The Communist Party of Nepal (Maoist) today held a memorial service for the Maoist cadres who died in Wednesday’s Rautahat carnage at Tundikhel’s Khulla Manch in Kathmandu. Maoist Chairman Prachanda draped party flags over the bodies as a mark of respect. The Maoists had airlifted the bodies of 25 of their fellow activists who were killed in the clash with the Madhesi Peoples’ Rights Forum (MPRF or MJF) cadres to the capital yesterday.

It was a day for mourning not only for the Maoists of Nepal but also for those who are praying for the success of the peace process. And it was yet another historic day for Nepal as Kathmandu saw what was unthinkable before: 25 dead bodies of the Maoists cadres were lined up in open air theater this afternoon. They were all Maoists, attendants of the memorial service in Tundikhel were told, and 17 of them were verified by the party. The spectacular show of the corpses has one strong message: how far the Maoists have come in the past one year. During the insurgency Maoists would carry away the corpses of their comrades along with them; they would hide the corpses, bury them quickly or even try to reduce the actual number of casualties on their side. Today it’s a different scenario. They are involved in the peace process, their arms (not all though) have been put inside the UN supervised cantonment sites, they are represented in the parliament, and, comrades are on the verge of joining the interim government. That is why Maoists publicly displayed the corpses amidst a ceremony that was attended by major political leaders of the parties in the ruling alliance. Speaker of the parliament and Home Minister also briefly attended the memorial service.

Maoists say they didn’t start the Gaur fighting (and a team of human rights activists have concluded that the massacre was perpetrated by the professional criminals), they didn’t fire bullets. Instead, Maoists are demanding that the government should take action against the attackers. Expressing the commitment to the peace process Dr. Baburam Bhattarai, the second in command in the Maoist party, said that such incident would not obstruct the peace process. He said: “We might have done some technical mistake [by choosing the same venue for the Gaur meeting] but we didn’t start the fight. Those who attacked us were militarily trained. We Maoists are also militarily trained and no one without military training can attack us [that way].” At one point, Dr. Bhattarai asked: “What if others declare war against us?” The crowd responded: Fight back, fight back! [Prachanda, the Maoist chairman, was present in Tundikhel but didn’t address the meeting. When the announcer said Dr. Bhattarai would address the ceremony as the last speaker, Dr. Bhattarai appeared stunned. It appeared that he was insisting Prachanda to speak. They took a few seconds and Ramchandra Poudel, who was seated aside Prachanda, intervened! He sounded like, jo bole pani bhaihalchhani, janus na Bhattarai ji! [Doesn’t matter who speaks, go and speak Dr. Bhattarai! I didn’t hear these words but mentioning these based on the body language and facial expression of three leaders. So you have the liberty to not to believe this.]


Maoists want all killed to be declared martyrs and they ghearoed the rostrum of the parliament today to make the point. We can expect the Maoists to try to hunt down the perpetrators of Gaur massacre if the government doesn’t strongly and efficiently act. The Maoist party leadership will come into strong pressure from the cadres if government fails to bring the criminals to justice.

Dr. Bhattarai said:

The naike (derogatory word for leader) of the criminal group [read that as MPRF] must be arrested and the outfit must be outlawed. They can’t do such criminal thing. People might tell us that we had also fought in the past. Yes, we fought against the state openly declaring that and denouncing the then constitution. But how can you wage arms if you claim to support the present constitution and political setup. If you want to fight, first say that you don’t support the constitution.

Committee Formed to Probe Gaur Massacre; Unilateral, Unacceptable, says CPN Maoist

An emergency meeting of the Council of Ministers was held at Prime Minister Girija Prasad Koirala’s Baluwatar residence on Friday to discuss Wednesday’s Gaur carnage and security situation in the country. The meeting also decided to set up a four-member judiciary committee headed by the Patan Appellate Court judge, Hari Prasad Ghimire to launch an investigation into the Gaur incident. According to sources, the committee has been directed to submit its report within 15 days. The committee also includes officiating secretary of Rastriya Satarkata Kendra Ram Sarobar Dube, Joint Attorney General Tika Bahadur Hamal and Deputy Inspector General Niraj Pun as its members. The cabinet meet has also urged all parties, civil society and general public to help make the Constitution Assembly (CA) elections successful by making a commitment to prevent such acts of violence from recurring.

