History of the Final Preference:
The Nepali Congress party was originally established on the principles of the socialist democracy or social democratic. Since then it has been a member of the Socialist International – a worldwide organization of social democratic, labor, and democratic socialist political parties. Then and there Nepali Congress party took the arms against the feudal oligarchic regime by introducing socialist economic plan to address country’s poverty with successful revolution.
We have respected BP Koirala, one of the founders of Nepali Congress Party, with great honor for his sacrifice, and dedication to such political thinking to guide the nation. We have read his writings – political thoughts, literary works, articles and so on with our great expectations for socialist democratic developments within the party and the government logistics.
Unfortunately, whenever Nepali Congress Party came in the power with the support of people of Nepal it betrayed people’s aspiration by positioning itself with the ambition of the monarchy. In this context Nepali Congress has declared itself a reform-oriented centrist party. But, historically, the reforms did not take place to meet the basic norms and principles of the moderate social democracy. Rather it leaned more towards regressive practice along the line of feudal oligarchic.
The oxymoron of Nepali Congress Party leaders and party cadres get demonstrated in full grade whenever Nepali Congress Party came in government power. Since party leaders and cadres act in contrary to the party principles and aspiration of the people while in state power it has time after time been overthrown by the monarchy with military coup.
Yet, Nepali Congress Party’s oligarchic feudal minds’political power phobia alliance with the monarchy by disregarding its own party principles and people’s aspiration. As a matter of fact, the monarchy has historically taken unnecessary advantage of such irrational fear of the party leaderships and betrayed the party for thirty-five years under the Panchayat autocratic rule.
It must be clear to us that it is the politics of the leadership of Nepali Congress Party to union itself with the monarchy despite the historical reality and the aspiration of people for change. It is shame on the party leaderships and its cadres who still wish to govern Nepali people with the feudal oligarchic mindset in alliance with the monarchy. Until and unless the new generations of leadership in party evolved from within to honor the mandate of people’s movement II for complete democracy, both Nepali Congress parties will be labeled hypocritically greedy for political power.
We have lived two hundred and fifty years in ignorance, pain and perpetuate suffering under the institution of the monarchy that who only knows how to rule the country with arbitrary rule of law based on the feudal oligarchic tradition of governance.
Historically, the choice for Nepali people is clear despite Nepali Congress Party cadres pressuring party for the ceremonial monarchy. It is disgrace on Nepali Congress leadership that cannot help its party cadres see the political reality without the political power phobia. It seems as if Nepali Congress Party is as ambitious as the institution of the monarchy.
Political Development:
Majority of political parties of Nepal as well as the people after the successful people’s movements II have already decided with their minds for the Federal Republic system of state affair. Political parties and people have experienced that if the institution of monarchy remains even with no power as ceremonial monarchy, the feudal oligarchic ruling tradition of the government will continue.
The continuation of the feudal oligarchic government logistics will perpetuate the practice of nepotism and favoritism, which are the fundamental elements of the feudal oligarchic governance. Such government practice will sustain the arbitrary rule of law and prevent the institutionalization of the reasonable electoral democratic logistics.
We have witnessed last twelve years of Democracy that the party have not been able to change the feudal oligarchic logistics in the government practice. The arbitrarily law and rules were imposed by the cabinet without letting the Parliament to vote on; randomly government positions were appointed without letting the Parliament to initiate the democratic logistics of hearing and voting; elected district chairs were deprived from districts’administration rights and responsibilities; instead government employees were appointed as chief district officer to administer the districts and so no.
These are the historical evidence of so called democratic government established after the people’s movement I under the Parliamentary system of the government with the ceremonial monarchy mask. History has shown what was under that mask – ‘the ambition of the monarchy to be absolute at any cost to continue the feudal oligarchic mindset of government practice in the name of democracy’!
Now people have understood the importance of power decentralization with the Federal System of government so that people of villages, cities and districts can elect their own people to manage their own house of federation. Therefore, now the political party leaders and cadres must follow the aspiration of the people to institutionalize electoral democratic logistics in grass-root level, decentralize the state power to constitute rights and responsibilities of people to manage their own resources and revenues.
Therefore, people have now understood that such government logistics can only be institutionalized in the Federal Republic system of the government where there isn’t a single central authority but the representatives of the federation of new Nepal from local to the central.
Honestly we are tired of political hypocrisies of all leaderships that have found only one way to manage the state affair, which is in union with the old regimes’ feudal oligarchic mindset of governance in the name of Democracy.
Rational on the Communist Movements of Nepal:
