Dogs and a Piece of Bone

This is a typical third world story, the story of poverty and frustration and greed and anger and feud. For poor and deprived, every opportunity however small that may be, comes as an equivalent to the piece of bone for hungry stray dogs. Those people fight like those dogs. I am talking about the current feud among political parties and leaders regarding the representation of Nepal in the SAARC summit in Sri Lanka this week. As Kathmandu Post news editor Ameet Dhakal argues in the article below, the whole issue is such a trivial that it doesn’t really deserve the attention and time that it is getting from the so called big, powerful and influential leaders of this country.

Not that I am FOR Prime Minister Koirala’s participation in the summit because I like him but I am also not AGAINST the participation of Nepal in the summit because the absence of Nepal will result in the postponement of the summit itself. And this feud and personal clash between Koirala and Pushpa Dahal doesn’t qualify to be the reason for the postponement of the summit. But this is the question I want to ask: What if, for example, Nepal suddenly comes under attack now? Won’t we fight under the leadership of THE CURRENT Prime Minister regardless of his status- caretaker or not? Will Pushpa Dahal and company argue, in such situation, that we should fight until he is appointed the PM? The other day

Pushpa Dahal demonstrated how low he can go to fulfill his personal wish by holding talks with the Sri Lankan envoy in Kathmandu. This so called nationalistic leader openly discussing the internal politics of our country with a foreign ambassador is a national shame. But then this is not really new because he and many others are doing the same with Indians or Americans as well. Anyway I guess seeing Nepali leaders fighting in the name of participation in the SAARC those stray dogs might be feeling that they are far better than Nepali political leaders. Much ado about trivial issue

The front page picture published in Kantipur, [yesterday] says it all. It’s a picture of a welcome gate in Colombo, Sri Lanka, the venue of the 15th Saarc summit, which has on it photos of the visiting leaders of Saarc countries. One of the photos is that of Prime Minister Girija Prasad Koirala. The day the picture was taken in Colombo, Maoists leaders here were meeting Sri Lanka’s envoy in Kathmandu to explore if and how they could stop Koirala from attending the summit. The envoy was understandably nervous. For it would mean postponement of the summit itself.

This afternoon the Maoists and the UML jointly conveyed to Prime Minister Koirala that he should stay back and send President Dr Ram Baran Yadav instead to Colombo. If he doesn’t budge there would be a resolution at the CA barring his visit, they warned.

The Maoist leaders have argued that Koirala as a caretaker prime minister cannot take major decisions at the Summit. That’s why he shouldn’t go to Colombo at all.

How much water does this argument hold? The Saarc summit, after all, is a biannual jamboree of regional leaders that makes for a great photo-op. Its significance, beyond that, is questionable. Look, for example, at the major agenda for the Colombo Summit. The top leaders are scheduled to endorse agreements on the South Asian Preferential Trading Arrangement (SAPTA) and the Saarc Development Fund (SDF). SAPTA has been under negotiation and evolution for over a decade. The modalities for SPATA and SDF negotiations are a long and complex. The proposals go through experts’ groups and joint secretary level meetings before they finally makes it to the Standing Committee meetings (at secretary level) and the meetings of the council of ministers (foreign minister level).

Whether Koirala attends the summit now or Puspa Kamal Dahal attends a postponed summit later on, it’s the same agreement, prepared through a protracted process, that one of them is going to sign.

If there is anything that Koirala might do besides signing this prepared deal, it will be to meet briefly with the regional leaders on the sidelines of the summit. What will he say to them? Maybe say some good-byes. Maybe complain to Indian Prime Minister, Dr Man Mohan Singh, that he didn’t receive from India the kind of cooperation that he had wished for at the fag-end of his political career. Maybe.

But his good-bye meetings with regional leaders will have no bearing on the future politics of Nepal.

Why then such a big fuss about Koirala’s Colombo visit, which is, after all, such a trivial issue? The answer: It’s purely personal. It’s the Maoists’ resentment against Koirala, exacerbated by their unsuccessful bid for the presidency and failure to form a government. Koirala may have his own interests, to continue his government or get himself re-elected as prime minister, but the Maoists should also share the blame for the delay in government formation.

If they had not derided the other political parties after the CA election and had sincerely reached out for support, there would already be a Maoist-led government in place by now. And never forget that the Maoists, like everyone else, knew the Saarc Summit dates well in advance.

