While Prime Minister Baburam Bhattarai has been meticulously following the austerity measures in a bid to create a better image of his government, his wife Hisila Yami, a prominent leader in the Maoist party, seems to be swimming against the current. Sources said many of her recent acts watered down her husband’s resolves.

In a clear breach of the PM’s recent directives, Yami demanded a Prado, a Toyota car that costs Rs 15 million, from the Prime Minister’s Office only last week. PM Bhattarai, in sharp contrast, rides a Nepal-assembled Mustang car, which costs Rs 1.6 million. ś1. (S/NF) Indian Ambassador Mukherjee believes it important
that we show the King and the people of Nepal that we remain
closely lashed up with respect to handling the situation
here. In a February 27 conversation, Mukherjee suggested
that it would be particularly useful if the President and
Prime Minister Singh discussed Nepal during their upcoming
conversations and pointed out that fact publicly. Mukherjee
agreed that pressure was building on King Gyanendra and hoped
that staying the course and encouraging peaceful activities
by the parties would lead to positive change; he shied away
from my suggestions that the GOI might consider options to
significantly up the ante on the King. Mukherjee noted that
he had been pushing Nepal’s political parties to push the
Maoists in a peaceful direction and would urge India’s
intelligence agencies to begin giving a similarly tough

Nepal, India’s National Security Advisor Brajesh Mishra
has reaffirmed the Indian Government’s (GOI’s) policy of
synchronizing with the U.S. its tough talking points for
Nepal’s Maoist leaders. Mishra reportedly also pledged
that his Government, in its dialogue with the Maoists,
has never encouraged the militants to attack or to

¶1. (C) In a February 6 meeting with the Ambassador, UK
Ambassador Hall, UN Mission in Nepal (UNMIN) head Ian Martin,
and an Indian Embassy representative, a visiting UK security
assessment team described the key challenges facing the
police as: 1) the absence of public debate on public security
and police reform; 2) lack of leadership within the Police
and Home Ministry to catalyze needed reform efforts; 3)
abysmally low morale among the police force; 4) misguided
planning for security ahead of planned June 2007 elections;
and 5) lack of police preparedness to address key security
challenges. The UK team recommended the gathered Missions
press for a scenario-based discussion to encourage Home
Ministry and Police leadership to plan ahead for election
security and issue necessary directives. The UK team also
highlighted the need to balance short-term election security
efforts with longer-term reform, and discussed how to
influence the development of the forthcoming Police Act,
promote a national-level committee on public safety/security
to encourage public debate and explore expansion of community

with Maoist representatives.  Poloff advised Tuladhar that

tentatively scheduled for the afternoon of Friday, April 25,
at the Embassy.

¶1. (C) Ongoing attempts by former Prime Minister and Nepali
Congress Party President Girija Prasad Koirala to topple the
current Prime Minister, Sher Bahadur Deuba, appear to be on
hold for the time being. According to the Indian Ambassador,
PM Vajpayee, Minister for External Affairs Singh, Home
Minister Advani, Defense Minister Fernandes and the BJP
President had each discouraged Koirala during his current
visit from pursuing a no-confidence motion. In an April 17
meeting with Nepali Congress Party General Secretary (and
Koirala cousin) Sushil Koirala, the Ambassador stressed the
importance of a united political front to face down the
threat from the Maoist insurgency. Sushil Koirala seemed to
take the message on board–albeit somewhat grudgingly–and
did not raise the subject of a change in government.
Although G.P. Koirala may be dissuaded for now, he can be
counted on to resume his machinations against Deuba the next

Prachanda, Baidya men clash in Kavre. Is the Maoist party on the verge of split? If yes, when?

The intra-party rift in the UCPN (M) has widened further with the faction led by Senior Vice Chairman Mohan Baidya on Friday (today) announcing a nationwide campaign against the party decision to hand over the keys of arms containers to the Special Committee. Defying calls by the party leadership, the Baidya faction decided to launch a “national awareness campaign” starting Saturday (tomorrow). Leaders from the faction told Republica newspaper that they would paint walls and hold corner meetings to protest the party establishment´s decision to hand over the keys of the arms containers to the Special Committee. Baidya and General Secretary Ram Bahadur Thapa on Friday (today) evening issued a statement demanding that the party chairman and the government scrap the decision.
