Nepal Army Chief: Find a General With Clean Image

The government should appoint a new general for the top post of Neapal Army to make people feel that it is actually serious in reforming and democratizing the army that is traditionally considered the private force of the king.

Poet Arjun Parajuli was reciting his creations in MaHa Gaijatra comedy show the other night. The following two lines were striking: “This government thinks the army is under its control,” the bearded poet, who is also popular as loktantrik kavi, said. “Yes, its very much under control. That is why when summoned at Patan, he goes to Pokhara!” Parajuli was referring to Chief of Nepali Army Pyar Jung Thapa’s blatant ignorance to the high level probe commission formed by the present government to look into atrocities committed by the autocratic royal regime. Those generals who ignored the commission include Rukmangad Katwal who has been promoted to the acting Chief of the Army Staff Monday by the present government. (Thapa has gone on leave Friday one month before retirement.) Katwal has been widely accused of suppressing the peoples’ movement in April. People have started protesting his promoting and nomination. A group of human rights organization yesterday issued a press release protesting the appointment of Katwal to the top post of Nepal Army. This nomination comes at a time when the whole country is eagerly waiting for reforms within the army and democratization of the armed force of Nepal.

Human Rights Activists Protest Katuwal’s Promotion

KATHMANDU, Aug 15 – Twenty-three human rights activists representing different human rights organizations have strongly protested the government decision promoting Lt. Gen. Rukmangat Katuwal to the post of acting army chief.

Issuing a joint statement Tuesday, they have alleged that Katuwal was involved in human rights violations when he was the chief of the regional headquarters of the Nepali Army in Nepalgunj. “The promotion indicates that the government has a weak willpower to stop impunity,” they said in the statement.

They have demanded that the government respect human rights and rule of law by stripping Katuwal off responsibilities.

The human rights activists protesting Katuwal’s promotion include, among others, Sushil Pyakurel, Dr Gauri Shankar Lal Das, Subodh Pyakurel, Dr Arjun Karki, Dr Gopal Krishna Siwakoti, Dr Renu Rajbhandari, Mandira Sharma, Shovakar Budhathoki, Bhawani Kharel, Kundan Aryal.

Some people reason that Katwal being the second in command automatically deserves to be promoted to the top post. Yes that’s right but only if he was clean and unchallenged. This is a different situation and the situation is serious one. Katwal has been accused of violating human rights and high level commission is proving his acts. In such scenario, he should have sidelined and suspended. There are many other able and uncontroversial generals in the army who, if promoted to the top post, can handle the organization. The organization will continue functioning without Rukmangad Katwal. In addition to the allegation of violating human rights, Katwal has also been accused of decreasing his age illegally so as to lengthen his stay in the army. This issued has now reached at the court.

    I agree that he should be ousted from the army as he has been involved on the suppression for the peoples movement. Its a ridiculous to see such a scene after the such movement. Actually govenment is not performing according to peoples mandate.

    If not expelled from the current post, MB will get out of the agenda for not droping the weapons. After a such movement, people are not expecting such a decision to appoint like this person. The general people will be embarrassed with such steps.

    On the other hand autocrate king will inspire and try to play again taking the advantage of such situation.

    Girija is hell bent on sabotaging achievements of Janandolan. The old sucker has been time and again going against the spirit of the people. Cant we chuck him out first, coz I think he is the one that really is the main problem of our country.

    Let us all campaign for Girija’s ouster. He will never let Nepal progress.

    His son, probably a major now, is Katuwal’s greatest weakness. He got his son commissioned with false Indian certificate.
    and there is rumour that he can not see without thick glasses but done various foreign trainings and not seen posting out of his father’s lap!

    The problem is not Girija but the King’s and Maobadis’ guns. Girija is just in between these guns and so, he is trying to protect SPA and the people from those authoritarian gun slingers. What a person else should do if there are ditches at both sides?

