Police Orders Student Group To Vacate Building

By Dinesh Wagle on March 31st, 2005 in Wagle Street Journal

In what appeared to be a carefully orchestrated event that will definitely worsen the already hostile relationship between the royal government and pro-democratic forces, police today went to the offices of All Nepal National Free Student Union (ANNFSU) at Rato Ghar (Red House) in Ratna Park, Kathmandu and ordered them to vacate the building immediately.

Talking to fellow blogger Tilak Pathak this evening, Bal Gopal Upadhaya, Central Committee Member of ANNFSU said: “A group of Armed Police Forces (APF) led by SSP Madhav Thapa came to our office this afternoon and told us to vacate two floors of the building by 4 PM. But we told them that we wouldn’t vacate the building and we stayed there till 6 PM. Then we locked the office as usual. Police team didn’t come back.” ANNFSU is the student wing of major opposition Communist Party of Nepal (UML).
The police team also ordered the shops on the ground floor of the building to vacate the room within a week.

Famous Rato Ghar is a state-owned building which managed by Rastriya Sabha Griha Samiti (RSGS) of Kathmandu Metropolitan city. All inhabitants of the building pay rent to RSGS. Immediately after the democracy was restored in 1990, ANNFSU captured the building and set up its offices in two of its four floors. Before, the same space was occupied by Rastrabadi Mandal, a pro-King and pro-Panchayati group.

It is learned that the APF wants to set up one of its own offices in the building.

“We have taken this step as an act of harassment and intimidation,” Upadhaya said in a telephone interview. “If the police use force to move us from there, we will respond appropriately. The state should be responsible for the consequences of such scenario.”

All the governments of pro-democracy era let the ANNFU to use the building as its office. When the CPN UML, mother party of ANNFSU, divided into two factions a few years ago, the group too broke up and the each of the two floors was taken by the two factions. When the party united the office became unified too.

Rajibji,
You need to read Nepal’s history a bit. Remeber what Nepal’s every school kid knows by heart. P. N. Shah the Great’s dibyopadesh: “mero sano dukkhale arjya muluk hoina. Sabailai chetana bhaya!” What does this mean? It means Nepal was “earned” by P. N. Shah. King Gyanendra bequethed this property from his ancestors. Now turn to our own practices: when we bequathe property earned by our ancestors, we use it at our discretion. After all, don’t you spend and use whatever you have got (as your Ansha) from your parents? Don’t you use according to your fancies? So does King Gyanendra and his family. So, I was not surprised at all when King Gyanendra asked the government to buy luxuary cars for him when Nepal was financial and political turmoil. I was not surprised at all when Paras bought a fancy Bhatbhate (I can’t remember the brand name Haley Davidson or so). So it is quite logical and appropriate for King Gyanendra to appropriate and spend whatever he wants from the national coffer. Nepal is the property earned by his ancestor and bequathed by him. Why does he pay rent for something which is his property; pay to whom? Chetana Bhaya?? You got your answer?

A State for one man is no State at all.

The State is his who rules it, so ‘tis held.