With the same reasons like Nepali Congress Party’s socialist economic plans Communists movement of Nepal began to fight for economic equality, social justice, and the sovereignty of the people. They might have called it class struggle, but the honest objective of communist struggle in Nepal has been for people’s sovereignty with economic equality and social justice especially among the leaders more than amid its cadres.
The Hegel, Marx, Lenin, and Mao might have inspired communist leaders of Nepal, but they have shown the most flexibility in the ideology as the communist world transformed itself to the turn of the global economy. Nepal cannot be spared neither by the repressive force of feudal oligarchic government traditions nor with the totalitarian dictatorship. Nepal’s prosperity and people’s sovereignty can only be spared with the institutionalizations of electoral democracy with the republic federation of Nepal to successfully exploit the global economy.
Re-distributions of the land or land reforms are only political solutions to meet social justice. But the economic equality can only be achieved through equal economic opportunities to all with the literacy that can develop human resource for industrial and technological skills, industrializations of the Tarai-belts, export of the hydro-electricity powers in global level, development of the professional services and occupations and so on.
I believe one-day Nepali people will not have to live tough lives in the stiff mountains. But will live happily and prosperous lives in the valleys and Tarai-delta by letting mountains to be nurtured by the nature with trees and shrubs, with wild fruits and herbs, and so on. This will also save the Himalayan glaciers from melting away rapidly with global warming.
How many totalitarian regimes are still in power in the name of communism on the face of the earth? I would say only North Korea, isolated and poverty stricken that please a dictator with false national glories at the cost of human suffering. China has joined the global economy to become a successful modern industrial and technological state. It is economically predicted that China will be one of the richest countries in this 21st century. Cuba has taken the same path to global openness.
Finale of the Contemporary Political Reality in Nepal:
What I see in the leaders of Nepali Communist Parties – from UML to the Maoists leaders the democratic heart with communist ideology. You may say they are communists and we should be cautious from the perspectives of feudal oligarchic conditioning of the mind of other leaders in contemporary Nepali politics. But for the sake of the Republic Federation of the Electoral Democracy, I clearly see that they stand for the ‘Civil Liberty’.
Truly, the fundamentals of the ‘Civil Liberty’are sovereignty of people, social justice and equal economic opportunity. How can there be sovereignty of people if people do not have right to vote in governance of their own state? How can people have social justice if there are no human rights protections? How can people have economic equality if there are no equal economic opportunities? And finally, how can there be equal economic opportunity if the country is deprived from the industrial and technological developments?
I believe that on these matters leaders of Nepal Communist parties have pondered over. Surely the reasonable redistributions of the lands in Nepal to agriculture work force at this time and point may be agriculturally productive. Also, it is not the modern economic practice to hold lands for those who do not till themselves.
As an example, if the land redistributions are Nepali Congress Party’s political phobia of the Communists of Nepal then it is obvious that Nepali Congress leaders are heavily conditioned with feudal oligarchic mindset. Simply, by keeping lands that Nepali Congress leaders and its cadres do not till themselves means they sustain the feudal oligarchic government practice in the name of democracy.
If not what are the other reasons to be afraid of the Nepali communists whose heart is democratic despite the communist political ideology? People know by now that the communist parties are the parties who stand openly for Federation of Republic of Nepal with the aspiration of people and the mandate of the people’s movement II for the complete Democracy.
Where does Nepal Congress Party then stand with the aspiration of the people and the mandate of the people’s movement II? Obviously it stands with the institution of the feudal oligarchic monarchy. With this reasoning, Nepali people must be very, not just, cautious with the political motives of Nepali Congress party leaders and those cadres who lay pressure on the party for ceremonial monarchy.
I however say that it is the ignorance of Nepali Congress party leaders and cadres who do not see what people see for their country. It is indeed the insensitive of Nepali Congress Party that clings for oligarchic feudal mentality with its political power phobia in the name of Democracy.
The socio-political history of human evolution provide evidence that the tribalism, racism, religious fanaticism, totalitarianism, and despotism in the affairs of the state are predisposed to arbitrary rule of law that is detrimental to civil liberty and universal declarations of the human rights. Therefore political parties leaderships and their cadres must understand the significance of the civil liberty for the sovereignty of people, social justice and economic equality of the people of Nepal if they believe that they have been fighting for these cause.
If this is not yet clear to all political leaderships and their cadres, they must change their course out of their political power phobia in collision with the old regimes’ two hundred fifty years political ambition. This is the moment in time in the history of Nepal to establish complete ‘Electoral System of Democracy’ with ‘Federal Republican Political Structures’ that will restructure the nation for the prosperous ‘New Democratic Nepal’, which will guarantee the civil liberty and protect the human rights for all of us.