    I am a civilian doctor,trained in the army hospital (spent 6 months as an intern).I was there when the battle with the maoists was on and one person from the infantry(soldiers) who everybody in the hospital knew and respected was Gen.Katuwal.Though he was only second in command,he made sure that he was in the hospital even if one soldier was being brought after being injured in the battle and talked with him personally about what went wrong and how the army could improve.
    Nepal army is in the transitional period now and needs an inspirational figure who is well respected and loved by all the ranks,from what i know,Gen.Katuwal is the one.
    Though i am not in the army but i have many members of my family there.From the just trained second leftinent to Leftinent generals,everyone loves the nation and the King.Love it or hate it,thats the way it is.Be it Gen.Katuwal or some other,there wont be much of a difference.But personally i respect that man.He is probably the only army man to have reached such height in the army without the push and pull of the shahs/ranas.He is there because he is good at his job and not because he is a jwain of some rana or bhatija of some shah.I think we should appreciate that fact.

    I dont know about the dharma putra thing but what i heard was when King Mahendra was on a visit to rural areas,then young katuwal recited a poem and the king was so impressed that he asked what do u wish to do.He said i want to study.He was brought to the Pharping Boarding school where he excelled in studies and later joined the army.

    I have no doubt about the sincerity of Gen. Katuwal towards the army as sincerity of every general of Nazi Germany towards their army was beyond doubt. Integrity of a person and particularly of an army personnel is judged by what he/she is trained for or whom to serve for. Katuwal was trained to serve the King and royal family. Probably, you may agree with it. Country or nation was always second to king in the army and is so till now. If power struggle between king and people’s representative takes place (it is very possible), whom Katuwal will support? Of course, to his master the king. So purge of high ranking officers in army is a must to protect democracy from monarchy.

    there are many more ‘katuwals’ in oblivion of poverty in rural nepal with same convition to better life if not more.

    and so sad king mahendra could save just one ‘katuwal’.

    my point is that– royals had all the means/might to dispense the basic education to all the subject in rural or otherwise. then every ‘katuwal’ would have to wait for the attendance at the ROYAL presense to read the poem in order to get to school.

    Well let’s say we oust Mahendra’s dharma putra and them what. You can hardly find another person in the army who isnt sligtly royalist. I guess lets just appoint a maoist into the position. That way the arms problem is solved. This is nonsense, I say let Katuwal stay and performs his duty, he is an apt officer, what you thing anyone of you would be loyal to Girija, the government at that time we loved to hate. If the army wanted to revolt they would have revolted long ago, but all this antagonising will only cause dissent inside the army and alienate them from the democratic government. The whole army is indoctrined to salute the king as the supreme commander, so how do you expect them to forget that so soon. Remember they arent supposed to ask questions and it is known that a millitary is not a democracy. They need a strong government who doesnt demand loyalty at any cost but deserves loyalty. If the goverment want loyalty it has to show some good gestures to the army and need to stop this constant alianation through maoist pressure.

    well, the main culprit is you know who – KG. Military officers were merely following his instructions. It was in this UWB that i read that there was a helicopter of palace whereever shootings occured. The article suspected Paras giving direct orders to the army / police officers from the chopper. The main question is whether the king can get away and whether the commission will summon him. Merely removing stoogies doesnt help as the whole of the army was in one line. Either you remove all of the persons above major and install a new army meritocracy or just find some escapegoats.

    As far as i know is as follows in a descending order:

    Maj Gen Balanada Sharma
    Maj Gen Gobinda Bahadur Gurung
    Maj Gen. Kiran Shamsher Thapa
    Maj. Gen. Kul B Khadka
    Maj.Gen. Rajendra Thapa.

    If any body know more than that you can add. I don not think we need more names for about 12 years now it may be filled by these people. I do not see any Rana and Shaha but there is still Rana Shashan in the army. Logic does not prevail there. Only Mudhe Bal prevails.We can ask any junior officer.

    If we allow the same system and violators of human rights to continue in the army, there was no need of the last jana Andolan.

