Cricket World Cup and Game of Politics in Kathmandu

The game of politics being played in Kathmandu is far more interesting than the cricket being played in West Indies.

Wagle’s Web Log

The cricket word cup has begun in the Caribbean and even our Kantipur TV is providing us the latest scores of the match on a small display panel on the upper left corner of the screen. (Another score card is added on the lower right corner of the screen if there are two matches at the same time.) We don’t have a team from Nepal to play the cricket world cup but hey the intense match of politics being played in the rooms of Baluwataar Prime Ministers’ residence and other selected houses in Kathmandu is no less interesting. Forget about six sixers in an over by a South African or the craze of the game in India as they are facing Bangladesh today evening. Watch the game of Nepali politics. Actually, this is the game that I have been following very keenly from my bed were I have been taking rest fighting common cold (weather change!). This game is about forming the new [interim] government of Nepal that will have a primary responsibility of holding the election of Constituent Assembly by July (or, may be, August).

Here the cup comes in the form of important cabinet portfolios and influence in the government. Everyone from Maoists to UML folks agree that Nepali Congress will lead the government. Even in a historic time like this when communists are in clear majority against the non-communist forces in Nepal, they are not being able to actually LEAD the country. This might be because one communist in Nepal considers the other communist its biggest enemy and threat and Nepali Congress, the democratic party with undemocratic nature, is enjoying this to the fullest. That is exactly why it is also claiming the portfolio of deputy prime minister in the cabinet. Nepali Congress thinks: come on folks; look at the health of Girija babu. We must get the senior DPM to assist our party’s PM. For others, it’s about how many DPMs? If there will be only one DPM, Maoists think, forget about our earlier commitment about top leaders not joining the government, we will send our second-in-command: Dr. Baburam Bhattarai. Some say cabinet must be formed along with the announcement of Prime Minister and UML is leading this group. Others say, first let’s form a small cabinet; announce the Prime Minister and we will discuss further to expand the cabinet. Yes, this comes mainly from Nepali Congress and, since UML is against it, Maoists are for it.

Nepali Congress is strongly pushing forward the issue of lands and properties confiscated by the Maoists in different parts of the country and Maoists are saying okay okay we will return the lands to the owners soon, what about our comrades that are still in jail? [BTW, this blogger’s parent’s lands and houses in Ramechhap are still in Maoist control and when they went to the village to claim their property recently the former rebels refused to return the property. Mr and Mrs Wagle are still in Duragaun, Ramechhap and they are probably following the developments in Baluwataar carefuly via radio reports.] I am sure all contentious issues will be sorted out as I can see tough bargains that you will not see even in Kathmandu’s Hong Kong Bazaar are going on. Give and take, claim and compromise, accept and reject, talk and do. To use the negative term, you can say a great deal of satta sangharsha (struggle for power) is currently going on in Baluwataar among eight political parties. But I wouldn’t say that. I would say this is actually a very much welcome move and they are having nice time while distributing portfolios among them. The best thing about all these bargains is that parties are also talking about the program and policies of the interim government. This gives me the hope that these parties, armed with the experience of running coalition government in the past, are not just thinking about power but also about the job that they are supposed to after joining the government.-Wagle

Latest Scores in the Game of Nepali Politics

Eight-party taskforce meeting

A meeting of the joint eight-party taskforce is underway Saturday afternoon at the Prime Minister’s residence in Baluwatar. The meeting is likely to formulate the soon-to-be-formed interim government’s policies, programmes, and code of conduct as well as finalise an eight-party commitment towards holding a timely Constituent Assembly (CA) elections. According to a taskforce member, once a meeting of the eight-party top brass ratifies the taskforce’s suggestions, it will pave a way for the formation of interim government. Nepali Congress-Democratic leader Dr Prakash Sharan Mahat today said that the taskforce has already completed a majority of its tasks.
Mahat further informed that since distribution of ministerial portfolios of the interim administration was not discussed during yesterday’s eight-party meeting, the issue would also be discussed today. Maoist leader Dev Gurung said that since an accord had already been reached over “most issues”, a meeting of both the eight party leaders and the joint taskforce would be held simultaneously today.

