The Comprehensive Peace Agreement between Government of Nepal and Communist Party of Nepal (Maoist)

Full text of the Comprehensive Peace Agreement held between Government of Nepal and Communist Party of Nepal (Maoist)

Preamble

Respecting popular mandate of Nepali people expressed in favor of democracy, peace and progression through the historical struggles and people’s movements, time and again, from 2007 BS and even before till now;

Reaffirming the full commitment towards the twelve-point agreement reached between seven political parties, CPN (Maoist), eight- point consensus, twenty-five point code of conduct held between Government of Nepal and CPN (Maoist), decision made in the meeting held between apex leaders of seven political parties and CPN (Maoist) held on Nov. 8 2006 including all agreement, consensus, code of conduct reached between Government of Nepal and CPN (Maoist), and letters of similar viewpoints sent to United Nations;

Expressing determination for progressive restructuring of the state to resolve existing problems in the country, based on class, cast, region, sex;

Reiterating the full commitment towards democratic value and acceptance including competitive multiparty democratic system of governance, civil liberty, fundamental rights, human rights, full press freedom and concept of rule of law;

Remaining committed towards Universal Declaration of Human rights, 2048, international humanitarian laws and basic principles and acceptance relating to human rights;

Keeping democracy, peace, prosperity, progressive economic and social change and independence, indivisibility, sovereignty, and self respect of the country at centre;

Expressing commitment to hold election to constituent assembly in free and fair manner till the end of the month of Jeth 2064 BS;

Declaring the beginning of a new chapter of peaceful collaboration by ending armed struggle continued in the country from 2052 BS through political consensus between the two parties to ensure sovereignty of Nepali People through constituent assembly, forward looking political resolution, democratic restructuring of the state and economic-social and cultural transformation;

This comprehensive peace agreement has been reached between Government of Nepal and CPN (Maoist) with commitment to transform ceasefire between Government of Nepal and CPN (Maoist) into sustainable peace. Continue reading

Nepal Celebrates End of Maoist Insurgency

>>Gyanendra on Agreement: Kantipur FM is reporting at the end of it’s 18:30 hours bulletin that Gyanendra Shah, the king who dismissed democracy, imposed autocracy in Feb 1, 2005 and intensified war against Maoists after the takeover, has welcomed yesterday’s historic comprehensive peace agreement between the government of Nepal and CPN Maoist. As per the agreement, Gyanendra’s properties that he inherited along with the crown in 2001 will be nationalized, he will have no role whatsoever in the state of affairs in Nepal and the fate of monarchy will be decided by the simple majority of the first meeting of the Constituent Assembly. According to the statement issued by Shah’s office in Narayanhitti, he has “expressed his happiness” over the agreement. Shah has basically confied himself within the high walls of Narayanhitti since the third week of April when he was nearly overthrown by the popular uprising.

>>Today is the day of celebrations! The government of Nepal declared today public holiday and the Home Minister requested all citizens to do dipawali in their homes. All government offices are reported to be doing dipawali this evening. People on the street are in jubilant mood.

Less than a minute ago, amidst a grand and historic ceremony, Nepali leaders agreed to end the war that killed more than 13 thousand people in the last 10 years. Prime Minister Girija Prasad Koirala and CPN Maoist Chairman Prachanda put their respective signatures in the Comprehensive Peace Agreement that formally ended the bloodshed in Nepal. The signature ceremony is being telecast live and it has been reported that people have started celebrating the historic achievement. Honestly, my hands are trembling as I am typing these lines. I mean it’s kind of unbelievable. Who would have though about this day when Beni was attacked, when Madi was bombed, when operation Kilo Sera 2 was launched, when Holery incident happened, when Dang barrack was attacked? Gyanendra Shah Must Be Punished

The HLPC report must be taken seriously and its suggestions must be implemented

By now the world has learned from the High Level Probe Commission that Gyanendra was (and is) guilty of suppressing the historical popular uprising in April and responsible for the death of 21 innocent Nepalis who were fighting for their freedom. Did we really need the Commission to tell us that truth? Not actually because we saw the ambitious monarch on TV in Feb 1, 2005 dismissing remains of democracy that he started destroying systematically in mid 2002. That was the biggest crime he did and I am sure he will be punished in the election of Constituent Assembly. Prachanda Praises India While Thrashing Pakistani ISI

Why Maoist chairman Prachanda chose to expose himself in New Delhi by speaking against one country in favor of the other?