    Maj Gen Gurung is regarded as the next C in C because if Govt. does not appoint Gen. Katuwal as fullfledged C in C he will go home at the end of Bhadra and Gen Sharma will retire as C in C in 2064 Jestha.In Jestha, Gurung is C in C. he is widely known as “pashmina general” because he sells pashmina throuh his business outlet called Everest Pashmina in Gyaneswor.

    Surely the irony of the problem is it is hard to find an officer who has the love of his ranks and who is not so royalist. Again, the corrupt govts. in the past coupled with solid indoctrination towards royalism have only made NA live and breathe for monarchy. What should we do then?

    Now, it’s not the question of who is not loyal to the Monarchy. The question is whether the person who is going to be a Commander in Chief of 90,000 Nepal Army was directly involved in human rights violation. Reading Nepali newspapers and blogs indicates that this guy was involved. So, if this government rewards him, before he gets clean cheat from the high level probe commission, then the message is very clear for all of us. This government is no difference than all of those previous governments, whether they were elected by the people or picked up by the King, who rewarded those officers who were involving not only violation of some human rights, but killing innocent people from all walks of life! Just one example: A Police Inspector, who killed very famous journalist & poet Krishna Shen got the medal from the King. I don’t know where he is now. But, I assume that he might have promoted to DSP or even SP by now!

    Bigreko desh ko bhatke ko chala bhaneko yehi ho.Everyone has their own duty to perform,the highest ranking army officer has become the chief,thats it.If he was involved in human right violation let the rayamajhi aayog prove it and kick him out.I am not going to listen to the maoist leaning human right activists telling me who is good to be the chief of army of this nation.

    No, the real question is can the Commander effectively lead against with the Maoist Army. I am not concerned with prosecuting our military in the middle of national emergency.

    Start meddling with the army and then you will have politicisation of the army. Wagle, why not allow Congress, UML, RPP and Maoist unions in the army as well?

    I’m sorry Wagle, but you are probably ignorant of many issues. By the way, Katuwal is a well respected soldier by the armed forces unlike Pyar Jung. He is also not from an elite family or a Brahmin. Is’nt it more important for the army to have a respected leader then trying to find “alleged” faults just because he was second in command under Pyar Jung?
    If we start going for the nitty gritty “alleged” this and that then I’m afraid neither GPK, Prachanda, Madhav Nepal, most of the MPs, The IGPs (one Oli who was infact directly in charge of the police who were the main actors in the janandolan 2), the Supreme court judges, should be in their current positions anmd should in fact be fired ASAP.

    By the way for the people who keep on going on about this Katuwal being the this and that of King Mahendra, I think it is a silly point, because if you did’nt know UML itself was founded by the funding of King Mahendra to create oppositon to the Congress, should this mean that UML should be banned? Further, Madhav Nepal’s father was also a brahmin pujari from a Rana household. I don’t think I can suspect the UML or MKN of having loyalties to the palace. Or maybe Wagle can? I’m afraid many of our so called political leaders with the exception of people like GPK and senior Congress leaders have had their beginnings and education due to their patronage with elite households. It does not mean they are not able to think and act independently.

    Let us not talk about history. Let us decide on the basis of human rights violation during only the regime of the king from Feb 1st 2005 to April 2006. Katuwal should be judged on that basis. Who gave orders to kill 49 people in Shivapuri ? This must be answered by katuwal. So if we allow every crime to go unpunished, then there is no need of Rayamajhi commission. Then Why police IGPs and Aigps were suspended and the chief of the Unified Command are spared ? You can not discriminate when you rule the country. THERE MUST BE EQUAL JUSTICE UNDER LAW.

    Don’t be silly. How can you just limit your history to last year? I think if you want recent events only, then since all this is directly related to the failures of the governments after 1990, let us atleast look at things from 1990. Pol Pot and his coherts were being pursued for their crimes after 40 years! I’m afraid Limbu, people who have died and wrong’s that have been done cannot just be limited to a fraction of a time frame and the rest wiped away, especially when grave errors and human lives have been lost. We are not talking about pick pockets!!! In this respect, we should not only grill Katwal, but all the politicians, judeges etc. and especially the likes of Prachanda and his gang as well.

