area of Nepal, suffered for years in struggle for democracy during Panchayat regime, was jailed for more than seven years, was able to win most of the seats from Sudur Pachim for Nepali Congress and who dared to break away from the corrupt tyranny of Girija Prasad be abused by somebody called Bhudai Pundit and Melissa from out of Nepal. I think we should not allow Nepalese people to be called spineless.

    no! w..wait it’s not that am i in favor of more blood or happy by this void of peace. I’m only trying to draw ur attention towards the decade long struggle of maoists and the reason for which they should reconcile or concede their armed strifle. Yes, sooner or later they have to and they will of course lay down their arms but do u think it is ok if they easily cease their long walk of peoples’ war for something like coalition government under the king’s regime. Won’t they be cursed by the martyrs of people’s war(including the security forces as well)?? So, the mere solution is a REPUBLIC government. Anything less than this will not be acceptable and should never be.
    Just a while ago, I happened to listen to the brief interview by K.B. mahara. he’s said the king’s speech is another form of ‘traditional royal treachery’ and they won’t reconcile until king addresses at minimum Constitution assembly which is the demand of people.

    now whats all this fuss about. king has given the power back to people and has asked to name the prime minister. its the SPA leader’s job to recommend whatever they like. e.g. reinstatement of parliament and even constituient assembly. what the hell SPA leaders’ looking for? they need to come out of room and do something for their own. they can not expect all the work to be done by people on street and king.

    Seshyan Nepali, you are right to mentio Yugoslavia. But that holds true for any former communist country that broke apart. Look at the former states of the Soviet Union, Yugoslavia, just two for starters. Yes, the King is the only thing binding Nepalese. It is clear just from reading blogs like this and having lived and worked in Nepal for many years (i’m in the states now) that Nepalese of different ethnic groups and castes can’t stand each other! Read this blog and it is obvious. the talk is not of uniting but of seperating…
    So in that sense it is good the King stays in power…but he has shown his true colors, and if he can do this once, he can do it again. He has not given up his control. And god help us when he dies and PARAS IS KING. Remember, most members of his family don’t live beyond their late 60’s (and I’m not talking about the royal massacre, just in general)

    Again the dictator king is trying to fool us. Remember – one cant fool all the people all the time. He had repeatedly commandated SPA for commonly agreed PM in the past after saking and reapoinint then Deuba led government. His rhetoric like -‘we are committed to multiparty democracy and constitutinal monarchy” is nothing new but a cunning strategy to put water on buring public fire that is about burn him and his institution alive. No matter what US, India, EU and others say, we should not agree for less than – all party government to hold the constitutional assemply election – we will draw our future and decide on his fate. The auticratic regime and the Maoist alike claim to have public support, let see what Nepali people really want – constitutiona monarch, community republic or democratic republic. With fair election, I gaurantee “democratic repulic of Nepal” will triamph. If the Girija and his gang are lured to the post of PM and be king’s toys, we should be ready to punish them – this no excure – they have done enogh damage for the last 14 years, which brought this situation. Girija, Deuwa, shoudl not be PM at any cost unless we want to ruin our country for good. We have to find ways to bring honest and younger generatins leaders and the majority of Maoists into political mainstream. We will definately achieve peace and progress without King but not without brining the Maoist into political mainstream. the King has finally listened to US and India who want to have pappet government in Nepal, and undermine the Maoist cause. I grongly deplore the Maosit regime but dont see anyway out without have negotiated settlement with them -after all they are like us Nepalis and their fight for casue is genuine despite the means are totally brutal and often inhuman.
    Long live democracy. Down with royal regime and the Maoist brutality.

    we shoudl now look for a peaceful transition rathar than opting for the path of destruction. The king finally accepted that he was unable to restore peace. He has handed over power to the people, the power that was handed over to him by our own men.
    This is positive.
    Even if we want to remove the king it can be done slowly by empowering the people by conducting an election which must be participated by the Maoists as well. The country is in a preacrious position so all should think positively rahter than showing dissent. May peace be restored in Nepal.

    My initial, knee-jerk reaction was – what?! ok, maybe what he’s saying is basically good..but this is too little, way too late.

    Then I thought, and talked to people.

    My two cents: in some ways, this is too little. Not accepting responsibility for your own actions, KG? Just saying that the 7-PA needs to thrash out a candidate for PM, and until then, maintaining status quo? But in other ways, this is not too little. It is up to the parties to sit, work, and figure out what they want *in concrete terms*. Loktantra – yes, naturally. But what concrete, physical changes will they create? I have faith in the political parties – as do, I think, the hundreds of thousands who have come out on the streets – and obviously they deserve time to think and plan, but they need to decide and act soon. Saying, on BBC Chautari, that the andolan will continue seems to me an immature reaction.
    We need changes that will tie the king up, so he can’t create mischief and do again what he has tried to do.
    We need changes that will get rid of the discrimination and corruption that plagues our state.
    We need…change.
    Right now, the people best able to create this change is the political parties. “KG is a thief, and this is not enough” trips off the tongue quite easily, but…what would happen, say, if the 7-PA sat all day tomorrow to reach a consensus on a person to name PM? And then, if the king was obviously still unwilling to do as he “promised” today, and “give back power to the people”, then we get back on the streets, and kick him out, once and for all.

    (As someone just said: now is the time to work.)

    And ILOVEMYCOUNTRY is also right. what he says is exactly what the American Ambassador has feared all along and why the US supported the king returning to his role as a constituational monarch. The Maoists have been left out of the equation in this discussion. They are not stupid, either, and they have had a clear cut strategy in all of this…ILOVEMYCOUNTRY seems to be one of the few who gets this scenario that may well unfold soon…

    a couple things, though, that definitely need sorting out:
    *the army. An army that ignores the will of the people, repeatedly, is an army that needs to change.
    *accountability: those whose actions led to the deaths of people over the past weeks of protest MUST be held accountable for their actions.
    *the Maoist reaction.