One of the most shocking parts of Prachanda’s recent New Delhi, India visit was the statement he made during an interview with the Hindustan Times daily. It was interesting to see the Maoist chairman repeating the same lines from the interview to Nepali journalists in Kathmandu’s International Airport upon his return from India.

First read these lines from the Sunday edition of Hindustan Times:

With the Maoists on the ascendant in Nepal, activities of the Pakistani Inter-Services Intelligence (ISI) are on the decline, because their activities were actively encouraged by the Palace. In an interview exclusive to [Nilova Roy Chaudhury of] the Hindustan Times, Chairman and supremo of Nepal’s Maoists ‘Prachanda’ disclosed, he said, for the first time ever, that when he decided to take the ‘movement to the streets’, back in 1996, he was offered “assistance” in the form of arms and money from representatives claiming to be from the ISI.

“We must accept that the anti-India activity from Nepal (including acts like the hijack of IC814) was centred in the royal durbar,” Prachanda said. “When this feudal king (Gyanendra) was just the king’s brother, and a businessman, he had a business partnership with Dawood Ibrahim and conducted much of his smuggling through him,” said Pushpa Kamal Dahal, who prefers his alias ‘Prachanda’ (the fierce one). “With our movement gaining people’s consensus, the anti-India ISI activity controlled by the Durbar is almost non-existent,” Prachanda said.

“When we initiated the armed movement against the corrupt rule in Nepal (in 1996),” Prachanda said, “ISI-type people offered us money and arms assistance. I resisted and our council agreed to refuse the assistance because we felt our movement would lose its Nepali-people-centric approach,” Prachanda said, explaining his reasons for turning down such assistance.

Even if Prachanda spent the last decade fighting for the dictatorship of proletariats, we defend his freedom of expression. But we feel that this statement demonstrates how thin Prachanda is willing to stretch himself to win the support of India to establish ‘new democracy’ in Nepal via his “Great Peoples’ Movement”. Saturday Blog: Life out of politics. Well into a different one!

Thamel is the one place in Nepal where West meets East in a style. This style makes it distinct compared to other precincts of Kathmandu. What’s not there in Thamel? “I was offered everything available under the sun,” told one of my Californian friends who was staying in Thamel couple of years ago. Just imagine a scene: disparate Tiger Balm vendors trying to sell the “magical product” budget travelers with backpacks full of aspirations to go around Nepal in the cheapest package available. Those scenes will be rare as the tourist season is nearing an end. In its best times, Thamel is always full of goras from all parts of the world representing varieties of cultures. Foods taste cosmopolitan in Thamel. So if you don’t frequent to Thamel, you will definitely miss something. And if you were not in Thamel today, boy, let me tell you, you missed so many things. Happy To Be In Nepal, Will Treat Maoist Like A Party If…

Uncle Sam on Nepal political development: If the Maoists separate from their arms, renounce violence and establish their credentials as a peaceful entity, the United States can remove them from our terrorist list and treat them like any other political party.

Happy news about American Ambassador James F. Moriarty’s recent activism in Nepali politics is that Uncle Sam will not boycott us or impose sanctions or consider a regime change :) even after the Maoist join the interim government next month. This is a very good development, saap pani marne, latthi pani nabhachhine!, for both Nepal and the US. For us, it’s good because the much needed greenback will keep coming and for the US it’s good that their ambassador performed a “good diplomacy” and saved their country from facing an uneasy situation. Many in Kathmandu believe that the activism of Moriarty in the recent months helped create immense pressure on Maoists and strenthen the bargaining power of Prime Minister Girija Prasad Koirala (Look Prachanda ji, just imagine what will happen if Americans leave the country after you join the government with weapons!) Today American Assistant Secretary of State for South and Central Asian Affairs Richard A Boucher confirmed that US will continue its support to the government of Nepal and hinted that the terrorist tag will be removed from the forehead of Maoist party if the rebels “separate from their arms, renounce violence and establish their credentials as a peaceful entity.” Here is the complete version of the statement issued by Boucher and made available to UWB by the American Center, Kathmandu:

It is a pleasure to be in Nepal again. I came here to better understand Nepal’s transition to democracy, and it is clear this is an historic time.

