Tries to justify Feb 1, 2005 takeover, claims he did that as per “people’s aspiration”

A day after he was stoned by the angry people who also chanted slogan demanding his ouster from Nepal, king Gyanendra has issued a statement on the eve of Monday’s Democracy Day [Feb 19] in which he clearly defends his Feb 1, 2005 takeover. Gyanendra who was forced to give up the power after historic popular uprising in April also claims in the statement [embargoed for publication until Feb 20] that he installed autocracy and dismissed democracy in Feb 1, 2005 “as per peoples’ desire.” The current interim constitution, a document of compromise between the former Maoist rebels and pro democracy alliance of Seven Political Parties to end the decade long violent conflict, doesn’t recognize the king. The king as per the constitution has no role whatsoever in the state of affairs of Nepal. In a way, he is in the state of suspension. This dramatic statement from Gyanendra is bound to create obstacles in holding election of constitution assembly. Why he issued a political statement?

Gyanendra says:

It is clear that the prevailing situation compelled us to take the Feb 1, 2005 (Magh 17, 2061) step in accordance with the people’s aspiration to reactivate the elected bodies by maintaining law and order following the dissolution of the House of Representatives at the recommendation of the elected Prime Minister of the day, who was unable to conduct general election within the timeframe stipulated by the Constitution. Subsequent governments, too, were not successful in this task.

Why on earth Gyanendra felt to justify his two-year-old actions that people of Nepal rejected and discarded through a historic uprising?

Gyanendra further says:

As our sold wish is that the people should govern themselves through their own elected representatives, it is well known that we reinstated the House of Representatives on April 24, 2006 with the confidence that the nation would forge ahead on the path of national unity and prosperity, while ensuring permanent peace and safeguarding multiparty democracy.

While giving us all the boring lecture on democracy, Gyanendra easily chooses to forget the historic April revolution in which million of people around the country demonstrated against him. It is an open secret that Gyanendra hasn’t yet accepted the restoration of democracy because that he did forcefully.

Beloved countrymen

Today, the 57th National Democracy Day, reminds us of the joint struggle launched by the King and the people, culminating in the successful restoration of the peoples’ rights. On this historic day, we pay homage to our august grandfather His late Majesty King Tribhuvan, the architect of democracy in Nepal, and all the brave martyrs who laid down their lives for this cause.

Nepal’s glorious history is guided by the fact that Monarchy has always abided by the aspirations of the Nepalese people, on whom sovereignty is vested. It is clear that the prevailing situation compelled us to take the Feb 1, 2005 step in accordance with the people’s aspiration to reactivate the elected bodies by maintaining law and order following the dissolution of the House of Representatives at the recommendation of the elected Prime Minister of the day, who was unable to conduct general election within the timeframe stipulated by the Constitution. Subsequent governments, too, were not successful in this task. Various obstacles thwarted our resolve to install elected representative bodies. We are also morally responsible for any success or failure during the 15 month effort. As our sold wish is that the people should govern themselves through their own elected representatives, it is well known that we reinstated the House of Representatives on April 24, 2006 with the confidence that the nation would forge ahead on the path of national unity and prosperity, while ensuring permanent peace and safeguarding multiparty democracy.

In order to consolidate multiparty democracy, elected representative bodies must be installed, taking into consideration, in a mature manner, the grievances, aspirations and sentiments of all the Nepalese to the satisfaction of all. Nepal is a kaleidoscope of diverse peoples- be they indigenous, dalits or those living in villages, cities, terai, hills, or the mountainous regions. It will do well to remember that Nepal’s sovereignty and integrity remains safeguarded only because all have accepted and abided by this reality. The Nepalese people alone are the arbitrators of their own destiny and they wish to build a prosperous Nepal through a meaningful exercise in multiparty democracy. The self-respecting Nepalese people have an unshakable belief that one’s unique identity can be upheld only by respecting one’s history.

While upholding the people’s wish as supreme, may this day inspire all to remain dedicated, through multiparty democracy, to the greater welfare of Nepal and her people by ensuring their concurrence and active participation.

    PRIME MINISTER’S DEMOCRACY DAY MESSAGE

    Prime Minister Girija Prasad Koirala has said, “To hold the election to the constituent assembly by mid-June is our common objective and responsibility and the welfare of the entire Nepalis is inherent in its success; only after that would we be able to take Nepal to the desired destination.”

    Prime Minister Koirala has said this in a message given on the occasion of the National Democracy Day, today.