Trying to stop Koirala would be misplaced priority. Why not try to form a government by Wednesday and dispatch Puspa Kamal Dahal by chartered jet to Sri Lanka?

    To the common people SAARC is irrelevant and who attends from Nepal is even more so. what they want is peace, a life free of fear, returned properrties that were taken away, quick progress in the economy so that htey can bring their lives destroyed by the Maoists back on track and people want to get access to basic commodities like gasolene without having to queque up in vain for days. This dishonest bunch of thugs are not even making any of these an issue because it doesn’t affect any one of the thugs directly. Even in this petrol crisis, the corrupt thugs are seen giving interviews to the media from their gas-guzzzling four wheel drives. When will these thugs show any remorse and be shameful about how they have made this nation a failed state. A country without proper budget and complete lack of government in every sector. So, why would the common person even want to know who is going to the SAARC summit. Shame on these shameless thugs!!

    Really it is of shame for the politicians to fight over the issue (like stray dogs do when they see food in the street) who is to represent Nepal for the SAARC Sumit. Unless the new constitution is set I guess the Prime Minister was given the job to do so till date. But the situation is so miserable that even after more than 100 days of constitutional election the nation has no prime minister. I guess this was what new Nepal was meant to be when the leaders promised that we will have and make a new Nepal. Hahahhaha!!!!!

    What if we make some changes in the new constitution, to select the representative by doing some parade n who ever wins gets a chance….!!!!! lol

    Imagine who will win???????

    opportunist bahun prachanda wants to represent in saarc to give political speech……………………………..whatever he does is copied from gynandra, other dictators, commies but keep on barking ………..nepal needs policies that suits nepal….how many nepalese do they think are too dumb…………………………………communism is outdated political ideology that flopped as sooon as it was introduced in the very places where it started……………………………………i do not even call it ideology……….it is just a formula to get support from dumb khatas to get into power and then after rule by force, gun.

    Our politicians are not actually the politicians. Actually the word politicians doesn’t suit them at all. The best word to describe them is “inmates”.
    Heard Babu Bhattarai yesterday rebuking government for the action of sending GPK to Sri Lanka. I can’t believe this guy is a scholar. Full of shit.

    you might be the slave of Girija, how come his ethics gave him to join SAARC summit without post of PM…he is no more PM of Nepal… he is to be blamed for delaying for 4 months to form the govt. since the historical CA election…when this country will get actual PM whoever might be from all elected candidates ??
    Girija is being more joker in SAARC now…how he will handshake to the people when his party has no peoples mandate….????

    How could these parties say no to power?

    Regarding the person to represent the SAARC summit, I think the head of the state, ie., the president should represent Nepal.

    Just a proof how irrelevant SAARC has become, either resigned or rubber stamp guy to attend. Bytheway, isn’t it right time to dissolve this so called meeting of the poor as it has produced no resolution at all for more than two decades.

    SAARC shows how incompetent leaders we have not only in Nepal but in whole of South Asia. The SAARC chapter should be terminated with immediat effect!! What a shame!!

    I think what you wrote above is hundred percent correct. Our politicians are desperate and ready to do anything to get into power. Stopping GP to attend SAARC would have been very bad. It is a meeting where our PM should attend not our President. I think Babu Ram is educated illeterate.

    I would like to ask a sincere question to the writer of article “Dogs and a piece of bone” . Where did you get this information if nepal (or any other country) is absent from SAARC Summit will be attacked? Are you trying to convince us (the readers) that suddenly SAARC summit is a Threat?

    I can see, why you don’t care about who attends the SAARC Meetings because of Girija, isn’t it? Why if its Girija does something is supported rather than any other politicians? Is it, because he (Girija) is related (your relation such as uncle, brother or ….?) to you (some people) and suddenly it (Summit) becomes “not so Important”… a sham”? Are you suggesting not to follow politics? by persuading the message “politics is a dirty game” lets give all the power to Girija’s Daughter -Sujata.

    Who told you that Nepal will be attached (are you pointing at India)? Let’s not forget that no country will be attacked without any reason. you think India is supper power country in the world, why ? just because Britain and USA says so (obviously to show China?) Even Pakistan can challenge/attack India. There is only one country in the world is powerful now is “CHINA” then other countries. BY the way (the writer of this article) what exactly a “powerful country means” or what powers should hold in order to get title “Super power country” ?

    So please don;t try to threaten ordinary people of nepal with this kind of unrealistic “what if” questions.