Indeed, what people need to improve their daily life is ‘direct democracy’, locally centred and steered towards a central organ to insure the management of production.
The second point is an equal redistribution of the land and property.

The only party that really stands in the way of a maoist totalitarian fascist regime is the Nepali COngress. This article is typical of a maoist supporter to start the maoist propoganda war aginst the only party which provides any semblence of democracy with or without it’s flaws.
I think that they will take a long time to solve the problem of Nepal . “They” means SPA and M. So I think some thing must be done against maoists extortion, killing, and kidnapping etc. They are killing everyday Congress and UML cadre and they will bring out one statement condemning the maoists. This is just well prepared text only they change the name of the person killed. Why Maobadis became powerful ? Because SPA were and now also involved in Corruption. They do not have any morality on any subject in Nepal.

Nice to listen a good sermon on communist ideological flexibility from the tower of American economy by a non-resident Nepali. He nowhere mentions what a person should do to be a communist. Should not he be a follower of Marx’s Communist Menifesto or of Lenin’s ideology or of Mao’s Red Book? Did the communists in Nepal gave up their ideology to follow Abe Linconian philosophy? The irony is only the Congress is bashed because it is the only party close to what democracy is. The others are either facist communist parties with dictator types at the helm or right wing parties or racist ethnocentric parties. Therefore, only the Congress will gracefully accept such bashing. Is this writer trying to say that the long road without killing and torturing and ruining the nation is the better option? India had been through 5 decades under democratic parties with all their flaws, but at the end of the tunnel there was light. Does this author even dare to suggest that the fast track maoists methods and forcing everything down our throats will be the answer, or will it rather be short lived with more turmoils after and probably the complete breakup and breakdown of this nation – many examples are there to learn from, where communist facists have taken over for a time and tried to force feed the people with their uniform, outdated and out of touch with the rest of the world ideas. The temporary quiet has then erupted in vast chaos as an aftermath. Communism and its offshoots has never worked period. And in poorer nations like ours it has been a fast track to disastor. The gentleman should learn that people are individuals and although they want to function in harmony as a group, the moment people begin to infringe on their personal space and force feed ideas it is natural for the human animal to resist and resist wildly.
Congress is a very experienced party, they have flaws but then we can learn from our Southern neigbours who took 50 years to get it about right. The Indians are the mastermind for making our country failure since 50 years. They tried to make puppet to our democratic forces and provide arms ammunitiion and shelter to rebels to make them strong, and at the same time, they supported the panchayat rule with benefit of doubts for 30 years. We cannot live in peace until and unless indians role in Nepal will be marginalised and we become independent in political sense totally. Now we are seeing maoist are becoming strong and definately going to rule this country for which India is not going to support as well. If India really love our country then India should had totally support the democratic rule of 12 years so that maoist could not had been grown. Look at Bhutan, how they are suppporting it the example we can see in Bhurani refugee in Nepal. I have understoon this article completely different way from most of the anry critics.
The write’s main objective is to institiutionalize the electoral democracy in Nepal. If anyone who read his previous articles on this blog, he means electoral representatives from village, district administrative levels to the Paliament. He also suggested election of the distict judge, attoney and police chief.
Then he suggests that it is the time in Nepali politics to bring the Maoists totalitarians in the mainstream politics. This can only bring peace and electoral democracy.
However, Nepali Cogress parties do not have tradition to understand electoral democracy fully because their rule in pasted in party organizations and national politics are based on the arbitrary rule of law.
Basically democracy cannot bring peace or establishment, prosperity and justice without complete electoral democratic practice.
No matter how all of you think a nepali american dare to criticise Nepali Congress. But the write’s critique is very creative and positive if Nepali Cogress party supporters see the fact and face it for better future.
I hope it is time for all of us in Nepal to listen to what others’ have to say to our contemporary political scenario.

There is much confusion in Nepal right now with many issues, but I don’t see how you can be confused about communist party agendas? I agree we are quite confused with the goings on here. Especially confusing is the complete takeover of the maoist communists of the Balwatar area when these talks are happening. But again to call communist thinking in the line of mao and lenin democratic is confusing many even more. As for me, the confusion is there but I am not confused as to what a communist agenda is – and democracy is not a word in their dictionary.

He further said that the talks will succeed if NC agrees to decide the fate of monarchy through referendum or present another model that is acceptable to other political parties.”

It is not a question of desire, it is a question of necessity.
By the way I still have my reservations with the UML. They are communists, just the right opportunity has not shown for them to act as such. Please do not label everyone as in the “you” category. If the UML were not communists they will change their title. Many of their cadres swing easily from maoists to UML when it suites their needs. The “friendlier” faces of the leaders are misleading when you compare them to their cadres.
I don’t desire any communist parties especially the maoists with their brutality to come to mainstream politics. My desire is for communist ideas to be history. Reality however, pushed by idealistic, unrealistic chaps like you neccessitates that we include communists also – after all this is the democractic path, a path which shows that we can agree to disagree and not force people to follow whatever is shoved down our throats.
Please don’t try and spread propoganda and speak of democracy in the same sentence and breath with maoist ideology. Believeing you would definitely make us ignorant fools. Face yourself in the mirror buddy when you spew such garbage.

I presume that you mean the maoists. In this light:
The first part to your statment is Yes many still don’t trust them (the maoists)- you are absolutely correct.
And to your second statement claiming the maoists to be “one of the parties in majority” – the last time I checked they won 2 or 3 seats in an election they took part in without guns. What you probably mean is not a “party in majority” because majority only comes via the ballot in a free and fair manner BUT you mean a major armed group who uses threats, coercion, child recruitment, human shields, abduction and killings to make themselves heard and foillowed via the methods mentioned!