    “All of us have to fulfill this responsibility bestowed upon us by history with sincerity and commitment by putting to an end the crisis, conflict and the controversies with mutual unity, cooperation and goodwill, and this is the message and inspiration on this historic day.”

    Premier Koirala has stated in the message that history has now given the responsibility of maintaining lasting peace, taking the value of the Loktantrik system to the masses and building a new and prosperous Nepal to us all.

    The Prime Minister’s message states- “The Nepali people did not get to exercise in an unhindered manner the democratic rights established through their sacrifices; the Nepali people had to once again submit themselves to a long struggle. The Nepali people have again established the truth that actually the people are the source of all powers, no one can stop the people who have risen up in the struggle for securing their rights and their strong resolve and that ultimately the victory is of the people.”

    He has noted that the Loktantrik system has been established in Nepal by reaching to a height wherein no one can ever hijack it on any pretext.

    “Many of our sons have sacrificed themselves in the long struggle for establishment and re-establishment of democracy in the country,” Prime Minister Koirala stated in the message and recalled the dedication, valour and sacrifice of all the martyrs for the country, people and democracy on this historic day. He has also paid tributes to the martyrs.

    He said it is necessary for all of us to reiterate on this historic day that we would fulfill the objectives and the dreams of our patriotic leaders and brave martyrs to take the country towards the light of democracy by always keeping these objectives and dreams at the forefront.

    The Prime Minister said, “There are innumerable problems before us today. We have to be aware of and conscious that the plethora of problems of the people and the country can be resolved on the basis of national unity and consensus. This is my appeal to all on this historic day.”

    “The revolution of 1951 was a broad revolution of an epoch-making change. The historic day of Fagun 7, 2007 BS which marks the success of that revolution, not only brought about political change in our country but also oriented the country towards building an exploitation-less society by removing the discrimination based on caste, religion, colour, gender, region and class by means of progressive change in every sector including the economic, social, cultural, educational and religious. On this very day, Nepal emerged out of the medieval closet and entered into a new era, and also prepared robust foundation of nationality as well as democracy, “the Prime Minister recalled.

    Prime Minister Koirala observed in the message that in reality the main aspect of the 1951 revolution was democracy, but another of its vibrant side was nationality too; therefore, democracy and nationality were brought to light in Nepal on Fagun 7, 2007 B.S.”

    I am shocked why Gyanendra gave such a politically motivated statement when people are throwing stones on his car. Is it another step for another military coup so that Nepal can’t hold the CA election? Is Gyanendra that much foolish? I am not exactly sure but I see some conspiracy on this. If Gyanendra wants to do politics, that’s fine, he should first abdicate the crown and join politics. But still hiding behind the high walls of Narayanhitti and throwing the statements outside doesn’t help.

    The funniest part of the statement is this sentence:

    “May Lord Pashupatinath bless us all!”

    He will definitely bless Nepalese people but the Lord will throw many more stones at Gyanendra’s car.

    I beleieve that King Gyanendra has all the right to issue this statement. First of all we all should feel ashamed of ourselve for throwing stones on our own King. King Gyanendra is always trying to fulfill the aspiration so fthe people of Nepal and hence the statment is the right message and the right time.

    Gyanendra needs to learn to be political astute if he wishes for the Monarchy to be a part of Nepal’s future. I agree that this statement was unecessary given the mood and sentiment in the country regarding the Monarchy. Why he would defend his Feb 1st move I don’t know. He really should keep quiet and let things cool down.
    Gyanendra is surrounded by a bunch of lunatics who constantly ill advise him. If the monarchy wishes to have a future it should focus on being a neutral benevolent institution that Nepalese can look to as a sgin of stability. But if he is foolish enough to again meddle in politics he is just digging his own grave.

    Bhudai – i like wht u jus wrote, sounded good but a little uncomfortable. Its one thing to hope for an ideal situation and other pragmatic. We have seen enough of K.G. and none other any better. I think monarchy is irrelevant now and theres no coming back, given Maoists & SPA immense propaganda resources. They will never let it happen.

    And I think he is better off if he left the country gracefully. Sure, Prachanda, Baburam, Deuba, Makune’s turn will also come (including Girija whos almost there). Just the diff is these people have one more serious opportunity to purge some of their sins, while K.G. has run his course.