Talking to media persons outside Baluwatar, government spokesperson and Minister for Information Dilendra Prasad Badu said that the government was committed to initiate action against those responsible as per the committee’s report. Badu further informed that the meeting had decided to heighten security for the CA elections. Meanwhile, stating that the government had formed the probe committee with a unilateral approach, Maoist leader Baburam Bhattarai today said that the committee was unacceptable to them. During today’s meeting, Home Minister Krishna Prasad Sitaula, who had gone to Gaur on Thursday to inspect the situation there, briefed the cabinet about the clash that occurred two days ago.

According to sources, the Council of Ministers criticized Sitaula, claiming that the incident had occurred due to the lack of foresight on the part of local security agencies. Meanwhile, PM Koirala today discussed the Gaur killings and formaiton of the interim government with Nepali Congress (NC) leaders this morning. Likewise, the PM had also debriefed the Chief of Army Staff (CoAS) Rukmangat Katuwal regarding the country’s security situation.

    I don’t claim to know the right ways to resolved conflict and how a government and society should behave. I am still learning and sharing thoughts and ideas the best I know how. The things that you been barking out and about does not makes sense to me but in due time, I hope, I will be able to grasps your ideas and thoughts clearly. All you have done here is complaining and complaining. You can reign supreme on this blogsphere, but we shall see what happens on the ground. Maoist have not been kept their promise 100%, and they have not stopped their old habits, but these are just bumps on the road to peace process, not a sign of impeding disaster. You want to peace process to fail, and Maoist exterminated, or be gone completely. The fact that you don’t realize is that Maoist is part of the Nepalese society now, whether we like it or not we have to work with them.

    This is dead body politics of the highest order. Theres no doubt about it. Now the most obvious thing will be to watch how Maoists will react. Will there be another bloody showdown? Most likely. And while Maoists & MJF kill each other, who will benefit but our beloved SPA and royals.

    Now picture this. Say there comes a day when MJF & Maoists join hands again. Afterall they were together before and driven by common ideology & objectives. When they realise their fighting each other is only benefititng SPA and Royals and that they should have been joining hands and sharing power instead, why not? Its an obvious alignment. Then we’d have SPA and Royals on one side and Madhesis, Moaists, Janjatis, Dalits etc on the other. Now that would be the most natural realignment, old feudals vs the rebels, wouldnt it?

    I dont understand whats keeping this obvious alliance from happening, maybe its Prachanda’s selfish ego or MJF immaturity to play into the hands of royalists. And while I am not advocating anything, I am just pointing out the most obvious thing that can happen in the near future.

    What I wish for readers to take away from this is:
    1) Stop revelling in the notion that there will always be Madhesis who will counter Maoists, for politics makes strange bedfellows
    2) What will be SPAs strategy then? So weak they are that they will be forced to knock on the king’s door again
    3) Result – a massive class struggle with further polarization. Which side will you choose? Because most likely Maoists side will win and even staying neutral wont help

    And lets go beyond complaining about Maoists and how incapable they are to adopt democratic norms, atleast in the blog. Fact is they are part of us now whether we like it or not.

    We are NOT complaining about the Maoists being incapable. Hell is there anyone ‘capable’ in Nepal political structure? All I am complaining about is the Maoist seer disrespect for the peace agreement and any other agreement. Forget about their lower level cadres – even the leadership does not actively condem their excessess. It got to the point where businessmen had to call for a 2 day strike to protest Maoist excessess. If you look at the rural areas their behaviror hasn’t changed very much either. Look at Terai and see how they are attacking other political activists and disturbing party gatherings. Now there are those amongst us who keep belaboring the point that these are lower level cadres. Hello who do you think makes up the majority of the Maoist force?
    I don’t mean to say we should put the peace process aside and resume war immediately. But what does need to happen is that the Maoist must be warned to abide by the peace agreement in its totallity otherwise we should keep the military option on the table. Otherwise in the long run this supposed ‘peace’ we all think we have will come back to bite us in the ass!

    Bhudai – none of what you say is not true. So we all accept Maoists are incorrigible. What do we do in such a case when theres virtually no one to oppose them, and like I pointed the possibility of them joining hands with Madhesis. Not much really. So you see we can go on and on and I am tired of complaining. I rather prefer analytical blogging that helps all see the bigger picture and helps us prepare for whatever circumstances. Otherwise we end up just complaining – no different than general crowd out there.

    But I like the military option too – just in case.