In yesterday’s meeting, CPN-UML and other few parties had insisted that a full cabinet with clear and complete distribution of ministerial portfolios be formed at one go while the Nepali Congress and Maoists argued that initially a small cabinet could be formed which could be expanded and given a complete shape later. Although the eight parties are likely to reach a consensus on ministerial portfolio distribution, the interim government, however, is unlikely to be formed before Tuesday.

And this is quite interesting and encouraging:

Maoists, JTMM-Jwalasingh group reach ceasefire accord: The CPN-M and its splinter faction Janatantrik Terai Mukti Morcha-Jwala Singh group have reached an understanding not to launch any kind of “military action”, kidnapping, murder and other excesses against one another in Sunsari and Morang.

As per the seven-point agreement forged after a discussion that went on long into midnight yesterday, the two groups have agreed to release abducted Maoist District Committee Member Dhruba Bahadur Katuwal “Rajan”, to stand by the peace agreements reached with the government, to work towards resolving the problems of Terai, not to participate in the agitation launched by the Madheshi People’s Rights Forum (MPRF) since it had been infiltrated by royalists and “extremist forces”. Can someone please explain to me, how is this family’s situation any better with the advent of democracy in April 2006 ? How have they benefitted from the deletion of the word “Royal ” from the airlines/army ? How have they benefitted from the new national anthem ? How have these people benefitted from the so called People’s War ?

In their own country, their own land snatched away from them and yet they need to “bargain” with these terrorists. Bargaining about what, about a war that led to the relocation of a family, nevermind multiple other issues that they had to endure including the humiliation. It is sad and if I were the son of these people, what would my life be, my career ? Is there a cost to it ? While some unknown bastards are making “deals” regarding ministerial posts 500 Kms away, someone is trying to get what they owned, someone is trying to find their children lost in the war, someone their daughter and someone trying to find out which of the Maoist army’s male was the individual who raped their daughter and is now the father of the orphaned child.

While the educated think about changing the flags, and the colors, and maybe the national animal, or maybe the emblem, or rather their name, other are struggling to cope and no matter what these red flag wavign bastards say, they have done nothing to help the poor, to help the needy. They are no different than the current King, NO DIFFERENT.

Maosists have utilized the bright youths of our nation and have thrown them into war for their personal benefit. Have they looked into how these young girls and boys will ever recuperate from the trauma of a war, whether they will be able to have families, get a job, live with the horrors of a war in which they saw families slaughtered. Do these not have an impact on their functioning and how much they will be able to benefit their country ?

They have benefitted Prachanda and his thugs to rise to where they are and give non-sense speech that is as good as a castrated male. If anyone wants to do something for the nation, then the best thing would be to assasinate each and every high ranking leaders that are part of a corrupt and power hunngry group, including Prachanda. Who knows maybe Paras will actually be a saviour for the Nation if he can accomplish this and hopefully he too will gain martyrdom after the completion of the mission.

Is he not a terrorist ?

The Maoists spread a reign of terrorism in villages and urban areas. They have yet to return the property of innocent people seized during their so-called people’s war. They continue to extort money and threaten the villagers. Madi ambush is still fresh among the relatives of those killed. Now Prachanda regrets that it was their mistake when he was aware of the fact that traveling in the bus were innocent passengers. Such regretting words do not convince the people. Rather, Prachanda appears cruel and inhumane in the eyes of the common people.”

the fact of the matter is that SPAM is cheating the people of Nepal… none of them are ready for and want to conduct the constituent assembly. They are trying hard to not hold the elections in time so that they can continue to rule and loot this country without a clear mandate from the people. This tikey parliament and the tikay sansads are hell bent on getting key positions in the current government because they know that when they conspire to force the CA elections to be postponed indefinitely, they will be able to loot their country without sweating a bit. Else, if the CA was to take place in June, why should it even matter who is in government and who is not. A committed parliament could even just appoint a small care taker government that has only ONE task.. and that is to conduct the CA elections. But, we all know that this parliament is not a “comitted” one. Yo ta janata ko nam liyera janata kai ragat chusney history bhayeko parliament members ho. So, while we know the exact date and schedule of the world cup that is taking place in West Indies, we have no idea when these thugs would end this game of dirty politics that they are playing at the expense of the Nepalese people.