    I like it better when 1 -ve party gone is good riddance than having him given another chance. Very little chance of turning around, pragmatically speaking …

    Democracy is not just about voting. It also means citizens taking political risks and experimenting and learning and moving forward …

    Those who want republic like to throw monarchy through constituent assembly but at the same time expect King to remain quiet, silent just like a consitutional monarch . I think it’s natural for anyone, who is sturggling his best to survive, to use any opportunity available to him to make his case.

    In my opinion, there should be a referendum in the consituent assembly ellection asking people directly whether to keep monarchy or go to republic rather than leaving this issue to 8 political parties.

He is still a ceremonial monarchy and if he is making a televised address to the nation he needs to be careful what he is saying – especially in light of Nepal’s current political situation and the voilitile state of the insitution of monarchy. There was really no need for him to defend his Feb 1st move again. It’s very stupid PR. The problem with Gyanendra is that he is not very smart or educated and he has surrounded himself with dumbasses.

    King Gyanendra should be given 100% chance to defend himself. What he did was the only way to bring Nepal to its current situation. During the April revolution he is accused of killing 22 people but who will take responsibility for the killing of 13000 people during maoist people war and who will take responsibility for killing 19 people during tarai upraising. Prachande is consider hero when he ordered to kill 13000 people. I believe media people should point more on prachande’s action rather then keep poking on King Gyanendra. They should put pressure on government and maoist on constitutional election and other important things. They did scrutinize King for his mistake now it is time to scrutinize all the political figure on their past misdeed.

    Democracy Day celebration has no meaning at all. On that day 56 years ago in 1951 the power of the state was transferred from Ranas to Shahas. We are in the process of transferring the full sovereignty to the People of Nepal. King Gyanendra has already been sidelined from day to day affairs of the state. So his message is of no importance to us. The day has come to declare our country the People’s Republic of Nepal. New Democracy Day will be the day when we elect our first President.

    Maoists torch house, kidnap family in capital

    KATHMANDU, Feb 18 – Hundreds of Maoist cadres on Sunday afternoon burnt down a house and kidnapped three of family members from Jorpati in the capital. The area remained tense until late evening as Maoists cadres affiliated to All Nepal Trade Union Federation (ANTUF) targeted police personnel who reached the incident site with bricks, spears and iron rods.
    Police officials, quoting one of the arrested, said some 400 garment industry workers had reached the site and torched the one-storied building belonging to Nani Bahadur Karki at Naya Basti area of Jorpati VDC at about 4 pm Sunday. Irate demonstrators beat up the Karki couple before setting ablaze all the belongings in the house including a motorcycle.

    According to police sources, Maoist cadres kidnapped three people including the Karki couple, alleging that they were behind the murder of one Nawa Raj Bajgain some two months ago. Late Bajgain is the relative of Badri Bajgain, central vice-president of ANTUF.

    Sources close to the Karki family said they had been living in the house of their kin at New Baneshwor for fear of Maoist assault. They had reached the house at about 3:30 pm this afternoon to take some household goods. Arms-wielding Maoist cadres pounced upon the Karki couple who were about to leave the house on a two-wheeler.

    The mob dispersed at about 4:30 pm after a police team led by Bishnu Prasad Parajuli reached the incident site. Unruly agitators had even targeted police personnel with bricks, khukuris and spears. The same group had set the house on fire after the police team returned at about 5 pm. The house was almost destroyed by the time a fire engine reached the site.

    Nawa Raj Bajgain, 17, was found dead near his house at Arubari on November 16 last year. Accusing the Karki family of murdering the teenager, the Bajgain family along with ANTUF members and residents of Naya Basti area of Jorpati had staged a series of protests demanding that the truth of the alleged murder be brought out.

    Later, the family had filed a murder case at Kathmandu District Court, accusing Yagna Karki, Ranju Karki, Ranjit Karki and Laxmi Karki of involving in the murder. However, the court had released them on simple date some one month ago as there was no evidence to support the charge.

    Deceased Bajgain was reportedly in love with a daughter of the abducted Karki. On November 12, the girl’s family members had reportedly beaten up Bajgain accusing him of teasing the girl. However, the incident was settled on November 14 at the community level after the boy agreed not to interfere in the girl’s life.

    According to DSP Mahesh Bikram Shah, chief of Metropolitan Circle Office, Boudhha, police has taken five people including a woman in their control.

    Talking to the Post, Karan, Maoist-in charge in Jorpati area, said they have taken three people in their captivity after they found locals beating them. He said that Maoist would carry out separate investigation on the murder case before setting them free. He, however, expressed ignorance about the arson and vandalism at Karki’s house in the area.

