ś1. (S/NF) According to Indian Ambassador Shyam Saran, bilateral consultations between Indian and Nepali security and intelligence officers in Kathmandu on Sept 22-23 proceeded “”exceptionally well”" as a first step in institutionalizing security assistance and information exchange between the two governments. The GOI believes it can provide most of Nepal’s requirements for conventional military equipment, according to Saran, and looks to the USG to provide “”high-tech”" equipment. New initiatives include regularizing contacts between the two countries’ respective border security units and GOI training on how to counter urban terrorism. While both Ambassadors agreed that their efforts to promote a reconciliation between the political parties and the Palace had not so far proven successful, Saran reported that the Government of Nepal (GON) is considering holding phased national and local elections in 2004. ś1. (C) Summary: Delivery of M16A2 rifles for the Royal
Nepalese Army (RNA), already two months later than scheduled,
was delayed again on December 24 when the Government of India
(GOI) denied overflight permission for the transport plane.
The delay makes the US arms shipment the third in a string of
military assistance packages that have fallen victim to
bureaucratic obstacles on their way to Nepal. Continued
delay in provision of promised military aid is prompting the
Government of Nepal (GON) to look to India and other sources
for an interim solution to its critical equipment needs. End

SUMMARY

¶1. (C) In a February 6 meeting with the Ambassador, UK
Ambassador Hall, UN Mission in Nepal (UNMIN) head Ian Martin,
and an Indian Embassy representative, a visiting UK security
assessment team described the key challenges facing the
police as: 1) the absence of public debate on public security
and police reform; 2) lack of leadership within the Police
and Home Ministry to catalyze needed reform efforts; 3)
abysmally low morale among the police force; 4) misguided
planning for security ahead of planned June 2007 elections;
and 5) lack of police preparedness to address key security
challenges. The UK team recommended the gathered Missions
press for a scenario-based discussion to encourage Home
Ministry and Police leadership to plan ahead for election
security and issue necessary directives. The UK team also
highlighted the need to balance short-term election security
efforts with longer-term reform, and discussed how to
influence the development of the forthcoming Police Act,
promote a national-level committee on public safety/security
to encourage public debate and explore expansion of community