Anyway onto the real cricket I am so glad that India lost yesterday to minnows Bangladesh! More than one billion people and they can’t even produce a team of eleven good cricketers-in a sport that is like religion to them. Tsk tsk!

    Since you asked:

Matribhumi here is only mentioning the human rights abuses committed by one side of the conflict. The Maoist human rights abuses are in fact outnumbered slightly by RNA human rights abuses. Specifically in the category of rape, which Matribhumi goes out of his way to mention, the RNA’s abuse far accedes that of the Maoist’s. These are publicly available figures. http://www.inseconline.org/

    Matribhumi also says the following:

“Can someone please explain to me, how is this family’s situation any better with the advent of democracy in April 2006 ? How have they benefitted from the deletion of the word “Royal ” from the airlines/army ?”

I’m not sure exactly how Mr. Wagle’s family has benefited from any of the above. But he is no doubt grateful that he is no longer risking arrest by reporting the News exactly as he sees it, rather than as a government official wishes him to see it. There are also no doubt countless Buddhists and religious minorities that are happy about no longer being officially discriminated against. It also seems that most stakeholders are rather positive about getting the chance to elect people to write the constitution, rather than have it’s content decided upon by negotiations between a tiny elite group.

Matribumi is not likely to benifit much, however. Because, while I am not in fact a Maoist supporter, Matribhumi is quite likely to be a royalist. All he has to look forward to is decreasing relevance. No wonder he is so angry.

The bottom line is that this group of thugs and terrorists haven’t gotten the taste of the parliament (which by the way should be reserved for those who are elected and not for the Tikeys). They think that they can stay there forever if they can blame the rest of the world and in the process delay indefinitely the CA elections. Even if the CA elections was to be done we will all be very old by the time the new constitution is written and this tikey parliament is replaced by an elected body. So, that is why these vultures are stuck on who gets what in the new cabinet that doesn’t look like being formed any time soon. And in the process, they are selling “janata” saying this is all according to people’s aspirations. Thye should not forget that the people will not let these thugs fool them anylonger.. they have to either shape up or ship out– whether they want to do that voluntarily or through another revolution is based on the choices they make from here on.

Sense of despair is too thick to cut it with a slogan of Loktrantra anymore. When you appease a devil, devil does his thing- no surprises there. But what I do not understand is people like Wagle and company- they know what is at stake but go blind with hate of an Institution that gave Nepal to us but shower praise and ignorance of devil’s misdeed and malintentions. I had a friend like that in US- he always spoke against US, talked about imperalism and all the crap BUT he could never leave US. He was from S. America.

I agree with matribhumi and would like to go one step ahead. The incidents of last few days where hotelier was dragged and beaten up for not complying with Maoist demand and similarly RPP people being holiganged for practicing freedom of speech. Time has come where mere comments and analysis does not move a leaf which it should if it was a democracy but it is to the contrary. Pick up stick and band together to survive- this is the only way you can protect yourself. The dog days is here and lets learn to act like a stray dog to save our sensebilities and turf.

‘Technical Reasons’ May Delay CA Polls: Prachanda
    THT Online
    Dhangadhi, March 19
Maoist chairman Prachanda today said that election to constituent assembly might be delayed due to ‘technical reasons’. Addressing a mass meeting in Dhangadhi this afternoon, Prachanda said that there was a very slim chance that the election to the constituent assembly would be held in stipulated time as Election Commission has been facing technical challenges. Prachanda, who earlier held discussion with the election commission officials in Kathmandu this morning, further said that some issues need to be sorted out by the election commission.
Prachanda also accused the palace of hatching conspiracy to thwart the peace process by instigating regressive forces in the name of Madhesi, Janajati and Dalit.
Prachanda emphasized that the interim government would be formed as soon as possible. “No monopoly of a single party will be entertained in the interim government”, Prachanda added. Prachanda also said that the leaders of the seven parties were yet to reach a consensus on a republic. During his speech Prachanda did not comment on the agitation of business community.

looks like Mr. Comrade is afraid of facing the people.