    I believe either Girija is collaborating with the King or he is out of his mind to promote such a propalace to senior most post of the Nepal Army. This situation is pointing to political arrest in Nepal.

    All Nepalis now came to understand Girija is the most useless leader in the country. For Nepal sooner Girija goes to “Arrya Ghat” better it is. This guy has completely ruined the country. He even managed to swallow a aeroplane of Nepal airline in the past in Germany. He is finding ways to bring his German National daughter to Nepali politics. Girija has succeeded to certain stage but he is trying to put her as the PM of Nepal.

    Nepalis would celebrate for Girija’s “Jayanti”. Because not a single thing he put in right direction in Nepal. Since 1990 democracy restored in Nepal Girija prasad constantly interfered in Nepali politics. He always wanted to be the PM and succeeded. When his leadership failed and he understood that he will be replaced by someone. Girija prasad went to the Royal Palace and handed everything to the King. Girija prasad betryed his own NC all ploitical parties.

    After experiencing all those in the past our great politicians again made him the PM. It clearly shows our politicians are extremely immature and without any caliber to think about our Nepal. It is extremely unfortuante for Nepalis to have leaders of this sort. If Nepalis get compelled to come to street again this time around general public will look for political leadrs. As long as Nepal have those incompetent politicains general public will suffer forever.

    We Nepalese have a very short memory. Don’t talk about 40 years or even from 1990. Because, if it would have been so, we have to organize a trial for Girija. Have you seen any former Minster going to jail for corruption who were prominent Girija and Deuba Ministers ? Rather they are MPs now. That’s why I wanted at least to limit it to the period of King’s rule.

    So the sense of impunity prevail in Nepal. You can kill aperson in broad day light in kathmandu and you can go scot-free if you know Girija , Prachanda or Baburam.Don’t give the example of other country and compare with the present situation of Nepal.Uff 40 years or 16 years. I want criminals of yesterday only to be punished. 40 years is too far away.

    If girija can be the prime minister of Nepal then everyone has moral or ethical calibre to be anything in Nepal. Let us be unbiase and try and judge everyone objectively instead of only attacking the army. Is there one political leader who is sincere to Nepalis interest? Cmn, what is with this blog and its perpetual hatred towards army? This country is not going to work as long as we have leaders like Girija leading the team. A new and clean general is a must, i agree but it is not going to compensate for all the misruling of the Koirala clan. If we want a better future, we should wipe the slate clean and get rid of everyone. But to say that the leaders are imune to any rule of law but police and army and general public should abide by it, well it is simply not going to work. An anarchial democracy will breed everything anarchial.

    If you want justice just for the period of King’s direct rule then there is nothing that can be said to set you mind right. The anarchial state of Nepal can only be the result of inept leaders who have been ruling dictatorially in the name of democracy and representatives of the People. On one hand you agree that none of the corrupt leaders have ever been jailed or even punished (they have been rewarded with better opportunities instead) but at the same time claim that they need not be punished? Democracy simply means equal and consistent justice for ALL and multiparty system and election is just a tool that helps the delivery of impartial justice. It is not the constitution or elected government that protects the right of the people gauranteed by the constitution. But instead it is the judicial system and impartial and effective (both financially and in terms of time) justice that gaurantees our rights. Every time our rights are abused we do not go to the parliament but the court instead. So, i find it very amusing that you suggest only certain people should be brought to justice just because you don’t like their faces or just plain racist. IMPARTIAL JUSTICE is the only road to prosperous democracy and its future.

    Exactly, so this is why it is time to try them all. If the King can be hung out to dry, why not all these other buggers?
    And unlike you I’m afraid many of the people who have had their family members killed during the insurgency, injustice done to them and still being continued do not have a short memory, the people who have a short memory are the benefactors of the system till date.
    Examples exist for a reason, to show that it can be done.

    what did you want katwal to do during the jana andolan 2, support the public and declare a strike by the army against the government? I would rather have a general who follows the instruction of the government instead of making his own judgements and doing what he or she pleases. No matter who had been in Katwal’s shoes then, he or she would have done the same thing. Armies all over the world follow orders and if the don’t the institution as a whole collapses.