A comprehensive peace agreement between the Government of Nepal and the Maoists is anticipated. My government looks forward to this step in hopes that it will place Nepal on the path of lasting peace and democracy. We want to see the peace process work. We pledge our full support. We support an agreement that safeguards the aspirations of the Nepali people.
To reach this goal, however, violence, intimidation, and criminal acts must end. The Nepali people, who have lived in fear for 11 years, deserve a chance to live without fear and to choose their form of government in fair elections. If the Maoists separate from their arms, renounce violence and establish their credentials as a peaceful entity, the United States can remove them from our terrorist list and treat them like any other political party.

We support a robust and effective role for the UN in the peace process. We will also continue to contribute to Nepal’s long-term development. The United States is committed to help Nepal build a peaceful, prosperous, and democratic future for its people.

Where is their Son/Husband, Maoists? There is a saying in Nepali that burning candle becomes extra bright seconds before dying. Is CPN Maoist that candle? If not why they are behaving like so? Why are they are continuing harassing general Nepali public even after signing a pace agreement with the government? They are forcefully abducting teenagers to recruit in their army, torturing people in the name of Peoples’ Court, threatening villagers to provide them food and shelter, extorting money from tourists and threatening journalists who write against their party. In the past few days, these Maoist activities are increasing alarmingly.

Maoists in Biratnagar, Itahari, Ilam, Tehrathum, Sankhusabha, Sarlahi, Dang, Banke and other districts have abducted teenagers younger than 16 years to recruit in their Peoples Liberation Army. In Itahari, they have threatened to take physical action to a journalist for writing news critical to the party where as in Udayapur they have intervened in a cultural program. In Manthali, the district headquarters of Ramechhap, they Maoist has arrested and tortured two in charge of murder, according to locals. In Kumarwarti VDC, Nawalparasi, Maoist cadres have forcefully taken away farmers’ rice. They have abducted three minor girls in north-eastern Samjong VDC of Dhading district. Those girls, all 14 years, have been identified as the 7th (Dilmaya Himrung and Gorimaya Lama) and 8th (Phulmaya Himrung) graders in Chautara Secondary School. Parents of the abducted girls have demanded their safe return.

In Deuri Bazar of Udayapur, Maoist’s Kirat National Liberation Front intervened in a cultural program organized on Tuesday night, arrested artists and spectators for two hours and ordered for the program to be stopped. In the program organized by Naulo Bihani Sanskritik Abhiyan, four people including Front’s Jeevan Kirati intervened, said Mohan Gole, chair of the Abhiyan.

Maoists have arrested two people of Kuvu Kastali village in Ramechhap district for their alleged involvement in the murder of Bishnu Ghimire in Khiji village of Okhaldhunga district. Maoist cadres have said that they will be handing over the two to District Police Office, Ramechhap after investigating.

In Sarlahi, Maoists have taken away hundreds of youths to recruit them in their Peoples’ Liberation Army. After Maoists promised to pay Rs. 7 thousands (one hundred dollars) per month and guaranteed future postion in the national army, many parents permitted their children to go with Maoists. “I am not sure if they will recruit me in PLA,” said a youth. “But I am going with them hoping that I will be enrolled in Nepali Army and get salary.”

However, the Maoist leadership has denied having any recruitment drive. District In charge (Sarlahi) Prabhat said that the party was just organizing organizational campaign under as per the earlier announcement of the party. Saying that expanding the organization was aimed at improving party’s position in the upcoming election, Prabhat said, “We will continue expanding organization, reforming and increasing the number of cadres.”

In Terathum, 40 boys and girls have ran toward Maoist cantonment after Maoist promised them attractive salary.

In Pokhara, Maoists have started making hotel and restaurant laborers their cadres overnight and taking them to cantonment site. They took more than 200 laborers from hotels and restaurants in Pokhara on Wednesday alone. They were taken to the Maoist cantonment site (see pic below) at Chirtung village in Palpa. Laborers were boarded into a bus with the license plate number Ga 1 Kha 1891.

In Morang’s Sundarpur and Dulari villages, more than a dozen school children have been forcefully taken away to recruit in Maoist PLA. Parents staged a sit-in for about an hour in front of the office of Maoist eastern command at Salakpur.

Meanwhile, reporter of Gorkhapatra daily Ambar Khadka and Suman Puri of local Udghosh daily who had been there for reporting were threatened by the Maoist. “We can do anything to you if you write news about this,” a reporter quoted Tulasi Sinkhada, chief of Dulari Village Peoples’ Government and Sundarpur’s Agni Sitaula, threatening them.

In Gothgaun village of Ramechhap district, Maoists barred children from meeting their parents. Those children were being taken away for recruitment.