    In a way, i am happy with our President and VP candidates because I am so fed up with nepalese people who used to say “oh you know – prime minister is my uncle, health minister is my such and such ….!” now i don’t have to listen this because our VP n president comes from a neutral caste and they aren’t somebody’s uncle or brother (for people who i know)

    Lets take mater seriously – why can’t we send a new “acting prime minister” i am not pointing at Sujata in this case because he lost in election.

    Why don;t we have a government like “Britain”, I think politician of nepal are quite used to with adopting rules from Britain or United States of America just like that without considering whether that will fit into our circumstances or not?

    When first time (in 1997 or ’98) VAT was implemented, then, many politician responses what that “American has VAT system”

    so why not keep things simple, by only elected candidates, (not selected or nominated by party) should be MP,.. just like in Britian? to remind you all – Girija or Sujata, none of them were elected but Selected/nominated.

    This maybe so, but is rather irrelevant given that old Girja ought to have been thrust from his throne long ago. We had elections. Hoina?

    Is it not time to articulate the voice of the people through the ballet box and actually form a government based upon the results rather than an old man with a collossal ego?

    In most democracies in the world this (elections) leads to the immediate formation of a new government by the party that win an outright majority using any agreed given measure of victory.

    The Maoist won the election with a landslide that nearly knocked the UML and NC of the political map. I personally find Prachanda an odious rat bag but his party have won the election and so they ought to govern.

    Within the spirit of democracy, Girja has no mandate to govern as Primeminister.

    Had we not let democracy take precedence over ego?

    Would it not be better for us to send an elected leader with a mandate to lead?

    Perhaps the Vice President could go in his stead. I would be happy for him to remain in Sri Lanka where he can happily practice his Hindi in any way that suits him.

    We also had the longest interim government in world history (so it seems) and whilst old men cling to power like young men with their brides to be -we head straight back to 1990.

    Do you think there is rule of law and human right right now….???nPeople are made compet to stay in que for petrol for whole one day since three years…on the other side the open black marketing and distribution of very low quality petrol is existing…price hike is 40%…indianism is growing day by day…many warrior groups like maoist are upcoming….free and open corruption can be seen everywhere…do you know the meaining of democray…how come Girija not leaving his post for 4 months of historical CA just because of the back up of Indian embassy…looking at the background maoist are not good people but how can we block in the situation like they won the peoples mandate… regarding caste and religions, the isssue only comes when they are being cheated by feudal politicians of particular caste in the name of democracy…

    “What if Nepal will be attack” is just a “HYPE”. But it is potential that “What if Nepal become a “Starving country”?

    Why don’t we do something about it by questioning our leaders how they can make nepal (our soil) more productive. Presently, they are just wasting our time forming their party. Why don’t we (PPL) give them ultimatum demanding quick move. Make a new legislation they they should not spend too much time just to settle government!

    saarc is regional regional is the future.
    There is a history of characterlessness in the region. The musharrafs win over the bhoettos the benazirs are killed. Dogs are not like that. No animal understands humans.

    As much as the region is exolosive good analysis is more useful than child rhetorics. Forget heroism Nepal is Nepal and the region is due to materialism not much better.
    Dutch have to combat in Afghanistan. Pakistan is helping jihad and Nepal.
    China is main polluter and good friend of Nepal.
    In two years there is a worldwide fuel crisis.

    if there was no budget problem hold new elections isn’t there anyone who is acceptable to country?Giri is not a croock he has bad advisors should’t he be in bed with his condition? then send anyone until decided but anyone decent.     Now the saying Dogs and a piece of bone is not suitable, because the Nepalese politicians creating different kind of bones pieces for different kind of Dogs.
    One kind of dog need the bone ( Assitant embassador), another dog need another kind of bone( Vice Prime minister)
    As the number of Dogs increasing , the number of bone pieces are also increasing.

    It is shame for all Nepalese people representing by Girija Prasad Koirala in SAARC Sumit. We all became joker due to the representation by him. This is the bad luck of Nepal. The formation of the new govt. was due to the policy played by Girija and at last he said it the compusion of the govt., how shame it is ? I am really sorry for the activities happening these days. Kangres ko niji sampati ho yo des ????? Girija ko sampati ho yo des????? This is the misfoutune for the contry. They are compelling us to go foreigh country, I really hate them like Girija Prasad Koirala.