    Bhudai, I too hate girija and his henchman, you can take all them with you in helicopter. And also the bloody killers of Maoists.

    But yes all congress is not Girija’s henchman, all Maoists are not parasites. In both and even all of parties congress + Maoist + UML has most of people who love their country, we should never generalize (that you always do) Even in palace there are few people who love democracy and hate monarchy, they are in that hell because of they are victim of time.

    I have always seen you that you can sometimes even go to extent to say “king is not that bad” or sort of similar thing but I have never found you justifying people in democratic parties. Nobody is perfect! and that too you go to generalize intention of whole big party and people in it. Remember load shedding now we are having is because of palace, and for your information Nepal GOVT will soon arrange so that we will not have such a big load shedding from next year. 12 hrs per day is just estimation of NEA officers they only calculate they can’t decide, they are not in level to. By end 2009 we will never have load shedding at all.

    And what you know about Gagan Thapa? Do you know what situation are they going through in party? Girija doesn’t leave any one to be able to speak, thanks god we have some people arising voices inside party against Chote Raja.

    I don’t know hidden intentions of Prachanda but I am sure what he and his party has done “till now” is for the good of our nation (except human errors and intentional bloody acts by opportunists inside that party, remember opportunists like you also enter such big parties at such time to take benefit)

    Is it that Gyanendra has to stay silent because supremely democrats of Nepal are saying so? What kind of democracy is it that only SPA + M can speak and others have to stay silent?

    Prachanda, with crazed Commie ideology, ended killing 13,000 people, he can still run around the country preaching democracy and issuing threats of further mayhem. He can defend his actions with a ‘white lie’ that it was all for us. All the current politicians run to Delhi with plea of intervention in Nepal on their behalf, they still claim to represent ‘sovereign’ people and become MPs without elections being held. Terai burnt, the super conscious nagarik samaj assholes issue statements without making a single visit in the affected areas.

    If all of this acceptable to all of us, then what is wrong in the King in defending his actions? If we are already accepting passively whatever the government and politicians say, then why should not the King try to convince?

    One of the major demands of the CA elections is to determine whether or not monarchy will remain. In this regard, I think the King has a right to defend the institution and speak for the institution which created Nepal in the first place. He may need to go, but the institution is not the person. And he is the one who needs to speak for it for people to hear what, why over the blood thirty and thug voices of Prachanda and his ilk. Hell, do we have a right to vote the Maoists out for good? If, yes then why does Prachanda speak whatever he wants against democratic norms and principles and the King is to shut up????
    Does Americans treat their founding father’s in the same way as these maoists did by vandalising the statue of Prithvi Narayan Shah? Fine if we want to divide this nation back to the days of pre Prithvi let’s do it, but shame on anyone who tries to mention a United Nepal when we cannot even honour the person who had the vision to unite us!

    King Gyanendra’s Democracy Day message came loaded with a dose of political candor reminiscent of the era of active monarchy. The message, almost entirely unexpected, has sparked a predictable array of responses.

    If a monarchy, for all practical purposes, in suspended animation has violated the interim constitution (in no better shape, one must add, considering the amendments being mulled), at least it wasn’t the side that started it. The government had overstepped its constitutional authority by forming a commission to probe the attack on King Gyanendra’s motorcade at Pashupati on Shivaratri.

    Clearly, the interim constitution doesn’t recognize the monarchy. Nor have the arbiters of a new Nepal demonstrated the courage to confer on the king the rights and prerogatives of an ordinary citizen. They have allocated state funds to the royal family and tremble every time they discover that the disbursements remain untouched. Yet the government rushed to order an investigation into a physical attack that came nowhere close to the sustained calumny it has been heaping on the palace for the last 10 months.

    King Gyanendra must have thought through his message. You can hardly quibble with the facts. With government-driven deaths during the Terai conflagration having outpaced the April Uprising toll, the context also becomes clear.

    By delivering his defense of the February 1, 2005 takeover on Democracy Day, the monarch has brought to light other points. Let’s begin by considering the flip side of his profuse tributes to his grandfather. The return of King Tribhuvan from New Delhi dealt the final blow to King Gyanendra’s brief first reign. That maybe a worthless part of Nepali history to those ascendant today. It remains a significant element of the continuity of the monarchy Nepalis have hitherto experienced. Moreover, it puts the role of the current monarch in proper perspective.