    It is fun talking about human rights and amuse oneself in thinking that he or she is of modern era and is attuned to western values of democracy but this is Nepal. This country has never respected any rights of the people, whether you are talking about panchayat era or the pretencious democratic era after the 90s. I have seen policemen beat up taxi drivers, richshaw pullers, motorcycle riders and so on. It has always been the culture of the police to torture and abuse the poor and weak people of the country. Yes we need to change this but it would have to be done impartially.

    And what is this crap about democratizing the NA? what does this mean? does it mean that the democratic parties should be able to instate their people into the army? Or does it mean that the COAS should be elected by the NA or the entire nation? or does it simply mean that the na should be loyal to the democratic forces instead of the King? but if they want the Na to be loyal to the parliament then it is the parliament who should do something about it. Pepetually patronizing and humiliating the NA, i am sure is not going to achieve this goal.

    to be an effective leader you do not have to be clean but more important is competence and know how. A clean (honest)but ineffective Prime minister will cost the nation more (both in terms of time and money) than a competent but no so clean (dishonest) PM.

    I dont understand why everyone keeps going on and on about clean image and sh@t when we know there is no such thing.

    What i meant to say is that from the very beginning, we did not prictice the reward and punishment system quite honestly. It can not be cent percent perfect but we must know the bottom line. Now if you want promotion in the army or everywhere, either we have to do the buttering of Girija or Madhav Nepal.We have been doing this from 1990. King was also doing the same thing. So it is like Sasu ko Paalo or Buhari ko paalo.If a murderer is from your party, he will be free. If another’s party’s even pickpocket is there he is punished like a murderer. In reward, also the same attitude. This is the main reason why we could not progress. We could not distinguish between Saadhu or Chor or Goo and Gobar.Then how can a country can progress.

    So we will be in ditch for about 10 years or so unless untill there is true charismatic leader will come to lead the nation from the new generation. Till then, we have to wait for the death of Girija and makune and other dead wood leaders.

    Can I ask all bloggers why then AIGs R B Singh, Rabi Thapa and IGP Sahabir Thapa were suspended whereas Pyar Jung and Katuwal are still running the show ? Isnt this an injustice to the police officers ?

    B , I think you are correct. Idealism has to be merged with pragmatism. Competence is much more important in this world than any other factor. The fact is our leaders are incompetent bafoons and the maoists are extremists and have a destructive and a murderous mentality, and both are seriously corrupt and violent in their means.
    We need someone or some leaders who are competent and action oriented and at the same time can deal with the international community with skill to booste our image and economy.

    Let me tell you why the IG’s were suspended, and it has nothing to do with the janandolan, atleast I can say this for two of the IG’s, this is the pathetic state of the country:

    RB Singh – He was out of the country when the janandolan was happening. He was removed because he is a Singh who has some far relationship with Himani crown Princess. Also he is known to not do chakari of anyone whether it is the King or the politicians. Many people including foreign ambassadors have told GPK and Oli – how come you have removed such a capable and educated officer?

    Rabi Thapa – I hear he was also out of the country for almost the entire janandolan perios. I think he got back teo days before the King gave in. Further, he was in charge of human resource development of the police and not in charge of operations. The reason for him being kisked out is probably because he was one of the cops stationed at Budhanilkantha as a teacher cum security when Dipendra was studying there. Reason enough I guess for all these vultures.

    Katwal – second in command – I still don’t see a valid reason for firing him. Loyalty to the crown? Well the whole country under the constitution of 1990 had to pledge loyalty to the crown as well. Might as well fire the entire army.

    Unfortunately, arguments presented sound too much like what the maoists want. They also probably want chaos and a complete economic collapse. This would all suite them just fine. But then what after? More chaos and a completely breakdown of a nation state for sure.