    It was time that Maoists mourned some deaths, since they have killed a lot mercilessly. Those women were Maoists first then women second. Women are a big part of military force of the Maoists and hence they cannot be distinguished from other male soldiers that fight with them. What happened was important and necessary to teach Maoists a lesson that some people in Nepal still have the courage and the balls to stand up their atrocities.

    is this peace-people feeling secure in their own homes

    is this peace-rallies on a daily basis

    I don’t know what kind of peace you guys are talking about? What peace is there right now in the minds of citizens ? How have things been better since April ?

    More importantly, are you allowed to voice opinion against the Maoist in public without retaliation ? IS there freedom of speech from the Maoists?
    What freedom do you have now that you did not have before April ?

    These are questions to think about before saying “we have peace and we are fighting for peace.”

    Perhaps you need to define what peace means. Because despite this so called peace agreement with the Maoists the indicators you define as a condition for peace did not exist.

    My knowledge of North Korea very limited. I have never been there; I don’t know anyone who been there. I have seen few documentaries on N. Korea. The place and people seems to be beautiful and peaceful, valleys and mountains, no skyscrapers, broad highways but no cars. You probably know better than I do. One thing is for sure; they are not fighting and killing each other, like in Sri Lanka, Burma and not too long ago in Nepal.

    Yes, you are right, Maoist has become emboldened. I don’t know why this is a surprise to you. It should have been expected and understood. When an outlawed political group is given equal rights and power, they bound to show their power. I know Maoists are involved in creating labor unions, making unreasonable demands on the business owners. I can tell you their hubris power; popularity and influence will slowly diminish as we integrate them back into the political process, and economic reality. Just wait and see my friend. I only hope there will be conducive enviroment for the election to take place. People will decide if they want to reject the Maoist or not…

Do you believe the Maoists (with how they are behaving now) will actually even be able to integrate into society? Just imagine a senario where we have CA elections and the Maoists loose – you mean to tell me that Baburam and Prachanda will say “oh well” and behave themslves?
    I cannot even believe you think that North Korea is peaceful. I am not sure which documentary you saw but I would rather fight these Maoist rather than allow Nepal to turn into a N Korea.

    No movement or institution can survive long without the support of the people.

    You know Maoists are not aliens, or some kind of beast that cannot be domesticated. They are human being just like and I, and Yes they can be integrated into civil society. They have same hopes and aspirations as you and I do. Both Banuram and Prachanda have said that they will accept the verdict of the people. If they reject the out of election, then we the justification and international support quash them.

    Sounds like you been in North Korea or know lot more that what I know. My only source of information so far have been TV documentary, I think, done by a BBC journalist. It was on escape route and the living condition in N. Korea. The snap shots of people’s way of life and their surrounding does not tell the full story, but I came away thinking life isn’t as bad as the Western media portrays to be. I didn’t notice the sign of malnutrition among the population. I didn’t see children with bare foot with tattered cloths like you see in Nepal’s villages. If you just go out side of Kathmandu, you will see clay house, straw thatched roof, sukul and gundri, smoke filled household and bare feet women and children, if you go further to western part, abject poverty, chilren without cloth, hopelessness.

    I quickly checked countries facts and North Korea is far ahead than Nepal. Nepal only tops in its birth rate. Their population is 23mil, literacy 99%, and life expectancy close to developed world, 71 yrs. maybe dictatorship is not a bad idea for Nepal. Countries that have dictatorship have done well. Take example of Cuba and China, Singapore. Anyway that is another topic of discussion. Peace..

    Im very shocked with the incident happened in Gaur, this was never ever happened in Nepal. Its coz of open border. Many bihari people were hired by MJF, actually MJF people are native of India, they settled down in terai place of Nepal to earn money cheating Nepalese people, In this moment Government and Nepalese people have to be careful with the people who have come from India and settled down in terai reign of Nepal. To not let same incident happen again in Nepal, government should close the border, ban MJF and start passport system, or else bihari people will keep entering in Nepal day by day… get citizenship with bribe, and make voilence forever. MJF demands are just a pretence… actually their aim is to disturb Nepalese peoples mind and slowly combine Nepal to India like sikkim.

    You defined Peace as “a cessation of violence.” By default, your very own definition of peace negates your assertion that peace has dawned in Nepal because violence in Nepal is far from over.

    I am more than happy to come to your fold provided that you can convince me by providing hard evidence to support the argument that by including maoists in the political mainstream we have been able to cease violence. And please dont argue that it has reduced! Reduction in violent activities and cessation of violent activities are two different things. Please don’t confuse one with the other.

    Your interpretation of what I said is not correct. I maintained that peace is a process, not an instant gratification; it takes time. Nobody can convince you if you are not willing to accept the facts that Nepalese Army and the Maoists are not pointing gun at each other and innocent civilian are not caught in crossfire.