    Next comes the question of whether democracy actually dawned on Nepal on Fagun 7, 2007. Obviously, the anti-palace camp, including those in the Nepali Congress, believes not.
    What this also means is that the Nepali Congress would have to redefine itself. Can it consider itself to be the oldest – and even only – democratic party in Nepal? Moreover, can it claim to have delivered democracy to the people twice before the rent-a-crowd tumult of last April?

    And the CPN-UML? When Jhal Nath Khanal is forced to quote B.P. Koirala in describing how the Nepali people can survive without the monarchy, you get a feeling of his relevance to the debate. When you hear J.N. Comrade borrow Mod Nath Prashrit’s line and cite Buddha-era Lumbini as the paragon of Nepali republicanism, the world progressive become a little repulsive.

    The Maoists are caught in their own web of lies. As if the Madhesis and janajatis haven’t done enough damage by exposing the ex-rebel top brass’ opportunism, the Indian military remains adamant in asserting their links with the ISI. C.P. Gajurel has all but conceded that Prachanda’s obsequious assertion of the Maoists having rejected ISI offers of assistance in the past was merely aimed at securing his (Gajurel’s) and Mohan Baidya’s release from Indian detention.

    So when Krishna Bahadur Mahara says he believes the king’s message has underscored the urgency of establishing a republic right away, you have to ask whether he really believes this ruse can work, But, then, his party doesn’t seem to object to placing a four-year-old on the throne as long as the former rebels get the lion’s share of seats on the Regency Council.

    There is a bright side to the outrage triggered by King Gyanendra’s message: a recognition of the need for a modicum of constitutionalism by those who thought they had a mandate to dispense with such distractions.

    I see there are still people out there whose senses have not left them and who can think for themselves instead of going with the flow to join the mob mentality. That’s one, any more with the sense of right and wrong? How can we have social harmony, with praises being sung to a slaughterer of good men and women, children and babies who were just introduced into this world with effort and great nurture by their mothers; the love and care drowned out by empty rhetoric given to hoodlums singing bloody praises to the butcher of butcher’s? Have we lost the meaning of love, mutual respect and decency for human life? – So much so that a rhetorical and unconvincing “Sorry” in front of his (prachanda’s) own thugs will suffice? Where is the honour in that? And now we have a choice to vote for this mass murderer? Am I missing something here or am I along with a handful in par with the few voices that spoke against Adolf Hitler while most of the nation was caught up in the thunderingly hollow and dangerous rhetoric of this man?

    I call on all honest citizens (and I do hope Wagle, UWB and your sugar daddies also join) to pressure the government to sign the Rome statute to try mass murderers and human rights abusers especially in times of internal strife in the international courts. If this is done, forget about our Bannana courts here, I will be the first to file my Magdi case in this court against comrade butcher.

    Maybe, if this UWB wants to do some good, they should ask their network to start a signature campaign for the government to sign the Rome statute. Sooner the better, because now we can try the butcher for the Magdi slaughter, but later we may end up having to try him for numerous more. Too many honest lives are at stake.

    SPAMmers are too scared to join all those courts unlike the real democratic government under HM’s. Do you remember that it was under HM’s rule that Nepal joined the UN Human rights watchdog group? The then government was not scared of anything because it new that it was RIGHT!

    But these SPAM murderers know that if they join the Rome Statuette, many many people will bring Criminal cases against them. I know many Nepalis and foreigners who are already preparing cases to file against various components of SPAM.

    It would be fun to see Prachanda in the Hague – two reasons for this. First, InterPol notices are running against him. So the EU police will arrest him first. And then, he will be tried for crimes against humanity.

    Dirty Soul Pushpa, he is trying to be a Fidel Castro. But bastard doesn’t know that he has blood of his own country men in his hand. And what about SPA? Ah, Girija and gang will have many cases against them too – Supporting people with terrorist tag against them. You know, the repercussions of these cases will be wide. A lot of legal technicalities.

    KG to defend his actions is his fundamental right. But I think he is still better gone than remain in any form. We cannot justify staying of an evil force just because there are others too. Nepal is better off with one less -ve force.

    HM King Gyanendra was not justifying or defending his action. He was merely explaining the technicalities. As a Head of State and King of Nepal, it is his not his ‘fundamental right’, it is his ‘FUNDAMENTAL AUTHORITY’. SPAMmer terrorists say what you want, the fact of the matter remains that you have no right to govern Nepal!

    You have the power because of the violence and this violence will sweep you off too.