    If I am not mistaken Maj. Gen. Gurung was ADC for King Birendra back in his early days. I have met him in China when he was in training in Shidu. He is not the most charismatic of people but pretty well balanced and modest in nature. Preferred the golf greens to the diplomatic parties, beer to whiskey, and talking to young students than old bureaucrats.

    There can be so many reasons to keep Katuwal but what about his atrocities committed to the Maoists and others before and during the King’s Military rule.And he was writing articles giving political reasons for the King’s takeover. You just type Ajay P Nath in google and you can read his article. Being a miltary man he can not indulge in politics. Where as R B singh and Thapa can be suspened for simple reasons like being a distant relative of Himani and Dipendra’s ADC about 25 years ago.So do not try to protect Katuwal without knowing the inside story.

    Once the monarchy in Nepal may have been a sacred institution but it slowly degenerated itself. First, king Tribhuvan fell back from his promises, king Mahendra highjacked even a mild democratic reform. Thirty years of Panchayat rule had dislodged the very root, the people’s faith, of monarchy and people took the end of monarchy actually the very day with the last breath of king Birendra’s family members. Political parties, better political leaders, gave benetit of doubt to king Gyanendra to revive monarchy but the king misused this oppurtunity trying to illiminate its benevolents democratic institution themselves and the army generals, including Katuwal, gladly supported the king in his misadventure. Why should not this loyal to King general should not be sacked? The Rana general who refused to arrest B.P. Koirala in Mahendra’s time was far better than this Katuwal. I think it necessary to purge high ranking officer in army to give a new face to it.

    why do i feel this limbu guy is out to patronise caste and crade in the army? why are people trying to divide our country and its people.By the way from what i know,Nepal Army is way beyond these phony people and their petty games.

    Much-awaited Military Act presented at House

    KATHMANDU, Aug 17 – The government on Thursday presented a bill in the House of Representatives (HoR) to amend the existing Military Act proposing for the Nepali Army (NA), which has remained loyal to the monarchy since its inception, to bring totally under civilian control.

    The bill, which calls for scraping of the 1959 (2016 BS) Military Act introduced by late King Mahendra, bringing the nation’s army under the king’s command, doesn’t mention the name of the king anywhere.

    Minister for Law, Justice and Parliamentary Affairs Narendra Bikram Nemwang presented the bill today on behalf of Prime Minister and the Minister for Defence Girija Prasad Koirala.

    The bill — which will replace three decade-old military related acts — has sought decisive civilian control over the army leadership by giving authority to the government to relieve the Chief of the Army Staff (CoAS) at any time.

    The bill has also proposed to involve the Public Service Commission in the recruitment process of the Nepal Army.

    The much –awaited bill has been seen as major development in democratization of the NA.

    The bill has proposed fundamental changes in the structure of the Security Council. It will comprise the Prime Minister as its head, and Defense Minister, Home Minister, Finance Minister and Foreign Affairs Minister as its members. Earlier, it consisted of the Prime Minister, Defense Minister and the CoAS.

    The government shall establish and manage the NA for maintaining independence, sovereignty, geographical integrity and national unity of Nepal, says the bill.

    what’s the big fuss, i see no change in nepal after all this talk of people’s movement . People are still being baton charged by police ( for me g….. ) for speaking on their rights, so what is going to change in such a big thing like promotion of chief army post when fundamental issues of right of expression being supressed by the government ( i don’t what is the govenrment , nepal sarkar , ki shri pach ko sarkar ) all are same .

    If i write Limbu in a blog i am not real Limbu. You Bahun Chhetris have discriminated against janajatis for centuries so there is a revolt by them.

    What i wanted to say in this case is that a country should apply rule of law on the basis of equality. All citizens are equal. So why the Chief and 2nd in Command of Unified command who were spearheading the repression and violating the basic human rights in the country could not be punished by the govt. as it did to IGPs and AIGs of Police Force ?

    Only reason I think is Girija Bahun is a “chheruwa bahun”. He is affraid of guns and arms of the army. He does not have any guts to suspend or sack the C in C and his 2nd man.In view of the tremendous public support, if he can not do it, he is incompetent to rule present Nepal. That’s it.