    You are right cessation of violence and reduction of violence are two different things. It is my belief that reduction of violence will eventually lead to cessation of violence. What’s wrong with this belief?

    XYZ, if you are able to read social and economical indicators that determine and quality of life of a country, I don’t think you would be so critical of me. Oh, yes, I am a fool to know that North Korea is an axis of evil, a remnant of evil empire. Every thing is honky dory for you in Nepal because you happen to born into a privileged family. Some time do your own research and read where your own damn country stands in literacy, infant mortality and life expectancy.

    Thanks for your clarification. So your concept of peace is captured by the fact that guns of the rival groups’ have fallen silent?! But how about the culture of impunity, intimidation, extortion and political violence that has become so engrained in our society since the beginning of the People’s War?

    It is indeed fair to believe that the reduction in violence is the start of a peaceful co-existence, I cannot argue against it. But gauging by the current political developments, I am sure peace will always be elusive in our post-April revolution society. Therefore, against this background, I am afraid that any reduction in violence will not necessarily lead to peace. Please tell me for how long Nepalese people will have to endure all these violence, political bickering, mismanagement, lawlessness, discrimination in the hope of creating a just and peacful society………..people have waited enough…. since the unification, since the introduction of democracy, since panchayat ……..since re-introduction of democracy…………since people’s war. I sincerely do hope that this is the last wait.

    The burden of proving me wrong falls squarely on Maoists’ shoulders. I have my doubts they will be able to fulfill peoples’ dream. They are now offerred with a great opportunity and this is the only chance they are getting…….squander this and they will be squadering us as a nation and its soverign people……

    I agree establishing peace, especially after a period of sustained violence and after the obliteration of every social, economic and political fibre of a nation, is a longdrawn process………..but hastening this process is our responsibility. And I for one, am shirking from this responsibility because I feel powerless to reverse the culture of political intolerance, injustice, apathy, anarchy, ill-governance. Tell me when will I feel powerful enough to face these challenges………….and tell me if Maoists can really gurantee me this power………by renouncing violence …….by embracing peaceful co-existence……..without intimidation……….without coercion…..in a peaceful and tolerant manner…..that day I will be the first one to come to your fold…

    Just saw a fairly “sound” discusion between kirat,bhudai and waiba….Well I know that bhudai and kirat sounded a realist from the time i have been seeing this blog but I havent happen to know waiba but he still makes alot of sense while discussing…
    Well bhudai I dont know what much to say to you then be realistic and a bit more optimistic.When I saw the the news of 9/11 right after the first plane crashed..I wondered how could it happen..then I heard simutaneously that 3 other planes had crased and saw the crashing of one more and when I knew with the big letters on CNN…AMERICA UNDER ATTACK….I jump on my toes and started to dance thinking that finally somebody had put down the arrogance of american capitalism and arrogance.I really thought they deserved it looking at so much of their arrogance and ignorance concerning the third world nations.But after alot of thinking now I think it was a big mistake of mine to be happy that americans died.The way you are saying shows that you are happy that maoist are dying.Well, I know you hate maoist but no one can justify any killings by any reasons.You are saying that maoist are not following the peace accord..Well yes in many cases they are not. But like kirat says it needs time sir to change from the violence to peace. And remeber the maoist group consists of mostly young guys and in that age just one thing is enough for anyone to show some muscle. Just look what used to happen at the Student Union’s election. I dont disagree with you that the maoist must behave after they have vowed on peace accord but you must remeber that they are a party of alot of people and when it is tough for many parents to control a single son, its hard to control people and so many people are showing that they are very much “maoist” to take profit of it.But I dont mean the maoist leadership can get away saying what I said otherwise they would also be like MJF or like some gangs of Bihar.But you must understand their limitations too.In their faction there are people angry that they left armed struggle and they still want to continue it.And many time you try to show that you are very realistic but by the facts I know you dont seem so much at times. And dont start day dreaming by thinking that the maoist can make Nepal like N. Korea..N.Korea survives because China is there otherwise it would have been history long ago and Nepalese people have experienced enough democracy which the N.Koreans never did.For you guys who are very royalist or moreover to the very anti-maoist…I might sound too much sympathetic but I guess the maoist are using the government as much as they can and dont blame KS cant do much…Without GPK, he is nothing and I dont know what GPK is so busy in.Maybe he is working on his long thought GRAND DESIGN….
